A security report for 2020 released by Pakistan institute for Peace Studies (PIPS) on January 2, said while the outlawed Tehreek-i-Taliban Pakistan (TTP) and affiliates continued to regroup in erstwhile FATA, Sindhi and Baloch insurgent groups have also intensified attacks, reports Dawn. The report stated that though terrorism was no longer an epidemic in Pakistan, the country faced a more severe challenge of religious extremism. “There is also little evidence to suggest that National Action Plan has been successful in countering these and the related challenges,” the report added. The TTP and its affiliates remained the major actors of instability in Pakistan in the year 2020 which perpetrated a combined total of 67 terrorist attacks or about 46 per cent of the total reported attacks in 2020, mainly in erstwhile FATA. “The TTP also successfully brought its few breakaway factions and some other militant groups and commanders into its fold. Another religiously-inspired militant group, the Islamic State, perpetrated two major attacks in 2020 in Quetta and Peshawar.” While six Baloch insurgent groups were found active in Balochistan, the Balochistan Liberation Army (BLA) and Baloch Liberation Front (BLF) were the two major groups which carried out 24 attacks out of the total 34 perpetrated by the Baloch insurgents. Meanwhile, Sindhi nationalist groups perpetrated 10 terrorist attacks in Sindh, including eight by Sindhudesh Revolutionary Army.

The Counter Terrorism Department (CTD) book four suspects of funding Daish terrorist group, quoting sources ARY News reported on January 12. “A suspect Umar bin Khalid was detained from Tariq Road in year 2020 over the illegal funding,” CTD sources said. “The accused however released on personal surety due to want of evidence,” sources said. “Two mobile phones were also taken from the possession of Umar bin Khalid and sent for forensic test,” sources said. Digital forensic report of the cell phones has provided evidence against the accused and his accomplices. A case has been filed against Umar bin Khalid and his three accomplices, Junaid, Zia and Awais. The accused were in contact with Daish terrorists in Syria and Pakistan.

The Director General (DG) of Inter-Services Public Relations (ISPR) Major General Babar Iftikhar on January 11 said that no organised terrorist infrastructure exists in Pakistan today as the country fought successfully against the internal and external security challenges, reports ARY News. Major General Babar Iftikhar said that he is holding the press conference to highlight the latest situation of the country’s security. He said that in 2020, locust invasion and coronavirus pandemic have created difficulties alongside security challenges to the country. He said that the state, national institutions, armed forces and the nation become united to coup with the challenges. The DG ISPR said that the overall security situation of the country has improved and comprehensive steps were taken to secure borders with Afghanistan and Iran. Iftikhar said that the country has always spotted facts regarding internal and external threats besides timely responding it. Following the efforts, no organised terrorist infrastructure exists in Pakistan today. 371,000 operations had been conducted in the last three years under Radd-ul-Fasaad and the armed forces had successfully eliminated the illegal arms and ammunition. The tribal areas are now a part of Khyber Pakhtunkhwa (KP) province and the rate of the terrorist incident was reduced up to 45 per cent in 2020 as compared to the last year. “Security institutions have foiled more than 50 per cent of terrorist incidents. In 2013, Karachi was standing at the sixth number in crime index which is now 103.” He detailed that border-fencing along 2,611-kilometre-long Pakistan-Afghanistan border will be completed by the mid-2021, whereas, 37 per cent work on border fencing along Pakistan-Iran border so far which will be completed within one year. Iftikhar said that the number of ceasefire violations (CFVs) by India recorded highest in 2019 up to 3,097 times on eastern border especially the Line of Control (LoC), as well as making a failed act of aggression against Pakistan in February 2019. Pakistan Army had responded to the Indian provocations in a befitting manner. besides showing aggression in February 2019.

The United States (US) reviewed and maintained the terrorist designations of Lashkar-e-Taiba (LeT) and Lashkar-e-Jhangvi (LeJ), along with Islamic State of Iraq and the Levant - Sinai Peninsula (ISIL-SP) and several other organisations, The Times of India reported on January 17. Days ahead of the transition of power, the US department of state reviewed and maintained the Foreign Terrorist Organisation (FTO) designations of LeJ, ISIL-SP, LeT, JayshRijal al-Tariq al Naqshabandi, Jama’atuAnsarulMuslimina Fi Biladis-Sudan (Ansaru), al-Nusrah Front, Continuity Irish Republican Army, and the National Liberation Army. “Based upon a review of the Administrative Records… I conclude that the circumstances that were the bases for the designations of the aforementioned organisations as Foreign Terrorist Organisations have not changed in such a manner as to warrant revocation of the designations and that the national security of the US does not warrant a revocation of the designations,” secretary of state Mike Pompeo said in a federal register notification published on January 14.

