A cadre belonging to Lalheiba group of the Military Council faction of the Kangleipak Communist Party (KCP), identified as Khunaijam Ingocha alias Kakabi (32), was arrested by a combined force of the Imphal West District Police and Assam Rifles from Khuman Lampak Bus Terminus on February 1. Ingocha confessed that he joined the outfit in June 2009 under Mahesh of the group of Sanakeithel and he was operating under the ‘command’ of Mani of the same group. He disclosed that he was involved in killing of six Army personnel in an ambush in September 2008 at Nagaland, abduction of TATA Magic driver union member in March 2009 and collection of huge ransoms, killing of one man from Chingmeirong Maning Leikai at Mapao Thangal and setting ablaze of paddy field at Mapao Thangal, collection of INR 1.5 million from Ningthoukhong and abduction of Airtel staff in December 2009.

The Manipur Government asked the Union Ministry of Home Affairs (MHA) for erecting fencing along the India-Myanmar border on Manipur side for over a distance of another 10 kilometers starting from border pillar no. 81 after completion of current task to put up fencing from border pilar no. 79 to 81, according to Sangai Express. The report adds that survey work from border pillar no. 79 to 80 covering a distance of 370 kilometers have already been completed and the survey is currently being carried out from border pillar no. 80 to 81. The MHA gave favourable response to the proposal of the State Government for erecting fencing over an additional distance of 10 kilometers starting from border pillar no. 81, source disclosed. The fencing of the entire stretch of the border on Manipur side had already been agreed in-principle, sources added.

Two suspected militants were shot dead by the Imphal East District Police during an encounter at Baruni Nongmaiching hill slope near Kalika village on February 2, according to Sangai Express. Two AK-56 rifles and six magazines containing 180 rounds were recovered from the possession of the slain militants. One M-16 rifle with two magazines and 80 rounds, one lathode gun and 20 bombs, and a Chinese hand grenade were subsequently recovered from a neutralised hideout near the encounter site.

A senior intelligence official in Moreh said, Chinese weapons in large numbers are finding their way to the Northeastern States through five major routes most of which pass through Myanmar territory. "Around 80 per cent of the weapons seized or recovered from the militants in recent years have 'star' mark on them, which means they were manufactured in China," he said. Over four dozen militant groups are active along India-Myanmar border and they smuggle the traditional weapons like AK series rifles, grenades, pistols, cartridges and bombs into India through four land routes and one sea route. Most of the weapons are brought from the southwestern China's Yunnan province, which borders Myanmar, the official said. The weapons are smuggled into India via Ukhrul, Moreh in Chandel and Churachandpur, the Districts bordering Myanmar, and some parts of Mizoram. The sea route involves Bangladesh's Chittagong port from where the weapons are sent to militants in the Northeast, he said. Though some weapons are of other origin but majority of them are Chinese, he said. "Militants have their camps just inside the Myanmar territory at a distance of few kilometres from the Indian border. Some camps are as close as three-four kilometres from the international border," the official said.

Manipur Chemists & Druggists Association (MCDA) declared that all chemist shops, which are members of the association, would remain closed on February 22 (today) in protest against the act of a militant outfit hijacking and unloading a fully loaded truck of Life Saving Drugs causing loss to around one third of the freight. In a press release the association stated loaded truck was stopped by some militants on National Highway-39 near Senapati Bazar on February 10 and forcibly hijacked to near Lumaiphou Hill and later unloaded all the cartons. It also stated due to such incidents on National Highway-39, many major pharma companies are not willing to supply goods to Manipur which it added may lead to scarcities of medicines in the State.
