The Peshawar High Court (PHC) Chief Justice Dost Muhammad Khan said on January 18 that despite the complexity of missing person’s cases, the Government, through court orders, has ensured at least 1,270 of them reached their homes, reports The Express Tribune. Another 1,086 have been identified at notified internment centres in Khyber Pakhtunkhwa (KP) and the Federally Administered Tribal Areas (FATA). Some 3,033 people have been traced to various locations in the region. Justice Khan said that the Human Rights Directorate set up by him for those who cannot afford to hire a lawyer, has received more than 9,000 cases so far. Of these 7,000 were decided instantly, with the aggrieved getting justice in less than 72 hours.

The Jamiat Ulema-i-Islam-Fazl (JUI-F) chief Maulana Fazlur Rehman has called upon the Government to stop using force against militants and hold negotiations for restoring peace in the country, reports Dawn. Addressing a public meeting in Hashtnagri on the G.T. Road in Peshawar, provincial capital of KP on January 26, the Maulana said his party set up a FATA jirga (council/assembly) which could play an effective role if all other efforts for peace in KP and the tribal region failed. “The people hiding in forests should be convinced to lay down arms and accept the writ of law,” he said, adding that the peace process should be given a chance to end the bloodshed on a permanent basis.

A Tehreek-e-Taliban Pakistan (TTP) militant, Mufti Hasaan Swati, claiming to be the Peshawar District ‘chief’ of the outfit has accepted responsibility for February 4-evening’s suicide attack at a restaurant in the Koocha Risaldar area of Qissa Khawani Bazaar in Peshawar, the provincial capital of Khyber Pakhtunkhwa (KP), reports Dawn. Mufti Hasaan Swati said that the bombing had been carried out to avenge an attack on a seminary in Rawalpindi in November 2013. “It was carried out to avenge the death of innocent students of Madrassah Taleemul Quran.” He said the attack on the hotel, mostly used by visitors from Parachinar, was part of revenge attacks that included the killing of Tehreek Nifaz Fiqah-i-Jafria Pakistan leader Ali Asghar and a bank manager from a particular sect in different parts of Peshawar District. “The attacks were carried out to fulfil the wish of our central deputy emir Shaikh Khalid Haqqani to avenge the death of innocent students in Rawalpindi,” Hasaan said. Hasaan is a member of the TTP’s supreme Shura but it is not clear when he was appointed the Peshawar ‘chief’ of the group. The TTP’s ‘central spokesman’ Shahidullah Shahid had earlier stated that his group had nothing to do with the attack. Nine people were killed and over 40, including children and women, were injured in this sectarian attack.

The peace talks with Tehreek-e-Taliban Pakistan (TTP) broke down on February 17 following execution of 23 Frontier Corps (FC) soldiers by Mohmand Agency Chapter of TTP, reports Daily Times. The four-member government negotiating committee cancelled a scheduled visit to Akora Khattak for a meeting with the Taliban committee. “It is a unanimous decision. I myself phoned Yousaf Shah and informed him that we are not coming,” Advisor to Prime Minister and coordinator of Government committee Irfan Siddiqui said. “We do not want to play meetings,” he said, and added that the martyrdom of FC personnel is a highly condemnable act that cannot be tolerated. “We regret to say that things are not moving in the right direction. Peace talks are purposeless after the sad and condemnable murders,” Siddiqui said. The ‘spokesman’ of the TTP Shahidullah Shahid on February 17 said that the Taliban in Mohmand Agency might have avenged the killing of their colleagues, reported Dawn. Shahid said custodial killings could further complicate the dialogue process. He alleged that 23 people who were in Government custody had been killed over the past three days 16 in Nowshera District of Khyber Pakhtunkhwa and seven in Karachi (Sindh). “The killing of 16 people belonging to the Mohmand Agency might have enraged the Taliban in the region and they killed the 23 soldiers,” he said. The spokesman said the government should stop its operation and avoid obstructing peace talks. Moreover, a letter posted on the social media, by ‘chief’ of Mohmand Agency chapter of TTP, Umar Khalid Khurasani claimed that the soldiers had been slain to avenge what he called killing of their fighters in custody in several parts of the country. The security official rejected the claim by TTP, termed the allegation unfounded and baseless. “The Tehreek-e-Taliban Pakistan is just lying. No terrorist has been killed in the custody,” according to security official. Umar Khalid Khurasani, is a journalist-turned-jihadi ‘commander’ whose declared objectives as a staunch follower of Osama bin Laden are to overthrow the Government of Pakistan, impose Sharia, seize nuclear weapons and wage jihad until the Caliphate is established, reported The News quoting journalist Amir Mir. Meanwhile, Prime Minister Nawaz Sharif on February 17 condemned the killing of FC by terrorists and termed it a “heinous and brutal” act, reports Daily Times. He said the incident would have a negative impact on the talks process, initiated for a peaceful resolution of the issue. Also, the Army on February 17 described the killing of 23 FC soldiers, a “blatant” and “highly provocative” act of terrorism, reported Daily Times. “The martyrdom of security officials is a blatant act of terrorism. It’s highly condemnable and provocative,” a security official said on condition of anonymity. Later, the Opposition leader in the National Assembly Khursheed Shah on February 17 said it is high time to take a firm decision regarding the talks with the Taliban because they are continuously attacking citizens, civilians and damaging public installations, reports Daily Times. Shah criticised the Taliban for continuously attacking security personnel despite being in dialogue with the Government. He said it seems that the Taliban wanted to carry on talks after weakening the Government’s position. Talking to media, he said the Taliban did not stop the attacks despite a letter by the government for no more casualties and destructions.

