A senior official today said it might take a few days for the discussions to yield results on the ground. Though India is not planning any joint crackdown in Bhutan as of now, it wants the Himalayan kingdom to back–up the operations launched in Assam.

In response to a question on the shootings in Paris (France), Akbaruddin said, “India is shocked like the rest of the world. Prime Minister Narendra Modi has already condemned this attack as a dastardly act. Minister of External Affairs Sushma Swaraj has written to her French counterpart [to express solidarity]. A two-day bilateral meeting between the Deputy Commissioners of the border Districts of Meghalaya and Bangladesh will begin in Shillong on January 12 (today), reports The Shillong Times. Sources informed that the Deputy Commissioners of six border Districts of Bangladesh – Netrokona, Sunamganj, Sherpur, Mymensingh, Sylhet and Kurigram – and all the districts of Meghalaya sharing international border with Bangladesh will participate in the meeting. Senior Border Security Force (BSF) and Border Guards Bangladesh (BGB) officials, besides Superintendent of Police (SP) s from the border Districts would also attend the meeting. It was informed that the issue of border fencing would be given top priority during the meeting with both sides slated to work out a strategy to clear the bottlenecks for early completion of the Indo-Bangla border fencing work in the Meghalaya sector.

This was decided on the concluding day of the two-day bilateral conference of DC/DM of Meghalaya (India) and Bangladesh held in Shillong.“This proposal will be placed before both the Indian and Bangladesh governments for a final decision,” East Khasi Hills Deputy Commissioner Sanjay Goyal said, while briefing news persons on the resolutions and proposals agreed upon by the two sides on January 13.

As India prepares to roll out red carpet to United States (US) President Barack Obama as the chief guest during the Republic Day parade, Prime Minister’s Office and Union Ministry of Home Affairs (UMHA) are finalising an elaborate agenda to address Indian concerns in the homeland security dialogue with their US counterparts, reports DNA on January 15. According to the report, the two countries are looking forward to hold in-depth exchange of views on common areas of interest and collaboration to further mutual counterterrorism goals that includes checking the spread of Islamic State of Iraq and Syria (ISIS) and al Qaeda which recently announced its new wing, Al Qaeda in Indian Subcontinent (AQIS). India is also banking on US for building capacity in cyber security and critical infrastructure protection to counter threats and keep terrorist at bay.

During the Indo-Bangladesh Home secretary-level talks in New Delhi on February 16 and 17, Indian Home secretary L C Goyal has proposed an anti-terror pact with the eastern neighbour, envisaging a structured mechanism for exchange of terror information and updates, reports The Times of India on February 20. Goyal also handed to his Bangladeshi counterpart Md Mozammel Haque Khan a list of 39 camps of Indian Insurgent Groups (IIGs) still operating out of Bangladeshi territory. Seeking a crackdown on the camps of United Liberation Front of Asom (ULFA), National Democratic Front of Boroland (NDFB), National Liberation Front of Tripura (NLFT) and United National Liberation Front (UNLF) etc, concentrated in the Chittagong region, the Indian side is believed to have provided Dhaka with their detailed coordinates. The proposed Indo-Bangladesh anti-terror pact seeks to boost security ties between the two countries through regular exchange of terror information and intelligence on short-term and long-term threats, joint investigation of terror cases with cross-country linkages (including one relating to Jama'atul Mujahideen Bangladesh [JMB]'s activities), coordinated counter-terror action as well as exchange of training and best counter-terror practices. The formalization of the agreement will also pave the way for enhanced cooperation between Indian and Bangladeshi agencies to check terror financing and circulation of counterfeit currency. A senior Home Ministry officer said "The Bangladeshi home secretary, while acknowledging the need for closer anti-terror cooperation with India, said he would relay India's proposal to the Sheikh Hasina Government, which would then take a call on the way forward." Meanwhile, Goyal also updated Khan on the status of ratification of the Indo-Bangladesh Land Boundary Agreement. Report also said that a constitutional amendment bill is expected to be taken up in the coming session of Parliament for consideration and passage.

