Security Forces (SFs) busted a Communist Party of India-Maoist (CPI-Maoist) camp and arrested two Maoists following a gun battle with them in the forest area of Palarmeta in Narayanpur District of Chhattisgarh on January 1, reports The Times of India. The arrested Maoists were identified as Som Sai Usendi (33) and Lakhmu Netam (31). Some other Maoists managed to escape. A 12-bore gun, one air gun and other Maoism related material were recovered from the camping site. On interrogation, the arrested Maoists said the 'commander' of East Bastar Divisional Committee - Kamlesh - was also among the Maoists who fled the camp.

Police had declared cash reward of Rs20,000 on the arrested Maoist. He was the secretary of Regional People Council (Jantana Sarkar). Detailing about the Regional People Council (RPC) the SP said RPC or Jantana Sarkar is a type of governing system adopted by Maoist to rule any area and under one RPC about 7 to 8 villages are covered.

In another major success for Security Forces (SFs) deployed in Bijapur District, the SFs arrested five Maoists from the dense forest of Timirguda and Gaurarm, reports The Pioneer on January 7. The joint operation was under taken by a joint team by CRPF, District Force (DF) and Chhattisgarh Armed Force (CAF). Police on January 9 arrested Nanu Ram alias Prabhatji, ‘secretary’ of Koyal Sankh zone of Communist Party of India-Maoist (CPI-Maoist), along with a pistol and five rounds of ammunition, from Kanke Police Station area in Ranchi District, reports Telegraph India. Active for the last 21 years, he is believed to have played a role during the encounter in Latehar District on January 7, 2013, that left 11 Security Force and two civilians dead. He carried head money of INR 700,000 and is accused of killing several Policemen and setting Government vehicles on fire earlier. Senior Superintendent of Police, Saket Kumar Singh, said Ram was also a member of the outfit’s Bihar Regional Committee. He is believed to be the one who works out strategies to attack the Police. So far Ram has admitted his involvement in as many as 12 cases. He had been arrested twice before, in 1992 and 2000.

Sources said Jharkhand Police has also arrested two alleged Maoists suspected to be involved in the encounter. They have been identified as Harinath Singh and Dinesh Singh. The two Maoists had been involved in laying landmines and were also part of the firing squad. CRPF is also on a recruiting spree for offensives in this year and the next with 12,000 more men expected to join the force through centralized exams. The force is also awaiting Union Home Ministry nod to launch special recruitment drives in Maoist-affected, border and tribal areas which have massive vacancies running up to 90%.

The Police on February 18 arrested Ajayan Manoor (49), accused and the alleged mastermind behind a secret meeting of suspected Communist Party of India-Maoist (CPI-Maoist) cadres at Mavelikara in the Alappuzha District of Kerala on December 29, 2012, reports The Hindu. He was arrested from his house at Manoor, near Muvattupuzha, by a Police team. He was produced before Mavelikara Judicial First Class Magistrate Court I and remanded in judicial custody for 14 days. The Police team, acting on a tip-off, seized posters, pamphlets, and books of the Revolutionary Democratic Front (RDF), an organisation floated by Ajayan. However, Ajayan denied any roles for his organisation in the Mavelikara meeting of the alleged Maoists. Commenting on the arrest, District Superintendent of Police (SP), Avinash Kumar said "The arrested Maoist leader was in our wanted list for his involvement in 10 Maoist offensives, including three murders. We launched an operation following intelligence inputs of his presence in the area". The four Maoists were identified as KCC 'chairman' Vishnu Cherwa, Mangal Surin, Dubi Guria and Birsa, all in their mid thirties. Of the four rebels, Cherwa was the first to be arrested on February 28 while the rest were arrested early on March 1. The Special Task Force (STF) troopers busted a Communist Party of India-Maoist (CPI-Maoist) training camp in Abuzamad area of Narayanpur District and arrested six Maoists, including two women and a minor boy, on March 23, reports Zee News. Police seized three muzzle-loading guns, one tiffin bomb and other explosives after the joint team of STF and District Police engaged in a brief encounter with the Maoists holed up in the hideout, a senior officer said. The Superintendent of Police (SP), Amit Tukaram Kamble, said a joint team had been on the trail of the Maoists since March 22 on a tip-off and finally zeroed in on them near Nelnar village. The arrested Maoists have been identified as Manko Kavachi (20) and Baisi Padyami (19) besides Masur Juri (18), Shankar Yadav (40), Bhimesen Poyami (25) and a 16-year-old boy, the officer said. Police also recovered a solar plate, four radio sets, couple of torch, a flash light, some medicines, clothes, laptop chargers, and other Maoist-related material.

