A combined force of the Imphal East District Police and Assam Rifles foiled an abduction of three women bid by arresting three People's Revolutionary Party of Kangleipak (PREPAK) militants near Manipur Police Training School (MPTS) at Waiton Pukhri Mapal on July 2. While the victims were identified as Yambem O. Romi Devi (38), Yambem O. Dhaneswari (42) and Hijam O. Babita (38), the arrested militants were Takhelambam Gobind alias Atomba alias Chumtham (21), Meisnam Obichand alias Boy (24) and Elangbam Chiam alias Prem (19). A 9-mm pistol along with 6 live ammunitions was recovered from Chumtham’s possession, and a 9-mm pistol along with 4 live ammunitions was recovered from Prem. The abduction was carried out in connection with monetary demand imposed on Pari Imom Khwai Sandangsun School Pangei. Some miscreants imposed monetary demand identifying themselves as Kangleipak Communist Party (KCP) cadres. The ransom could not be paid due to some problems. Without any warning Romi along with other two women employees were abducted from the school on July 1. Additional Superintendent of Police (Operations) maintained that taking advantages of numbers of splinter groups of KCP even other militant outfits are taking the advantages for extortions.

There has been a provision of INR 24 million for repairing and upgradation of the road under the PMGSY scheme. After brief start of the work during January 2010, three groups of KCP served huge monetary demands to the contractor. As the contractors failed to entertain the demands of the group, all road repairing and upgradation work were halted from March, 2010 as some cadres of an outfit threatened contractors and assaulted labourers engaged for the road repairing works.

The outfit said that following a report about arrest of its leader by Security Forces on February 7, the outfit handed over a sum of INR one million to a prominent personality of the State to secure safe release of the arrested cadre. The outfit also stated that there was a report about Lanchenba being spotted somewhere in Shillong and a ransom demand of INR five million made to his wife by an anonymous caller. Further, the newly floated group of the MC faction of the KCP led by Lalhaba declared that the outfit would handle all the pending cases once handled by ‘chief of central finance’ Lanchenba and ‘military affairs committee’ Lanheiba. The outfit said the decision to handle the pending cases was taken during the five day long meet of the outfit’s ‘central security council’. It said amongst the pending cases is one having with a cell phone dealer in Imphal which it directed to halt all its business from July 13 till the case is resolved or face action of the outfit. Another pending case is about mismanagement of over INR 4.6 million meant for distribution to flood victims in Bishnupur District in the year 2008-09, the outfit said and maintained that the key men involved in the case would be dealt with. The outfit asked the concerned authorities to settle the case within July 15 after establishing the contact earlier intimated to the Government official.

According to sources, United National Liberation Front (UNLF), People's Liberation Army (PLA), ULFA, Kanglei Yawol Kanna Lup (KYKL), People's Revolutionary Party of Kangleipak (PREPAK) and NSCN-K discussed the prevailing situation in Manipur and Nagaland and expressed their satisfaction in putting up a joint front against NSCN-IM in Manipur. UNLF ‘chairman’, R.K. Meghan reiterated the aim to achieve independence of Manipur and integration of Kabaw valley of Myanmar. He expressed his desire of having good relationship with the NSCN-K, PLA and ULFA. Meghan also pressed upon having strong bondage with Paresh Baruah, ‘commander-in-chief’ of ULFA in restoring glory of Ahoms and Meitei confederacy. Sources said Meghan believed that bulk of Myanmar’s population on border areas support UNLF's struggle for independence and would join their confederacy for prosperity. He was of the view that if Myanmar’s people did not support them, how they could survive their areas. He was of the opinion that after elections in Myanmar, Military Junta would lose control and people would raise their voices in uniting Kabaw with independent Manipur. UNLF and PLA camps in Manipur are the first step towards achieving their objective of establishing Kangleipak including Kabaw Valley, he said. The PLA emphasized on the aspect of having good nexus with the Communist Party of India- Maoist (CPI-Maoist), insurgent groups of Jammu and Kashmir and Northeast. PLA declared their vision of having a joint militant group to be evolved as 'United Front'. Maoist parties of foreign countries are keen to forge relations with them. Sources said that the facts about this meeting came out during the interrogation of the two Chinese nationals, who were arrested by the Security Forces at Mon in Nagaland recently. During interrogation, they revealed that the Chinese have promised to extend assistance only to the militant groups when the cadre strength reaches 30,000. United Front so formed will be able to get Chinese support and fight the enemy to achieve sovereignty. PLA on its part will extend support to Burmese people for their rights in days to come.

He was abducted by four militants at his New Checkon cement shop on July 10 and they demanded INR one million for his release. Claiming that the abductors finally agreed for an amount of INR 200, 000 as he pleaded inability to meet the demanded amount, Umesh said the agreed sum was handed over to the abductors at a designated spot by his wife, Ragini, on July 12. Instead of setting Umesh free on receipt of the amount, the armed persons insisted that more money be paid for his release, the trader said, and added that while discussions were on for his release a gun battle broke out between the Asssam Rifles troopers and the abductors on July 13, resulting in the captors fleeing towards the hilly terrain.