The KP Police have registered 516 cases and arrested 751 accused during actions across the province to achieve the Financial Action Task Force (FATF) targets, KP Police chief Sanaullah Abbasi said, The News reported on January 19. As many as 128 accused have been convicted by the courts after their arrest. “A total of Rs252 million have been recovered from the held accused in actions under FATF requirements,” Abbasi said. He added that more targets were achieved during the last year as CTD is aggressively going after those involved in money laundering. The FATF, in a statement in November last year, said Pakistan has made progress across all action plan items and has now largely addressed 21 of the 27 action items. The statement added the FATF strongly urges Pakistan to swiftly complete its full action plan by February 2021.

The Supreme Court on January 28 ordered the release of Ahmed Omar Saeed Sheikh, the main convicted of beheading United States journalist Daniel Pearl, reports Daily Times. Ahmed Omar Saeed Sheikh, who was the main suspect in the 2002 kidnapping and murder of Wall Street Journal Reporter Pearl, was released by a bench of three judges. “By a majority of two to one, they have acquitted all the accused persons and ordered their release,” Provincial Advocate General Salman Talibuddin said. “The court has come out to say that there is no offence that he has committed in this case,” Mahmood Sheikh, who represented Sheikh, said. He added that the court had ordered that three others, who had been sentenced to life in prison for their part in Pearl’s kidnapping and death, also be freed. A Sindh High court (SHC) division bench on April 2, 2020, had commuted the death sentence of Ahmed Omar Saeed Sheikh to seven years and acquitted three others who were serving life terms. The Sindh Government had swiftly challenged the April 2 order in the Supreme Court. The Sindh Government had also immediately detained the four men under Section 3 (1) of West Pakistan Maintenance of Public Order (MPO) Ordinance, 1960. “The decision is a complete travesty of justice and the release of these killers puts in danger journalists everywhere and the people of Pakistan,” the Pearl family said in a statement released by their lawyer.

However, that is a complicated story. He (Osama) used to extend financial assistance (to Nawaz Sharif,” she said in an interview with a private television channel. Abida, also a former Cabinet Minister of Nawaz Sharif’s Government, recalled that at one time, Osama Bin Laden was popular and liked by everyone including the Americans but later, he was treated as a ‘stranger’. She said she was appointed as an ambassador during the first premiership of Nawaz Sharif, after she lost the election. She said during her stint as envoy to the US, most of her communication used to be with the then President Ghulam Ishaq Khan. “Khan had tasked me to keep the Americans engaged in talks till Pakistan completes its nuclear program in 18 months,” she said, adding that the US administration, including the diplomats, senators and congressmen, used to advise Pakistan against the execution of nuclear program. To a question, she said though she used to be spied in the US, she had no such suspicious activities which could be used against her by the intelligence agencies. Asked about the mode of communication between her and President Ishaq Khan in the absence of modern tools, she said during the 18 months, she visited Pakistan for five times to brief the president. “However, I used to avoid using phone knowing that it could be tapped,” she added. As the nuclear program was under the purview of the president, she said, most of her conversation used to be with him, not the prime minister. This is also because President Ghulam Ishaq Khan did not trust anyone, she added. Asked whether being prime minister, Nawaz Sharif did not feel bad over being bypassed in communication with the president, she said, “He never expressed it.” Abida Hussain said though Pakistan had started its nuclear program in 1983 during Ziaul Haq’s regime, it was completed in 1992. The BSF DG revealed this at a seminar organised by industry body FICCI (Federation of Indian Chambers of Commerce & Industry) at Aero India 2021 exhibition in Bengaluru District of Karnataka. The DG stated, “In 2019, there were 167 recorded sightings of drones on the Western front (with Pakistan). In 2020, there were 77 sightings of drones on this front.” There have been instances of dropping of arms, ammunition, explosives and narcotics through the drones, particularly in Punjab and Jammu sectors, he mentioned. The DG further said that “Pakistan is very effectively using its drone technology for not only smuggling activities, but also for surveillance purposes. As per intelligence inputs, the Pakistan Army is looking for mini or small UAVs which can stay for several hours in the air to monitor the borders with a preferable range of 150 kms.” The BSF chief also said that the neighbouring nation is using drones from China, Russia, Saudi Arabia, Germany and Italy.In addition to this, Pakistan is seeking to augment its counter-drone capability, he added.

