According to police, the Maoists, mainly women cadres, came in two trucks and attacked the CISF camp. They later attacked a nearby police outpost, killing two SF personnel. On March 3, in the northern city of Kozhikode in the State of Kerala, a police personnel and a civilian were injured in two bomb blasts, one at the state transport bus stand on Mavoor Road and the other at the private mofussil bus stand. City Police Commissioner, H. Venkatesh, said preliminary inquiries indicated that country-made explosive materials and mechanical devices were used to explode the bombs. He added that half an hour before the bombs exploded, a local daily, Calicut Times, had received an anonymous call warning that bombs would explode at the sites. Earlier in January 2006, the police had seized gelignite sticks capable of setting off explosions from the cloak room of the state transport bus stand in the city.

A senior police official said that "During police questioning, the businessmen admitted they had transferred money to towns such as Hissar in Haryana and Anand in Gujarat after the ULFA issued them instructions." The incident occurred in the midst of a shutdown called by the Maoists in the Palamau division, which covers Latehar district. General Railway Police spokesperson S.R. Gandhi said that the Maoists had attacked the train driver and cut off the communication system, snatching the walkie-talkie from the guard. Inspector-General of Police B.C. Verma added that the train was headed for Mughalsarai in Uttar Pradesh from Barkakhana in Jharkhand and close to a thick forests between the Heyagarha and Kumudi stations, around 7.30 p.m. when the Maoists seized it in protest against the killing of their 'zonal commander' Jagannath Koiri during an encounter in the Palamau district on March 3. Later, on March 14-morning, the Maoists released the train and all passengers were reported to be safe. "Around four hundred security personnel have reached the spot and all passengers, the driver and the guard are safe," the Inspector General of Police said. The engine of the train has been partially damaged, he said adding that the train will resume journey after carrying out the necessary repair work.

"The formal dialogue process for resolution of Kashmir issue has not begun yet. Whenever it starts, Hizb will be in the frontline," HM ‘operational commander’, Qazi Misbahuddin, told a local news agency on March 14, according to Press Trust of India. He ruled out formation of a new political party, saying "Hizb is active on both military and diplomatic fronts. We do not need a political party to take part in the talks." Misbauddin also termed the arrest of Hizb 'supreme commander' and United Jehad Council (UJC) chairman Syed Salahuddin by Pakistan as "baseless and beyond reality" as Salahuddin was on a sit-in at the Pakistan occupied Kashmir capital Muzaffarabad along with his associates to protest the Pakistan's changing Kashmir policy. According to the Union Home Ministry annual report for 2005-06, released on March 16, killings of security force personnel showed a sharp increase of 53 per cent and civilian casualties went up by 11 per cent as compared to the incidents reported in 2004. According to the report, in 2005, there were 1,594 incidents of violence as compared to 1,533 in 2004. As many as 516 civilians were killed in 2005 as compared to 466 in the previous year. 153 police personnel lost their lives in 2005 as against 100 in 2004. Casualties among the Maoists also increased from 87 in 2004 to 223 in 2005. The report also said as many as 76 districts in the nine States of Andhra Pradesh, Bihar, Jharkhand, Chhattisgarh, Orissa, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal were "badly affected" by Maoist violence though in a varying degree. Among the steps being taken by the Ministry to counter the problem, the report said intelligence inputs were shared by the Central agencies with the States and steps had been initiated to strengthen intelligence collection and sharing mechanism. It has also been decided to "constitute Inter-State Intelligence Support Teams in the States" which had been affected by Maoist violence, the report added.

As many as 159 Pakistan or Inter-Services Intelligence (ISI)-supported terrorist modules have been neutralised in various parts of the country during 2001-2005, including 28 in 2005, the Union Home Ministry said on March 16. As many as 488 persons were arrested and 86 terrorists, including 57 Pakistani nationals, were killed, according to the ministry’s annual report for 2005-06 released on March 16. During 2001-05, 99 espionage modules (including 18 modules in 2005) were also neutralised leading to the arrest of 199 agents. The report said terrorist outfits operating and indulging in acts of terrorism in India continued to be based in Pakistan or Pakistan occupied Kashmir (PoK). "The infrastructure of terror remains largely intact in Pakistan or PoK," it said. The report said known anti-India elements and those declared as fugitives from the law in India are sheltered in Pakistan. "The focus of the Pak-based or Pak-ISI sponsored terrorist outfits is also to promote disaffection and communal disharmony among the Indian people towards the state with a view to destabilising the country," it said. The report also said the main features of the ISI strategy in India included: intensification of low cost and proxy war operations in a wide area extending from Jammu and Kashmir (J&K) to the hinterland, focusing on plans of coordinated attacks by terrorist outfits on security forces, mainly in J&K and increasing use of India’s immediate neighbourhood for executing its plans.

