He announced ex-gratia payment of INR 300,000 each for those killed and INR 50,000 each to the seriously injured during the incidence. Naga Hoho (apex body of Naga tribes of Nagaland) on February 1 opined that the NSCN-IM should openly admit the blunder particularly at the Sumi people for the crimes committed by its cadres and also for not complying with the demand of the Sumi Hoho (apex body of Sumi Tribes) in the aftermath of the December 21 incident, reports Nagaland Post. However, Naga Hoho, through its ‘publicity wing’, also made a fervent appeal to Sumi Hoho to review the stand against the NSCN-IM in consideration of the “ongoing peace process” by exhibiting “political maturity in the interest of Naga people for all days to come”. NSCN-IM cadres had waylaid a Zunhebeto-bound vehicle near Aghuito town (Zunhebeto District) and allegedly attempted to rape and molest two female passengers and injured two other male passengers accompanying them in the early hours of December 21, 2013.

The Rengma Naga organisations in Karbi Anglong District have reiterated their demand for the creation of Rengma Hills Autonomous District Council (RHADC) through bifurcation of Rengma Hills from Karbi Anglong based on the original boundary of the Hills and Rengma Mouzas (a erstwhile term for revenue collection unit) with its headquarters at Bokajan, reports The Shillong Times. The memorandum submitted to the Chief Minister Tarun Gogoi on February 1 sought compensation of INR 200,000 each for the Rengmas injured by KPLT militants on December 27, 2013; compensation of INR 500,000 and INR 700,000 for bundles of corrugated galvanized iron (CGI) sheets each for all the houses burned by KPLT militants. It also demanded compensation for all the granaries burnt by KPLT militants and mobs.

The Shillong Times reports that two militants of United A’chik Liberation Army (UALA) demanded ‘tax’ from a civilian ended up in a hospital with injuries leading to the death of one of them in a botched extortion drive at Darengre village on the outskirts of Tura town in West Garo hills District on February 1. The deceased Sanjay Ch Sangma and Bijoy Ch Sangma were extorting money from their victim when villagers rushed in and caught both of them. Police recovered from their possession a 9 mm caliber automatic and a 7.65 pistol with two magazines and three live rounds of ammunition. The two have been identified as wanted criminals from Bangladesh who were involved in a series of cases ranging from gun running, extortion to kidnappings.

The Telegraph reports that the A’chik National Liberation Army (ANLA) militants on February 3, killed two people including one deserter, Ronald R. Marak and his nephew, Meghnath R. Marak. Police said Ronald R. Marak, a former ‘finance secretary’ of the outfit, was abducted in the night of February 1 from his residence at Wageasi (East Garo Hills District) and his nephew Meghnath R. Marak on February 3. “It looks like that both the man and his nephew were killed by the ANLA after Ronald deserted the outfit,” said a Police Officer. The body of Meghnath was found from Mendimaalong-Kharkutta Road in North Garo Hills. Sources said Ronald left the outfit with INR 1.5 million and a rifle. Though Ronald’s body has not been found, Police suspect that he has been killed.

Director General of Police (DGP) Khagen Sarma on February 2 said operations against the NDFB-IKS would be intensified to put an end to the group’s subversive activities in Sonitpur District, reports The Telegraph. The DGP further said that a Police Station would be set up at Dikalmukh (Sonitpur District) near the Assam-Arunachal Pradesh inter-state boundary. Construction of a border outpost at Behali reserve forest commenced on February 2. The Shillong Times reports on February 8 that South Garo Hills Police have uncovered a close nexus between the Breakaway faction of Achik National Volunteer Council (ANVC-B) outfit and the Garo National Liberation Army faction (GNLA-F) that is preparing to float a new organization called the United Peoples’ Revolutionary Alliance (UPRA). Police uncovered the close links between the GNLA-F led by Reding T Sangma and the ANVC-B after a camp of the latter was busted near Mindikgre (South Garo Hills District) in the morning of February 7 in which the documents and seals of the new organization along with one shot gun, a revolver, four rounds of 7.62 ammo, two rounds of 7.65 ammo, blank ANVC-B letter pads with the signature of the outfit’s ‘finance secretary’ Sengdura and also demand notes made out in the name of the rival United A’chik Liberation Army (UALA) were recovered. A receipt book was made in the name of the UPRA with a seal of the ‘chairman’ was found. It is not known who the chairman or cadres of the new organization are but Police suspects Reading and his GNLA faction that was operating in the same area.