Operation Raad-ul-Fasaadhas completed four years and to share its successes DG ISPR Major General Babar Iftikhar addressed a press conference in Islamabad.The operation was launched by Army Chief Qamar Javed Bajwa on February 22, 2017 with the strategic intent to normalise the conditions in Pakistan, he remarked. ISPR DG Major General Babar Iftikhar said that 375,000 intelligence-based operations were conducted by the Counter Terrorism Department, Frontier Corps, Pakistan Rangers, Inter-Services Intelligence (ISI) and Military Intelligence (MI) from 2017 to 2021.At least 335 terrorists were killed and many others arrested. The LEAs seized 72,000 weapons in operations across the country.The Army has so far demined 72 kilometres of area in merged Districts. “This is a painstaking and slow procedure,” he remarked.Two soldiers were martyred and 119 have been injured during the demining process. “Almost 42% of the area has been cleared.”During the process, 48,000 mines have been seized by the army, Major General Babar Iftikhar added.

The numbers are shocking – 480 individuals were “forcibly disappeared” and 177 were killed and their dead bodies were thrown in the wilderness. The rights group added that these “conservative” numbers were derived from the information accessible to them from various areas of Balochistan. The actual toll might be higher. The rights group said that 2020 was no different than any other year in Balochistan – human rights violations were carried out as usual. We will continue encouraging them to remain engaged in the peace process leading to an inclusive, broad-based and comprehensive political settlement in Afghanistan,” Foreign Ministry spokesman Zahid Hafeez Chaudhry said at a weekly briefing. He said Pakistan will continue to work with the international community in efforts for ensuring a durable and lasting peace in Afghanistan. The EU parliament session discussed the situation of blasphemy laws in Pakistan, especially the case of the Christian couple, Shafqat Emmanuel and Shagufta Kausar, under its “human rights and democracy resolutions” manifesto. The couple was awarded death penalty by a local court and waiting for their appeal to be heard by the high court. Large number of members voted in favour of the resolution. According to the details available with The News, 681 members of the EU parliament voted in favour of the resolution while only three opposed it. The adopted resolution urged Pakistani authorities to ensure adequate medical care for Shafqat Emmanuel and Shagufta Kausar and give them judicial relief. It expressed concern at long delay in hearing of the appeal of Shagufta Kausar and Shafqat Emmanuel which is being kept postponed. The resolution expressed concern at the continuous (ab)use of blasphemy laws in Pakistan which exacerbates existing religious divides and believes that this is heightening the climate of religious intolerance, violence and discrimination. It stressed that Pakistan's blasphemy laws were not in line with international human rights laws, and increasingly used to target vulnerable minority groups in Pakistan.

With the Financial Action Task Force (FATF) set to discuss a report on the progress made by Pakistan on the implementation of a 27-point action plan this week, Foreign Minister Shah Mahmood Qureshi on June 22 alleged that previous Governments did not take steps to curb money laundering and terrorist financing in the country, reports The Express Tribune. FATF placed Pakistan on the grey list in June 2018 and asked Islamabad to implement a plan of action to curb money laundering and terror financing by the end of 2019 but the deadline was extended later on due to the Covid-19 pandemic. Qureshi said that the previous Government of Pakistan Muslim League - Nawaz (PML-N) was responsible for the country being placed on the grey list of the FATF. "When PTI (Pakistan Tehreek-i-Insaf) came to power, Pakistan had already gone into the (FAFT) grey list," Qureshi said. Holding the PML-N responsible for the tough conditions set by FATF, he said that no previous government took steps to curb money laundering and terrorist financing. Azhar stated that the organisation is no longer the same as it was ten years ago. He added that the FATF conducts a joint evaluation of one nation by all member countries, and reassured everyone that Pakistan is not in the same situation as it was two years ago. “The importance of FATF has increased significantly in the current situation. According to sources, besides the 69, the names of 39 cadres of TLP have been sent to Punjab Home Department to place them on the watch list bringing the number of the banned organisation’s activists in the list in the Rawalpindi region to 108. Of the 39 individuals, 10 belong to Attock District, 14 to Jhelum District and 15 to Chakwal District. No one has, however, been proposed to be placed on the fourth schedule from the Rawalpindi District. When contacted, Regional Police Officer (RPO) Rawalpindi Imran Ahmar confirmed the placement of TLP activists on the fourth schedule, adding the police had followed all the legal procedures to include them in the list.