"The state Government has taken up with the Centre, a proposal for the extension of the Multipurpose National Identity Card (MNIC) Scheme to the whole of Meghalaya," said Governor. He also informed the House that only 195 km (especially in Garo Hills) of the entire 423 km Meghalaya border with Bangladesh had been fenced. He further mentioned that the Meghalaya Government has decided to set up a headquarters for management of the international border at Baghmara in the South Garo Hills district to control cross-border militancy and illegal infiltration from Bangladesh. Commenting on the militancy scenario, the Governor pointed out that even as insurgency still continues in some parts, the tripartite agreement with the Achik National Volunteer Council (ANVC) for suspension of operations has brought relief to the people in Garo Hills. Without directly mentioning any group, he also said the Government was keeping the door open for discussions with other organizations desiring to eschew violence and opting for peaceful redressal of their grievances.

According to Telegraph, police killed ten Communist Party of India-Maoist (CPI-Maoist) cadres in an encounter inside a dense forest on the Jharkhand-Bihar border on March 20. Jharkhand's Director-General of Police, V.D. Ram, the operation began around midnight and continued for two hours in Chouparan, 75 km north of Hazaribagh. The police recovered four bodies of the Maoists and a number of sophisticated arms, all of them believed to have been snatched during attacks on security forces. The Maoists reportedly took the rest of the bodies away. Three regular rifles were looted from the police, Hazaribagh District Superintendent of Police, Pravin Kumar Singh, added. One Maoist was also arrested, while two semi-automatic rifles, two SLR, one DBBL gun, three hand grenades, one sten gun and three regular rifles were recovered from the encounter site. An 11-year-old boy, Pappu Paswan, was also rescued from the Maoist captivity. Pravin Kumar Singh said that the group of around 40 Maoists was led by their 'sub-zonal commander' Ajay Yadav, who is believed to have escaped with the others into the Gaya district of Bihar.

During the same period, 313 persons were injured and 336 abducted from various parts of the State by the militants. 63 militants of various groups had surrendered without arms before security forces during the last five years. Security forces recovered 150 arms and 8208 ammunitions from the arrested militants during the last three years, while 108 arms and 5717 ammunitions from the security forces were looted in various attacks in the same period. The Central government had sanctioned Rs. 30.62 million to the State Government for the rehabilitation of surrendered militants during the last three fiscal years and the surrendered militants, who had deposited arms are given Rs. 2000 as monthly allowance during the vocational training and rehabilitation process, Sarkar added.

The detention figure in 2004 was 1596 and 18 persons were convicted. In 2006 till date, 1463 persons were detected foreigners and 14 of them were convicted. Separately, Chief Minister D.D. Lapang said, "In so far as influx of foreign nationals into the area is concerned, the infiltration branch of Meghalaya Police has set up check point at Ratacherra to check influx of suspected Bangladeshi to the coal mining areas." The External Affairs Ministry spokesperson stated that Home Secretaries of the two countries would meet often and exchange information, while the Joint Rivers Commission too would meet frequently to address water disputes. The two countries also agreed operationalise the Sealdah-Devpura railway link. Two pacts, a revised trade accord and another to prevent illicit narcotics trafficking were signed in the presence of the Prime Ministers. In his banquet speech on March 21-night, Dr. Singh said the dialogue had been "most useful" in understanding each other's point of view and in making progress on different issues. Chandigarh Police arrested the four from the Bus Stand in Sector 12 of the city, Senior Superintendent of Police (SSP) Gaurav Yadav told reporters. Yadav said the arrested disclosed during preliminary interrogation that they were part of the BKI module controlled by Jagtar Singh Tara. These people were booked under the Public Safety Act. The decision to release them was taken after a meeting between Centre and State officials held in Jammu on March 22 following Prime Minister Manmohan Singh’s directives during the Round-Table Conference convened by him on Kashmir on February 25, 2006. The Jammu and Kashmir Government had submitted a list of more than 400 prisoners for screening out of which names of 40 cases were cleared, official sources said. The Prime Minister, during the Round-Table Conference, had asked Union Home Minister Shivraj Patil to form a high-level committee of officials to examine all current cases of detention and release prisoners, who are not facing serious charges, by March 31, 2006.

Media reports said that the casualties in the attack by the Communist Party of India-Maoist (CPI-Maoist) on the R. Udayagiri sub-jail and other Government establishments in Gajapati district on March 24 has risen to four. In the pre-dawn strike, a group of over 200-armed Maoists, including women and few sympathizers, had attacked the sub-jail in R. Udayagiri town, freed 40 prisoners, killed three police personnel, and took a police officer and the jailor hostage. The Maoists reportedly pulled down the jail gates to help prisoners escape and also simultaneously attacked the police station, an Orissa Special Armed Police Camp, the treasury, the tehsildar’s (local administrative official) office and a telecom tower. The exchange of fire reportedly lasted around two hours. Police said the two who were taken hostage by Maoists were the officer in charge of the police station, Ranjan Kumar Mallick, and the jailor, Rabinarayan Sethi. According to the District Collector, Binod Bihari Mohanty, the Maoists also looted arms from the police station, including 25 self-loading rifles, a pistol, a light machine gun and an AK-47 rifle. The Maoists also burnt stamp papers worth nearly Rupees 40 lakh in the treasury. The Maoists had approached the town from two directions and retreated after the attack via Saralapadar into the deep jungles. Chief Minister Naveen Patnaik told the Legislative Assembly on March 24 that the Maoists were believed to have come from the Vizianagaram district of neighbouring Andhra Pradesh. They reportedly conversed in Telugu, Hindi and Soura (a tribal dialect). Media reports added that in a related incident, one civilian was killed and nine others were injured in a landmine blast at Kankadaguda, 10 kilometers from R. Udaygiri, while clearing the trees from the roads. The landmine was reportedly planted by the Maoists while retreating.

