Khyber Pakhtunkhwa Information Minister Mian Iftikhar Hussain said on January 5 that the strength of militants has increased so alarmingly that now, they can reach anywhere they want to carry out their activities, reports Dawn. “The time has come to take the final decision on whether to hold dialogue with militants or to begin a meaningful operation against them,” the Minister Mian Iftikhar Hussain told the provincial assembly on a point of order about the recent acts of militancy, especially the killing of seven aid workers, including six women, in Swabi. Minister Mian Iftikhar Hussain said a lot had been spoken in condemnation of militant attacks and therefore, it was direly needed to take militancy to its logical end. He said there were two options with the Government either to hold dialogue with militants and if it was not possible, then the second option was intensive operation against them. All political parties and security agencies should get together to make an effective strategy before the Government held dialogue with militants or went for operation against them, adds Minister Mian Iftikhar Hussain.

Khyber Pakhtunkhwa (KP) Governor Engineer Shaukatullah said on March 1 that the Governor’s House would work as a liaison office between the jirga (tribal council of elders) set up to hold peace talks with the militants, and the Tehreek-e-Taliban Pakistan (TTP) leadership, reports Daily Times. Briefing media persons along with Governor Shaukatullah after chairing a meeting of the 87-member grand tribal jirga at the Governor’s House, Jamiat Ulema-i-Islam Fazl (JUI-F) chief Maulana Fazlur Rehman said that the formation of an authoritative grand tribal jirga gave the message to the world community that serious peace initiatives are underway to bring durable peace in Federally Administered Tribal Areas (FATA) and KP by holding talks with the militant leadership.

Addressing reporters at the press club, he said the KP’s caretaker Government has provided very basic security to leaders of the ANP, and said these ordinary arrangements are not enough to avoid potential attacks. According to Bilour, it is unfair that former President General Pervez Musharraf was provided with adequate security by the caretaker Government upon his arrival in Pakistan, whereas democratic leaders are left at the mercy of God.

KP Revenue Minister Ali Amin Khan Gandapur on July 31 declared the Dera Ismail Khan Jailbreak incident an act of cowardice on part of local police and said tough action would be taken against those responsible for the debacle. “Police officers and constables had hidden in sewer lines when militants attacked the Dera Ismail Khan central prison. Our head hangs in shame,” Ali Amin Gandapur told a news conference. He said militants succeeded in carrying out their task without resistance for more than 45 minutes due to cowardice on part of Police. Mr Gandapur said the main gate of the prison had been built by the British and it was not something that could have been blown up. “But the irony is that our own officials opened the gate to militants to welcome them. The entire force had disappeared instead of confronting militants,” he said.

The militants who got away from the prison included Tehreek-e-Taliban Pakistan (TTP) ‘commanders’ Abdul Hakim, Abdur Rasheed, Haji Ilyas and Mamoor. One Walid Akbar, who allegedly had a hand in the bombings on Ashura procession of 2012 in Dera Ismail Khan in which 25 people were killed, also escaped from the prison. Most of these terror camps are in and around Manshera of Khyber Pakhtunkhwa (KP) province of Pakistan. Some of them are in neighbouring Muzaffarabad, the capital of Pakistan occupied Kashmir (PoK). “In the last review, it was found that Pakistan security establishment was running around 40 terror camps but they were not organised. KP Information Minister Shah Farman told a news conference on August 21 that the Government will "rectify" what it calls "holes and mistakes" in textbooks published by the previous Government led by the Awami National Party (ANP). "What kind of sovereignty, freedom, and Islamic values is this when Islamic teachings, jihad, and national heroes are removed from textbooks? Jihad is part of our faith. We will not back down (from our decision)," he said. The Provincial Government has not said when the changes will be implemented but they were not in time for the new school year that began on September 1, 2013. According to sources, after ANP came to power in the province in 2008, education officials removed Quranic verses preaching jihad or holy war and illustrations depicting weapons or violence. Chapters covering Islamist figures and ideology were replaced with lessons on local poets, philosophers or the region's Pashtun identity. These drastic changes were introduced by the ANP in textbooks used from the first to 12th grade in public schools.

Minister for State and Frontier Regions Lieutenant-General (retired) Abdul Qadir Baloch on October 25 said that Pakistan would not allow entry of Afghan refugees if the situation in their country deteriorated after the withdrawal of NATO forces in 2014, reported The News. “Pakistan will not welcome fresh influx of refugees from Afghanistan and use all legal channels in collaboration with the international community to block entry of Afghans on the border,” he said when asked whether Islamabad would provide shelter to fresh refugees if there was turmoil in the neighbouring country after the NATO pullout. After meeting officials of the Afghan Commissionerate and United Nations High Commissioner for Refugees (UNHCR), in Peshawar the Minister told a news conference that Pakistan would utilise all options to stop Afghan refugees from crossing over the border although there was a possibility that a small number of the people from Afghanistan made their way into Pakistan. “In case Afghanistan is unstable, then the local residents will be left with no choice but to flee to Pakistan but even then, we won’t welcome them,” he said. He further stated that Pakistan cannot afford to host Afghan refugees any longer as it has spent more than USD 200 billion in the last 30 years on them, reports The Express Tribune. Baloch said international humanitarian organisations should assist in providing protection and ensure the timely and safe return of refugees to their home country. He said initially Pakistan was hosting five million refugees and even today there are more than three million registered and unregistered refugees in the country, most of whom are living in Khyber-Pakhtunkhwa.

While addressing a gathering convened to discuss the Right to Service law 2013 in Peshawar, Pakistan Tehreek-e-Insaf (PTI) chief Imran Khan on December 26 made it clear that NATO supply routes would remain suspended till the unmanned airstrikes are halted, reports The Express Tribune. Imran Khan expressed concern over the Federal Government’s attitude on Chuck Hagel’s statement. Hagel had said United States (US) lawmakers could withhold military assistance if the Pakistani Government did not ensure security for NATO supply routes. Khan, however, claimed the assistance was part of the support fund as the Pakistan military was sent to fight in the tribal areas on the request of the US and they cannot stop the aid. The party chairman blamed the US for sabotaging a possible peace initiative with the Taliban. “They don’t want us to bring peace back to our region,” he said, adding, “We took a step forward and they (the US) attacked the Taliban. We are following the resolution of the Parliament whereas the Federal Government is sitting idle.” He added once peace is restored, people will want to invest in the country.