According to the 28th report of the United Nation (UN) Analytical Support and Sanctions Monitoring Team, Tehreek-e-Taliban Pakistan (TTP) still has about 6,000 trained fighters on the Afghan side of the border, Dawn reported on July 27. UN Analytical Support and Sanctions Monitoring Team also confirms the presence of hundreds of anti-Beijing Muslim militants close to Afghanistan’s border with China. In a chapter that deals with the Taliban’s approach towards foreign terrorists, the report notes the group’s efforts to suppress such outfits “has been more pronounced in cases of foreign fighters with suspected leanings” to IS and TTP. “Attempted enforcement has reportedly led to clashes (some fatal) between the Taliban and TTP over operational restrictions placed on the latter,” the report adds. But the UN monitors also note that “despite growing distrust, TTP and the Taliban carry on with relations mainly as before”. According to the report, TTP is traditionally located in the eastern districts of Nangarhar province, near the border with Pakistan. The UN team points out that “a reunification took place in Afghanistan between TTP and certain splinter groups in the period from December 2019 to August 2020”. This included the Shehryar Mehsud group, Jamaat-ul-Ahrar (JuA), Hizb-ul-Ahrar, the Amjad Farooqi group and the Usman Saifullah group (formerly known as Lashkar-i Jhangvi). Al Qaeda was reportedly involved in the moderation between the groups. The return of splinter groups to the TTP fold has increased its strength, “of which current estimates range between 2,500 and 6,000 armed fighters,” says the report, adding that “the upper range is more accurate”. The group has been led since June 2018 by Noor Wali Mehsud. The deputy to Mehsud is Qari Amjad. UN monitors note that TTP “has distinctive anti-Pakistan objectives but also supports the Afghan Taliban militarily inside Afghanistan against Afghan government forces”.

PM Khan stressed that Pakistan hosts three million Aghan refugees of which the majority are Pashtuns, the same ethnic group as the Taliban fighters. While briefing national and international media about security arrangements on Pak-Afghan border including comprehensive security mechanism and development projects in merged areas, he said 98 percent fencing had been completed and the 2600 km border with Afghanistan had been fully secured. Development of technical mechanism has immensely helped control mobility and movement of unwanted elements, he said. Fencing on 809 kilometers, out of 827 kilometers had been completed. Out of 443 forts, 388 were completed and remaining 55 would be completed by this year, he added. Work on fencing was started in May 2017 and till date 98 percent work had been completed. Speaking at a news conference after a meeting of the party’s Central Executive Committee (CEC) in Islamabad, ANP’s senior vice-president and Member of National Assembly (MNA) from Mardan, Amir Haider Hoti asked the Government and the state to adopt a clear policy and make correct decisions at right time after taking parliament into confidence as the country could no more afford another phase of terrorism. The CEC meeting was convened to discuss the situation in Afghanistan after the Taliban takeover last month and its possible implications for Pakistan and the region, besides discussing the prevailing political situation in the country, particularly the Government’s act of targeting the Election Commission of Pakistan (ECP) and the proposed setting up of the controversial Pakistan Media Development Authority (PMDA). In an interview with The Independent in Islamabad whose video was posted on social media by the state-run Associated Press of Pakistan, Shah Mahmood Qureshi said Pakistan was concerned about the reports of TTP figures being released from prisons in the wake of the Taliban takeover of Afghanistan. "If those guys come and start creating problems for us over here, it will affect innocent lives and we don't want that," he said while referring to the TTP. Shah Mahmood Qureshi further said if the new Afghan setup could use its influence and talk to the TTP, and "if [the TTP] are willing to mend fences and not take the law into their hands and not get involved in terrorist activities and they submit and surrender to the writ of the government and the Constitution of Pakistan, we are even open to giving them a pardon." "But as long as they do not come and start undertaking terrorist activities [in Pakistan]. That is our concern," the minister emphasised. Qureshi termed as "positive" the Afghan Taliban administration's announcement that they would not allow any terrorist groups to use their soil against any country, including Pakistan. Without explaining the “highest level,” the minister, who was talking to reporters at Quaid-i-Azam International Airport, made it clear that the offer was not for those militants who were responsible for bloodshed in the country, citing the December 2014 massacre in Peshawar’s Army Public School. “The case of those who were involved in incidents like the APS is different. And the case of those who left the country for different reasons is different,” he said in reply to a question about the merit and mechanism of talks with the TTP. “We are not surrendering to anyone and this process is at a very early phase. Announcing the decision, FATF President Dr Marcus Pleyer said that Pakistan had to complete two concurrent action plans with a total of 34 items. "It has now addressed or largely addressed 30 of the items," he said. "Its most recent action plan from June this year, which largely focused on money laundering deficiencies, was issued after the FATF's regional partner — the Asia Pacific Group — identified a number of serious issues. "Overall, Pakistan is making good progress on this new action plan. Four out of the seven items are now addressed or largely addressed." Commenting on the action plan devised in 2018 which focused on terror financing, the FATF president said that Pakistan was still assessed to have largely addressed 26 out of 27 items. "Pakistan has taken a number of important steps but needs to further demonstrate that investigations and prosecutions are being pursued against the senior leadership of UN designated terror groups," he said. All these changes are about helping authorities stop corruption, preventing terrorism and organised criminals from benefitting from their crimes, he said, thanking the government for their "continued strong commitment" to the process. Responding to a question about whether Pakistan would be blacklisted for its failure to act against those on the UN terrorism list, Dr Pleyer said that the country had completed 30 items out of 34 on two action plans.

