Meanwhile, the AntiTerrorism Court on January 11 allowed Counter Terrorism Department (CTD) to detain an al Qaeda suspect, identified as Abdur Raqeeb, for 30 days for questioning, reports Daily Times. The department told the judge that they have credible information about suspect that he is involved in providing financial assistance to terrorists and in other offences came within the ambit of AntiTerrorism Act (ATA). Raqeeb, alleged to be Hyderabad's ameer (chief) of al Qaeda, was picked up in a targeted operation in PIB colony of Gulshan Town on January 8, 2016.

Meanwhile, an Anti-Terrorism Court (ATC) in Quetta on January 18 acquitted former President General (retired) Pervez Musharraf in the case of the murder of Jamhoori Watan Party (JWP) leader Nawab Akbar Bugti who was killed on August 26, 2006 in a military operation in Dera Bugti District, reports The Express Tribune. The court also acquitted former Federal Home Minister Aftab Khan Sherpao, and former Provincial Home Minister Shoaib Nosherwani. During the hearing, the court also rejected the request by Nawabzada Jamil Akbar Bugti, son of Akbar Bugti, to order exhumation of his father’s body to ensure the body buried in Dera Bugti was that of his late father.

A two-judge bench headed by Justice Dost Muhammad Khan also stayed the execution of two other convicts. Notices have been issued to the Attorney General of Pakistan as well as Judge Advocate General (JAG) Branch to appear in the court on February 16, 2016. The bench observed that military courts should give a reason in their judgment. The Peshawar High Court had rejected the appeals of the four convicts following which their counsel Latif Afridi took up their petitions to the Supreme Court.

A Session Court (South Karachi) on February 16 sentenced two suspects, identified as Naeem alias 'Cockroach' and Farhan alias 'Tidda', belonging to Muttahida Qaumi Movement party, to a collective 14-years imprisonment each in addition to a fine of PKR 10,000 each on the charges of keeping illicit weapons and explosives, reports Dawn. Police had arrested the pair from Orangi Town in March 2013, recovering two pistols and a hand grenade. A case was filed for illegal possession of arms and explosives under Sindh Arms Act section 13-d and Explosive Substances Act of 1908 sections 4 and 5.

Malik Mumtaz Qadri, an Elite Force commando convicted of killing former Punjab Governor Salman Taseer on January 4, 2011, was executed at the Adiala Jail in Rawalpindi District at around 4.30 a.m on February 29 (today), reports Dawn. Qadri was sentenced to death for assassinating Taseer on October 1, 2011. Qadri said that he killed Taseer over what he called the politician's vocal opposition to blasphemy laws of the country. His mercy appeal was rejected by President Mamnoon Hussain. “I can confirm that Qadri was hanged in Adialia jail early Monday morning," senior local Police Official Sajjid Gondal said.

Shaikh to arrange a meeting between Uzair Baloch, the chief of Peoples Amn Committee (PAC), and his family members as per the jail manual, reports Dawn. Baloch is currently in Rangers custody. Samina, wife of Uzair Baloch, had filed a constitutional petition through her attorney, Advocate Saify Ali Khan, asking the court to also allow her counsel to have an exclusive meeting with Uzair on a weekly basis. The matter was disposed of after the law officers of the provincial government and the paramilitary force submitted in court that they had no objection to the meeting of the suspect with his family members assuring the judges that the meeting would be arranged as per jail rules and regulations.

Justice Nisar Hussain and Justice Roohul Amin heard a writ petition filed by Zahida, the mother of Shujaat Shah, Syed Asmat Shah and Masood Shah, through her counsel Bashir Khan. Bashir argued the Security Forces had arrested Zahida’s husband Daulat Shah and her sons a few years ago. “They remained missing for a long time. In November 2014, Zahida was informed her son Shujaat was in Lakki Marwat and husband in Kohat internment centre while whereabouts of Asmat and Masood were still unknown to her,” the counsel told the court. “She was told her husband had died in the internment centre while Asmat had been placed in the proven militant or black category,” Bashir added.