Singh told Rajya Sabha (Upper House of Indian Parliament) that Communist Party of India-Maoist (CPI-Maoist) are trying to set up organisational bases in the North-east to forge ties with other insurgent groups to meet their military needs and the Assam-Arunachal Pradesh border has emerged as another theatre of Maoist activities, reports The Shillong Times. “The CPI (Maoist) has developed close fraternal ties with northeast insurgent groups like the Revolutionary People’s Front [RPF] and People’s Liberation Army [PLA] of Manipur. Both the outfits have agreed upon mutual cooperation in the areas of training, funding, supply of arms and ammunition,” R.P.N. Singh said. On February 12, the ‘commander-in-chief’ (C-in-C) of the new outfit, Reding T Sangma, gave in detail the reasons for parting ways with Sohan D Shira. “We unitedly formed the GNLA to fight for Garoland and protect our people from oppression. We wanted to take the cause of Garos to a higher level. Over the years GNLA gained from strength to strength until Sohan broke all rules of the organization and began to take decisions without consulting the other leaders of the group” said Reding T Sangma. He blamed Sohan for the fratricidal killings within the GNLA group and for targeting other ‘revolutionary’ outfits like the Breakaway faction of Achik National Volunteer Council (ANVC-B) and the Norrok X Momin led United A'chik Liberation Army (UALA) making them sworn enemies. The new outfit ASAK, which literally means the vanguards of Garoland has named its headquarters as Grikram. It has also roped in another senior GNLA militant leader known as Jack Marak who has now been made the ‘finance secretary’ of ASAK. Seven cattle traders were returning in an autorickshaw when 15 armed militants of the GNLA intercepted the vehicle at Gastala and ordered them to disembark. They were held at gunpoint and taken deep inside a forest. Five of the seven cattle traders fled under cover of darkness and reached Hatsinghimari in Dhubri District (Assam). Faruque Ahmed (40) and Aftabul Rahman (55), however, could not escape from the clutches of the militants. Ahmed and Rahman had gone to purchase cattle from Gastola market.

According to sources, around 500 such cases were registered in the year 2013. Sources said that earlier, cyber crime cases were registered only in the cyber crime cell of the Criminal Investigation Department (CID) but with growing number of such incidents taking place, all the Police Stations are now asked to register cases and the cell provides technical help in investigation of the cases. “When the cyber crime cell was opened, only around 50 cases a year were registered but the number is increasing,” sources pointed out. Sources revealed that majority of the cases registered in the State are related to bank frauds as money from the accounts of the gullible customers were withdrawn by the fraudsters.

Pointing towards the creation of a separate State of Telangana, the Progressive faction of NDFB (NDFB-P), on February 20, asked the Centre to adopt the same strategy and create a separate State of Bodoland without the approval of the Assam Assembly, reports The Assam Tribune. The third round of tripartite talks among the Centre, Assam Government and NDFB-P was held on February 20, where the ceasefire with the Bodo militant outfit was extended for another six months. The third round of dialogue was chaired by Joint Secretary (North-East) Shambhu Singh, where the Centre’s interlocutor PC Haldar was also present. The five-member NDFB-P delegation was led by Govinda Basumatary. Emerging from the talks, the Home Ministry officials said that the discussion was confined to only extension of ceasefire and the demand for a separate State of Bodoland did not figure. However, Govinda Basumatary said they have reiterated the demand for creation of Bodoland, citing the Centre’s move for tabling the Andhra Pradesh Reorganisation Bill 2014, without approval of the Andhra Pradesh Assembly. The Centre meanwhile, is holding three separate rounds of dialogues with All Bodo Students Union (ABSU) and associated organisation, Bodo People's Progressive Front (BPPF), Bodo National Conference (BNC) and Bodo People’s Front (BPF).

The militant had a bounty of INR 30, 0000 on his head. The Police said three militants managed to escape. They believe the three could have been injured in the firing. Search operations are on. A 7.65mm pistol, a magazine, grenades, live ammunition, four empty cartridges and mobile sets were also recovered from the slain rebel. The Police said Thaijou was involved in a series of subversive activities in the area like abductions, killings and extortion, including an ambush on a Police party in September, 2013 that killed a Police officer and his driver.

