Security agencies in the capital Islamabad are reported to have arrested five more persons on January 4 in connection with the assassination attempt on President Pervez Musharraf in Rawalpindi on December 25, 2003. As reported earlier, six persons were arrested on January 3 in Lahore. Unnamed official sources were quoted as saying that the suspects were arrested from the outskirts of the capital during police raids. While four of them were identified as Muhammad Gulfam, Akhtar Shah, Muhammad Younas and Javed Iqbal, the name of the fifth person has not been ascertained thus far.

The Dawn has reported that police officials have raided several seminaries in Punjab and picked up about three dozen suspects in connection with the assassination attempt on President Musharraf. The raids were carried out on seminaries at Lahore, Faisalabad, Sargodha and Bahawalnagar. Sources said that the raids were conducted on information received from some suspects already in the custody. Two seminaries, belonging to the Jamaat-e-Ullema Islam (JUI), were raided in Lahore on January 10. Seventeen people were arrested in three raids in Sargodha and seven suspects were arrested during a midnight operation in Faisalabad.

On January 11, police officials reportedly arrested a local intelligence official, Muhammad Naeem, for allegedly tipping off the two suicide bombers who tried to crash their explosive laden vehicles into President Musharraf’s convoy at Rawalpindi on December 25, 2003. Naeem, an official of the Islamabad Special Branch who was detailed for Musharraf’s security at the Convention Centre, where he addressed a meeting on science and technology on December 25, allegedly tipped off the suicide bomber regarding the timing of the departure of the Presidential convoy, on his cell phone. Special forces also raided a mosque in Lahore and detained 10 persons believed to be activists of a banned terrorist outfit after the arrest of the intelligence official. A Jaish-e-Mohammed (JeM) terrorist was also taken into custody in Bahawalpur in connection with the assassination attempt.

According to the Daily Times, on January 21, members of the intelligence agencies raided a flat in a residential project in Karachi’s Gulistan-e-Jauhar and arrested Walid bin Azmi, a member of Osama bin Laden’s Al Qaeda network. On January 21 police personnel arrested two activists of the outlawed Harkatul Mujahideen Al-Almi in Karachi. On the basis of information extracted from Shamim Ahmed who was arrested on January 18 from Gulistan-e-Jauhar, a team of the Crime Investigation Department (CID) raided a house in Shafiq Colony and arrested Inamullah and Shakeel, police sources said. Sources said the Crime Investigation Department also recovered some belongings of the late Asif Ramzi from the house where Inamullah and Shakeel were arrested. Ramzi, who headed a group of the banned Lashkar-e-Jhangvi, was killed in December 2002 while making explosives in a house in Korangi.

Pakistani security agencies launched an operation on February 24 against suspected terrorists taking shelter in the tribal areas bordering Afghanistan. At least 20 Al Qaeda suspects, including some foreign nationals, are reported to have been arrested during these raids. Director General of Inter Services Public Relations (ISPR) Maj. Gen Shaukat Sultan said that foreign nationals were among those captured in the Azam Warsak and Shkai areas. The News has reported that three foreign national women were arrested from Azam Warsak, some 12 kilometers west of Wana, headquarters of the South Waziristan Agency. Unnamed officials were quoted as saying that Saudi, Egyptian and Yemeni nationals were among those detained and others could be Uzbeks or Chechens. The Government had set February 20 as the deadline for tribal elders to hand over Al Qaeda operatives and thus far approximately 58 suspects have been turned over.

Security forces have reportedly arrested at least 100 "foreign" terrorists and the local Pashtuns sheltering them in the Waziristan agency on the Pakistan-Afghanistan border in the ongoing offensive in search of Al Qaeda and Taliban suspects. Unconfirmed reports have indicated that dozens of Al Qaeda suspects and their supporters were killed during the operations. "Over 100 people have been arrested including a certain number of foreigners," Peshawar Corps Commander Lt Gen Safdar Hussain told reporters in Wana on March 20. He also said that there were 400 to 500 terrorists hiding in the area. "We have intercepted conversations mostly in Uzbek and Chechen and bits of Arabic," he said and added that Chechens, Uzbeks and Arabs were among those arrested. Gen. Hussain refused to give casualty figures for either side. "I would not rule out any possibility, but with this level of resistance, even after 48 hours [of the latest bombardment], I believe the high-value target is still there," he added.

A Pakistani-born man was charged on April 22 with planning a terrorist attack in Australia even as police continued its efforts to neutralize a cell set up by suspected French terrorist Willie Brigitte. According to Daily Times, Faheem Khalid Lodhi, a 34-year-old architect, was arrested on April 22 after a raid by police investigating Brigitte’s activities. Prosecutors said that Lohdi was planning an attack on a major infrastructure facility and had used a shelf company to price chemicals that could be used to make a bomb. He is the second suspected member of the cell arrested in a week, after 21-year-old Pakistani-born medical student Izhar ul-Haque was charged on April 22.

According to Dawn, a group of alleged terrorists arrested in Turkey on suspicion of planning an attack on a North Atlantic Treaty Organization (NATO) meeting were trained in Pakistan and were planning to carry out a suicide mission against US President George W. Bush. Turkish press reports said on May 4 that the suspects were allegedly in possession of Turkish-subtitled video cassettes attributed to Osama bin Laden calling for a Jehad against America. They were allegedly planning to bomb the NATO Summit scheduled for June 28 and 29 in Istanbul where Bush and other world leaders will attend, according to police sources quoted by the papers. The suspects were arrested during raids by Turkish police in the northwestern city of Bursa, though no dates were disclosed. The Hurriyet and Vatan newspapers said that several suspects underwent physical and psychological training in Pakistan to prepare them to carry out a suicide attack.

They were arrested over the weekend during separate raids in Karachi, said Faisal, adding "They have confessed to a key role in the attack. They have a direct link to al-Qaeda." The Al Qaeda operative, identified as Musabir Urumchi, is reported to be the nephew of Khalid Sheikh Mohammad and had a $1 million reward on his head, said the Minister.
