Jammu and Kashmir (J&K) administration dismissed a government teacher, identified as Idrees Jan, under recently invoked Article 311 of the Constitution in the interest of the security of the State on May 1, reports Daily Excelsior. Idrees Jan, posted at Government Middle School, Kralpora at Kupwara District of Jammu and Kashmir (J&K) in India is the first Government employee to be dismissed from services after last month’s Government order of formation of Task Force to recommend the dismissal of the employees in the interest of the security of the State. There are two cases registered against him and was arrested by Police twice. In 2010, a First Information Report (FIR) was registered against him at Kralpora Police Station in Kupwara District for inciting violence (stone pelting) and was arrested for by Police but was later released. Again in 2016, another FIR was registered against him in the same Police Station for inciting people to violence. He was later booked under Public Safety Act (PSA) for four months and was lodged at Kotbhalwal Jail in Jammu District of J&K.

Police retaliated to the militant’s attack, however, the militants managed to escape from the spot due to darkness. Security Forces (SFs) arrested six People's Liberation Front of India (PLFI), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) identified as Manka Shaluki alias Etwa Shaluki, Sanika Bodra, Sudarshan Soe, Shiva Kumar Bodra, Debra Hembram and Sanjay Bodra during a search operation under Tebo Police Station limits in West Singhbhum District of Jharkhand on May 1, reports PrabhatKhaba. Chaibasa Police of Jharkhand received specific information about Hari Singh Sandi Purti, ‘area commander’ of PLFI with his cadres were on the lookout for a major criminal incident. However, Hari Singh Sandi Purti and some members of his squad managed to escape during the search operation by Police. Police recovered one desi carbine and 10 bullets with PLFI pamphlet and levy collection receipt from the arrested PLFI militants. The arrested PLFI cadres admitted their involvement in the burning of the hive of the company constructing the road between Baihatu to Surbuda in Toklo Police Station area and the shooting of a man at Babu Brick Bhatta in Chakradharpur Police Station area and assaulting the labourers working there for levy on a brick kiln in Karaikela Police Station area.

Police recovered the CPI-Maoist pamphlet near the bike of the missing Police Constable identified as Manoj Netam at the location. Manoj was missing and failed to report to his duty on stipulated time on April 28. He was posted as Police Constable at Kodekhurse in Kanker District of Chhattisgarh. Police are engaged in search operation for missing Police Constable Manoj, said Assistant Superintendent of Police (ASP), JP Badhai.

Government dismissed an Assistant Professor, identified as Dr Abdul Bari Naik, who was posted at Government Degree College for Women in Udhampur in Udhampur District, and a Revenue official identified as Nazir Ahmad Wani, Naib Tehsildar (settlement officer), Pulwama-II in Pulwama District, from their services for their anti-State activities on May 3, reports Daily Excelsior. Dr Naik hailing from Chidder village in Kulgam District in Jammu and Kashmir (J&K) in India, was arrested in March 2021 from Government Degree College for Women in Udhampur District of J&K in India for radicalization of local youth in the district. Police arrested Wani in May 2020, after Security Forces (SFs) busted a militant hideout in his shop in Pulwama District of J&K. The dismissals came after the Government on April 21 set up a Special Task Force (STF) to identify and scrutinize the cases of employees involved in any case related to posing a threat to the country’s security or anti-national activities.