The assurance came at a Home Secretary-level meeting between the two countries at the Taj Palace Hotel in New Delhi. Bangladesh has been pressing India to trace and hand over wanted persons including two killers of Bangabandhu Sheikh Mujibur Rahman - Risaldar Mosleuddin and Captain Majed. Dhaka has also been asking New Delhi to hand over wanted Bangladeshi criminals Subrata Bain and Sajjad Hossain who were arrested in 2012. Both have been handed down death sentence in Bangladesh for murder and grenade attack on an Awami League (AL) rally in Dhaka. Bangladesh has assured India that it would construct border outposts (BOPs) along the uncharted territory of Tripura and Mizoram to check proliferation of camps of Indian Insurgent Groups (IIGs) in Chittagong area and to put a stop to unbridled human trafficking through the porous border. Sources said that "To help India weed out terror training camps of insurgent groups, Bangladesh has offered to construct 40 more BOPs in addition to the 13 that have already been constructed. The BOPs will be manned by the Border Guards Bangladesh (BGB) to ensure that IIGs camps are demolished and one of the biggest corridors for human trafficking is plugged." India's Home Secretary LC Goyal also told his Bangladeshi counterpart, Mozammel Haque Khan that the Indian security agencies that have already tightened their grip to stop all forms of anti-Bangladesh activities will continue work in close coordination of Bangladesh to check Jama'atul Mujahideen Bangladesh (JMB). Bahrain's Foreign Minister Shaikh Khalid Bin Mohamed Al Khalifa, who met Prime Minister Narendra Modi, conveyed his country's commitment to deepen ties with India in counter-terrorism, security and defence. Indian Union Home Minister (UHM) Rajnath Singh, on a two-day visit to West Bengal, surveyed the India-Bangladesh border and visited border enclaves in Cooch Behar District on March 31, reports Gulf News. Besides holding talks with officers of the Border Security Force (BSF) and the Border Guard Bangladesh (BGB), the UHM said a letter to the West Bengal government has been sent for acquiring land for fencing parts of the border that remain unfenced. “It was a cordial meet with BSF and BGB officers. Besides visiting the border, the visit was also to inquire about the problems that our BSF personnel may have. I was here also to look into how the border area development works is progressing,” Singh commented. Singh met BGB officers at Panbari border outpost before heading towards the Tin Bigha corridor, a strip of land leased to Bangladesh to allow access to its Dahagrama-Angarpota enclaves. “The visit was also aimed to gather information about the enclave dwellers,” Rajnath Singh said after visiting a Bangladeshi enclave in Balapukhri in Cooch Behar and taking stock of the ground reality in the area ahead of the implementation of the Land Boundary Agreement (LBA) with Bangladesh.

In addition to China, France, Russia, United Kingdom (UK) and the United States (US), the group has representation from the five continents. Morocco's Permanent Representative to the UN Ambassador Omar Hilale presided over the launch of the group, which aims to "create synergies between all initiatives" implemented within the UN, promoting international cooperation in combating terrorism, share and exchange good practices in the fight against this scourge that threatens international peace and security. The group would meet once a year at the ministerial level on the margins of the General Assembly and every two months at the level of permanent representatives, the report said. The Afghan President identified terror as a major challenge facing the region and said his government was determined to make Afghanistan the "graveyard of terror". Last week, officials from the Ministry of Telecom and the Department of Electronics and Information Technology (DeitY) met with a visiting top Japanese trade delegation led by Minister of Economy, Trade and Industry Yoichi Miyazawa. Both sides discussed how the two countries can join hands to check cyber crime, an official source said. The major area of focus was technologies that can help in securing the flow of information on the Internet as well as protect critical government data on cloud. Siddibapa was detained in Abu Dhabi on the basis of a Red-Corner Notice issued by India for his alleged role in the serial blasts in various parts of the country from 2006 to 2010. He is said to be the financial brain of the IM. A follow-up was sought on the status of 192 suspects against whom Red-Corner Notices have been issued at India’s behest. National Security Adviser (NSA) Ajit Doval, who accompanied Modi on the trip, is learnt to have raised the pending extradition requests. The UAE showed its willingness to cooperate in these cases, it is learnt. The Extradition Treaty signed between India and the UAE in 1999 came into force in 2000. A Central Bureau of Investigation (CBI) official confirmed that India had pursued the extradition requests.

