Telegraph reports suspected militants of the Puranthaba Meiraba faction of the Kangleipak Communist Party (KCP), in the night of March 1 attacked the house of a computer engineer, Oinam Tombi Singh, working at the Thoubal Deputy Commissioner’s office. No one was injured in the incident. Further, three gunmen came to the house on March 2 and forcibly took away INR 70,000 and one mobile phone from the family. Meanwhile, wife of the engineer alleged that a gunman, who claimed to be a cadre of Puranthaba Meiraba faction of the KCP, came to their house on February 27 and wanted to know why the engineer could not pay INR five lakh as demanded by them through a letter delivered to the engineer on an unspecified date in the month of January. He had also warned that the amount must be paid.

The Revolutionary People’s Front (RPF), political wing of the People’s Liberation Army (PLA), said its ‘executive committee’ in February 2010 resolved to support the struggle for freedom of Nagaland, but decided to oppose any design to break up Manipur as a result of the political dialogue. “The meeting also decided to face boldly any design by the NSCN-IM to strain relationships among revolutionary groups in the region,” T. Leisemba, ‘publicity secretary’ of the RPF, said in a statement. The statement said the NSCN-IM cadres had shot dead two PLA cadres and injured another on October 19, 2009. Following the incident, the RPF reviewed its policy and decided to fight any move of the NSCN-IM to break up Manipur and strain relations among fraternal groups, the statement added.

Chief Minister Okram Ibobi Singh informed the State Legislative Assembly that suspected involvement of the PLA cadres behind the January 13 killing of a woman, Angom Ongbi Chanbi, and her daughter Meneka alias Ibemcha (17) of Phayeng was cited in a Police report. One N. Meghachandra (29), who is suspected to be involved in the killing, was arrested. Meghachandra confessed during interrogation that he had gone along with a PLA cadre, N. Sunil alias Piktru, to the house of Chanbi in June-July 2009, the Chief Minister said. The Chief Minister further informed the House that Meghachandra disclosed that after going to the house of Chanbi, Sunil had threatened her to produce one of her sons who was also a PLA cadre but deserted along with arm. Besides Sunil, the identity of 12 to 13 other persons who were also suspected to be involved in the killing was established. Chief Minister, while responding to a question raised by Legislator Morung Makunga in the State Legislative Assembly, said that 104 weapons recovered from militants had been auctioned off to private buyers in the last two decades. The Chief Minister further clarified that in all 1728 numbers of all categories of arms were seized during the same period.

Manipur Cabinet on March 30 gave its approval to the signing of a tripartite agreement for Suspension of Operations (SoP) with the Lallumba faction of the Kangleipak Communist Party (KCP), according to Telegraph. “The cabinet has agreed to the signing of suspension of operations agreement by the home ministry, state government and the KCP (Lallumba) group. The signing of the agreement will take place as soon as the Centre decides the date in consultation with the group,” a senior Cabinet Minister said. The Assam Rifles initiated the talks with the group and officials of the State Government and the Union Ministry of Home Affairs (MHA) joined the process. Officials of the State Government and the MHA had held several rounds of talks with the leaders of groups both in New Delhi and Imphal. An official source said the Centre and the State Government decided to sign the agreement after the group had agreed to the pre-condition set by the MHA. The MHA had said during the preliminary round of talks that the group would have to surrender weapons and give up violence. The source said the Government would set up the designated camps for the KCP cadres at a Manipur Rifles post at Leikun of Chandel District.
