Security Forces (SF) personnel launched a massive combing operation at Narayanapatna area of Odisha's Koraput District, since January 2, following intelligence inputs about the presence of top Communist Party of India-Maoist (CPI-Maoist) leaders from Andhra Pradesh and Chhattisgarh in the region, reports The Indian Express. Around 300 security personnel from Border Security Force (BSF) and Special Operation Group (SOG) are engaged in the operation. Commenting on the operation, a Senior Police officer said, "A massive operation was launched. Security personnel are being airdropped at specific locations for joint combing." Maoist leaders Ram Krishna, Sukdev, Daya and Aruna are believed to be camping along the Odisha-Andhra Pradesh border to consolidate the organisation that has suffered a setback with the Maoist-backed Chasi Muliya Adivasi Sangh (CMAS) waning.

An Additional Superintendent of Police (ASP) and two constables were injured when an improvised explosive device (IED), planted inside a bag by the Communist Party of India-Maoist (CPI-Maoist) cadres, blew off near Dabnahi, about 130 Kms away from the state capital, in Gariaband District of Chhattisgarh, reports The Times of India. "Additional SP R K Minj and two constables were injured when they tried to open a zippered canvas bag found near a road, blocked by the Naxalites [Left Wing Extremists] by felling trees early in the morning", a Police spokesman said. Later para-military Central Reserve Police Force (CRPF) forces rushed and carried out a search in the area to found another bag bomb. CRPF's bomb disposal squad diffused the bomb.

Acceding to The Times of India, a woman was leading the attack on Security Force (SF) personnel at Karmatiya forest in Latehar Distinct of Jharkhand that killed 11 Central Reserve Police Force (CRPF) troopers on January 7. Two Maoists were also killed in return fire on January 7 and 16 SF personnel were injured. The Maoists on January 8 killed two civilians taking the death toll to 15. Combing operation was intensified following the second attack. The two civilians were killed and one critically injured when bombs exploded on Tuesday afternoon during search for more bodies inside the forest, said Latehar Superintendent of Police (SP) Kranti Kumar Garhdeshi. The Maoists had planted the bombs inside the dead bodies, which were ripped to pieces the moment the search team tried to recover them. The Latehar SP said the civilians were killed while they were accompanying Police personnel. Around 300 CRPF and Jharkhand Jaguar personnel treaded deep into the Karmatiya jungles, about 250km from Ranchi as part of a combing operation when Maoists started indiscriminate firing from tree tops and hills. Over 600 Maoists, led by senior leaders, were present in the Latehar jungles and around 30 of them have been injured. CPI-Maoist central committee member Arvind was the leader behind the attacks, said Police sources. Many of the Maoists were dressed like SF personnel.

A team of investigators from the National Investigation Agency (NIA) scanned the forest adjoining Bagli town of Dewas District of Madhya Pradesh on January 15, in search of hideouts and evidence of places used to make and test bomb by Hindu hardliners including the slain Rashtriya Swayam Sevak (RSS) member, Sunil Joshi, who are wanted in connection with blasts at Malegaon in Maharashtra (September 8, 2006 and September 29, 2008), Samjhauta Express (February 18, 2007) and Mecca Masjid at Hyderabad in Andhra Pradesh (May 18, 2007), according to The Times of India. Three Communist Party of India-Maoist (CPI-Maoist) cadres, identified as Nikolas Mumaru, Taliyan Mumaru and Santosh Hembram, were arrested from Madhurapur forest under Kauakol Police Station area in Nawada District of Bihar, on January 16, reports news.webindia123.com. The District Superintendent of Police (SP), Lalan Mohan Prasad, said that a joint team of Central Reserve Police Force (CRPF) and local Police conducted raid at a hide-out in Madhurpur forest, leading to the arrest. The SP further said, 'Huge quantity of explosives, fuse wire and other articles required for making Can bombs were also recovered during the search operation.'

The interstate offensive was prompted by a tip-off that an armed squad of Maoists had sneaked into Patamda’s Meghda Pahar from Purulia District of West Bengal following an offensive there on February 25. According to Senior Superintendent of Police (SSP) Akhilesh Kumar Jha, who is leading the operation, Jharkhand has pressed into action six companies of Central Reserve Police Force (CRPF) and one company of Special Task Force (STF). From West Bengal, an equal number of paramilitary personnel have joined the hunt. The officer said “We have gheraoed Patamda-Meghada Pahar and Amda Pahar from all sides. The three PREPAK cadres were identified as N Inao Singh (32), Ngangbam Mangal Meitei (29) and Ngangbam Inaocha Singh (38). Highly explosive materials, including three plastic explosives Kirkee (PEK), two China-make hand grenades and a remote-controlled device were recovered from their possession, sources said. During the interrogation, they confessed to the police that the explosive materials were handed over to them by a senior cadre of PREPAK identified as Dinesh Singh, who is now allegedly staying in an interior part of Myanmar, sources said.