Sindh Rangers Director General (DG) Major General Bilal Akbar on March 7 urged the five-member bench of the Supreme Court to allow the paramilitary force to set up its own ‘police stations’ as he criticized the Police for its poor investigation, reports The Express Tribune. “If this is done, obviously after registering First Information Report (FIR) and conducting investigation, challans shall be filed in normal courts or Anti-Terrorism Courts established under the judicial system of Pakistan,” Major General Akbar said.Presenting a progress report before the court at its Karachi Registry, the Rangers DG said that between September 2013 and March 4, 2016, the paramilitary force had arrested 5,096 suspects who had been handed over to the Police for prosecution. Of these 168 had been convicted while 83 had been acquitted by the courts while 1,156 had been released on bail. The report, filed by Advocate Shahid Anwar Bajwa on behalf of DG Rangers, claimed that over 1,100 suspected criminals had been let off the hook over the past 18 months owing to faulty Police investigations.

A two member bench of the PHC, comprising Justice Mahzar Alam Main Khel and Justice Younis Thaheem, heard the application of convicted militant Bakhat Amir, staying his execution. The bench asked the Interior and Defense Ministries to submit details of the case in the next hearing. The application filed by the convict's brother prayed that Amir had surrendered himself to Security Forces in 2009 in Swat of Khyber Pakhtunkhwa, after which there was no information about him. A few weeks ago the family was informed that Amir had been awarded the death sentence by a military court, his brother maintained in court.

The information was laid before a two-judge Supreme Court bench, headed by Justice Ejaz Afzal Khan, on behalf of the Interior Ministry by Deputy Attorney General (DAG) Sajid Ilyas Bhatti. The report was, however, quiet about whether the executed convicts also included militants who were convicted by military courts and whose executions began soon after the Army Public School Peshawar attack on December 16, 2014.The Supreme Court was hearing a petition filed by Barrister Zafarullah Khan of the Watan Party seeking swift disposal of appeals and petitions filed by around 7,124 inmates, currently on a death row in different prisons of the country. Zafarullah Khan said that of the cases, the Supreme Court was hearing 1,031 appeals, whereas 5,378 similar matters were pending before various high courts. At least 21 cases are awaiting adjudication before the Federal Shariat Court (FSC) and six are with the General Headquarters (GHQ). A brief report also stated that mercy petitions of 444 convicts had been rejected since Dec 2014 and 38 mercy petitions were pending with the Interior Ministry. A set of another 33 appeals are currently under process.

Sindh Rangers on April 12 detained five suspects, including four affiliated with a political party, for 90 days, after informing Anti-Terrorism Court (ATC) about their preventive detention for questioning, reports Daily Times. The Rangers along with its counsel produced the suspects belonging to a political party, Naveed Anwar, Abdullah Mehtab, Nadir and Muhammad Asif alias Dunba, before the administrative judge of ATC amid tight security. The fifth suspect was identified as Muhammad Muneer.The paramilitary force submitted the papers in the court according to which they have credible information about suspects' involvement in target killings, extortion and offences that comes within the ambit of Anti-Terrorism Act. Brigadier Ali Khan, a senior army officer who was court-martialled over links with a Hizb-ut-Tahrir (HuT), was released from Adiala Jail on June 27, reports Dawn. Khan was awarded five years rigorous imprisonment by the Field General Court (FGCM) in 2012. He was also accused of being involved in a conspiracy to topple the Government, trying to instigate a mutiny within the army and planning an attack on General Headquarters (GHQ). The former official has been released less than four years after he was convicted, even though he was facing “serious allegations” which would lead to capital punishment if proven. Since most of the charges levelled against him were not proved in the court-martial proceedings, he was sentenced to five years in prison and was scheduled to be released in August 2017. However, he got the benefit of a remission in his sentence and was released on June 27, 2016.

The Supreme Court on August 11 assailed the Sindh Government for not taking proper steps in ensuring maintenance of law and order situation in the provincial capital Karachi, reports The News. During the proceedings of the Karachi law and order case, the Chief Justice inquired about the status of the CCTV cameras to be placed at different locations in the city. To which the Chief Secretary replied that an amount of rupees ten billion had been allocated for new CCTV cameras. The court responded by stating that the Government had failed to take action hence the Supreme Court had taken up the issue of law and order. "The issue is not allocating funds but also spending them where they are required to be spent," said the Chief Justice. "We want full implementation on the orders of the Karachi law and order case," he added.

