The decision was taken in a joint meeting of the Chief Electoral Officer of Meghalaya, Prashant Naik and Additional Chief Electoral Officer of Assam RC Jain in Shillong (East Khasi Hills) on April 1. “Besides providing logistic support, we have agreed to beef up security and check the movement of extremists groups along the inter-state border,” Naik informed after the meeting.

The All Assam Students’ Union (AASU), on April 2, said the Bangladeshis infiltrating into Assam from across the border is the prime factor behind the change in the State’s demographic pattern and these illegal nationals play the role of a kingmaker in the time of elections, reports The Sentinel. In a statement issued to the media, AASU advisor Samujjal Bhattacharyya said, “Number of Bangladeshis infiltrating into the State is increasing at a rapid rate and posing threat to the very survival of the indigenous people. We have to safeguard the interests of the indigenous people of the State at any cost.” The AASU leaders stated that the voters’ lists for the State have names of thousands of illegal Bangladeshis.

The ‘information and public relations department in charge’ of the new outfit, identified as Lieutenant Chugrim called up The Shillong Times office and gave brief details about the outfit’s formation. He said that the ARF was formed on April 1 to raise the voice of the Garo people against the prevailing menace unleashed by various militant groups in the name of a separate Garo State and to initiate speedy peace settlement in accordance with the carving of a separate state for Garos. Informing that the rank and designation of its cadres were divided in accordance with the ‘Army Formation Rules’, the militant leader revealed that its main objectives were to resolve the vexed Garoland issue by carving out Garo Hills state from mainland India, to protect and preserve the dignity and the rights of the Garos, to uplift the poor and the downtrodden and to raised the voice of the Garo people against the diktats of several Garo Hills-based militant groups. However, the statement failed to clarify on the aims and objectives of the outfit or the location of its Headquarters saying it was yet to arrive at a solid confirmation, details for which would be provided later. According to the militant leader, the ARF has been formed with Grongdik as ‘major general’, Danil as ‘deputy commander-in-chief’, ‘Captain’ Millam as ‘general secretary’, ‘Captain’ Dimik as ‘joint secretary’, ‘Lieutenant’ Chugrim (‘information and public relations’), ‘Lieutenant’ Sepi (‘finance’), ‘Lieutenant’ Chanchi (‘foreign affairs’), Nitorak (‘adviser’) and Marang as ‘president’, among others.

The Telegraph reports that three persons, including a woman, working at a construction site, were killed while one was injured when suspected National Santhali Liberation Army (NSLA) militants fired upon them at Babubil under Gossaigaon subdivision in Kokrajhar District in the morning of April 2. Police sources said four to five armed militants in army fatigues came to an RCC bridge construction site and fired indiscriminately, killing two labourers and a truck driver. The labourers have been identified as Ashatan Bibi and Saiful Sheikh and the truck driver as Rajib Muchahary. The injured labourer is identified as Aiyuf Rehman. Sources said there were about 10-12 labourers working at the site when the incident occurred. Sources said the militants had earlier demanded a ransom of INR 100000 after abducting the contractor involved in the construction of the bridge.“They had also come earlier and asked us to stop the construction. We had informed the main contractor about it but he had asked us to continue with our work. He had said he would look into it but then this incident happened today,” a labourer said. Police sources suspect Deepak Hembrum, ‘deputy commander-in-chief’ of NSLA, carried out the attack. An empty cartridge and 10 rounds of live ammunition of AK-47 rifles were recovered from the spot.

