Jammu and Kashmir Chief Minister Farooq Abdullah stated in the State Assembly, now in session, that terrorism has ruined the State’s economy. Stating that because of Pakistan-sponsored terrorism tourism had sunk, industry had suffered and unemployment had increased in the State, the Chief Minister said that the American President should advise Pakistan, during his forthcoming visit to that country, to stop sponsoring terrorism. If Pakistan didn’t, it should be declared a terrorist state, Abdullah added. The Chief Minister informed the House that the State Police had acquired a ‘new punch’ with expansion and modernization, and that coordination between various agencies had improved. He expressed satisfaction with the functioning of the Unified Command. Besides, two border-belt police battalions were being raised and work on fencing the international border to curb infiltration by terrorists was progressing, the Chief Minister stated.

Chief Minister Prafulla Kumar Mahanta categorically stated that as long as Indian insurgent groups were granted safe passage and bases by neighbouring countries––Bhutan, Bangladesh and Mayanmar––it would be difficult to root out militancy in the affected regions. He had expressed serious concern at the nexus between Pakistan’s Inter Service Intelligence (ISI) and militants in India’s Northeast and added that this had to be destroyed in order to contain the activities of the insurgents in the region. Mahanta reiterated his government’s commitment to resolving the problem through dialogue and had assured the ULFA leadership that they would be provided security if they came for negotiations.

Assam Chief Minister Prafulla Kumar Mahanta alleged on March 14 that Pakistan’s High Commissioner in Bangladesh was playing an active role in sending United Liberation Front of Assam (ULFA) militants to Pakistan for arms training. He also pointed out that Pakistan’s Inter Services Intelligence (ISI) operatives have recently stepped up their subversive activities in the Northeast. He maintained that ISI operatives have launched a three-pronged strategic attack in the region—training and supply of arms to the militants, disturbing the communal harmony and masterminding the subversive activities including blasts in oil pipelines, rail links and passenger trains.

Replying to a question in the State Assembly on March 17, Manipur Chief Minister W Nipamacha Singh said that the government will consider the possibility of announcing a cease-fire in the State so as to bring all the 19 insurgent groups operating in the State to the negotiating table. He, however, added that the process would take time as the groundwork for the cease-fire was yet to be done. Nipamacha Singh also disclosed that an informal meeting with the Mizoram Chief Minister has been held “to contain the insurgency movement in the State” He added that the Assam Chief Minister will also be approached soon for coordinating anti-insurgency operations. Answering a barrage of questions Nipamacha Singh asserted that the process for negotiation would take sometime as the number of insurgent groups in the State was quite large. He revealed that despite government feelers, none of the groups had so far responded. According to him, there are about 12 insurgent groups in the hills and eight insurgent groups in the Valley with a total membership of about 3,720 which include: PLA/RPF (2000 cadres) UNLF (1000) KCP (100) PREPAK (300) KYKL (O) – 170 KYKL (T) – 50 PULF (50) NEMF (50)

Militants (suspected to be from Lashkar-e-Toiba) targeted the minority Sikh community in a village in South Kashmir on the night of March 21, killing 36 people when last reports came in. The incident occurred when 40 to 50 heavily armed militants descended upon Chatisinghpura village in Anantnag district at around 9 pm (IST) and called out members of Sikh families, police said. Male members were separated and shot at. While 34 died on the spot, one person died in an Ananatnag hospital and another was referred to Srinagar hospital with serious injuries. This is the first time that the Sikh community has been targeted in the decade long militancy. The militants were dressed in camouflage uniforms. The incident is viewed as part of the ethnic cleansing efforts of militant groups and intended to provoke a communal backlash in other parts of the country.

United States' President Bill Clinton, now on a tour of South Asia, expressed outrage at "the brutal attack in Kashmir", on March 20, in which 36 Sikhs were massacred. Clinton said that it highlighted "the tremendous suffering this conflict has caused India, and went on to add that "the violence must end". Speaking after signing a declaration of common goals with Indian Prime Minister Atal Bihari Vajpayee, Clinton said he would discuss terrorism in Islamabad during his upcoming visit there on March 25 and will urge Pakistan to respect the cease-fire line with India. The President also met the family of Ripen Katyal, the hostage killed during the IC 814 hijack crisis. He is reported to have assured the family that a search for the hijackers is on and they would be nabbed and brought to justice soon. Meanwhile, Vajpayee termed the massacre of Sikhs, for which no one claimed responsibility so far and is the first of its kind in the 10-year old insurgency in Jammu and Kashmir.––an act of "ethnic cleansing." "We have the means and the will to eliminate this menace," Vajpayee said. Indian army officers had warned they expected a major operation by militants during Clinton's visit to focus attention on the Kashmir dispute. The attack also reinforced India's assertion that it is being victimized by international terrorism in Kashmir and Washington Indian Home Minister L K Advani squarely blamed the militants. It was not a "random kind of killing. It was a deliberate design," Advani told reporters after taking part in Clinton's arrival ceremony at the presidential mansion.