The TTP has called for the establishment of a ‘peace zone’, release of ‘non-combatant prisoners’ and an end to crackdown against Taliban members across the country, TTP ‘spokesperson’ Shahidullah Shahid said in a two-page letter addressed to the media on April 8, 2014. “We handed over a list of our non-combatant prisoners to the Government [negotiating] committee but still no prisoner has been released while statements of Government negotiators and senior officials on ‘peace zone’ show a lack of confidence among Government Departments,” he said. Unabated action against TTP members their arrests, torture in custody and mutilated bodies has raised questions about the ceasefire, Shahid said, adding that the Taliban showed flexibility to provide an environment conducive for negotiation…but in response, the TTP has only received dead bodies, arrests and torture of its members. They were Mehsud tribesmen who were detained on suspicion and released by South Waziristan’s Political Agent.” He said that the Taliban have handed over a list of 765 non-combatant prisoners, hailing from tribal regions and Khyber Pakhtunkhwa, and were mostly relatives of the Taliban. The Department of Elementary and Secondary Education informed the Khyber Pakhtunkhwa Assembly on April 17 that at least 160 primary and middle schools had been closed down across the province due to lawlessness, natural disaster, unavailability of teachers and land disputes, reports Dawn. The Provincial Government admitted that 13 primary and middle schools for boys and girls had been shut down on the outskirts of Peshawar due to militancy. According to the details, 28 schools have been closed down in Battagram, 14 in Charsadda, 24 in Kohistan, 15 in Hangu, 15 in Dera Ismail Khan, three in Swabi and two in Tank. It said 39 schools had been shut down in Swat since 2010 when flash floods played havoc with the area, while two more schools had been abandoned due to militancy in the District. However, opposition Member of Provincial Assembly (MPA) Mufti Syed Janan, said figures provided by the Department were incorrect. He said that 47 schools had been declared dysfunctional in Peshawar only due to militancy and shortage of teachers. Further, he pointed out that the Department had submitted written reply to the Assembly Secretariat in February, 2013, in which 385 schools, including 295 for girls, were declared dysfunctional in the Province. Janan demanded action against officials for producing wrong data about schools. The Education Department came under fire for providing wrong information about schools to the Assembly and its poor performance.

