The International Crimes Tribunal-2 (ICT-2) on February 2 indicted Syed Mohammad Qaisar (73), a former State Minister of the Hussain Mohammad Ershad regime, on 16 charges of crimes against humanity and genocide committed in Habiganj and Brahmanbaria Districts during the Liberation War in 1971, reports The Daily Star. Qaisar, an alleged local leader of Razakar and Peace Committee was charged for “participating and abetting” an act of genocide in 22 villages under Nasirnagar sub-District in Brahmanbaria District that left 108 Hindus dead. Qaisar, the alleged founder of Qaisar Bahini, which worked with the Pakistani Army, was also charged with at least 11 incidents of killing that left 47 people dead, two incidents of rape and two incidents of inhuman acts between April 27 and November 15, 1971.

As per the full text of the verdict of the special tribunal on the Chittagong arms haul cases released on February 4, the role of the then Prime Minister Khaleda Zia in the incident was termed ‘mysterious’, reports The Hindu. Judge S.M. Mojibur Rahman of the Chittagong Metropolitan Sessions Court and Special Tribunal-1 released the full text of the 500-plus page judgment of the cases. The judge said the then Directorate General of Forces Intelligence (DGFI) chief Major General (Retired) Sadiq Hasan Rumi had informed the former Prime Minister about the situation. She did not react but said she was aware of the event.

In Chittagong District, 21 JeI–ICS cadres and three BNP activists were arrested for subversive activities during recent blockades. In another drive in Rangpur District, Police arrested two BNP activists and an ICS cadre in connection with several cases filed for attacking and torching polling centres and snatching away ballot boxes and papers in the District during January 5 polls and the day before.

The BNP Chairperson, Khaleda Zia, on February 4 urged an early end to ‘state terrorism’ marked with killing, disappearances and repression to eliminate the BNP-led alliance, reports New Age. Khaleda said the fresh general elections should be held very soon under a non-party Government to reinstate the democratic system. She claimed that about 300 leaders and activists of her party and partners had been killed and had fallen victim to enforced disappearances in a month from December 26 to January 27 at the hands of the joint forces and Awami goons. She demanded an action against perpetrators through fair investigations of the killings.

Jama'atul Mujahideen Bangladesh (JMB) militant, Rakib Hasan Russell alias Hafez Mahmud was killed in crossfire at Mirzapur sub-District of Tangail District on February 24, reports The Daily Star. Rakib was one of the three JMB men who were snatched from prison van in an ambush on Dhaka-Mymensingh highway on February 23. He was captured five hours later when his getaway car crashed. On information that some JMB men were hiding at Beltoli Ceramic’s area in Mirzapur sub-District, a joint team of Mymensingh and Tangail Districts Police took the handcuffed Rakib there. Rakib got injured during the half-an-hour-long gunfight and was taken to Mirzapur Kumudini Hospital, where he was declared dead. Three Policemen, Golam Moula, Mohammad Asaduzzaman and Mozammel Haque, were also injured in the incident. One shotgun, one bullet and three bullet shells were recovered from the scene.

Prime minister Sheikh Hasina Wajed on February 24 asked the Law Ministry to take effective measures to ensure speedy disposal of cases relating to militancy, reports New Age. Presiding over the weekly cabinet meeting, she came down hard on the Home Ministry officials concerned over ‘lax security’ during transportation of accused or convicted militants from jails to courts. The Prime Minister asked the authorities to see whether a separate bench of the High Court could be designated to deal with militancy related cases to avoid inordinate delay in the legal process considering the nature of the crimes.

Detective Branch (DB) of Police on February 26 arrested a leader of Islami Chhatra Shibir (ICS), the student wing of Jamaat-e-Islami (JeI) and his associate in Seroil area of Rajshahi city in Rajshahi District on charges of killing a Policeman, Constable Siddhartha Chandra Sarker and attacking law enforcers, reports The Daily Star. The arrestees are Anisur Rahman Biswas, 'president' of Rajshahi city unit of ICS and his associate Mohammad Shahidullah. The DB told that Anisur Rahman is accused in about 20 cases, including one for the murder of Police constable Siddhartha Chandra Sarker on December 26 last year.

The Bangladesh Nationalist Party (BNP) on February 27 has put up a better showing in the second phase of the sub-District elections, widening its lead and dealing a blow to the ruling Awami League (AL), reports The Daily Star. In the polls to 115 sub-Districts, the BNP-blessed chairman candidates won in 51 sub-Districts and the AL-backed ones in 44. The candidates backed by the Jamaat-e-Islami (JeI), a key ally of the BNP, won eight chairman posts while candidates supported by the Jatiya Party (JP), the main opposition in Parliament, were able to secure only one. The candidates backed by regional political party Parbatya Chittagong Jana Sanghati Samiti (PCJSS) won two chairman posts, United People's Democratic Front (UPDF) won one, and one went to an independent candidate. Voting was suspended in some sub-Districts and since re-polling would be held in some centers results there have been withheld.