He was accompanied by Government’s negotiating team members Foreign Minister Shah Mahmood Qureshi, National Assembly Speaker Asad Qaiser and Minister of State for Parliamentary Affairs Ali Mohammad Khan. The Punjab Government has released at least 860 workers of TLP, days after reaching a deal with the group to end nearly two weeks of protests and clashes, Punjab Minister for Law and Parliamentary Affairs Raja Basharat said on November 2, reports Dawn. Talking to Dawn, he said the people who were released were those arrested during crackdowns on the protests — which started on October 21 — and raids. They were released after scrutiny was completed, Basharat said, adding that workers against whom first information reports (FIRs) were registered would have to obtain bail from courts. The Minister said it was yet to be decided whether TLP workers who were detained under Section 16 of the Maintenance of Public Order (MPO) 1960 would also be released. According to the sources, Afghan Taliban commander Sirajuddin Haqqani is playing a key role in ceasefire talks and is working to make negotiations between the Pakistan Tehreek-e-Insaf (PTI)-led Government and the banned outfit a success. As per the sources, TTP chief Mufti Noor Wali is leading the talks from the group's side. TTP has maintained that it would be "too early to" lay down arms and has demanded the Government release their cadres from prison. Minister for Human Rights Dr Shireen Mazari, who had moved the bill on May 21 this year, said the bill was okayed by the standing committee on human rights headed by Pakistan People’s Party (PPP) leader Bilawal Bhutto Zardari. “I thank the Opposition for their cooperation in the passage of the bill,” she said. An independent commission will be established to inquire into complaints against threats or acts of torture, killing, violent attacks, forced disappearance and arbitrary arrests. The NA also passed the National Accountability (Amendment) Bill, 2021, which provides for an extension in the tenure of the Prosecutor General of NAB. The NA also passed the Protection Against Harassment of Women at the Workplace (Amendment) Bill, 2021 and the National Commission on the Rights of Child (Amendment) Bill, 2021. At the outset, Yusuf talked about the Government's decision to hold talks with the TTP, saying the militant group had been receiving support from India and Afghan intelligence for the last 10-15 years. Pakistan had repeatedly told the international community that the Pakistani Taliban had fled to Afghanistan following the Zarb-i-Azb military operation, received sanctuary and were launching attacks from the neighbouring country, the NSA said. "We gave the whole dossier last year containing [details] of which attack, from where, how much money was spent, pictures of receipts, everything," he said, referring to the report revealed by the government in November 2020 containing proofs of India's involvement in terrorism in Pakistan. "When the situation changed [after the Taliban's takeover] ... the Afghan Taliban are not as antagonistic towards Pakistan as former president Ashraf Ghani. Now the discussion started that the TTP does not have the support base that they (Ghani's government) and India provided. "You talk from a position of strength and try to reason. If any Pakistani has strayed from the path and if he [wants to become] a law-abiding citizen according to the laws of Pakistan and the Constitution [...] It means if you have committed a crime or terrorism in Pakistan, you will follow the due process of the law." A notification issued by the Punjab Home Department dated November 10 stated that the "name of Hafiz Mohammad Saad, being Ameer of Tehreek-i-Labbaik Pakistan, a proscribed organisation, was listed in the 4th Schedule of Anti-Terrorism Act, 1997, under Section 11-E on the recommendations of District Intelligence Committee, Lahore." It noted that the government had removed the TLP from the First Schedule of the Act as a proscribed organisation on November 7. The Supreme Court was informed on November 12 that Islamabad Police had, over the last one year, submitted to trial courts the cases of 32 persons suspected of involvement in 16 attempts on the lives of journalists or of assaulting them, reports Dawn. A report on behalf of the Deputy Inspector General of Police operations in Islamabad stated that out of 16 cases registered by police from September 13 last year to September 12 this year, four were still under investigation. The report was furnished in compliance with a directive by a three-judge Supreme Court bench after it took up suo motu a complaint of harassment moved by the Press Association of the Supreme Court (PAS) on behalf of a journalist. At the last hearing on September 13, the Supreme Court had asked the chief of Islamabad Police whether or not the reported attacks on journalists had been investigated and the culprits brought to book. The IGP had told the court that some of the cases remained unsolved on account of insufficient evidence. But the court ordered the IGP to furnish a comprehensive report about all reported attacks on journalists over the past one year.

