Against the backdrop of fleeing war crimes accused at the investigation stage, the investigation agency of the International Crimes Tribunal (ICT) wants amendment of the International Crimes (Tribunals) Act 1973 allowing the investigators power to arrest an accused during investigation, reports New Age. The agency made the proposal in a letter to the Law Minister on April 24 saying that the ICT act has no provision for arresting an accused by the investigation officer during investigation. Senior investigator M Sanaul Huq of the agency said ‘If this procedure of arrest is not amended incorporating the power of arrest by the Investigation Officer (IO) during investigation, we are afraid that in future no accused would be available for docking before the tribunal and all trials will be held in absentia which may tax the ends of justice’.

As the Police team reached there, the criminals opened fire and hurled several crude bombs targeting the law enforcers forcing them to retaliate by firing. Five Policemen were also sustained minor injuries during the gunfight.

Meanwhile, the Dhaka High Court on May 7 granted bail to Bangladesh Nationalist Party (BNP) Standing Committee Member Gayeshwar Chandra Roy for six months in a case filed for killing an ICS cadre, reports The Daily Star. Police filed the case after ICS cadre Mansur Pradhania (20) was killed in a clash between law enforcers and the cadres JeI-ICS in Dhaka city on December 29, 2013. After hearing a bail petition, the High Court also issued a rule upon the Government to explain why the BNP leader should not be granted regular bail in the case.

Separately, a prosecution witness (PW), Abdul Matin Jamal gave deposition against War Crime accused and 'founder' of Qaisar Bahini, SM Qaisar at International Crimes Tribunal (ICT) on May 25, reports The Independent. Jamal, said he had witnessed the atrocities by Qaisar and his group in Madhabpur and Habiganj towns of Habiganj District during the war. He said,” Qaisar and the men of his Bahini along with 40-50 Pakistani Army troops went round Gutma village chanting slogan “Naraye Takbir, Allahu Akbar, Pakistan Zindabad” (Hail Pakistan, Allah is Almighty) on November 14, 1971. Qaisar divided his group into two segments, comprising Pakistani Army troops and sent one of them to Burunga village and he himself led another to Chitna village. “We went to see the condition of the village after Qaisar and his bahini left. We found that they killed 31 villagers and looted and torched the houses of the villagers. Jamal added.

Law Minster Anisul Huq on May 29 said the amended War Crimes Act was not enough to try and punish any political party for its alleged crimes during the Liberation War of 1971, reports Daily Star. “There is no provision in the International Crimes [Tribunals] Act, 1973, which was amended later, to try and punish any political party,” Anisul Huq stated. The minister came up with the observation after 15 months of the latest amendment to the International Crimes (Tribunals) Act, 1971 that aimed to try organisations for committing war crimes. The House in February, 2013 passed the amendment. Further, on the investigation into Jamaat-e-Ismali's (JeI) alleged crimes, Anisul Huq said, “It is true that there is a probe report, but at this stage, I have to move forward considering other perspectives.”

Police recovered the body of an underground operative of outlawed Purbo Banglar Communist Party (PBCP- Janajuddho faction) from Gopalnagar village in Gangni sub-district of Meherpur District on May 29, reports Daily Star. The dead is identified as Ashraful Islam. Reazul Islam, Officer in-Charge (OC) of Gangni Police Station said locals found throat-slit body of Ashraful at Bholardar field of the village around 8:30am and informed the Police. Ashraful was accused in four cases, including two for murder, filed with the Police Station, the OC said, adding that he might have been killed by his rival party man.