Hindu reports that in a status paper on the Naxalite problem placed in Parliament by Union Home Minister Shivraj Patil on March 13, the Government has spelt out a policy to combat the challenge posed by the Naxalites. The 14-point policy stresses upon the States to adopt a collective approach and pursue a coordinated response to counter it. It emphasizes that there will be no peace dialogue by the affected States with the Naxalite groups unless the latter agree to give up violence and arms. Another component of the policy is that it asks political parties to strengthen their base in Naxalite-affected areas so that the youth could be weaned away from the path of Naxalite ideology. "Efforts will continue to be made to promote local resistance groups against Naxalites but in a manner that the villagers are provided adequate security cover and the area is effectively dominated by the security forces," the status paper said. The paper lauded the Andhra Pradesh Government's surrender and rehabilitation policy for Naxalites, which has produced good results over the years. It asked other States to adopt a similar policy. Referring to the counter measures, it said that overall counter action by the affected States in terms of Naxalites killed, arrested, surrendered and arms recovered from them has shown much better results in 2005. It underlined the need to further improve and strengthen police response, particularly by Bihar, Jharkhand, Orissa and Maharashtra by improving actionable intelligence collection and sharing mechanisms and strengthening their police forces on the pattern of Greyhounds in Andhra Pradesh. It also said the Centre had provided financial assistance of Rs. 2,475 crores for 55 Naxalite-affected districts in Andhra Pradesh, Bihar, Chhattisgarh, Orissa, Jharkhand, Maharashtra, Madhya Pradesh, Uttar Pradesh and West Bengal under the Backward Districts Initiative. While admitting that Naxalite groups have been raising land and livelihood related issues, the paper stresses upon taking up land reforms on a priority basis. In the first two months of this year, the number of deaths recorded in Naxalite-violence stands at 116, the paper added.

Following the Co-ordination Centre meeting attended by the police chiefs and Chief Secretaries of 13 Maoist-affected States and a number of Central Ministries in New Delhi on March 31, the Union Home Secretary V. K. Duggal admitted that Maoist violence was on the rise this year in Chhattisgarh but claimed that the situation in 12 other affected States was by and large under control. Compared to 475 violent incidents in the first quarter of 2005, there were only 391 in year 2006, though the number of casualties went up from 114 to 157. The number of security force (SF) personnel killed till March 30, 2006 is 47 as against 45 during the same period during year 2005. "There have been more civilian casualties, the intensity was also higher," Duggal said. In Chhattisgarh, which bore the brunt of Maoist attacks in the first quarter of this year, 162 incidents were reported compared to 97 in the same period during 2005. "In this year's incidents, there were 105 casualties, including 27 of security personnel”, he disclosed. During the same period in 2005, three civilians and six SF personnel were killed. The Home Secretary also informed that local resistance groups would be trained in self-defence and given police protection. He added that there was a consensus at the meeting that such groups were useful although, it should be ensured that local resistance was encouraged in areas effectively dominated by SFs so that the people there did not become vulnerable to attacks. A four-pronged strategy was also discussed to strengthen the Railway Protection Force, the Government Railway Police, the State police and intelligence agencies. Further, all States were asked to fill up vacancies in their police force. The Home Secretary informed that Bihar was making efforts to fill 17,000 vacancies, while Jharkhand recently recruited 11,000 constables and still 1,000 vacancies remained. The number of vacancies in Andhra Pradesh was about 6,000. Further, the meeting also decided to extend the scheme of Security Related Expenditure for Maoist areas by another five years, for which Rupees 250 crore has been earmarked.

Talking to reporters in Agartala, capital of Tripura, BSF Director General Ashis Kumar Mitra, however, said 28 of the 40 battalions now deployed in Jammu and Kashmir, would remain in the State for guarding the border with Pakistan. The Border Security Force (BSF) has reportedly asked the Union Ministry of Home Affairs (MHA) to raise 20 additional battalions and notify them as “reserve force” to further strengthen the safeguard of the border. “Our present strength of 157 battalions is fair enough exclusively for border duties, but whenever the BSF is called for internal deployment for different purposes, gaps emerge along the border. To prevent this, we want 20 additional battalions to be raised for foolproof border vigil,” said the BSF Director-General A.K. Mitra in Shalbagan near Agartala. He added that infiltration from Bangladesh still poses a problem. He informed, “The eastern border of the country is very sensitive and as many as 64 battalions of the BSF have been deployed here against the sanctioned strength of 69 battalions.” He termed the country’s 900-km-long riverine border as the most vulnerable and said there should be proper lighting in the border area for full protection. “We are aware of this and we are trying to modernise our force with sophisticated equipment, latest electronic devices, arms and ammunition,” he added.
