The Ittehad Tanzeemat-e-Madaris-e-Dinia (ITMD), an apex body of the seminaries, has announced a protests’ schedule for their campaign all over Pakistan against the Government’s decision to expel foreign students from Madrassas (seminaries), according to Daily Times. ITMD Coordination Secretary, Qari Hanif Jhulandari, said on January 3 that if the Government did not withdraw its decision regarding the expulsion of the foreign students the seminary alliance would start its protest on January 25 from Karachi and then on February 15 from Lahore and they would present themselves for mass arrests. "The expulsion of foreign students studying in religious seminaries is immoral, unjust and contrary to international laws and we have decided to oppose this decision forcefully and we have planned to launch a Jail-Bharo [Fill the jails campaign] drive from Sindh from January 25 and from Punjab February 15," Jhulandari said.

According to The News, unidentified assailants fired several rockets at a military post in Sarbandki village in North Waziristan on January 14, sparking a gun-battle between the two sides in which at least one person was killed and three children injured. It was not immediately clear whether security forces or suspected terrorists were responsible for the man’s death. More than 1,000 people from Sarbandki and two adjacent villages staged a protest against the latest killing, and blocked a main road linking Miranshah, the main town in North Waziristan, and Bannu, a city in the east.

Security forces (SFs) are reported to have killed at least 41 foreign terrorists, including their Chechen ‘commander’, in a raid carried out by gunship helicopters on their hideout on March 1 at Danday Saidgai village in North Waziristan bordering Afghanistan. Four Pakistani tribesmen and a soldier were also killed and an unspecified number of them were injured in the raid and subsequent exchange of fire between the two sides, according to The News. An unnamed senior military officer said the slain Chechen ‘commander’ was named Asad. The officer denied reports that Tahir Yuldashev, chief of the Islamic Movement of Uzbekistan, was the prime target in the raid. He added the Uzbekistani terrorists normally hide and operate in South Waziristan, while the Chechens had sought refuge in North Waziristan. Military sources said the Chechens were using the residence of a cleric, Maulana Noor Piao Khan, in Danday Saidgai close to the Afghan border as a hideout and training camp. The raid on Danday Saidgai reportedly led to protests in Miranshah, headquarters of North Waziristan, and triggered violence. Eyewitnesses said pro-Taliban tribesmen responded to a call for Jihad by Maulana Abdul Khaliq, head of the Gulshan-i-Ilm Madrassa (seminary) in Miranshah, and began firing rockets and R/R guns at the Frontier Corps Fort and other military installations. Military sources said the troops returned fire and used artillery guns and other heavy weapons to fire in the direction from where they were attacked. Homes in Hamzoni, Palangzai, Darpakhel, Saidgai and Miranshah were consequently damaged. The cross-firing also caused injuries to a number of civilians, including at least four women. One woman was reported killed in Palangzai village.

Traffic remained suspended on the national highways in Baloch-dominated areas of the province as a result of their blockade on the second consecutive day on April 6 in protest against the besieging of the residence of Balochistan National Party chief Sardar Akhtar Mengal and the arrests of his three bodyguards in Karachi, according to The News. Vehicles reportedly did not ply on the Quetta-Karachi, Quetta-Taftan and Quetta-Sibi routes. Reports added that protesters had blocked the highways by putting up barricades across them in different parts of the province, including at Kolpur, Lak Pass (Mastung), Kalat, Khuzdar and Naushki.

Activists of the outlawed Sunni group Sipah-e-Sahaba Pakistan (SSP) held a rally in Islamabad on April 7 and reportedly vowed to establish a global caliphate, beginning with Pakistan. In a rally attended by thousands of activists of the banned group to commemorate the birth of the Prophet Muhammad, SSP leaders called for an Islamic theocracy in Pakistan, according to Daily Times. "The concept of nation state is an obstacle in the way of the establishment of Khilafat. We will start the establishment of Khilafat in Pakistan and then will do so across the world," said Zaheerul Islam Abbasi, a former general who was arrested in 1995 for trying to topple the Government of former Prime Minister Benazir Bhutto. Activists distributed pamphlets in Islamabad preaching Jihad and hatred against Shias, as their leaders delivered speeches to a crowd of around 5,000. They also sold video compact discs of the beheadings of American soldiers in Iraq, and militant activities in Afghanistan and Pakistan at the rally. One of the organisers thanked the Islamabad administration for allowing the rally, which was reportedly held under floodlights in a bus depot, with hundreds of riot police watching.

Muslim clerics in the earthquake-affected Pakistan occupied Kashmir (PoK) have reportedly told aid agencies to dismiss all local women employees or face violent protests. According to Daily Times, the threat was given to district officials and non-governmental organisations (NGOs) in Bagh on August 22. “We have told the administration that we will not allow NGOs to exploit our women and asked them to give a date suitable to them for removal of all female workers,” Syed Atta Ullah Shah, prayer leader of the Bagh central mosque, told AFP. “If our demand is not met then we will take direct action and extreme steps. There will be demonstrations and damage may be caused to public property and a law and order situation would be created in the area,” he warned.

Opposition leaders in the National Assembly, including Makhdoom Amin Fahim, Chaudhry Nisar Ali Khan, Liaqat Baloch, Hafiz Hussain Ahmed, Imran Khan, Sherry Rehman and other legislators gathered in front of the rostrum of the speaker to form an “assembly within the assembly” and nominated Liaqat Baloch as the presiding officer to conduct the session and adopted a resolution condemning the killing of Nawab Akbar Bugti. The “assembly within the assembly” adopted a resolution moved by Liaqat Baloch which demanded of the Government to hand over the dead body of Nawab Akbar Bugti to his family, and to call off the ongoing military operation in Balochistan and hold a political dialogue to resolve the issue. The opposition leaders condemned the killing of Nawab Akbar Bugti and vowed to register a First Information Report against the Government for, what they called, extra-judicial killing.

According to Daily Times, mobs protesting the killing of Nawab Akbar Bugti cut off the main highway connecting Quetta, capital of Balochistan province, to Karachi at four points and another heading west to Iran on August 30 as the number of arrests in four days rose to nearly 700. About 200 people blocking a bridge with trucks on the highway to Karachi lifted their siege after eight hours following talks between protest leaders and Government officials. Boulders and crudely erected barricades reportedly blocked another road linking Karachi with Gwadar. The blockades prevented many workers from entering Quetta, forcing markets, banks and shops to close. Dozens of buses were parked at a terminal in Quetta unable to leave for Karachi and Lahore.