The CPI-Maoist operations were foiled by the CoBRA jawans in the Minapa Jungle of Sukma District in Chhattisgarh, bordering Malkangiri District. Two Lashkar-e-Toiba (LeT) militants, identified as Hamas alias Asrar alias Saria, a ‘commander’, and Wasim Ahmed Lone were killed in an encounter with Security Forces (SFs) in Nathipora area of Sopore in Baramulla District of Jammu and Kashmir (J&K) in India on May 4, reports Daily Excelsior. The encounter had ensued after SFs which includes Police, Central Reserve Police Force (CRPF) and Indian Army’s 22 Rashtriya Rifles (RR) were fired upon during a Cordon and Search Operation (CASO) launched in the area amid specific information about the presence of the militants. The dead bodies were recovered by SFs from the site of encounter. LeT ‘commander’ Hamas was active in general area of Zaingeer, Warpora, Hathlangoo, Brath, Darpora, Bomai, Zaloora and Nathipora for last few years. Hamas was active since 2018, being in the list of top 60 militants released by J&K Police recently, and was very instrumental in misleading the youth by motivating them to join militant organisations. He was also involved in multiple grenades lobbying incidents on Security Establishments and was also involved in recent killing of two Municipal Councilors identified as Peer Riyaz and Peer Shamusdin and a Special Police Officer (SPO), Shafaat Ahmed, on March 29. Waseem Nazir Lone was a chronic stone pelter and was also working as Over Ground Worker (OGW) till the date he went missing and joined LeT. The chargesheet was filed in the NIA special court, Kolkata against Tania Parveen alias Isranoor and Refite of Malayapur-Baduria (North 24 Parganas District in West Bengal), Sayyad M Idris alias Munna of Anganavadi (Karnataka), and absconding accused Ayesha alias Ayesha Burhan and Ayesha Siddiqi of Gali Brahwali village of Sargoda in Punjab of Pakistan. Parveen was a college student and was radicalised and recruited in cyberspace by Pakistan-based cadres of LeT. She was co-admin of various social media groups espousing secessionist ideas on Kashmir with accused Ayesha Burhan, a Pakistan-based cadre of LeT’s women’s wing. Parveen in association with other accused members of LeT in India and Pakistan indulged in unlawful activities, radicalised, recruited and motivated other people through cyberspace for a violent Jihad (holy war) against India. On Apr 15, the NIA arrested schoolteacher Altaf Ahmad Rather from his residence in Bandipora District of Jammu and Kashmir (J&K) in the case. Investigation has revealed that Altaf Ahmad is a schoolteacher in Bandipora and was a sympathiser of the LeT. Parveen had come in contact with him over social media platforms and he was instrumental in introducing her to LeT members based in Pakistan, in pursuance of a conspiracy to radicalise, motivate and recruit youths for violent Jihad (holy war) on India. However, Rather was not named in the chargesheet as further investigation in the case is still going on, said NIA officials.

A fresh case was registered in this regard by the anti-terror agency in pursuance of an order from the Union Ministry of Home Affairs (UMHA). According to the NIA's spokesperson, the case has been registered under Section 24(1)(a) of the Atomic Energy Act, 1962. Maharashtra Anti-Terrorism Squad (ATS) arrested two men on May 5 in possession of the radioactive metal. A total of 7.1 kg of natural uranium worth Rs 21.3 crore was seized from the duo identified as Jigar Jayesh Pandya (27) and Abu Tahir Afzal Choudhary (31). In a statement, the Ministry of External Affairs (MEA) said the targeting of young girl students makes it an attack on the future of Afghanistan and that it also highlighted the urgent need for dismantling terrorist sanctuaries. Hidma is the mastermind behind last U-shaped ambush on SFs in Chhattisgarh’s Bijapur district in which 22 SFs were killed on April 3. In the first incident, three LeT militants, Ilyas Ahmad Dar, resident of Danwathpora Kokernag in Anantnag District, Ubaid Shafi, resident of Batamaloo in Srinagar District and Aqib Ahmad Lone, resident of Khandaypora in Kulgam District, were killed in a joint operation launched by J&K Police, Indian Army’s 19 Rashtriya Rifles (RR) and Central Reserve Police Force (CRPF) on specific information about the presence of militants. The LeT militants were repeatedly asked to surrender but they refused and were killed in the gun battle. LeT militant Ubaid Shafi was involved in Aribagh militant attack which was carried out by LeT on the house of a Bharatiya Janata Party (BJP) leader on April 1, killing a Police Personnel identified as Rameez Ahmad. All the slain militants were linked with LeT and part of the groups involved in several crime cases including attacks on SFs and security establishments. Arms and ammunition including one AK-47 rifle, two pistols and incriminating materials have also been recovered from the site of encounter. All the recovered materials have been taken into case records for further investigation and to probe their complicity in other crimes. In the second incident, SFs arrested OGW identified as Abdul Ahad Lone during a search operation with specific information at Kralpora village in Kupwara District, when he was trying to escape after seeing the SFs during a search operation. SFs recovered 12 grenades 182 Rounds of AK-47 with cash of INR 1, 69,500 from his possession, Inspector General of Police (IGP), Kashmir Zone, Vijay Kumar, said.