The figure is likely to cross 75 per cent, Election Commission sources said, as final reports from some polling stations were still being awaited. The election was by and large peaceful, with no untoward incident reported from any of the constituencies. “Polls have been peaceful and recorded an impressive turnout of voters. We expect the voting percentage to cross 75, as final reports are still being awaited,” Vijayendra, Chief Electoral Officer of Assam said. Counterfeit rackets are pumping more Fake Indian Currency Notes (FICN) into the Indian market than ever before, The Times of India reports on April 10. The face value of forged notes seized has surged by more than 440 per cent over five years, from INR 38,18,600 in 2008 to INR 1,69,46,970 in 2013, and investigators say confiscated notes represent only a small fraction of the amount of counterfeit notes in circulation at any given time. According to Police officers Malda in West Bengal has become a major centre for FICN brought in from Bangladesh, but various sections of the border remain porous and Inter-Services Intelligence (ISI) uses terror groups in Pakistan and Pakistan occupied Kashmir (PoK) as the main conduits to pump large quantities of fakes through the northeast, across the border with Nepal and through Jammu and Kashmir. It also uses the sea route, with fake notes landing along coastal Kerala where enforcement is having to contend with an explosion of radical groups and parts of Tamil Nadu. Intelligence bureau (IB) officials say there are several major players, with at least one in the UAE, nine in Bangladesh and 17 in Nepal. The network includes 10 key operatives in Malda District, to which Police traced a majority of the counterfeit notes seized in the state. Officers of the Crime Branch of Crime Investigation Department (CID) on the counterfeit trail say gangs dealing in fakes, most of which are bankrolled by Pakistan's Inter-Services Intelligence (ISI), now appear to almost exclusively target large cities like Chennai, Bangalore, Hyderabad and Kochi. The relative affluence and total value of transactions in these cities makes it easier to palm off fake notes.

The overall percentage of voters’ turnout was recorded at 74 per cent in East Jaintia Hills and 64.40 per cent in West Jaintia Hills. According to a Public Relation Officer (PRO) Inspector General Assam Rifles – South (IGAR-S) release, troops detected an IED on the track which was placed to inflict casualty to the election team carrying the Electronic Voting Machines (EVMs), thereby disrupt the election procedures. The polling booths where fresh poll was conducted were two in Chandel District, one in Ukhrul District and three in Senapati District. Election officials recorded an overall 84.07% voter turnout in the six polling booths where the polling was held under tight security deployment. Four men in an auto rickshaw had pulled up at the market shortly after 6 pm and were allegedly trying to extort money when common people in the market surrounded them and started assaulting them. By the time Police arrived on the scene, the mob had vanished leaving behind three men lying unconscious and critically injured. Following a search in the area, another badly injured person was found lying around 200 meters away. Three injured persons identified as Simseng Momin, Uttom Marak and Sengbat Momin were shifted to Resubelpara hospital, while a fourth person, Silsrang Sangma, succumbed to his injuries at Goalpara civil hospital, Assam.

Marak was undergoing treatment at the hospital after he, along with another militant Ringrang A Sangma, were beaten by an angry mob at Ampati in South West Garo hills District on April 16. Brijio M Marak, whose right hand had broken, managed to escape from doctor’s chamber. According to Police sources, Marak along with another GNLA militant, Ringrang A Sangma had been in Ampati in South West Garo Hills District to carry out their extortion exercise before being apprehended by the villagers who beat them up. The Times of India reports that with a week to go for the final phase of Lok Sabha (Lower House of Indian Parliament) election in Assam, the administration is concerned over the use of illegal weapons in the State's Bodoland Territorial Area Districts (BTAD), which is known to be the hotbed of Bodo militants. Election is scheduled to be held in BTAD that falls under Kokrajhar (ST) LS seat on April 24. A number of Bodo insurgent groups and the anti-talks faction of the I K Songbijit faction of National Democratic Front of Boroland (NDFB-IKS) faction are active in the region. IGP (BTAD) L R Bishnoi said, "More than 90% licenced arms in BTAD have been collected following the Election Commission's safety norms. The rest will be collected in a day or two." However, the use of illegal weapons by Bodo militants and some activists of political parties are worrying the administration. "In Baksa district, at least 29 illegal arms have been seized so far, besides several grenades and explosives. We have intensified our operation against NDFB (S) and police have succeeded in eliminating at least five ultras. Incidents of violence among political parties are also worrying us," Bishnoi said. In Chirang, Police have so far seized two AK-56 guns, two pistols and two grenades, he added. At least six cases of violence between supporters of Bodoland Peoples' Front (BPF) and Bodoland Peoples' Progressive Front (BPPF) have been reported in the last few days. ishnoi said, "Besides the existing force, eight additional companies of security forces have already been deployed in BTAD. In his complaint letter, Brahma, the consensus Independent candidate of the All Bodo Students’ Union and its allies, said the situation in Baksa District was volatile and not conducive to free and fair elections if the situation spun out of control. During a recent coordination meeting, the ministry asked Meghalaya Government officials to expedite fencing work as the area was prone to infiltration by militants and illegal migration. Meghalaya shares a 443-km border with Bangladesh, of which around 70 km is unfenced and has terrain difficult to patrol. From 2008 to 2013, the state government identified around 18,000 illegal Bangladeshi migrants who were deported. MHA said construction work in Meghalaya had been suspended for long due to protests by the Coordination Committee on International Border (CCIB). Meghalaya Times reports on April 20 that one militant of a new underground outfit, [surfaced in West Khasi Hills District named as United North East Liberation Army (UNELA)], was killed while his aides managed to escape in an operation conducted by Police on April 17 at Nongshram (West Khasi Hills District) under Shallang Police Station. He was identified as Muhammad Abul Mandal (36) from Jagighopa of Goalpara District, Assam. Superintendent of Police (SP), West Khasi Hills District, S. Nongtnger, said, “On seeing the Police, the militants tried to flee in a Scorpio vehicle. When the vehicle did not stop despite our warnings, we shot at its tyres, bring it to a halt.” The militants, numbering about four, tried to escape but one of them was gunned down while others managed to escape, he said adding that Police could not effectively fire due to presence of some shops in the area. Nongtnger also stated that Police have seized one .22 Pistol with 6 lives ammos, one SLR Rifle with 7 lives ammos and two pieces on UNELA demand notes from the vehicles.