Addressing a consultative conference on terrorism in Islamabad, Fawad Chaudhry said that the students of "ordinary schools and colleges" had been involved in notable incidents of extremism in Pakistan and not of madrassahs. Because, he went on, "you closed their (school and college students') minds. If you cultivate a society where an opposing view is immediately declared kufr (heresy) ... how can you present an opposing view?" "And if no opposing views are tolerated, how will you bring a soft change [in society]?" he asked rhetorically. In this regard, Chaudhry gave the example of late Jamiat Ulema-i-Islam-Fazl leader and religious scholar Maulana Hassan Jan, whom he said was murdered for giving a fatwa that declared suicide attacks forbidden in Islam. As per sources, the TTP in a series of meetings with Pakistani officials made three demands that include allowing the opening of a political office in a third country, reversal of the Federal Administered Tribal Areas (FATA) merger with Khyber Pakhtunkhwa and introduction of Islamic system in Pakistan. But Pakistani authorities told the TTP directly and through Taliban interlocutors that these demands were not acceptable. The TTP was particularly told in categorical terms that there was no question of introducing an Islamic system based on their interpretation. Also, the TTP was told that Pakistan is an Islamic republic and the country’s Constitution clearly states that all laws in Pakistan have to be in conformity with the teachings of Islam. The Pakistani officials told the TTP that the state of Pakistan could only allow them to restart their lives if they fulfil certain conditions. Those conditions include accepting the writ of the state, laying down arms, and public apology over the terrorist acts committed by them. If they meet those demands, Pakistan can consider giving them amnesty, paving way for their mainstreaming.

The Government has released more than 100 Tehreek-e-Taliban Pakistan (TTP) prisoners as a “goodwill gesture” to reciprocate the ceasefire announced by the group earlier this month, The Express Tribune reported on November 22 quoting security officials. Most of the freed TTP prisoners were undergoing de-radicalisation and rehabilitation at the internment centres set up by the Government, the officials said on the condition of anonymity since they were not authorised to speak on record. “Most of the released inmates have not completed a six-month mandatory de-radicalisation and rehabilitation programme,” one official said. “The rest were ordinary foot soldiers.” The officials also clarified that the prisoners were not released in compliance with any demand from the Tehreek-e-Taliban Pakistan (TTP), which is currently engaged in negotiations with the government. “The Taliban prisoners were released as a goodwill gesture,” the official added.

In a report entitled “Living Ghosts”, the rights group describes the difficulties faced by the families of the disappeared in obtaining information about their detained relatives. It says that since the beginning of the United States-led war on terror, hundreds of Pakistani rights defenders, activists, students and journalists have gone missing. “Enforced disappearance is a cruel practice that has caused indelible pain to hundreds of families in Pakistan over the past two decades. On top of the untold anguish of losing a loved one and having no idea of their whereabouts or safety, families endure other long-term effects, including ill-health and financial problems”, said Rehab Mahamoor, Amnesty International’s acting South Asia researcher. She asked Pakistan to disclose the fate and whereabouts of all the disappeared to their families, and release those still being held. The group also urged officials linked to such enforced disappearances to be put on trial.

