The chief, vice chief and finance secretary of the banned Harkat-ul-Mujahideen Al-alami (HuMA) were on January 15 sentenced to life imprisonment – based on their alleged confessions – for conspiring to kill President Pervez Musharraf in 2002, according to Daily Times. Justice Ghulam Ali Samtio of a Karachi anti-terrorism court gave the verdict against Muhammad Imran, Muhammad Haneef and Ashraf Khan. In a judgment announced inside Central Prison, Karachi, co-accused Sharib alias Arsalan Farooqui, Jameel and Inspector Waseem Ahmed of the Rangers, were exonerated of the charges for lack of evidence. According to the prosecution, the accused had parked a vehicle laden with explosives on Shahrah-e-Faisal on April 24, 2002. President Musharraf was scheduled to travel from the Karachi airport to the State Guest House along this route. The plan to kill him, however, failed as the remote-controlled device attached to the explosives apparently failed to detonate. The conspiracy came to light when the men were arrested in a bomb blast case at the US Consulate in Karachi. They confessed to this incident and were charged with attempted murder under Section 324 of the Criminal Procedure Code.

An al Qaeda militant involved in the killing of an American diplomat was sentenced to death in Karachi on March 5, The Post reported. One of the accused, however, was acquitted for lack of evidence. US diplomat David Foy and three others died when an attacker rammed a vehicle laden with explosives into his car on March 2, 2006 in Karachi. The police later arrested the two suspects - Anwarul Haq and Usman Ghani - and said they had admitted their involvement in the attack. The government prosecutor said the anti-terrorism court sentenced Haq to death for murder and committing an act of terrorism.

A jirga (council/assembly) of Zakhakhel and Qambarkhel elders and Taliban leaders from Waziristan succeeded in arranging the release of four detained Taliban commanders on bail, Daily Times reported. The Taliban commanders from South Waziristan had been arrested for destroying tankers carrying oil for coalition troops in Afghanistan, and abducting their drivers. In exchange, the Taliban commanders handed back 50,000 gallons of petrol and two oil tankers to complainants in Landi Kotal (Khyber Agency) and released two abducted drivers. 60 people were injured and 40 oil tankers burnt after two explosions near the Torkham border four weeks ago. Javed Ibrahim Paracha, chairman of the World Prisoner’s Relief Commission of Pakistan, headed the jirga at his residence. He told Daily Times he had been directed by the Interior Affairs Adviser Rehman Malik and Interior Secretary Kamal Shah to organise the jirga to resolve the issue peacefully. He said the jirga consisted of Waziristan’s Taliban commanders Mir Qasim Janikhel and Ishaq Wazir, and Zakhakhel and Qambarkhel elders, including Nasir Khan and Khyber Khan.

Three men accused of shooting at a synagogue and plotting attacks against the US and Israeli embassies in Oslo should receive prison terms of between two and 10 years, the prosecutor in the case told an Oslo court on April 29, according to Dawn. The three defendants are the first to be tried under new anti-terrorism laws introduced in Norway after the September 11, 2001, attacks in the United States. The lead defendant, Irfan Q. Bhatti, a 30-year-old Norwegian of Pakistani origin, should be sentenced to 10 years behind bars, six of which should be without the possibility of parole, the prosecutor said. Bhatti, a debt collector, stands charged along with Ibrahim Oezbabacan, a 29-year-old man of Turkish origin, with firing an automatic weapon at the Oslo synagogue on September 17, 2006. No one was injured in the attack. Bhatti and a third man, Andreas Bog Kristiansen, 28, also stand accused of planning attacks on the synagogue and on US and Israeli embassies in Oslo. The alleged attacks were foiled after police learned of the plans.

The Government on May 9 freed the Balochistan National Party chief and former Chief Minister, Sardar Akhtar Mengal, after holding him in custody for one-and-a-half years over charges of abducting agents of an intelligence agency, Daily Times reported. He told reporters after his release that he had not struck any deal with the Government for his freedom, adding that he would continue the struggle for the rights of the Baloch. He said that his party would not engage in any dialogue until concrete measures were taken to provide relief to the people of Balochistan. "A complete return of the military and recovery of all the missing Baloch are necessary for confidence building," he added. Mengal demanded the speedy release of all political prisoners and the recovery of missing persons, NNI reported. He also demanded the restoration of the sacked judges and called for investigations into the assassination of former premier Benazir Bhutto and the military operation that resulted in Baloch leader Nawab Akbar Bugti’s death. Mengal was arrested in November 2006 and was formally charged with abducting and holding two agents of the Intelligence Bureau in Karachi. He has denied the charges.

A judge in Spain on June 5 filed terrorism charges against nine Pakistanis and two Indians suspected of planning suicide attacks in Barcelona and elsewhere in Europe, Dawn reported. Ten persons were arrested in Barcelona in January 2008 during raids in which police also recovered bomb-making equipment. It was not immediately disclosed where the 11th person was arrested. All were charged with belonging to a terrorist group, and eight were additionally accused of possessing explosives. The charges were based on the declarations of a witness who is a former member of the cell, which is suspected of planning suicide attacks on the Barcelona metro and other European cities. Three of those arrested, Pakistanis Mohamed Shoaib, M. Khalib and Imran Cheema, had been tasked with carrying out the suicide bombings, and had recently arrived in Barcelona, the judge said. Three others, Hafeez Ahmed, Qadeer Malik and Sahib Iqbal, were allegedly explosives experts.

