Bangladesh and India on January 28 singed the Extradition Treaty in Dhaka to facilitate transfer of persons wanted on criminal charges in either country on request, reports The New Age. The agreement was signed at the 4th meeting of the Home Ministers of Bangladesh and India. In the joint statement the two Home Ministers expressed the ‘belief that the Extradition Treaty would help increase cooperation among law enforcing agencies of the two countries and curb criminal activities’. The new treaty would allow transfer of convicted or under-trial criminals but it would not be applicable for those accused in ‘political crimes’ or other criminal offences punishable with imprisonment for less than one year.

After the India-US Homeland Security Dialogue in Washington, a joint communique said the two countries have agreed to enhance bilateral co-operation to combat terror financing and currency counterfeiting, Business Standard reports on May 22. According to an official Indian statement, "Shinde and Holder agreed that the Ministry of Home Affairs and the Department of Justice should work together institutionally, so as to ensure the best possible outcomes within the laws of the two countries, to address pending issues relating to extradition, execution of Letters Rogatory and Red Corner Notices, as well as other areas of cooperation in law enforcement, counter terrorism and judicial processes”, adds Economic Times. In a statement after the conclusion of the talks, US Secretary of Homeland Security Janet Napolitano and Indian Union Minister of Home Affairs, Sushil Kumar Shinde, reaffirmed the commitment to, and importance of, bilateral homeland security cooperation between the United States and India on common challenges faced such as Terrorism, and countering violent extremism. Both leaders expressed satisfaction with progress made and endorsed areas of further engagement in each of the Homeland Security Dialogue Sub-Groups, namely: (a) Megacities Policing; (b) Combating Illicit Finance, Bulk Cash Smuggling, and Counterfeiting; (c) Cybersecurity and Critical Infrastructure Protection; (d) Port, Border, Maritime, Transportation and Supply Chain Security; (e) Science and Technology Cooperation; and (f) Capacity Building. In advancing the goals of these subgroups, the United States and India endeavour to enhance cyber security and critical infrastructure protection engagement; hold a series of training courses on countering illicit financing through DHS's Cross Border Financial Investigations Training Program; organize a conference on the best practices and lessons learned in the context of megacities policing within the next year; and to identify areas in which US and India can work together on science and technology development and its application in the homeland security context.

The Minister observed, "We discussed the menace of terrorism the world continues to face and agreed to further strengthen our counter-terrorism cooperation which is an essential element of the Riyadh Declaration we signed in 2010.” He further said that security and stability in the Arabian Peninsula was linked to security in South Asia. He added, "Our cooperation would not only benefit our two countries but also contribute significantly to the stability and security of the entire region and beyond.'' "We held productive discussions on a wide range of regional and multilateral issues. Saudi Arabia is part of our extended neighbourhood. It is very important that we remain in constant touch on developments in the region. We both have similar views on a large number of regional and global issues,'' he stated.

Thailand and India signed a treaty for the extradition of fugitives wanted for terrorism, transnational crimes, economic offences and other serious crimes on May 30 during the visit of Indian Prime Minister Manmohan Singh to Thailand, The Times of India reports. The treaty provides for the extradition of any person who is wanted for trial or for the imposition or enforcement of a sentence by one contracting state and is found in the territory of the other contracting state. The treaty will help India getting custody of fugitive underworld don Dawood Ibrahim’s associate Syed Muzakkir Mudassar Hassan alias Munna Jhingada who is currently lodged at Bangkok's Bangkhwang Central Jail and serving prison term for attempting to kill rival don Chhota Rajan in September 2000 in Bangkok. Additionally, both the countries have also entered into a Memorandum of Understanding (MoU) on cooperation against money laundering, criminal activity related to money laundering and terror financing.