Balochistan, which has seen deadly attacks on the resident Shia Hazara community, witnessed 737 killings. Sindh, where a number of doctors, professors religious leaders belonging to their sect have been targeted in recent years, 252 were killed over sectarian differences between January 2008-January 2009. Punjab, which saw some of the worst riots in the country last year following a clash of two groups in Rawalpindi on Ashura that resulted in a curfew, 104 people were killed in sectarian violence over five years. Khyber Pakhtunkhwa witnessed 22 killing. Gilgit-Baltistan, which has belied its largely peaceful outlook with incidents of sectarian violence, saw 103 people falling victim to sectarian violence. Informed sources said that more than 40,000 SIMs (Subscriber Identification Module) of Afghan mobile telephone companies were operating inside Pakistani territory and using international roaming services. Apart from this, the SIMs also work on their local Afghan networks in certain regions of FATA which are close to the Afghan border. It was revealed that the Afghan SIMs have been used in many kidnapping-for-ransom cases in Pakistan. “PTA has been directed to curtail these operations,” said Federal Minister for Interior Chaudhry Nisar Ali Khan, adding, “During December 2013, around 17,000 Afghan SIMs were recovered by FIA after a raid on an illegal Voice over Internet Protocol (VoIP) set-up in Peshawar”. He confirmed that Afghan cellular SIMs were being used inside Pakistani territory and were suspected of being used in serious crimes such as extortion threats, illegal VoIP activity and by terrorist networks for communication.

It further states that the violence is not limited to killings, many more journalists have escaped assassination attempts or been threatened, harassed, abducted or tortured. The threat by the militant groups, including the Tehreek-e-Taliban Pakistan (TTP), spreads from Karachi (Sindh) to Khyber Pakhtunkhwa (KP) and the tribal areas. In those conflict-ridden regions as well as Balochistan, these groups and ethnic Baloch armed groups openly threaten reporters with death and attack them. The report describes how the Pakistani authorities have almost completely failed to stem human rights abuses against media workers or to bring those responsible to account. “The government has promised to improve the dire situation for journalists, including by establishing a public prosecutor tasked with investigating attacks against journalists. But few concrete steps have been taken,” said David Griffiths, Amnesty International’s Deputy Asia-Pacific Director. Griffiths added, “The range of threats means that journalists are placed in an impossible position, where virtually every story could put them at risk of reprisal from several sides. Khyber Pakhtunkhwa (KP) Inspector General Police (IGP), Nasir Khan Durrani said on May 1 that a specialised combat unit, based on the pattern of Pakistan Army's Special Service Group (SSG) and the US Marines, would be set up in the province by the end of 2014, reports Dawn. The Nasir Khan Durrani said that an elite Anti-Terrorist Force comprising 1,050 elite commandoes had been set up while the combat unit would be set up for anti-terror operations. He said that KP Police had proposed the recruitment of tribal youth in the Police force, at the lower and higher level, adding “it would help bring the tribal youth to the mainstream and help build confidence in them.” Speaking about tracking down the terrorists and foreign elements, Durrani said the KP Government had legislated to track down illegal residents living in rented houses and hotels. He said the police was also assessing the establishment of fortress like pickets along the border to ward off militants. “About 150 of the militant operators arrested in the last six months have helped in tracing these terrorists groups,” he said, adding “in the last five years the Police have unearthed about 39 different militant groups who had been involved in the terrorist activities in the province.” He also said that the Police force have identified about nine militant groups which were involved in terrorist activities in the provincial capital city of Peshawar.