The Tehrik-i-Taliban Pakistan has established Sharia courts in the Bajaur Agency of the FATA and a large number of people are using them to get disputes resolved, instead of waiting for action by the tribal administration, Dawn reported. The courts have been functioning in the Sewai area, about 20kms northwest of the agency headquarters of Khar, for a couple of weeks. About two dozen ulema (religious scholars) have been designated as ‘Qazis’. "We have set up the courts in accordance with people’s wishes," said Taliban spokesman Maulvi Umar, adding that people were fed up with the previous legal system. He said that the Qaziswere "competent scholars well versed in Islamic jurisprudence". Umar claimed that people were approaching these courts voluntarily to get their long-standing disputes settled and the Taliban had not forced any litigant to go to the courts.

US authorities have formally acknowledged arresting Aafia Siddiqui, a Pakistani neuroscientist, five years after her mysterious disappearance in Karachi, Dawn reported. Michael J. Garcia, the United States Attorney for the Southern District of New York, Mark J. Mershon, Assistant Director-in-Charge of the New York Office of the Federal Bureau of Investigation, and Raymond W. Kelly, Police Commissioner of the City of New York, announced the arrest of Aafia Siddiqui on charges related to her attempted murder and assault of United States officers and employees in Afghanistan. Siddiqui arrived in New York on August 4-evening and was to be presented before a US Magistrate Judge on August 5 in the District Court for the Southern District of New York. 36-year old Aafia disappeared with her three children while visiting her parents’ home in Karachi in March 2003, around the same time the FBI announced that it wanted to question her over her alleged links to al Qaeda. On August 1, the FBI reportedly informed her brother that she was alive and was in US custody in Afghanistan. Elaine Whitfield Sharp, the lawyer representing Aafia Siddiqui’s family told Dawn that the MIT-trained Aafia was being detained for political reasons. According to the complaint filed in Manhattan federal court on July 17, 2008, police officers of the Ghazni province of Afghanistan observed Aafia Siddiqui outside the Ghazni governor’s compound. Afghan police officers questioned her and allegedly recovered some incriminating documents describing the creation of explosives, descriptions of various landmarks in the United States and substances that were sealed in bottles and glass jars.

Aafia Siddiqui, a Pakistani neuroscientist, was ordered to be held without bail by a US federal court judge in Manhattan on August 5 on charges that she tried to kill an American soldier and an FBI agent while in US custody in Kabul, Dawn reported. Siddiqui was held without bail on one count each of attempted murder and assault stemming from last month’s incident. She had been arrested in Afghanistan and flown to New York to be formally charged, according to the Justice Department. Her court-appointed lawyer, Elizabeth M. Fink, told Judge Ronald Ellis that the allegation that her client, who weighed 90 pounds, had picked up the rifle and attacked the Americans was "patently absurd". Judge Ellis set an August 11 hearing to determine whether Ms Siddiqui should be released on bail.

Khan, 23, a former fast food restaurant worker from Bradford described as a ‘key players’ in radicalisation of the youth, was arrested at Manchester Airport in June 2006 on his return from a trip to Pakistan. He has been sentenced to serve a 12-year prison term. Sultan Muhammad, 23, Khan’s cousin and also from Bradford, was sentenced to 10 years in jail. Hammaad Munshi, 18, from Dewsbury, Britain’s youngest convicted terrorist will be sentenced next month. Prosecutor Simon Denison said evidence showed Khan had a "deep commitment to and involvement in violent jihad". This included "inciting others to take part in it and arranging for himself and others to attend military training in Pakistan in preparation for going to fight and, inevitably, to kill". He said all the men had amassed computers, CDs and books that "were the necessary tools of their trade, possessed to be used in furtherance of that violent cause".

A German man of Pakistani origin suspected of raising money and recruiting fighters for al Qaeda has been charged with membership in the terrorist group, federal prosecutors said in Berlin on September 4, Dawn reported. The suspect, identified as 46-year-old Aleem Nasir, was arrested in February 2008 at his home in the southwestern state of Rheinland-Palatinate and was charged on August 19. According to a statement from German prosecutors, Nasir traveled “regularly” to Pakistan and “by summer 2004 at the latest” he had agreed with al Qaeda leaders in the Pakistani-Afghan border region “to take part in al Qaeda activities.” His attorney, Manfred Gnjidic, said at the time of Nasir’s arrest that his client had not confessed to anything. But prosecutors said that between April 2005 and June 2007 he made at least four trips to Pakistan’s border region with Afghanistan, in one case handing over $21,732 to al Qaeda and on another at least 5,795.20 in cash. He is also alleged to have provided al Qaeda with additional equipment such as binoculars, night-vision goggles, laser range-finders, digital compasses and radios. “His duty is suspected to have been to acquire money and equipment in Germany for military use and recruit further members as well as fighters for the organisation,” prosecutors said in their statement.

According to Daily Times, the government released three Taliban prisoners, including Baitullah Mehsud’s deputy Maulvi Rafiuddin, while the Taliban released 10 soldiers taken hostage in Hangu district of NWFP on November 5, official sources said on November 6. Sources said the exchange, which took place at Thal tehsil (revenue division) of Hangu district, was made possible by the efforts of the Hangu Aman Jirga (council) in facilitating talks between the local administration and the Taliban. The Taliban released seven soldiers, including Hawaldar Tanveer, Ghulam Mustafa, Imran, Rizwan, Imran Ali, Mohammad Nisar and Arshad, and three Kurram Militia personnel, Shahid, Subhan and Dawar. The three Taliban released were among the seven arrested by the Hangu police in Daoba area on July 9. The Taliban had besieged the Daoba Police Station in retaliation and taken 15 security force personnel hostage. The release of the three men had been a key Taliban demand since their arrest in July. Earlier in September, Rafiuddin and the other two Taliban were released on bail by an anti-terrorism court in Kohat but were re-arrested under the Frontier Crimes Regulation for failing to give security for good behaviour. The release was negotiated after tribal elders said Rafiuddin’s release would help restore peace in the troubled region.