Acting on a tip-off, the Special Operation Group (SOG) personnel nabbed the duo in a forest near Palliguda village under Kalimela Police Station limits. The Superintendent of Police (SP), Malkangiri, Akhileshwar Singh said "They have confessed to their involvement in the murder of the Sarpanch of Kumanur panchayat (village level local self-Government institution), Bhagaban Kirsani (55), on April 2." He added that the Maoists had killed the sarpanch suspecting him to be a Police informer. It identified the two as Nongmaithem Naocha Singh (27) and Laishram Kiran Meitei (22). Items recovered during the operation include one 9mm pistol with three live rounds loaded in the magazine, four cakes of explosive materials, one Remote Control Device, two module booster concealed with Red & black tape, four electronic detonator and a motorcycle bike. On questioning, Nongmaithem Naocha disclosed that the Improvised Explosive Device (lED) attack which took place on May 15, 2013, at Wangjing Purana Heitupokpi against the regular foot patrol party of Border Security Force’s (BSF) 116th Battalion was carried out by him in association with Laishram Kiran Meitei and one Laishram Amuchou Singh. Nongmaithem further disclosed that one lED weighing about seven kilograms fitted with one RPG mortar shell was also planted by him and his associates at Wangjing Purana Heitupokpi area near the site of blast. Following this disclosure, one lED which was more than one square feet in dimension and one RPG Shell fitted together were recovered by the SFs. Nongmeithem also revealed that he joined the outfit in last part of April 2013 along with his associate Laishram Kiran Meitei, through one Sangcha alias Oja of PLA. After joining the PLA, he along with his associate went to Tamu in Myanmar and received training in lED and explosives in the early part of May 2013, he revealed.

Based on information about presence of a suspected underground camp along the Leimatak river, troops of the Division carried out large-scale combing operations resulting in recovery of a huge quantity of explosive materials which could have been used to cause large scale damage to civilians and security forces, informed a Press Information Bureau-Defence Wing (PIB-DW) release. Listing the recoveries as eight Improvised Explosive Devices (IEDs), 45 electronic detonators, 7 kilograms plastic explosives, 2 meters of safety fuse, 2 bundles of trip wire, four radio sets of Icom and Rizhonglong make with batteries, five Motorola antennas, one Binocular, a portable generator set (Corola) of 1.5 KVA, Self Loading Rifle magazines, 31 live cartridges of 9mm and large quantity of rations, the release said the camp was a well established setup catering for training and rest and recoup of insurgents which had more than 15 structures including living shelters, perimeter protection, cooking and sanitation facilities. The security Forces dismantled the camp and destroyed explosives and ration stores on completion of the operation.

A woman Communist Party of India-Maoist (CPI-Maoist) cadre was killed in a gunfight with Security Force (SF) personnel at Birabhatti village in Sukma District on July 21, reports Zee News. Sukma Additional Superintendent of Police (ASP) SR Bhagat said, "An encounter between Maoists and a joint team of Central Reserve Police Force (CRPF) and District Police took place in the evening, in the dense forests that fall under the Bhejji Police Station area." The Maoists, among whom there were several women, opened fire on the SF personnel who were conducting combing operations in the area. The SFs retaliated and the exchange of fire lasted an hour after which the Maoists fled into the forest, leaving behind the three dead bodies. A .303 rifle, a few live rounds and other items have been recovered from the incident site.

Director General of Police (DGP) Ramniwas said it is estimated that nearly 5-6 Maoists were killed and their bodies were dragged into the forests by other companions. Superintendent of Police (SP) D Shravan said a joint team of District Police and Chhattisgarh Armed Forces had left Bayanar Police Station for a search operation in nearby areas but the Maoists hiding near Mungawal Kotapara village started firing on the Police personnel as soon as the Police team reached near the village. The Police personnel also returned fire. The exchange of bullets lasted for over an hour after which the Maoists fled into the jungle. Indian Mujahideen’s (IM) ‘operational chief’ in India, Yasin Bhatkal, who was arrested on August 28, 2013, during his interrogation revealed that he jointly prepared Improvised Explosive Devices (IEDs) over several months with Pakistani bomb-expert Waqas, Assadullah Akhtar alias Haddi and Tehsin Akhtar alias Monu since 2011, planning a series of bomb blasts across the country, reported The Times of India on September 16. On the interrogation report, Intelligence Agencies have recovered a whopping 90 IEDs from Zephyr Heights in Mangalore (Karnataka) and Abdullapur in Hyderabad among other hideouts, indicating that the terrorist organization was planning a series of bomb blasts across the country. An unnamed intelligence officer said, "Only the circuitry was not connected to the IEDs otherwise these bombs were ready to use." Several unattached timers, batteries, detonators and shrapnels have also been recovered from various hideouts. All the IEDs, prima facie filled with ammonium nitrate, have been sent to forensic laboratories for examination.