Quoting reports from The Hindu, this fear was confirmed by the recent arrests of some militant leaders in Manipur. The Police and the Central Reserve Police Force (CRPF) on July 16 jointly arrested three hardcore militant leaders along with foreign currencies, INR. 0.1 million in cash, two laptops, three pen drives and a Bangladeshi passport. They were picked up shortly after three bombs were planted in Guwahati, Assam allegedly by the anti-talk faction of the National Democratic Front of Bodoland (NDFB). Further, reports indicate that the militants of Manipur are extending a helping hand to the fledging outfits of the region since it pays to keep the Northeast States burning. They feel that if some outfits of the outfits join the negotiating table after eschewing the path of violence it will be a setback for the major militant groups that want to liberate the entire region.

Earlier, 10 militants were reported to be killed in the clash. Imphal Free Press reports that about 400 villagers of Seijang and neighbouring Bongyang at the intersection of Imphal East district and Sadar Hills have fled to safer places following the fierce gun battle that was continuing till Jul 23. The source also said that about 75 percent of the whole population of Bongyang has fled to safer places for fear of being caught in the cross-fire. Ten militants were killed and four others injured in the already reported gun battle between the Kuki Liberation Army (KLA) and Prithvi faction of the Kuki National Front (KNF) at Seijang Hill area on the border between Imphal East and Senapati Districts on July 21, according to Times of India. Imphal Free Press earlier reports that Kuki Revolutionary Army (KRA) in alliance with the KLA was involved in the gun battle. The gun battle could be the result of a fight for territorial control of areas inhabited by the Kuki tribes, Police said. Official sources said both Prithvi faction of the KNF and KLA were signatories of the suspension of operation (SoO) agreement with the State Government and the Army for initiating the peace process. Under the agreement, Security Forces have suspended operations against the militant outfits and the militants were not allowed to carry arms. Manipur Chief Minister Okram Ibobi Singh had warned another signatory of the SoO agreement, the Kuki National Army (KNA), for allegedly violating ground rules and threatened to take action against them. He was subsequently rescued. The Regional Institute of Medical Sciences (RIMS), which had shut down on July 21 in protest against the abduction, reopened on July 22. Doctors at the hospital also staged a sit-in on the campus on July 22 against a July 21 grenade attack on a doctor, M. Madhumangol, at his Ngakraba Leirak residence on the outskirts of Imphal. Chief Minister assured the Manipur Legislative Assembly that action would be taken against the militants who were involved in the abduction incident. “I have directed the police to investigate the abduction, identify the culprits, discuss the matter at the next meeting of the suspension of operations joint monitoring group and take action against the rebels involved,” Ibobi Singh said. He informed the House that he had instructed the Inspector-General of Police (intelligence) M. Khaute, a member of the joint monitoring group, to identify the insurgents involved and take action against them. “The groups should follow the ground rules strictly. If they continue to violate the rules, the government will not hesitate to withdraw the suspension of operations agreement,” he warned. The Chief Minister also said the Police had seized a vehicle believed to have been used in the abduction of Yumnam Manaoba (23), son of Y. Megha, a close aide of State Health Minister Ph. Parijat Singh and Secretary of Communist Party of India (CPI) Lamlai Council of Imphal East. Suspected militants belonging to Monile Task Force faction of the Kangleipak Communist Party (KCP) had abducted Manaoba on July 19. The Chief Minister said the Police had picked up eight persons for questioning in connection with the abduction and efforts were on to rescue the hostage. “I am closely monitoring the situation. I gave strong instructions to the director-general of police and other senior police officers to step up measures to check abductions,” Ibobi Singh said. The Health Minister had said on July 21 that the abductors were demanding contracts worth INR 100 million and INR 20 million in cash from him.

One 9-mm pistol loaded with 5 live ammunitions in the magazine was recovered from the possession of Lunpao. Security Forces recovered one suitcase containing many incriminating documents, one passport issued by Union Ministry of Home Affair, one 50 page cheque book issued by the State Bank of India (SBI), one pan card issued by the income tax department, one notepad and one passbook issued by SBI from the possession of Letkham. The hand grenade which was found already triggered was removed by the Imphal West District Police. Laiphrakpam Babuchand Singh (42), the owner of the steel industry disclosed that there have been continuous threats to him for monetary demands from the cadres of the faction since July 23. He further said that a 30 year old unidentified woman came to the showroom of the industry pretending to be a customer but left a piece of paper and a hand-grenade apart from taking mobile telephone number of the manager. The paper was later found out to be a demand note of the KCP. He further disclosed that there has been continuous threat from unknown callers and they even threatened to close down the steel industry if it fails to meet the monetary demand. The shop remained closed since July 24.

They were identified as self-styled fighting commander Mohammed Abbas alias Fazur Rahman alias Roshan alias Anil from Thoubal Moijing and Mohammed Rajauddin of Lilong Haoreibi. A police source disclosed that, among others, both are accused in the rape and murder of two girls, P.S. Snowy Anal alias Julie (27) and L.H. Easter Anal (30) of Chakpikarong, on March 21, 2008. Police records indicate involvement of the two cadres in over 10 criminal cases including the killing of a gram panchayat pradhan (chief of local self Government institution) in a Thoubal District area.