The Tehreek-e-Taliban Pakistan (TTP) has withdrawn its demand of reversing the merger of the erstwhile Federally Administered Tribal Areas (FATA) into Khyber Pakhtunkhwa (KP) following a tough stance by the Government on the matter, The Express Tribune reported quoting a senior security official privy to the ongoing negotiations. The senior security official, on the condition of anonymity said on November 26 that Pakistan has emphatically rejected two key demands at the very onset of negotiations between the two sides. The official said that the TTP had demanded reversal of former FATA’s merger into KP. Pakistan has rejected the TTP's demand and made it clear that FATA's integration into KP is not the decision of a single individual but of the people of the region and the parliament. The group was also told that the Government had spent billions of rupees so far for the region’s merger. The group had also expressed reservations over the ongoing local Government elections in the tribal region.

The Police had registered an FIR No. 1412 under sections 431, 427, 149, 147, 297, 201, 302, and 7ATA at Ugoki Police station against unidentified people and have launched an investigation. At least ten investigation teams have been formed under the District Police Officer (DPO) and they are carrying out raids to arrest the accused who are being identified from the [viral] videos. However, key prisoners on the list presented by the TTP to the Government have not been released so far, the official added. “Some TTP members who completed de-radicalisation courses but were still in custody or in internment centres for long are being released,” the official said. Well-placed sources familiar with these developments have said that the release of high-profile Taliban prisoners had been delayed until it was decided whether these prisoners should be allowed to go to Afghanistan or “stay in their respective areas in Pakistan.” “This issue as well as the court cases against high-profile Taliban prisoners need to be sorted out before they are freed,” said the official, who requested anonymity due to the sensitivity of the information. Pakistani negotiators are seeking a pledge from the TTP that the outfit will take the responsibly of actions by those who share the same ideology but may not be part of the group. The TTP is also expected to extend the month-long ceasefire to continue negotiations, with Pakistan releasing 92 prisoners so far, sources on both sides claimed on December 9. “Pakistan freed 30 prisoners on December 3, 12 on December 7 and 50 on December 8. As many as 46 more prisoners are expected to be freed on December 9,” an official source close to the peace process told The News.

The Federal Government has sought time from the Supreme Court to submit a response in the case of the Army Public School attack in Peshawar and has stated that a cabinet committee has been constituted to meet with the martyrs' parents, Geo News reported on December 9. Prime Minister (PM) Imran Khan had been directed by the Supreme Court to hear the views of the martyrs' parents, after which he directed the officials to form a Cabinet committee. According to the Government's petition in the Supreme Court, because the anniversary of the APS Peshawar attack is on December 16, the Government has formed a committee to meet with the parents of the martyrs the same day. The petition's text requested that the conclusion of the meeting between the parents and the committee be brought to light, as well as given a time so that a comprehensive implementation report could be filed with the court. The court had asked for a signed response from the PM within four weeks, which ends on December 10. The Cabinet committee, on the other hand, was formed on the PM's orders. It includes Shireen Mazari, Omar Ayub, Fehmida Mirza, and Sahibzada Mehboob Sultan.

A statement issued by the TTP gave out details of the six-point agreement that it said it had reached with the Government under the aegis of the “Islamic Emirate of Afghanistan” (IEA) on October 25, 2021. The two sides, according to the agreement, had accepted that the IEA would play the role of a mediator and that both sides would form five-member committees each which, under the supervision of the mediator, would discuss the next course of action and demands of each side. Both sides, it said, had also agreed to observe a month-long ceasefire from November 1 to November 30, 2021 and that the Government would release 102 “imprisoned mujahideen” and hand them over to the TTP through the “IEA and that both sides would issue a joint statement regarding the ceasefire on November 1, 2021”. According to the statement, the Government not only failed to implement the decisions reached between the two sides but to the contrary, the Security Forces conducted raids in Dera Ismail Khan, Lakki Marwat, Swat, Bajaur, Swabi and North Waziristan and killed and detained militants. “Under these circumstances, it is not possible to extend the ceasefire,” the TTP said. Earlier in an audio, Mufti Noor Wali Mahsud announced an end to the ceasefire and asked his fighters to resume attacks past 12am. The ceasefire had come into effect on November 9. In the audio, Mufti Noor can be heard as saying that since the TTP has not heard back from the mediators or the government, therefore, past midnight, his fighters reserve the right to resume attacks wherever they were.