Nine known militant outfits are operating in the province, KP Inspector General of Police Nasir Khan Durrani told that investigators during the past six months have detected about 150 militants operating just in Peshawar. The Police recommended placing about 430 terrorists, including key Tehreek-e-Taliban Pakistan (TTP), Lashkar-e-Islam (LI) and other militant leaders who had been charged under the Anti-Terrorist Act on the head money list, he said. "The Police submitted the request about a month ago and are awaiting proper notification," he said. Once the Home Department approves the list, authorities will disclose the names. The Inter-Services Public Relations (ISPR) in a statement, dated June 30 said 15 militants were killed in exchange of fire with the troops during house-to-house search operation in Miranshah, the headquarters of North Waziristan Agency (NWA), of Federally Administered Tribal Areas (FATA), reports The News. The Army's infantry troops and Special Services Group (SSG) conducted door-to-door searches in Miranshah town to ensure that the civilian population had evacuated the area. Troops have recovered underground tunnels and Improvised Explosive Devices (IEDs) making factories inside the so far cleared area. Three soldiers got injured in exchange of fire. According to the ISPR, artillery, tanks and other heavy weapons were used in the action against militants. "Final touches are being made, after which prisoners will be shifted to its cells," KP Home and Tribal Affairs Secretary Akhtar Ali Shah said. Authorities are withholding specific dates for the completion of the prison's construction and the transfer of prisoners for security reasons, but the completion and transfers are expected to take place this month, Shah said. The KP Government started construction on the high-level facility after two major jailbreaks in Bannu and Dera Ismail Khan Districts. The PKR 1.78 billion (USD 17.3 million) prison features a three-layered wall and more support for guards in the form of closed-circuit TV cameras, alarms, watch towers and isolation rooms. As an added security measure, the outer wall surrounding the facility is made of bomb-proof material. Workers also built an 18-foot-wide road to facilitate round-the-clock patrols. And the prison will have a solar power system to prevent any blackouts. It'll be able to hold 3,000 inmates, most in a barracks, though the prison has 127 cells set aside for high-profile prisoners. The KP Government has introduced a number of other initiatives to improve the security at prisons. Last year it announced plans to form an 800-strong security force focusing on prisons. "The special force will be responsible for the security of the prisons all over the province," Malik Qasim, an advisor to the KP government on prisons, said. "They will be provided with the latest gadgets and sophisticated ammunition." Mukhtar Ali Khan, meanwhile, said Sindh had issued 17,000 licenses over the past one year. Punjab issued 2,482 licences during the same period, including 133 for arms of prohibited bore for Nandipur power project, and Balochistan 1,132 arms licences. Even issuing 80,000 licences of non-prohibited bore in a year was alarming and warranted a thorough probe, he said, adding that a new arms policy prepared by the interior ministry had been sent to the law ministry for opinion. The policy, however, has been sent to the Prime Minister and was likely to be discussed by the cabinet. The 18th Constitution Amendment granted the provinces the authority to issue arms licences, and they wanted to keep it, added Mukhtar Ali Khan.

He said that the terrorists entered the school from the lesser guarded rear entrance backside using a ladder. He added that the militants started to fire their weapons indiscriminately as soon as they entered the school auditorium. The children were killed in groups, he said. “This shows that they [terrorists] did not want to take any hostages.” He further said that within 15 minutes of the attack, a Quick Response Force (QRF) of the military had reached the school and started an operation against terrorists. Bajwa said that a total of 1099 students and staff were registered in the school, and that security forces managed to rescue 960 of them. Of these 132 children and nine staffers were killed in the attack and all seven militants were killed in the operation, he added.

IG Kifayatullah Khan said that the total number of prisoners sentenced to death and are currently imprisoned, is 192, out of which six or seven are those who had been charged and punished under the Anti-terrorism Act (ATA). According to jail statistics, the total number of prisoners in KP jails is 8,955 with Haripur having the highest number with 1,941, Peshawar Central jail with 1,859, Bannu with 718 and Dera Ismail Khan with 340 prisoners. The remaining prisoners are kept in other jails of the province.

Meanwhile, the KP Provincial Information Minister Mushtaq Ahmad Ghani said that the KP Government will expel all registered Afghan refugees from major towns and other urban areas of the province if the Federal Government failed to positively respond to the one-month deadline given by the provincial cabinet for the expulsion of these refugees living in Pakistan, reports The News. The management of educational institutions across the Province been directed to ensure foolproof security to forestall December 16-like attacks as Khyber Pakhtunkhwa Police on December 29 launched One-Click Sensor Observation Service (SOS) service for schools in Peshawar, reports The News. “We have held meetings with the representatives of the owners and principals of schools who were given Standard Operating Procedures for security of buildings. The owners were urged to make sure that proper security guards are deployed at entrance and other points of the schools,” Capital City Police Officer (CCPO) Ijaz Ahmad said. He said the cops from the relevant police stations would also be patrolling the area and would coordinate with the management. “The management was also directed not to allow the pushcarts and strangers outside the schools,” he added. He said this during a presentation on concept clearance paper on the establishment of FIWA at the provincial Governor’s house, on December 31. FATA Additional Chief Secretary Muhammad Azam Khan briefed the Governor on the concept paper. The Governor said that FATA region needed to be developed, adding that FIWA should be established.