The Telegraph reports on April 17 that the National Investigation Agency (NIA) is hoping to extract information from gunrunner Wuthikorn Naruenartwanich, alias Willy, from Thailand, to effectively nail Nationalist Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) leader Anthony Shimray on procurement of Chinese weapons for the outfit. Shimray, who was arrested by the NIA from Nepal in 2010, is currently lodged in a Delhi jail. A source in the NIA said they are hoping to extract some vital information from Willy on the supply of Chinese weapons not only to the NSCN-IM but also to other Northeast insurgent groups. The move follows a Thai court’s nod to extradite the gunrunner. “Willy’s extradition and arrest will also help us build a watertight case against Shimray who is facing trial in an NIA court in Delhi in a case related to a criminal conspiracy for illegal procurement of a shipload of sophisticated arms and ammunition from China,” the source said. Willy was detained by Police in Bangkok in August, 2013 following a tip-off provided by India. A Thai court recently issued an order for his extradition after hearing a request made by India. A non-bailable warrant and a red-corner notice were issued against Willy in this NIA case in 2011. The Indian government had requested Thailand for Willy’s extradition through a diplomatic channel and Indian officers had testified against him in the Thai court. “The Bangkok court has given Willy a period of 30 days to prefer an appeal against the extradition order if he so desires, which will expire early next month,” the source said. After he is extradited, Willy will have to face trial with Shimray in the NIA case (number RC-01/2010).

The plan mooted by the MHA is to help the youth nurture their talent and get exposure in the national and international events through proper training. The sports competitions will be organised by the paramilitary forces under their community outreach programmes. Home Ministry officials said there is a large pool of untapped talent in remote and tribal areas, particularly in the North East, and sports competitions would help authorities to identify such talents and bring them to national training facilities. “This would also supplement the government’s efforts to wean the teenagers away from the cult of violence and hatred spread by Naxal and insurgent groups,” according to Home Ministry sources. Several of the sportsmen from the region have become brand ambassadors of major brands in the country. The signing of a draft peace pact with Achik National Volunteer Council (ANVC) by the Meghalaya Government in January, 2013 without bringing into its ambit the splinter group Breakaway faction of ANVC (ANVC-B) has been criticized as short sighted, reports The Shillong Times. A senior Home Department official said on April 19 that a meeting would be held on April 24 with the ANVC-B leaders especially to discuss the ways and means to rehabilitate the ANVC-B cadres. The meeting might also discuss the need to enter into a formal ceasefire with the militant group, he added. A ceasefire agreement was signed with ANVC in 2004, but the State Government failed to ink any ceasefire agreement with the breakaway group ANVC-B though a draft peace pact was signed by the Government.

