India and other member nations of the Bay of Bengal Initiative for Multi-Sectoral Technical and Economic Cooperation (BIMSTEC) grouping on January 12, explored ways to cooperate in dealing with various security challenges, including threat of terrorism, in a meeting held in New Delhi, reports Business Standard. The Ministry of External Affairs (MEA) stated that the delegates discussed traditional and emerging non-traditional security threats in the BIMSTEC region, different aspects of implementation of the BIMSTEC Convention on Cooperation in Combating International Terrorism, Transnational Organised Crime and Illicit Drug Trafficking, which entered into force on March 16, 2021.

India and Oman discussed ways to bolster strategic and security cooperation and collective measures to counter terrorism as well as condemned all forms and manifestations of terrorism at the ongoing eighth edition of the India-Oman Strategic Dialogue being held in New Delhi on January 18, reports awazthevoice.in. Major General Idris Abdulrahman Al-Kindi, Secretary General of the National Security Council of the Sultanate of Oman, is visiting India at the invitation of Vikram Misri, Deputy National Security Adviser, National Security Council Secretariat of India to take part in the Eighth India-Oman Strategic Dialogue. Both sides stressed the need to work jointly to fight the menace of terrorism. Sources stated that discussions were held on a wide range of issues of mutual interest including bilateral strategic and security cooperation besides defence and regional security. Both sides reiterated the importance of preserving maritime safety and security in the region. During the discussions, representatives of India and Oman discussed that the expansion of terrorist propaganda, misuse of new and emerging technologies, arms and drugs trafficking and abuse of cyber space for recruitment, fundraising and disinformation have serious security implications for the region and need a coordinate response.

India’s National Security Adviser (NSA) Ajit Doval emphasised the need for intensified intelligence and security cooperation to tackle Daesh, Lashkar-e-Toiba (LeT) and Jaish-e-Mohammed (JeM) while participating in a multilateral meeting on Afghanistan in Moscow, Russia on February 8, reports Hindustan Times. The fifth multilateral meeting of senior security officials of regional countries focused on various issues related to Afghanistan, including the security situation and humanitarian challenges. Doval made it clear India “will never abandon the Afghan people in their time of need”, the people said. He pointed out terrorism has become a major threat in the region, and that dealing with Daesh or Islamic State, LeT and JeM requires “intensified intelligence and security cooperation” between states and their agencies, the people said.

India and Egypt on February 16, held the third meeting of the India-Egypt Joint Working Group on Counter-Terrorism in New Delhi, reports indiablooms.com. The respective delegations at the Joint Working Group on Counter Terrorism were led by Mahaveer Singhvi, Joint Secretary for Counter-Terrorism, Ministry of External Affairs of India (MEA) and Mohamed Fouad Ahmed, Director, Counter-Terrorism Unit, Ministry of Foreign Affairs of Egypt and comprised of senior representatives from both sides. Both sides strongly condemned terrorism, including cross-border terrorism and reviewed threats posed by terrorist groups globally and in their countries. They shared their respective counter-terrorism priorities and actions undertaken to counter-terrorism, violent extremism conducive to terrorism, radicalization and terror financing. They further called upon all countries to work towards rooting out terrorist networks, infrastructure, their financing channels and preventing cross-border movement of terrorists. The two sides reaffirmed the need for early finalisation and adoption of the UN Comprehensive Convention on International Terrorism (CCIT) which is aimed at advancing and strengthening the global counter-terrorism legal framework. The two sides agreed to further strengthen bilateral counter-terrorism collaboration, including through training and capacity-building efforts, exchanges of good practices and information sharing. The Joint Working Group also discussed multilateral counter-terrorism cooperation including the United Nations and the Global Counterterrorism Forum (GCTF).

In a joint statement issued after the first meeting of the India-Saudi Strategic Partnership Council co-chaired by Prime Minister Narendra Modi and Saudi Arabian Crown Prince Mohammed bin Salman, the two sides stressed the importance of security and stability in Afghanistan and forming an inclusive government there that represents all spectrums of the Afghan people. The two leaders also laid emphasis on not allowing Afghanistan to be used as a platform or safe haven for terrorist and extremist groups. “They agreed that there cannot be any justification for any act of terror for any reason whatsoever. The Dialogue was co-chaired by US Treasury Under Secretary for Terrorism and Financial Intelligence, Brian Nelson and India's Revenue Secretary, Ministry of Finance, Sanjay Malhotra. The joint statement stated that the India-US AML/CFT Dialogue is an effective forum for both countries to share perspectives and best practises on how to strengthen the collective efforts of both countries to address illicit finance risk across our countries and the international financial systems. In forum sessions, the two countries discussed each country's experience with virtual assets and virtual asset service providers, given the focus area of both sides to promote responsible innovation while mitigating illicit finance risks. Both parties recognised the pressing need to accelerate global implementation of AML/CFT standards for virtual assets, in line with the Financial Action Task Force (FATF) recommendations, to effectively address the issue of regulatory arbitrage, the statement read.