In a joint operation, a team of Border Security Force (BSF) and Odisha Police arrested two Maoists, identified as Samuru Miniaka and Dalu Madingi, from a forest area under Narayanpatna Police Station limits on September 29. Koraput Superintendent of Police (SP) Awinash Kumar said "During interrogation the duo revealed that they were entrusted with the task of finding out vulnerable points to plant Improvised Explosive Devices (IED) to attack security men patrolling the area. We have recovered a country-made gun from them." Police said the duo had initially joined the Maoist backed Chasi Muliya Adivasi Sangh (CMAS) and subsequently got arms training before joining Srikakulam-Koraput Divisional Committee of CPI-Maoist. Nagaland Post reports that a powerful improvised explosive device (IED), suspected to have been planted by rebels, exploded near Northern Gate of Kangla fort in the heart of Imphal city in the morning of October 26, leaving a jawan of Assam Rifles (AR) with splinter injury. A team of Central Reserve Police Force (CRPF), Commando Battalion for Resolute Action (CoBRA) force and District force arrested them from the forest under the limits of Basaguda Police Station, said a senior Police official. The search party was on a combing operation in Basaguda area when it spotted two people fleeing from the forest. Security forces nabbed them after chasing them for sometime, he said. During interrogation, they admitted their involvement in an attack on security personnel in forests of Tarrem village on November 11, when polling for state assembly elections was held in the region, he said. In another incident, three Maoists were held by a joint group of Chhattisgarh Armed Force (CAF) and District force from the forests of Bhusapur and Marudbaka villages two days ago, the official said. The Maoists, reportedly members of Pamed/Usoor area committee of CPI-Maoist, were earlier involved in several cases of crime, including attempt to murder, planting bombs and attacks on police party in the region, he added.

On verification, the arrested cadre disclosed that the booklets were to be delivered to one PLA cadre, identified as Ahanthem Nabakumar Meitei alias Leo. Five militants, including two women, were arrested by 24th Assam Rifles battalion personnel at Khudengtabi area in Chandel District after they had crossed the Indo-Myanmar border and were proceeding to Imphal on December 3. Five M-16 rifles were recovered from their possession. In another operation in the evening of December 3, three insurgents of the United National Liberation Front (UNLF), identified as Ngangom Roshan (19), Abung Malemnganba (19) and Milan Gurung (19) were arrested from Asang Khulen area in Ukhrul District by 44th Assam Rifles battalion personnel, the Police said. Police commandos in another search operation in the same evening arrested two militants of KCP, identified as Sanjoy Khan (24) and Sajid Khan (25), from Lilong area in Thoubal District. "Extortion letters" were recovered from them, the Police said. An official report from Churachandpur District said a militant of Kuki National Army (KNA), identified as Th Naoba (42), was taken into custody during frisking of passersby at Bijang area in the District on December 3. At least 16 Muria Gond tribals have been arrested in the last 48 hours in Bijapur District of south Chhattisgarh for allegedly acting as cultural activists of the Communist Party of India-Maoist (CPI-Maoist), reports The Hindu. The arrested alleged activists are aged between 18 and 22 years and were influencing the locals against the administration through song and dance, a release from Bijapur Police said. According to the District Superintendent of Police (SP) Prashant Agarwal, the activists have been produced in a local court. The alleged activists belong to the Chaitanya Natya Manch (CNM), the cultural wing of the CPI-Maoist. The Police release said the first group of 11 activists were arrested on December 4, while they were performing near Bidiyabhumi village under Bhairamgarh Police Station in Bijapur. The second group of three boys and two girls were picked up from Kondapal village under Mirtur Police Station. Both groups were arrested during a searching operation carried out by the District force. Drums, musical anklets, green clothes, red head-bands and Naxal literature were confiscated, the release said.

Three suspected Nehlun faction of Kuki National Front (KNF-Nehlun) militants were killed in a reported gun fight with a combined Security Forces (SFs) at Bongbal Kholen in Senapati District in the morning of December 11. The Assam rifles press release said that the combined team while conducting combing operation in a hilly and a thickly wooded area, were fired upon at about 6.30 am. During the ensuing exchange of gun fire the SFs killed three suspected KNF-N cadres, all wearing combat pattern dress. One M-16 Rifle with 300 live rounds, one AK 47 Rifle with 93 live rounds, one G-3 Rifle with 173 live rounds, four live rounds of 12 Bore Rifle, 34 live rounds of US Carbine, two notebooks containing incriminating details and other war like stores were recovered from their possession. In the fire fight, one armed cadre was possibly injured; however, he managed to escape under the cover of dense jungle. Significantly, the KNF-N is not a party to the Suspension of Operations (SoO) pact with the Government of India and the State Government.