The arrestee identified as Mayanglambam Siromani was alleged involved in an ambush on a road-opening party of 4th Assam Rifles at Chamol-Sajik Tampak Road in Manipur’s Chandel in November 15, 2017, killing one Assam Rifles official and injuring another. SFs comprising of C-60 commandos, a special combat unit of the Gadchiroli Police, and other security personnel reached the area and CPI-Maoist cadres initiated the exchange of fire. Police recovered two dead bodies of CPI-Maoist cadres identified as Raja alias Ramsai Roharu Madavi (33), carrying a reward of INR 12,00,000 on his head and Ranita alias Punita Chipaluram Gawde (28), carrying a reward of INR 2,00,000 on her head. The National Investigation Agency (NIA) on May 16, carried out searches at four locations in Tamil Nadu’s Madurai District for incriminating Facebook pos¬ts by an extremist advocating the ideology of the Islamic State (IS) terror group and fundamentalist organisation Hizb-ut-Tahrir, an official said, reports Free Press Journal. The case pertains to uploading incriminating posts on Facebook by Mohammad Iqbal, a Madurai resident, arrested in December, 2020. In the posts, Iqbal, an extremist, advocated the ideology of the IS terror group and Hizb-ut-Tahrir, a fundamentalist organisation, the NIA said. The posts on the Facebook page, “Thoonga Vizhigal Re¬n¬du is in Kazimar Street” was uploaded by Iqbal for de¬nigrating a particular co¬m¬mu¬nity. They were designed to incite communal disharmony amo¬ng different relig¬i¬ous groups, in a manner pre¬judicial to the maintenance of public order, he said. The searches were conducted at Kazimar Street, K Pudur, Pethaniyapuram and Mehaboob Palayam in Madurai District. During the operation, 16 digital devices, including a laptop, hard disks, mobile phones, memory cards, SIMs, pen drives and many incriminating books/pamphlets/documents have been recovered, the official said, adding, further investigation continues.

Two Al-Badr militants identified as Wasim Bashir Pandit, a resident of Kakapora in Pulwama District and Mudasir Ahmad Khanday, a resident of Bargam in Awantipora District, were killed in an encounter with Security Forces (SFs) in Khonmoh area of Srinagar District of Jammu and Kashmir (J&K) in India on May 17, reports Daily Excelsior. Police received a tip-off on May 16 about presence of militants in the area. Police, Indian Army and the Central Reserve Police Force (CRPF) laid a siege in Khonmoh area. Two militants were hiding in the area. They were repeatedly asked to surrender, but they turned down all offers. Both the slain militants were part of groups involved in several militancy related incidents including planning and executing of attacks on Police and SFs. Ram Bhengra, a native of Kulap village and Security Forces (SFs) recovered two country-made fire weapons, two live bullets, five bikes, three mobile phones, two backpacks and some daily utility items after the exchange of fire. The encounter continued for around two hours when PLFI cadres opened fire on SFs. Police opened around 20 rounds of fire on PLFI cadres. No casualty or injury was reported during the encounter. SFs comprising of Khunti Police and 94th battalion of Central Reserve Police Force (CRPF) were jointly carrying out an anti- Naxal [Left Wing Extremism (LWE)] operation on getting intelligence inputs that PLFI cadres are planning some attacks in the forest area bordering Khunti and Gumla Districts of Jharkhand. The intelligence inputs further confirmed that PLFI ‘area commander’ John Topno along with his armed squad is moving in the bordering area. Some other members of that armed group were identified as Nakul Singh, Bishram Kongari and Wilcon. The latest case taken over by NIA pertains to an exchange of fire between Security Forces (SFs) and Naxals [Left Wing Extremism (LWE)] on July 27, 2019 near Tiriya village in Bastar District. CPI-Maoist cadres of Kasansoor Dalam (armed squad) were trying to organise a meeting with the villagers regarding tendu leaves contract when the Police got a hint of it. The CPI-Maoist cadres had met the villagers and were supposed to sneak out early in the dawn but their camp was stormed by the C-60 commandos from Gadchiroli and Aheri's Pranhita headquarters. The encounter had taken place during the daybreak. Police had kicked off the operation on May 20 after learning about the CPI-Maoist cadres’ presence in the forest. About 13 dead bodies of CPI-Maoist cadres being recovered and the searches are still on. Police also recovered some arms, weapons and substantial literature and other materials of daily need from the encounter site, said Deputy Inspector General of Police (DIG), Naxal range, Sandip Patil.