on July 10 that India and Myanmar have agreed to cooperate to prevent cross border movement of armed groups, share information on seizure of arms and check arms smuggling/drug trafficking, said Union Home Minister (UHM) Sushilkumar Shinde. Shinde said the agreement was reached during the 20th Sectoral Level (Joint Working Group) Meeting between Myanmar and India held in Bagan, Myanmar, from June 19-20. He said the Indian side raised its concerns about the camps available to the Indian Insurgent Groups (IIGs) in Myanmar and are responsible for sustaining insurgency in North East. Myanmar side was requested not to allow operations by insurgent groups along the Indo-Myanmar border. Both sides agreed to cooperate to prevent cross border movement of armed groups, share information on seizure of arms and check arms smuggling/drug trafficking. The Home Minister also said that on June 26 a tripartite meeting comprising the representatives of Government of Assam, United Liberation Front of Assam (ULFA) and Government of India was held under the Chairmanship of Union Home Secretary at New Delhi to review the progress made in talks with ULFA and also to discuss their demands. The ULFA delegation was led by its Chairman, Arabinda Rajkhowa. The ULFA leaders wanted that additional measures need to be taken for effective guarding of Indo-Bangladesh Border to check illegal infiltration from across the border. They were assured that Union Government is committed to take all possible measures to control the illegal influx and measures already taken along international border have helped in curbing illegal infiltration from across the border.

India and Russia on October 21 said states abetting terrorism were as guilty as terrorist organizations, reports The Times of India. The joint statement issued after Prime Minister Manmohan Singh's meeting with Russian President Vladimir Putin noted that "states that provide aid, abetment and shelter for such terrorist activities are themselves as guilty as the actual perpetrators of terrorism". In a clear reference to Pakistan, the statement said states supporting terror "need to irreversibly shut down terrorist networks, organizations and infrastructure, and show tangible movement in investigating and bringing quickly to justice those responsible for acts of terrorism". In his statement after the meeting, Putin said, "We will do everything to combat terrorism and punish criminals." And Singh reciprocated, saying, "We share perceptions on a peaceful transition in Afghanistan." India and Russia also made it apparent that they were acutely conscious of Afghanistan's security scenario in the context of the "expected drawdown of international forces in 2014, in order to combat terrorism" and very vehemently ruled out a likely role for Taliban. "The sides considered it necessary extend the sanctions regime introduced by the UN Security Council against Taliban as one of the most important tools of fighting terrorism," the joint statement said.

On December 4, senior security experts of India and the US met to discuss various measures, including exchange of technologies, to help each other face challenges like terrorism, cyber crime and ensuring safety of major cities, reports The Times of India. "This conference is a key element in the expansion of our bilateral cooperation with the United States, aimed at securing our nations. As strategic partners, the more we can work with each other to enhance internal security, the more meaningful our partnership becomes to the ordinary citizen," Indian Minister of Home Affairs, Sushilkumar Shinde said. Referring to the September 11, 2001 (9/11) terror attacks in New York and the November 26, 2008 (26/11) Mumbai (Maharashtra) strike, Shinde said major terrorist attacks typically target large and densely populated urban areas, intentionally trying to inflict maximum damage. Shinde said an efficient megacity policing system must serve as an effective deterrent against terrorists and their masters, who launch targeted attacks on the nerve centres of a country and therefore cooperation in megacity policing is intended to help each other enhance capacity, and to learn from each other, to provide an integrated security umbrella. Shinde further said elements based across the border are responsible for most of the terror attacks in the country, according to Asian Age. “We are also, unfortunately, the leading targets of such trans-national terror groups and crime syndicates. All too often, attacks are launched from across sovereign borders in a manner calculated to cause the greatest disruption of peace,” he said.

India will be raising the issue of massive increase in ceasefire violations, raids on forward Indian Army posts and facilitation of infiltrations attempts of the militants by Pakistan Army during Director General of Military Operations (DGMOs) level talks at Wagah border on Pakistan side opposite Amritsar District of Punjab, reported Daily Excelsior on December 22. This would be the first one-to-one contact between the two DGMOs after a gap of 14 years as they had last met in May 1999 in the aftermath of Kargil conflict.