The figure of 10 Indians now with IS is higher than the assessment put forth at a meeting of Chief Secretaries and Police Chiefs of 12 states convened by the Union Ministry of Home Affairs (UMHA) earlier this month. At this meeting, called to discuss the IS' appeal among a section of Indian youth and ways to counter it, the participants were told that 13 Indians had joined IS so far. Of this, seven were believed to be located in IS territory, while six had been killed. During the counter-terror talks with Australia, India is said to have raised Pakistan's continuing terror activities against India and its failure to dismantle the terror infrastructure on its soil. Senior officials of the ministry of external affairs are said to have shared how terror outfits active in the Af-Pak region were now taking up legitimate business such as leather goods exports, travel agencies, flour mills etc, to camouflage their operations and funding. ISI [Inter-Services Intelligence] is controlling most of the terror outfits, particularly LeT. The joint working group also discussed international presence of Sikh radical groups, particularly their attempts to "take over" gurudwaras in US, UK, Germany and Canada, all having a notable Sikh diaspora. India is said to have raised the emerging nexus between radical Sikh outfits and jihadi groups.

A 16-member Pakistani delegation led by Rangers Director General (Punjab) Major General Umar Farooq Burki was received at the Attari-Wagah border by BSF Commanders of the Punjab Frontier on September 9, en route to the capital for the talks. The delegation comprised officials from the Sindh Rangers, Ministry of Interior, Survey of Pakistan, anti-narcotic force, and immigration. The talks are going ahead against the backdrop of escalating tensions between the two countries over comments by its Army Chiefs, as well as the Gurdaspur and Udhampur terror attacks. A BSF delegation led by Inspector General (IG) Meghalaya Frontier, Sudesh Kumar provided the documentary proof to BGB in a bilateral meeting held in Sylhet on November 18. The BSF cited that camps belonging to Garo National Liberation Army (GNLA), United Liberation Front of Asom (ULFA), Hynniewtrep National Liberation Council (HNLC), National Democratic Front of Bodoland (NDFB) and National Liberation Front of Tripura (NLFT) have camps in Bangladesh, BSF officials said. Besides insurgency, the BSF also raised the issue of Fake Indian Currency Notes (FICN) being printed in Bangladesh and being pushed into India by Bangladeshi nationals. “Commission of trans-border crimes like smuggling of fake Indian currency notes, forest produce and cattle theft, dacoities in Indian Territory committed by Bangladeshi nationals and criminals inside Indian Territory were also discussed during the meeting,” the officials added. According to a Joint Statement on enhanced Malaysia-India Strategic Partnership issued after the meeting between Indian Prime Minister Narendra Modi and his Malaysian counterpart Najib Razak, both leaders agreed to proceed with efforts to develop the Strategic Partnership between the two countries and expressed strong condemnation for terrorism in all its forms and manifestations, and called upon all States to reject terrorism and bring perpetrators of terrorism to justice. They welcomed ongoing cooperation between the two countries on counter terrorism and agreed to further enhance cooperation in this direction. India and Malaysia held the first ever joint army exercise, Harimau Shakti, with focus on counterterrorism and counter insurgency in October 2012. The name of the exercise is derived from Harimau, Malaysian for ‘tiger’, and Shakti, Sanskrit for power. The initial exercise saw 25 Indian officers of the Tezpur based 4 Corps take part in table-top and sand table fighting.

First, both countries are done with their grandstanding, and after months of harsh rhetoric and a diplomatic sulk, they have come to the conclusion that engagement is the better part of valour. Second, both countries climbed down to make this happen. India needed talks to be on terrorism, which it was. Doval and Janjua discussed all aspects of terror and instability, including looking at the Kashmir issue from the terror angle. On the other hand, India gave in to a Pakistani demand to hold simultaneous Foreign Secretary-level talks on Kashmir. Third, meeting in Bangkok overcomes the Hurriyat hurdle. The Pakistanis are spared the pressure of meeting the separatists and the Indians are spared the necessity of shutting that down. Fourth, a third country keeps an intrusive, polarized and high decibel sub-continental media at bay. Over the years, successive Indian and Pakistani governments have blamed the media for vitiating the atmosphere and making things difficult for them. Fifth, the talks prepares the ground for India's Foreign Minister, Sushma Swaraj's trip to Islamabad next week. Modi is now more than likely to be in Islamabad for the SAARC summit in 2016. In addition, India can remove the bilateral problem from the table when the world discusses a solution to Afghanistan.