NIA has filed charge sheets on Pangi Naganna, Akkiraju Harigopal ‘central committee (CC) members’ of CPI-Maoist, Boppudi Anjamma of Amarula Bandhu Mitrula Sangham (ABMS), Rela Rajeshwari of Chaitanya Mahila Sangham (CMS), Anduluri Annapurna of Pragatisheela Karmika Samakhya (PKS), Manukonda Srinivasa Rao of VIRASAM and Jangala Koteshwar Rao of Pragatisheela Karmika Samakhya (PKS). Earlier in November 2020, Naganna was intercepted by Munchingput Police in Visakhapatnam District of Andhra Pradesh while carrying CPI-Maoist literature and other incriminating materials. A team from the Periamet Police Station led by an inspector zeroed in on the suspect, Rafique, in connection with a recent robbery case. Subsequent inquiries revealed that Rafique is still an active operative of Al-Ummah, a banned Muslim outfit and that the National Investigation Agency (NIA) was searching for him in connection with the 2014 bomb blast case. Chhattisgarh CM, Baghel told reporters “8 years ago, on May 25, 2013, several Congress leaders lost their lives after their convoy got attacked by Naxals. It was our Congress government at the Centre in 2013 that had handed over the investigation to National Investigation Agency (NIA) at that time. State Government claimed that its strategy of establishing camps of SFs in Naxal [Left Wing Extremism (LWE)] affected areas of Bastar has pushed CPI-Maoist cadres to a very limited zone and facilitated development works in the region, reports The New Indian Express on May 25. Most of the camps were set up in inaccessible and remote areas where development remained secluded. However, after setting up these camps, the recent construction of roads is widely visible. Taking on the Naxals in their own style, SFs had decided to establish camps inside dense forests which were earlier unapproachable. These camps have been set up after pursuing a carefully chalked out strategy where each camp can have access to others in time of distress. The establishment of these advanced camps has restricted movement of the CPI-Maoist cadres in these areas. These camps have facilitated construction of roads, bridges, culverts and other infrastructure in the areas dominated by tribals, thereby giving them access to development schemes. Frustrated with the establishment of camps, the Naxals often make futile attempts to target these infrastructure facilities and attempt to create misunderstanding among villagers and trick them to go against the SFs. New avenues of communication and dialogue are getting opened, leading to a constructive partnership between the villagers and the administration, said a statement issued by the Chhattisgarh State Government.