Reports surfaced that KSU vice-president Frederick Kharmawphlang had left the students' union to join hands with the HNLC. He had reportedly tendered his resignation letter to KSU president Daniel Khyriem wherein he mentioned that he would join the outfit. The HNLC, on February 19, confirmed that former KSU vice president Frederick Kharmawphlang and 13 others had joined the outfit, with its publicity secretary Sainkupar Nongtraw claiming that they had joined the outfit since they were hunted by the police for demanding implementation of ILP, adds The Shillong Times. The superintendent of police, East Khasi Hills, M. The Shillong Times reports that a Garo National Liberation Army (GNLA) cadre, identified as Harison M Sangma alias Ranja, alias Rabal surrendered to Dainadubi Police in the night of February 24. Police sources informed that Harison was summoned to GNLA camp by a cadre identified as Piliport with the intention to eliminate Harison as per orders of Sohan D Shira, the GNLA ‘chief’. Sensing trouble, Harison escaped and came to Dainadubi police station and surrendered. After surrendering he led the police team to a nearby forest where he had buried his pistol, five live ammunition and one VHF communication handset. Harison said, GNLA has been on a killing spree of its cadres on some pretext or other and that many of the cadres were killed and their bodies buried in the forest. He also informed that Ajan Momin alias Jimmy of Williamnagar area is the most brutal member and has eliminated many cadres. Harison says he became disillusioned by the killings and escaped. Many of the escaped cadres are joining Songna An Pachakgipa Kotok (ASAK) led by Reding T Sangma, which is a breakaway faction of GNLA. Police sources say that this is actually a fight to control the extortion racket on National Highway-62 and coal mines.

In the Forum for Naga Reconciliation (FNR) sponsored meeting, on February 27, in Dimapur, 31 Naga organisations while unanimously appreciating the hard work and valuable contributions of the Forum for Naga Reconciliation (FNR) for safeguarding the ‘Naga family’ at a time of deep crisis, have extended their full support to the Naga reconciliation process and urged the FNR to continue strengthening and pursing the task of Reconciliation, reports The Sangai Express. The Naga bodies also said they implore all Naga tribe and civil society organizations to consciously work towards reconciliation in the spirit of forgiveness towards a shared future. “Recognizing that reconciliation is a continuous process, we urge all Naga political groups to join Naga reconciliation; and to unitedly pursue the Naga political and historical rights for the common good of all,” the Naga organisations recommended. Haobijam Manisana was shot dead on October 13, 2013. Earlier, on January 4, one Y Mani alias Telheiba of Thoubal Khong Ahanbi involved in the assassination of Manisana was arrested by Police and he is currently lodged in judicial custody. Mani was a cadre of Nongdrenkhomba faction of Kangleipak Communist Party (KCP-Nongdrenkhomba) before he joined URF. From his disclosure, it has been learnt that he killed Manisana at the instruction of URF’s ‘commander’ Lemba alias Binodhor.

The newly-floated militant outfit in Garo Hills Achik Songna An Pachakgipa Kotok (ASAK), on February 27, opposed peace talks between the Garo National Liberation Army (GNLA) and Government. Dura Marak, ‘general secretary’ of the outfit accused GNLA leader Sohan Shira of making money in the name of Garo people even as he said that Shira was not fit to represent Garo people. According to Marak, some of the office bearers of GNLA had shifted their allegiance to ASAK due to the dictatorial attitude of Sohan Shira. Marak also alleged that there is a nexus between GNLA leader Shira and State Police. He said ASAK has 120 cadres and out of which around 50 were from GNLA. When asked if the outfit would come to a peace talk with the Government, he said that the outfit is not in any hurry for talks and they would come for talks only when all corners of Garo Hills is developed.

After the meeting between the United Naga Council (UNC) leaders and the officials of the Union Ministry of Home Affairs (MHA) in New Delhi on February 28, two names from the UNC 'executive' have been submitted to MHA to be included in the ‘High Power Committee’ (HPC) as requested by the Central Government, reports The Sangai Express. After meeting, the UNC leaders confided to Newmai News Network that the ‘Alternative Arrangement’ will be based on the postulates submitted to the Government of India earlier such as the 'administrative power', 'the legislative power’ and the ‘financial power,’ outside the Manipur Government. Terming it as HPC and not as ‘High Level Committee’ (HLC) the UNC leaders said the HPC will be constituted in the next five days’ time. The Naga leaders had held series of meetings last week with the MHA officials in the national capital following which the Central Government decided to set up a HPC.

The decision to lift the blockade was taken after a meeting of the high-level officials of both the states, which included Dimapur Deputy Commissioner and Superintendent of Police and their Karbi Anglong counterparts. The blockade was earlier called on February 25 alleging that some miscreants from Nagaland side had encroached a vast area of the Daldalli Reserve Forest in the District.