The Foreign Secretaries (FSs) of Pakistan and India will meet next month in Delhi to work out the details of the newly-announced Comprehensive Bilateral Dialogue after the two countries decided to re-engage, reports Daily Excelsior on December 12. Pakistan Prime Minister’s Advisor on Foreign Affairs Sartaj Aziz, while making a statement in Parliament, said the Secretaries will decide on the modalities and schedule of the comprehensive dialogue the two countries have decided to engage in. Sources said the meeting will take place in Delhi. Aziz briefed the Parliament about the recently held ‘Heart of Asia’ conference and his meeting with External Affairs Minister Sushma Swaraj during which it was decided that the two countries would engage in a Comprehensive Bilateral Dialogue. The Modi government has also assured support to Japan in contributing to security arrangements during the G-7 summit, which is scheduled to take place at Kashiko Island in Japan's Mie Prefecture in May 2016. Japan has not been a victim of terror on its soil for many years and has limited counter-terror capabilities, officials said. Japan has not played any significant role in global counter-terror initiatives so far either. However, Japanese nationals have been targeted recently in certain countries in Asia by Islamic State (IS) and other extremist groups. Japanese nationals are stationed in various countries, from peaceful zones to terrorism hotspots, owing to the country's huge economic presence and therefore face security risks. The IS terrorists killed two Japanese hostages in Syria in February, 2015. Three Japanese women were killed in a terror strike in a museum in Tunisia in March. One Japanese citizen was killed in Bangladesh in October. The incidents influenced the Japanese government to launch a counter-terrorism intelligence unit on December 8, 2015.

Indian Prime Minister Narendra Modi on December 25 said that Afghanistan will succeed only when terrorism no longer flows across the border and when nurseries and sanctuaries of terrorism are shut. Declaring that India is in Afghanistan to contribute not to compete, to lay the foundations of future and not light the flame of conflict, Modi also said terror and violence cannot be the instrument to shape the future of the strife-torn country or dictate the choices its people make. The Prime Minister was addressing the Afghan Parliament here after inaugurating its swanky new building that was built by India at a cost of USD 90 million in the presence of Afghan President Ashraf Ghani. NDTV adds that a joint statement, released after a meeting between Narendra Modi and Mohammad Ashraf Ghani, also "strongly condemned" terror incidents in Afghanistan. The statement said the two sides "exchanged views on the security situation in Afghanistan, which faces serious challenges of terrorism, extremism and narcotics". It added, "Strongly condemning the barbaric incidents of terrorism in Afghanistan in recent months, the two leaders reiterated that peace in Afghanistan required elimination of terrorism perpetrated and supported from sanctuaries and safe havens." The Mi-25 choppers India is giving to Afghanistan were also mentioned in the statement, and both sides agreed to expand training opportunities for Afghan security and defence forces. "...The two leaders pointed out that the Mi-25 helicopters provided by the Indian government to Afghanistan and their maintenance facility would address an important requirement". India has already delivered the first of four planned Mi-25 attack helicopters for use by the Afghan Air Force. "They agreed to increase and expand training opportunities for Afghan National Security and Defence Forces in relevant Indian institutions, based on the requirements of Afghanistan," the statement said.

Prime Minister (PM) Nawaz Sharif on December 30 invited India to hold dialogue with Pakistan on all issues, saying the two countries cannot live as enemies, reports Dawn. “Pakistan and India will have to resolve all issues amicably and in a comprehensive way,” he said while addressing a foundation stone-laying ceremony for the western route of the China-Pakistan Economic Corridor (CPEC) project at Zhob in Balochistan. The route will cover Zhob-Mughal Kot (N-50) and Qila Saifullah-Wagum (N-70). The PM said National Security Adviser Nasser Janjua had held meetings with Indian officials to discuss issues and conflicts between the two countries. He said that during Indian External Affairs Minister Sushma Swaraj’s visit to Islamabad it had been decided that the two countries would restart dialogue on all issues. “Pakistan and India will have to create a friendly environment to resolve their issues,” he said, adding that all disputes and conflicts anywhere in the world were resolved through talks.