A two-member bench comprising Justice Syed Afsar Shah and Justice Mohammad Ishtiaq Ibrahim suspended the death sentence. An Anti-Terrorism Court (ATC) on November 23 sentenced five men to death on two counts for their involvement in the burning alive of a Christian couple in Kot Radha Kishan Kot tehsil (revenue unit) area of Kasur District in 2014, Daily Times reports. ATC-I Judge Chaudhry Muhammad Azam also imposed a fine of INR 200,000 on the five men identified as Mehdi Khan, Riaz Kambo, Irfan Shakoor, Muhammad Hanif, and Hafiz Ishtiaq - a local prayer leader - for their involvement in the lynching prior to burning. A challan submitted in court claimed the five men awarded the death penalty goaded a mob by making announcements over a mosque loudspeaker and incited them to violence with incendiary speech. Eight others have also been charged with involvement in the lynching. They have each been sentenced to two years in prison.A mob of around 400 people lynched Shahzad and Shama, falsely accused of desecrating the Holy Quran in November 2014. The woman was pregnant. The mob tortured the couple before putting them into the kiln's furnace and held hostage people who tried to rescue the couple.

The activists, Shoaib Attari and Syed Imran, were booked by the A-Section police of Latifabad in an FIR (3/2015) lodged by Amir Khoso, brother of the victim, Mohammad Hassan Khoso, on January 2, 2015. The complainant had stated that his brother owned a burger shop in Unit-11 of Latifabad. He alleged that the accused had demanded extortion money from him and on his refusal, they shot dead him. An unnamed Sunni Tehreek ‘spokesman’ said on November 23 that the convicts were its activists, but added that they had been politically implicated in the case. He said the case had been pursued by the convicts’ family members but now party was coordinating with them to file an appeal in the Sindh High Court.Meanwhile, an ATC court acquitted on November 23 two men accused in the murder case of as many Police officers for lack of evidence. Wasiq Mirza and Farhan have been charged with the murder of Station House Officer of the Sir Syed Police Station inspector Syed Irfan Haider and his friend Sub-Inspector Shahbaz Ali of the New Karachi Police Station, who were gunned down near Anda Mor in North Karachi in October 2013. The ATC-V judge exonerated the accused after recording evidence and final arguments from both sides and ruled that eyewitnesses had not identified them as assailants. The same court had also acquitted another accused Azhar Mehmood in the present case in March 2016 on similar grounds. The FIR was registered under Sections 302 (premeditated murder) and 34 (common intention) of the Pakistan Penal Code read with Section 7 of the Anti-Terrorism Act, 1997 at the Sir Syed police station.

An Anti-Terrorism Court (ATC) on December 6 directed the Police to submit the charge sheets of two Lashkar-e-Jhangvi (LeJ) militants linked with high-profile murder cases, including that of renowned Qawwal Amjad Sabri, by December 10, reports The News. Asim alias Capri and Ishaq alias Bobby have been charged with murdering Army, Rangers and Police officials. They are facing more than two dozen cases pertaining to charges of murder and possession of illegal weapons and explosives. The Investigating Officer (IO) told the court that the two men had confessed to killing four soldiers of the paramilitary Rangers. He said the judicial magistrate concerned had ordered sending the accused to prison on judicial remand. Upon this the administrative judge told the IO to submit the suspects’ charge sheets along with their confessional statements by December 10.

The Police submitted report with ATC regarding implementation of arrest warrants for the former President. Inspector Yaseen Bhutta informed the court that Musharraf had left the country due to which the warrants couldn't be implemented. However, the counsel for the accused contradicted the statement and said that his client was abroad to get medical treatment. He said Musharraf couldn't attend the proceeding due to security reasons and health problems. Prosecutor Aamir Nadeem requested the court to declare former president absconder due to his disappearance from the court proceedings in the case. Musharraf, who is facing a number of cases including the Abdul Rasheed Ghazi murder case, Benazir Bhutto murder case and high treason case, left for Dubai on March 18, hours after the interior ministry issued a notification, to remove his name from the Exit Control List (ECL). He had already been declared an "absconder" in the Lal Masjid and high treason case and the court had seized his property due to his non-appearance. The judges' detention case was registered by the Secretariat Police Station on August 11, 2009, on the complaint of Advocate Aslam Ghumman, who had sought legal proceedings against the former military ruler for confining 60 judges of the superior courts, for over five months at their homes and restraining them from administering justice.

The 13 were involved in heinous offences related to terrorism, including the killing and slaughtering of innocent civilians, officials of law enforcement agencies and the armed forces, ISPR said.The ISPR statement today said the suspected terrorists were involved in the planning and execution of the Bacha Khan, Parade Lane mosque, Marriott Hotel and World Vision NGO attacks, as well as an attack on an educational institution at Nawagai, Buner. "On the whole, they were involved in killing 325 persons and in causing injuries to 366 others. Firearms and explosives were also recovered from their possession.
