On January 27, India and Pakistan announced that two sides will "commence the process" of composite dialogue with three-day official-level talks in Islamabad from February 16. The talks will first be held at the level of Joint Secretaries on February 16 and 17 followed by a one-day meeting between the two Foreign Secretaries on February 18, External Affairs Ministry spokesman Navtej Sarna said in New Delhi. A similar announcement was made by the Pakistan foreign office spokesman, Masood Khan in Islamabad. He said the agenda for the dialogue would be decided during the talks. Official sources here said that during the three-day parleys, the two sides would discuss the modalities for the composite dialogue. While the Indian spokesman said "Joint Secretary-level talks on February 16-17 will be followed by a one-day meeting of Foreign Secretaries on February 18", the Pakistani spokesman said the Foreign Secretary level talks will be preceded by the meeting of the Directors General (Joint Secretary level).

According to media reports, India and Thailand have agreed to convene a Joint Working Group on security as soon as possible. The decision was taken at a meeting between the visiting Indian Deputy Prime Minister, L K Advani and the Thailand Prime Minister, Thaksin Shinawatra, in Bangkok on January 31. India and Thailand also decided to expand security co-operation in four areas — extradition, mutual legal assistance on criminal matters, security related issues with or without an international strategic content and the drive against narcotics. Counter-terrorism was also identified as an integral aspect of cooperation in these four areas. Further, Thailand also reportedly confirmed that it was willing to sign an extradition treaty with India. This could be done only after the legislature in Thailand passes an updated extradition law.

On the same day, the People’s Political Front (PPF), one of the participants in the January 22 Union Government-APHC talks, pulled out of the dialogue process while alleging that the Government was not serious about the talks. The PPF would not participate in the talks till there was a perceptible change in the ground situation in Jammu and Kashmir, PPF spokesperson Mohammad Musadiq said in a statement after a meeting of its executive committee in Srinagar. "Government of India is not serious about talks. Despite assurances, no perceptible change has taken place on the ground," claimed Musadiq. PPF Front Chairman Fazal Haq Qureshi was part of the five-member Hurriyat delegation which held talks with Deputy Prime Minister L K Advani in Delhi.

India and Pakistan reached an agreement on February 18 on a framework for talks on bilateral issues including Kashmir, terrorism and nuclear weapons. Indian Foreign Secretary Shashank and his Pakistani counterpart Riaz Ahmad Khokhar, according to a joint statement, endorsed the agreement worked out at the Joint Secretary-Director General level dialogue held in Islamabad on February 16 and 17. Both countries agreed to approach the composite dialogue with "sincere desire to discuss and arrive at a peaceful settlement of all bilateral issues, including Jammu and Kashmir, to the satisfaction of both sides." They also decided that their Foreign Secretaries would hold talks on peace and security, including Confidence Building Measures (CBMs) and Jammu and Kashmir, in May or June 2004. In July, talks would be held on issues such as Siachen, Wullar Barrage/Tulbul Navigation Project, Sir Creek, terrorism and drug-trafficking, economic and commercial cooperation, and promotion of friendly exchanges.

On June 4, India’s External Affairs Minister, K Natwar Singh, on his first official visit to Nepal said India was committed to supporting Nepal in combating its problems. The policy of the new Indian Government is to continue to "extend to the friendly people of Nepal, India’s full support in their endeavour to overcome the challenges confronting their country," Singh said. However, neither did he mention any specific areas where India would help Nepal, nor did he disclose the agenda for talks with the leaders of political parties, including the newly-appointed Prime Minister Sher Bahadur Deuba. Singh added that it was no coincidence that Nepal was the first country he visited after assuming office. It only "reflects the importance we attach to Nepal and our desire to consolidate and further develop our already wide-ranging ties with her," he said.

In a joint statement released on June 28, India and Pakistan stated that their Foreign Secretaries, Shashank and Riaz Khokhar, had held a "detailed exchange" of views on Jammu and Kashmir and agreed to continue their "sustained and serious" dialogue to find a peaceful, negotiated and "final" settlement of the issue. The joint statement issued after two days of talks also stated that strength of the respective High Commissions would be "immediately restored" to 110 and that the two sides had agreed, in principle, to re-establish the consulates in Karachi and Mumbai. Both countries also agreed to immediately release all detained fishermen and civilian prisoners in each other's custody and a mechanism put in place for the return of unintentionally transgressing fishermen and their boats from the high seas without apprehending them. The Foreign Secretaries also reiterated their commitment to the principles and purposes of the United Nations Charter and their "determination to implement" the Shimla Agreement in letter and spirit. During an hour-long meeting with the Union Home Minister Shivraj Patil in New Delhi on July 7, the Andhra Pradesh Chief Minister Y S Rajasekhar Reddy and State Home Minister Janna Reddy informed that the State Government has established direct contact with the banned People’s War Group (PWG). Talking to the media after the meeting, the Chief Minister said that the State Government received a go-ahead from the Union Government on the proposed dialogue with the PWG but that the State should adopt a cautious approach and ensure that the law and order situation does not deteriorate. Asked whether the State Government would be extending the ban on PWG, due to expire on July 22, Janna Reddy said, "it is too far and we have not decided so far. But the atmosphere in the state was congenial and the situation is quiet."