A leader of the pro-talks group, Sarania entered the fray even though his organization is in peace talks with the Centre. Sarania continued to campaign in the four Districts of Chirang, Kokrajhar, Udalguri and Baksa in the BTAD and is being backed by the SJA. While criticizing Rajkhowa for the diktat, the group said the ULFA-PTF has no right to impose its views on others. "They (Rajkhowa and others) never raised their voice when non-Bodos and other ethnic groups suffered during violence in the BTAD region. Now their decree only hints that the outfit's leaders are in nexus with the Bodoland Peoples' Front (BPF) led by Hagrama Mohilary. Sarania was fielded by the people and we believe he is going to win by a huge margin," said SJA general secretary Matiur Rahman. The group also alleged that BPF workers were involved in attacking a vehicle of one of its worker in Baksa in the night of April 17. Highly placed police sources stated that more than 4,000 members of 13 militant groups under ceasefire agreements are now in the designated camps and majority of them are in the areas where the final phase of the polls will be held. However, some members of such groups are also staying in their residences. Lalzirliana was held in Aizawl on April 21. It was decided in the meeting to resume the repatriation before the counting of votes of the Lok Sabha election May 16,” a Mizoram home department official told reporters. The official said the home department would take up the matter with the Election Commission to find out whether the refugee repatriation process would violate the model code of conduct in force for the Lok Sabha polls. He said the central government has sanctioned INR 78.7 million as financial assistance to the repatriated refugees. “Adequate foodgrain has been stored to provide free rations to the repatriated tribal refugees for one year.” Mizoram Chief Minister Lal Thanhawla and six voluntary organisations have been demanding the refugees to be repatriated to their villages in Mizoram and then allowed to cast their votes in the normal process. Only about 5,000 refugees returned to their homes in the past three-and-half years following continued persuasion by Mizoram, Tripura and the union home ministry officials. The repatriation process was subsequently stopped. The refugees insist on a written agreement with the Mizoram Government assuring them security and economic settlement in their villages in western Mizoram.

While no tentative time frame to move the cadres to the camp, there is an effort to do it at the earliest. The area that the government is looking at in North Garo Hills is towards the fringes with Assam and the others is towards the unutilized spaces in the Garo dominated areas along the bordering Districts of Khasi and Garo Hills. The Shillong Times on April 29 reports that Tripura government has sent a proposal to the Union Ministry of Home Affairs (MHA) suggesting specially designed barbed wire fencing for riverine and hilly terrain Indo-Bangladesh border. Of the total 833 kilometre Indo-Bangla border sanctioned for erection of barbed wire fencing, around 80 percent international border has been fenced so far and works are in full swing to fence remaining part of the borderline. Moreover, the Border Security Force (BSF) sources confirmed 694 kilometre Indo-Bangla border has so far been completed while work is in progress along 101 km border line. The entire Indo-Bangla border is expected to be completed by December, 2015 next. However, the existing design of fencing has become virtually ineffective in riverine and hilly terrain areas, according to reports from ground level. “Well, we have sent a proposal to the MHA suggesting specially designed barbed wire fencing for riverine and hilly terrain Indo-Bangla border to make it more effective. The government is awaiting a reply from the Centre”, said a top official of Home department. The government has been focusing on erection of barbed wire fencing in the state’s eastern segment- from Kanchapur to Korbok via Ganganagar at the earliest as cross border movement of insurgents is taking place in spite tight vigil.

Assam tribune on April 30 reports that ‘general secretary’ of ULFA, Anup Chetia, who is currently in protective custody of Bangladesh has contacted some senior leaders of ULFA-Pro-Talk Faction (ULFA-PTF) to put pressure on the Government to do the needful for ensuring his return. It has also been reported that ULFA-Independent (ULFA-I) faction did not have any effect on the Assam elections and only has a few militants remaining in Assam. The militant group has not been able to recruit from its strongholds such as Upper and Lower Assam Districts, but they have recruited a few from Dhemaji, Darrang and Sonitpur Districts. The ULFA faction is also facing shortage of funds and is finding it difficult to maintain its training camps in Myanmar. The ‘commander-in-chief’ of ULFA-I , Paresh Baruah who is in Ruli area of Myanmar-Chinese Border is keeping a low profile but is showing keenness regarding the prospects of electoral prospects of Naba Kumar Sarania ,a former ULFA militant who is contesting elections as an Independent candidate from the Kokrajhar constituency. Another prominent leader of ULFA-I faction Drishti Rajkhowa has shifted to Sherpur in Bangladesh, from Garo hills where he was staying in Garo National Liberation Army (GNLA).