A first Information Report (FIR) was registered against 900 workers of Rajco Industries on the application of Uggoki Station House Officer Armaghan Maqt under sections 302, 297, 201, 427, 431, 157, 149 of the Pakistan Penal Code and 7 and 11WW of the Anti-Terrorism Act. With December 13's arrests, the total number of suspects in custody has risen to 52, Sialkot Police spokesperson Khurram Shehzad said. The 18 suspects were later produced before a special Anti-Terrorism Court (ATC) in Gujranwala, which remanded them in Police custody for 15 days. The National Security Committee (NSC) on December 27 approved the country’s first-ever five-years National Security Policy (NSP) 2022-2026, reports Samaa TV. National Security Advisor Moeed Yusuf presented NSP 2022-2026 during the 36th NSC meeting chaired by Prime Minister Imran Khan in Islamabad. The NSA briefed the participants on the salient features of the NSP. Yusuf said that Pakistan was shifting to a Comprehensive National Security Framework with the aim of ensuring the safety, security and dignity of the citizen of Pakistan. The advisor said that the policy puts economic security at the core of the policy. He said that a stronger economy would create additional resources which would then be distributed to further bolster military and human security. At least 12 people, including nine Chinese nationals working on the Dasu Hydropower Project, were killed when a bus carrying them fell into a ravine following an explosion on July 14, 2021. Sharing a round-up of actions taken by the CTD in the year 2021, Wazir said the suicide bomber behind the attack that killed 12 people, including nine Chinese nationals, had been identified. He pointed out that the entire network of the militants involved in the terrorist attack had been busted with the help of intelligence agencies. The Khyber Pakhtunkhwa Counter-Terrorism Department (CTD) on December 29 said that 90 per cent of the terrorist groups operating from Afghanistan target the multi-billion China-Pakistan Economic Corridor (CPEC) projects, reports The Times of India. Deputy Inspector General (DIG) CTD Javed Iqbal Wazir said that over 90 per cent of the terrorist groups are planning attacks and operating from across the border (Afghanistan). He said these groups mainly target CPEC projects, key installations, polio teams and economic activity. However, DIG CTD Javed Iqbal Wazir said the CTD successfully thwarted the IS-K’s plans to carry out major terrorist attacks in the province, reports Dawn. He said CTD had carried out major operations against the group across the province during the current year, arresting a total of 599 terrorists and killing 110 others. Mr Iqbal said in a joint operation, the Peshawar police and CTD personnel killed three top IS-K terrorists, and arrested several others. “Three IS-K groups were bust in Peshawar and one in Bannu,” he claimed. DIG Javed Iqbal said the CTD with the help of intelligence agencies had also managed to arrest the terrorists involved in the Dasu suicide attack on Chinese engineers. He said in the first year of its operations in the merged areas, the CTD had killed nine terrorists in three encounters in Khyber, South and North Waziristan Districts. He said 82 terrorists with head money were also arrested, adding a terrorist, namely Shanullah, who was involved in 24 incidents of targeted killing, was eliminated in an encounter in Lakki Marwat.

The rise in militant attacks in Pakistan reached the highest point in August 2021, according to Pakistan Institute for Conflict and Security Study (PICSS) report which stated that this spike coincided with the Taliban's offensive that started in May 2021, The Times of India reported on January 1. This research, conducted by PICSS, said that the highest number of attacks in a single month in 2021 was recorded in August when 45 attacks were carried out by militants. PICSS report said the overall number of militant attacks could not drop despite a one-month ceasefire from November 10 to December 10. The report said that the average number of militant attacks per month in Pakistan rose from 16 in 2020 to 25 in 2021, which was the highest after 2017. The report highlighted that Balochistan is the most turbulent province where 170 deaths were recorded in 103 attacks. According to the report, the highest number of injured were also reported from Balochistan where more than 50 per cent of the total injured were recorded. Khyber Pakhtunkhwa was the second most affected region next to Balochistan. A total of 15 militant attacks were recorded in Sindh province in which 23 people were killed and 29 injured. Meanwhile, in Punjab, militants carried out 10 attacks in which 10 people were killed and 87 injured.