The other gang members dressed mostly in army fatigues divided themselves into two groups, rounded up Sikh male members and began to fire at them killing 35. The youth has now been remanded to judicial custody. Meanwhile Jammu and Kashmir Chief Minister Farooq Abdullah ridiculed the accusation of army involvement in the massacre by some sections of society. He was speaking in the legislative assembly during discussions on the resolution condemning the massacre. The resolution was later adopted by the Assembly. Security agencies are expecting a recurrence of attacks on security installations in Jammu and Kashmir and minorities during the current South Asia tour of US President Bill Clinton. The Lashkar-e-Toiba which was involved in the March 20 Sikh massacre has been directed by its Pakistan based mentors to kill at least 100 minority community members during Mr Clinton’s visit. Besides this, the group's top leader in Kashmir, Abu Zaid has also been directed to intensify attacks on security installations in an attempt to draw world attention to the Kashmir issue. Similar directions have been issued to the cadre of the Hizbul Mujahideen by its supreme commander, Syed Salauddin.

Pakistan’s Chief Executive, Gen. Pervaiz Musharraf, told visiting United States President Bill Clinton, on March 25, that he would go to Afghanistan and discuss with the Taliban regime the sanctuary that it had given to Osama Bin Laden and has hinted that he could rein in Kashmiri militants. Gen. Musharraf said, "…I can try and talk to the Taliban but it is a very complicated issue and I will make sincere efforts." Bin Laden is accused of having masterminded several terrorist attacks carried out by Islamic militants in different countries. Besides, Gen. Musharraf hinted that he could ‘moderate’ the activities of Kashmiri militants, but did not make any commitment with regard to the Harkat-ul-Mujahiddeen, whose involvement is suspected in the hijack of an Indian Airlines plane in December last.

Confessions from seven arrested militants indicates that military action by the Myanmarese army has compelled all the Northeast rebel outfits to flee from their camps and hideouts in Myanmar. The arrested militants who belong to (Peoples Liberation Army) PLA,(Peoples Revolutionary of Kangleipak) PREPAK and(United National Liberation Front) UNLF of Manipur also disclosed that the Myanmarese army had destroyed the National Socialist Council of Nagaland – Khaplang [NSCN (K)] central headquarters and begun proceeding towards the general headquarters (GHQ) of the militant outfit. The attack on the GHQ has also forced the chairman of NSCN (K), S.S. Khaplang, to seek refuge in the jungles. Some of the fleeing cadres have managed to enter Nagaland while most of the fleeing militants, mostly (United Liberation Front of Assam) ULFA and NSCN (K) cadres are believed to have sneaked into parts of Arunachal Pradesh and Nagaland. The actions of the Myanmarese army comes as a sequel to a series of bilateral discussions between India and Myanmar, where it was agreed to share intelligence to curb cross-border militancy, drug peddling, smuggling and maintain proper border management. Within Nagaland, the Tuensang district has witnessed fierce factional feuds between both the factions of NSCN, which had claimed 43 lives in 1999. In the past three months, 10 factional clashes have caused deaths in the district. The battle between the Khaplang and Isaac Muivah factions of NSCN in the district is aimed at achieving full control over the region, which borders Myanmar.

At a tripartite meeting on March 28-29, representatives of the Central and Assam governments and the BLT worked out the details. A government spokesman said, ``This will pave the way for lasting peace and help build up an atmosphere conducive to further discussions to peacefully resolve the problems relating to the Bodos.'' He said that the ground rules on observing the truce entailed the BLT to ``completely abjure the path of violence'' and not to engage in violent or unlawful activities like killings, kidnappings, extortions, intimidations, and carrying arms in public. The BLT also agreed to abide by the laws of the land. For their part, the security forces, including the Indian Army, para-military forces and the Assam police, would not launch operations against the BLT''.

Unnamed Indian government sources indicated in New Delhi on March 30 that the government is not willing to accept the formal offer of the Pakistani Foreign Secretary, Mr. Inam-ul-Haq for resumption of the suspended bilateral dialogue. The reason forwarded was that there was no ‘evidence on the ground’ to suggest that Pakistan has put an end to cross-border terrorism. Till that happened there was no room for talks, the sources maintained. The formal offer, the first since the Kargil crisis, was made in a meeting of the Foreign secretary with India's High Commissioner to Pakistan, Mr. G. Parthasarathy, on March 29. Several offers have been made by the Pakistan government at different levels through the media including the statement issued by Pakistan’s Chief Executive, Gen. Pervaiz Musharraf in Singapore on March 29.

In a formal response, a Foreign Office spokesman, while speaking to reporters on March 31, conveyed India's rejection of Pakistan's proposal for initiation of bilateral dialogue. The spokesman asserted India's stand that cessation of cross-border terrorism and abandonment of the vicious propaganda by Islamabad were "essential ingredients" for any meaningful dialogue. Reacting to India's response, Pakistan’s Foreign Office regretted India’s rejection of the offer to resume bilateral talks, which it maintained, was a reflection “that India wants to continue with its belligerent attitude”.

Meanwhile the Assam Government is in a peculiar situation after the Central Government's reluctance to introduce any recruitment schemes for absorbing surrendered militants. The issue has assumed urgency since the training course initiated by the State government for the first batch of surrendered militants of the United Liberation Front of Assam (SULFA) expires in May 2000, and the Centre is yet to come out with any package to absorb them. The State's Home Secretary has rushed to the Ministry of Home Affairs to plead its case, as failure of the government to absorb them would render the initiatives taken by the State meaningless and provide an opportunity for resurgence of militancy in the State. A similar surrender package offered by the Meghalaya government has failed to evoke any response from the militant groups operating in the State. This was stated by Chief Minister E K Mawlong while replying to a question in the State Assembly, on March 31. According to the Chief Minister, not a single militant in the State has so far surrendered under the scheme for surrender-cum-rehabilitation announced by the government in September 1999.