However, his lawyer claimed that Goswami was acquitted of all the charges in 2011. Nine hardcore Communist Party of India-Maoist (CPI-Maoist) cadres have been arrested at Barhki Pakahi village under Lakhaura Police Station limits in East Champaran District on April 26, reports The Times of India. Five rifles, three pistols and 43 rounds of ammunition, Improvised Explosive Device (IED), a cylinder besides six Police uniforms were recovered from them. East Champaran Superintendent of Police (SP), Vinay Kumar, said a Police team led by Assistant Superintendent of Police (ASP) (Operations) Sanjay Kumar Singh laid a trap in the area and arrested all nine Maoists, who were planning to unleash violence at the village to avenge the killing of Allah Paswan, who was recently killed by another Maoist faction. Two groups of CPI-Maoist are reported to be at loggerheads over a plot in the area and six persons have been killed from both the sides during the last one year. The Jharkhand Police consider the arrest as an "important catch" at a time when the Chhattisgarh ambush has rattled the Centre. The Maoist leader, who is also a ‘politburo member’ of the organization, was allegedly involved in the Latehar attack (January 7). The arrest came as a blow to the Bihar-Jharkhand-North Chhattisgarh Special Area Committee, of which Thakur was the ‘secretary’. Confirming the arrest, Director General of Police (DGP) Rajiv Kumar said "Thakur has been leading almost all Maoist activities in Jharkhand and Bihar and other neighbouring states. Sources said that the car carrying the trio overturned after hitting a roadside pole while negotiating an empty jeep kept as a road barrier by the local Police at Peddamma Thalli temple, a few km from Palvancha. It is suspected that Madhavi was heading towards Vijayawada to undergo treatment for an ailment. It is suspected that Prudvi was associated with a student organisation, a “secret” frontal organisation of the banned outfit, he said, adding that further investigations were under way to ascertain the antecedents of the duo. The Times of India adds that Prudvi confessed that he had left the campus a few months back to join the Maoist party. Prudvi also claimed that he was a member of the Telangana Vidyarthi Vedika of the Hyderabad Central University.

Meanwhile, acting on a tip-off, Police arrested four people and seized a consignment of explosives, ammunition and medicines being supplied to Maoists in a Government ambulance near Bhamragarh (Gadchiroli District) in the evening of June 21. Zilla Parishad (District level local self-government institution) member Bandopant Mallewar and Porla primary health centre (PHC) medical officer Dr Ravindra Karpe were also booked in the case after the arrested accused named them as the persons behind the dispatch of the cargo. The consignment included four detonators, one kilogram of gelatin sticks, 10 rounds of an AK-47 rifle, a medicine kit and tarpaulin. The arrested people —Jhunnulal Shende, Jeewanlal Bopte and drivers Sanjit Chandradas and Vivek Dhait — said the cargo belonged to Mallewar and they were carrying it for Maoists on the direction of Dr Karpe. Superintendent of Police (SP) Suvez Haque said notices had been served to the family members of Mallewar and Dr Karpe since they were not traceable. Haque said Shende is a manager who handles tendu-leaf contracts for Mallewar, while Bopte is an accountant working under Mallewar. Chandradas is a driver attached to the Porla PHC, while Dhait is private driver from Gadchiroli town. A court later remanded the four accused in Police custody till June 28.

According to Palamu Superintendent of Police (SP), Narendra Singh, Umesh is a ‘self-styled zonal committee member’ of the Koyal Sankh zone and ‘secretary’ of North Koyal sub-zone of the Maoists. "He is the third big Maoist leader to have been arrested in the recent past. He had INR 7 lakh [700,000] reward on his head", the SP added. He is a matriculate and a married man but his affair with a mother of two children finally led to his arrest. One country-made stengun, seven cartridges and one cellphone was recovered from Umesh. Following his interrogation, the Security Forces (SFs) recovered 34 small LPG cylinders, 35 pieces of electric detonators, 162 detonators, 3,365 batteries, 255 cartridges, one steel container, one camera flash and five iron springs. Hembram is the second Maoist to be arrested after Satan Besra in the case. The Police on July 15 unearthed an illegal mini-gun factory in the Bramani forest area, known to be a Communist Party of India-Maoist (CPI-Maoist) stronghold, in Bihar’s Munger District and recovered magazines, barrels and unassembled pistol kits, reports The Hindu. Acting on a tip-off, a Police team from Bhararar Police Station raided the forest and recovered 80 pistol magazines and 20 barrels among others from the spot. Two persons have been arrested while four others managed to flee, Station House Officer (SHO) Sanjeev Kumar said. The Police also seized drilling machines and other equipment used in making magazine from the spot, the Police said. Later, those arrested told the Police that they were supplying illegal arms to Maoists and criminals.