The National Investigation Agency (NIA) on May 24, filed a supplementary charge sheet against a narcotics smuggler, Indresh Kumar Nishad, in connection with its probe into the Gujarat narco-terrorism case in NIA Special Court in Ahmedabad, reports theweekendleader.com. NIA official said the matter relates to a case registered by the ATS Gujarat on August 12, 2018 relating to arrest of Aziz Abdul Bhagad and seizure of 4.949 kgs of Heroin worth approximately INR 14.84 lakh from his possession. During the course of investigation seven more accused -- Rafik Adam Sumra, Nazir Ahmad, Arshad Abdul Razak Sota, Manzoor Ahmad, Razak Adam Sumra, Karim Mohammad Siraj and Sunil Vithal Barmase -- were arrested. These arrested youth were motivated by Pakistan based militant commanders to join militancy and asked to establish contact with their ground cadre in Awantipora and Tral area in Pulwama District. In the third incident, Police booked six persons including two brothers under Unlawful Prevention Activities Act and Arms Act (UAPA) in Kokarnag area in Anantnag District on May 27. Police in Kokernag recovered a hand grenade and 14 live rounds from two persons, identified as Javid Ahmed Bhat (30), and Zubair Ahmed Bhat, (26), both residents of Sagam Kokernag. On their disclosure after the recovery, Police arrested four more persons including two brothers identified as Fareed Ahmed Mangnoo, Muzaffar Ahmed Mangnoo, labourer Zahoor Ahmed Mir, all residents of Sheikhpora Vailoo Kokernag and Mohammad Amin Dar, also a labourer by profession and a resident of Darpora Devalgam. Communist Party of India-Maoist (CPI-Maoist) cadres set ablaze a nursery in Kulabeda village under Mathili forest range of Malkangiri District in Odisha on May 30, reports The New Indian Express. A group of CPI-Maoist cadres raided the nursery, destroyed the saplings by setting them on fire in protest against the Forest department’s initiative to go for massive plantation on the outskirts of the village. Saplings worth INR 3, 00,000 have been destroyed in the fire, said Malkangiri Divisional Forest Officer (DFO) Pradeep Mirase. The letter left on the spot by Boipariguda Area Committee of CPI-Maoist stated that the Naxals [Left Wing Extremism (LWE)] destroyed the nursery opposing the proposed plantation on forest land. The incident is confirmed by Police and the letter doesn’t seem to be written by CPI-Maoist. Police suspect the incident to be a mischief of some villagers. However, Police are investigating the incident, said Malkangiri Superintendent of Police (SP), Rishikesh D Khilari.

Communist Party of India-Maoist (CPI-Maoist) militia member identified as Madavi Boodu (40), a resident of Jella village in Venkatapuram Mandal (administrative sub-division) was arrested by Security Forces (SFs) while allegedly attempting to plant explosive material targeting Police in the Pamunuru forest area of Venkatapuram Mandal in Mulugu District of Telangana on May 30, reports The Hindu. During a search operation, a joint squad of Venkatapuram Police and the Central Reserve Police Force (CRPF) personnel nabbed Boodu after a brief chase, when the latter allegedly tried to flee along with several other militia members on noticing the Police in the Pamunuru forest area on May 30. SFs recovered explosive substances including two pressure cooker bombs, two tiffin box bombs, four detonators, electric wire bundles, batteries and a walkie-talkie from his possession. He was acting on the instructions of CPI-Maoist leaders of Wajedu-Venkatapuram Area Committee to target the combing parties and involved in around 28 cases of CPI-Maoist violence, including the murder of Bheemeshwara Rao at Alubaka in October 2020, and planting of Improvised Explosive Devices (IEDs), landmines and spikes in the forest areas frequented by the combing parties in Venkatapuram and Wajedu Mandals in the past few years, said Mulugu Superintendent of Police (SP), Sangram Singh Patil.