Senior officials from nine Naxalite-affected States namely, Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa, Uttar Pradesh and West Bengal attended the meeting. The efforts and strategies taken by States in dealing with the problem came up for discussion besides a review of the action taken on decisions of the last meeting. On September 5, India and Pakistan agreed on incremental steps to take the dialogue process forward even as they differed on the issues of cross-border terrorism and Jammu and Kashmir during a meeting between their respective Foreign Ministers, Natwar Singh and Khurshid Mahmud Kasuri, at Hyderabad House in New Delhi. The Ministers also reviewed the progress made in the first round of the eight-subject composite dialogue. Both countries have reportedly agreed to hold technical talks on the Khokrapar-Munabao rail link, continue discussions on nuclear confidence-building measures, hold a dialogue between the respective Coast Guards and a dialogue on narcotics control and trade-related issues. A joint statement on the deliberations is likely to be issued and the two Foreign Ministers will hold a joint press conference at the end of their second round of discussions on September 6, today.

On October 1, India and Bangladesh decided to hold joint and co-ordinated patrolling of their 4,095 km-border and exchange information to curb trans-border crimes. Border Security Force (BSF) Director General Ajai Raj Sharma and his Bangladesh Rifles (BDR) counterpart Major General Jahangir Alam Chowdhury signed an agreement to this affect at the conclusion of a border co-ordination conference in New Delhi. "We will start the coordinated patrol very shortly," said Sharma, who led the Indian delegation at the five-day conference, adding that it was an important confidence building measure between the two forces. The personnel of both forces would 'move together' whenever required, said Gen. Chowdhury. The BDR chief, however, denied the Indian allegation that millions of Bangladeshi nationals are staying in India illegally. "There is not even a single illegal immigration from Bangladesh to India," he claimed. He also denied the existence of camps on Bangladeshi soil operated by terrorists active in India’s northeast.

This was disclosed at a joint press conference by the Additional Director-General (West) of the BSF, A.K. Mitra, and the Director-General (Sindh) of Pakistan Rangers, Maj.Gen. Javed Zia, at the conclusion of the bi-annual meeting between both sides in Chandigarh. However, contentious issues persisted as both sides stuck to their traditional perception of the international boundary in Jammu region. On October 20, India and Pakistan announced dates for expert-level talks on nuclear and conventional Confidence Building Measures (CBMs), commencement of the proposed Srinagar-Muzaffarabad bus service and six other identified issues, beginning in the last week of November. The Foreign Ministries in Islamabad and New Delhi simultaneously announced schedule of meetings on eight subjects for which there was an agreement in principle during the visit of Pakistan Foreign Minister Khurshid Mehmood Kasuri to India in September. While talks on nuclear CBMs will be held in Islamabad on December 14 and 15, the one on conventional CBMs will follow on December 15 and 16. The two sides are expected to take up a draft agreement on advance notification of missile tests during this meeting. The meeting on starting bus service between Srinagar and Muzaffarabad in Pakistan-occupied Kashmir will be held in New Delhi on December 7 and 8. It was decided that railway authorities of the two countries would meet in Islamabad on December 2 and 3 to discuss the proposed rail link between Munnabao and Khokhrapar. The Narcotics Control Authorities will meet in New Delhi on November 29 and 30. Their parleys would include finalisation of a Memorandum of Understanding (MoU). In the near back-to-back schedule, there will be a meeting of the Indian coast guards with the Pakistan maritime security agency in New Delhi on December 3 and 4 during which they will discuss a MoU for establishing communication links between them. On December 14 and 15, there will be a meeting in Karachi on the joint survey of the boundary pillars in the horizontal segment in the Sir Creek area. The two sides will also have a meeting of the committee of experts on trade related issues on December 9 and 10. In Islamabad, foreign office spokesman Masood Khan, when asked about the second round of meeting between the Foreign Secretaries to discuss Kashmir and peace and security, said the dates for the talks were being discussed and the parleys could take place in Islamabad in the third or fourth week of December.