The Indian government wants to take away uranium, electricity, coal, land and everything else that would make Hynniewtrep lives enriched. The HNLC would never tolerate anything related to uranium mining and people encouraging uranium mining will be dealt with severely,” HNLC “publicity secretary” Sainkupar Nongtraw said in a statement to reporters. The UPMGH highlighted mushrooming of armed outfits and splinter groups in Garo Hills. “We request the government to invite all the militant groups for negotiation. The best option (for peace) is through dialogue and not by hunting them down,’ UPMGH General Secretary Reverend Father Januarius S Sangma said. In other news the thirteen pro- Inner Line Permit (ILP) Groups have suggested an ILP system with spot entry verification reports The Shillong Times on April 30. The groups suggested that this system would be better than the prevailing one. The Chief Minister said the Government was firm on its commitment with utmost sincerity and dedication to tackle the problem of influx and illegal immigration. The Telegraph reports that three suspected cadres of IK Songbhijit faction of National Democratic front of Bodoland (NDFB-IKS), identified as Rajai Mushahary, Custom Boro and Adlish Basumatary were killed in an encounter with Police in the Naojan Tinkhuti area under Gingia Police Station in Sonitpur District on April 30. The Police said a joint operation of Assam Police and the CRPF started in the night of April 29 at Naojan, close to the Assam-Arunachal Pradesh border and intercepted five NDFB-IKS cadres in the morning of April 30. The NDFB-IKS cadres were involved in the killing of Lalit Boro, a Bharatiya Janata Party (BJP) worker, at Tinkhuti (Sonitpur District) on April 7 during the first phase of Lok Sabha (Lower House of Indian Parliament) polls.

The Shillong Times reports that a suspected militant of United A’chik Liberation Army (UALA) identified as Kalsen Momin was arrested with bullet injuries during a botched attack on a petrol station in Williamnagar town in East Garo Hills District by the militants belonging to the outfit, in the afternoon of April 30. The injured militant was arrested from a village across the Simsang river after Police teams tracked his movement from the blood trail left behind at the scene of the attack. A six-member group of UALA militants is said to have crossed over from across the Simsang river into Williamnagar to target the Janusa petrol pump located on the Williamnagar-Nengkhra road. From their hideout they opened indiscriminate fire towards the petrol pump damaging pillars and walls of the station. The arrested suspect however, continued to maintain his innocence claiming that he was a victim of militants’ ire. Police recovered as many as 25 empty rounds of AK ammunition that was fired from the attack site.

Meanwhile, Lakhipur Police, on April 30, averted a blast by arresting two persons carrying a bomb along with 20 pieces of detonators, 35 pieces of gelatin wire weighing 5.5 kilograms from a bus they were travelling, reports The Sentinel. The two persons were identified as one Thana Kuki and his wife Mary Kuki. Lakhipur Police immediately arrested Thana Kuki and Mary Kuki along with the driver of the bus Anup Adhikari and the handyman Dilwar Hussain Mazumder. On being interrogated, a map of Barak Bridge and Chiri Bridge in Lakhipur area was recovered from the possession of Thana Kuki. The Police suspects that they were in a plan to blast the bomb at both the bridges. Earlier in 2013, an attempt was made by the anti–social elements to blast a bomb at Chiri Bridge.

Separately, the Achik National Volunteer Council (ANVC) has no worries to the proposed creation of designation camps for its Breakaway faction known as the ANVC-B, reports The Sentinel. ANVC ‘publicity secretary’, Arist Sangma on April 30 said, “We have no grudges against the ANVC-B instead we are happy that its cadres will be put in a designated camp that the state government is trying to locate”. The ANVC-B, albeit its separate entity since a section of its leadership came out from the parent body was not officially part of the peace pact entered with the Government. The State Government insistence that they should be part of the parent body signatories paid off, but the ANVC-B perseverance prompted the State Government to look for a camp for the cadres of the breakaway faction of the ANVC.