PLFI cadres have fled taking advantage of the forested areas after seeing the Police getting heavier in the encounter. Several rounds of firing were reported from both sides. Police received information from their informers that a squad of PLFI was present in the hilly area of Jalmay, Chatma and adjoining forests. Seven Tritiya Prastuti Committee (TPC), a splinter group of the Communist Party of India-Maoist (CPI-Maoist) cadres including TPC area ‘commander’ Ramesh Ganju alias Boda Ji, carrying a reward of INR 1, 00,000 over his head were arrested by Police forces from Latehar District of Jharkhand on May 30, reports Daily Pioneer. Based on the secret information received by Latehar Superintendent of Police (SP) Prashant Anand that TPC cadres were about to receive levy near Shergarh of Balumath Police Station in Latehar District, Police raiding teams was formed. In the first attempt, Police team caught three TPC militants with a loaded country made revolver and three sets of uniforms. Then on this spot, Jheri Saw of Shergada was arrested with INR 20,000 by Police. Based on the information shared by Jheri, Police arrested TPC area ‘commander’ Ramesh Ganju with a semi-automatic rifle, 136 live bullets and money collected as levy from Bakru Tola Bhelwahi under Balumath Police Station. Three other TPC cadres were also arrested in this sequence. Police team recovered INR 1, 00,047 cash, cloth and material. Four other TPC cadres managed to escape from the spot.

Earlier South Asia Terrorism Portal (SATP) reported that on May 23, ‘acting chairman’ Khumujam Ratanalias Sathy alias Hera alias Awangba Meitei, ‘organisation secretary’ Mayengbam Joychand and ‘GSO-1’ RK Ramananda were killed in road mishap at an undisclosed forest area. However, as Northeast Now reports, top leader Aheiba Angom, who had “embezzled” more than INR 5,00,00,000 of the outfit’s funds, was instrumental in killing the leaders and floating it as road accident. A woman Communist Party of India-Maoist (CPI-Maoist) cadre identified as Vaiko Pekko (24), carrying a reward of INR 2,00,000 on her head was killed in an encounter with Security Forces (SFs) near Gumalnar village under Geedam Police Station limits of Dantewada District in Chhattisgarh on May 31, reports Outlook India. Vaiko Pekko, a resident of Bhairamgarh area in Bijapur District of Chhattisgarh was active as member of the People’s Liberation Guerrilla Army (PLGA) Platoon no.16 of the CPI-Maoist. The exchange of fire took place when a team of the District Reserve Guard (DRG) was out on an anti- Naxal [Left Wing Extremism (LWE)] operation. After a brief exchange of fire, the CPI-Maoist cadres escaped. Police recovered two country-made firearms, an Improvised Explosive Device (IED) weighing 2 kilograms, other Maoist material, medicines and items of daily use were also recovered from the encounter site, said Superintendent of Police (SP), Abhishek Pallava.

On May 31, exchange of fire took place between Yung Aung faction of National Socialist Council of Nagaland – Khaplang (NSCN-KYA)militants and Assam Rifles (AR) at Noglo village in Tirap District of Arunachal Pradesh, reports Arunachal Times. Following intelligence input, AR forces was on area domination when militants opened fire in the middle of the village and lobbed two hand grenades. AR forces retaliated with heavy firing. Security Forces (SFs) averted major tragedies by foiling two bids by the militants to carry out major Improvised Explosive Device (IED) attacks in separate places in Pulwama District of Jammu and Kashmir (J&K) in India on May 31, reports Daily Excelsior. SFs recovered a huge quantity of IED material that includes 50 kilograms explosives beside other material at two separate places in Tral area in Awantipora during joint search operations. Based on a specific input a joint team of Awantipora Police, Army 42 Rashtriya Rifles (RR) and Central Reserve Police Force (CRPF) 180 Bn (Battalion) cordoned and searched an area near Saimoh Nallah in Tral and after digging suspected spot; the joint party of Police, Army, CRPF recovered a plastic container of approximately 50-60 litres capacity containing IED material; which is apparently—40 to 50 kilograms of gunpowder, ammonium powder. The other items recovered include two electric detonators, 4 meters of Cordex Wire, 100 meters of electric Command wire, Police said. Also, acting swiftly, SFs detected an IED in an orchard in Panzgam village in Pulwama District on May 31 morning. A Bomb Disposal Squad (BDS) was immediately called, and later the IED was defused without causing any damage or loss to life.
