A delegation of Naga Hoho and Naga Mothers’ Association (NMA) on September 1 met Union Home Minister (UHM) Rajnath Singh and discussed with him present situation in Nagaland, reports The Shillong Times. The delegation, led by the Hoho president Chuba Ozukum and Naga Mothers’ chief Abeiu Meru, briefed the prevailing situation in the Northeastern state and desire of the civil society. The delegation sought the Home Minister’s intervention for early conclusion of the ongoing peace talks with Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) for bringing a lasting solution to Nagaland, sources said. Singh assured the delegation to sympathetically look into their requests, sources said. The Naga civil society delegation also discussed with the Home Minister about the ‘Framework Agreement’ signed on August 3, 2015 which settles the political parameters of the final solution.

Continuing its offensive against Security Forces (SFs), Khaplang faction of National Socialist Council of Nagaland (NSCN-K) laid an ambush on the Assam Rifles (AR) convoy injuring at least four Assam Riffles (AR) jawans (troops) near Aghunato in Zunheboto District on September 2 evening, reports Nagaland Post. According to reports, personnel of the 5 AR were returning after carrying out routine duty. The AR personnel were travelling in four vehicles—three mini trucks and one gypsy when cadres of the NSCN-K started firing indiscriminately from two-three directions, highly placed sources said. Army sources said four AR jawans were injured and were rushed to nearby hospital for medical aid. Sources added that additional security reinforcements have been rushed to Aghunato area to carry out search operations.

The Khaplang faction of National Socialist Council of Nagaland (NSCN-K) on September 3 claimed that six personnel of the 5 Assam Rifles (AR) were killed while four others sustained critical injuries, in the September 2 ambush near Aghunato town in Zunheboto District, reports Morung Express. According to a press release from the ‘Ministry of Information & Publicity (MIP)’, NSCN-K, cadres of the Naga Army, NSCN/GPRN under “Operation Dawn” carried out the ambush at around 4:00 pm while the 5 AR were returning to Zunheboto in a convoy of four vehicles. “It is confirmed that six jawans were killed on the spot and four sustained critical injuries and more than dozen sustained less critical injuries,” the MIP claimed and further added that the number of deaths could be as high as 8 to 10. The last truck was completely destroyed after falling into a roadside ditch, while two other trucks were also partially damaged having been fired upon from close quarters, the MIP stated. “The ambush spot was immediately cordoned off and no police or administrative officials were allowed to enter until the dead soldiers were transported away,” the MIP further claimed.

The NSCN-K refuted claims that two of its cadres involved in snatching weapons on August 29 were arrested, adds Morung Express. “The allegedly arrested persons Kabigai and Lumkhaolung of Sibilong Village are mere innocent civilians and have no connection whatsoever with the NSCN-K in any manner,” a statement from the MIP NSCN-K stated. Terming the random arrest of innocent civilians by Indian Security Forces (SFs) a “desperate act” to save their faces, the MIP maintained that the protest by the womenfolk of the village against the arrest and subsequent clash between the SFs and the protesting women is evidence “that the two are being made a scapegoat”.

Public of Aghunato under Zunheboto District of Nagaland declared non-cooperation with Khaplang faction of National Socialist Council of Nagaland (NSCN-K) in the wake of the recent ambush carried out by the outfit on an Assam Rifles (AR) convoy near Aghunato town, reports The Assam Tribune on September 6. The decision was adopted at a public meeting convened by Kukami Hoho, Eastern Sumi Students' Union and Sumi Totimi Hoho at Aghunato town hall. A joint press statement said the meeting was attended by general public of 54 villages, village council and students’ union members and elders. At the meeting, the house also resolved for non-cooperation with any factions involved in gun battle at Aghunato area in the future.

Dr. Zelhou Keyho at the 52nd anniversary commemoration of Indo-Naga Ceasefire Day in Kohima on September 6, reports Nagaland Post. He said that ceasefire was not only to stop the hostility between two warring enemies and “save us” from the terror of hunting each other, but to “give us hope” to stand on an equal footing with the force, which “sought to destroy us”, and “give us a platform to dialogue and negotiate for our rights.” The programme, organized by NBCC, was held at Chedema peace camp to commemorate the ceasefire that was signed between the Government of India (GoI) and the Federal Government of Nagaland on September 6, 1964 with the intervention of NBCC.

Reacting to the non-cooperation move by Aghunato public, Khaplang faction of National Socialist Council of Nagaland (NSCN-K) ‘Ministry of Information & Publicity (MIP)’ in a press note stated that the “public did not just converged by itself and declared non-cooperation to NSCN/GPRN for the latter’s attack on Indian occupational forces”, reports Nagaland Post on September 8. MIP said some elements instead of focusing on the unresolved issue-- 70 years of Indo-Naga-Myanmar political conflict and the sacrifices made by NSCN for sovereignty, took advantage of the public’s longing for peace and tranquility in the area and “manipulated the emotional situation and architecture the non-cooperation declaration”. MIP said “security forces in an unprovoked attack gunned down one innocent civilian and injured another civilian at Aghunato Area last year (2015) in November 2 in which two NSCN workers were also killed”. MIP said despite offensive combing operations continuing in the area, the architectures of non-cooperation seemed to have ignored the actual sustained provocative actions of the security forces responsible for NSCN’s retaliation.It said over a dozen “NSCN workers were arrested, tortured, imprisoned and killed under Zunheboto District by Security Forces during the last 18 months”. However, MIP said NSCN had been maintaining maximum restraint and avoiding confrontation in the District to ensure public safety. This, MIP said had emboldened the occupational forces to adopt more aggressive posture in the area. MIP noted that Aghunato area had been the bastion of Naga struggle and the first Naga’s war of independence, the 1955 Indo-Naga battle was fought at Hoshepu, Aghunato as the people of Aghunato had stood by with the NSCN. “It shall come to pass and anti-national elements involved in the declaration shall be exposed and defeated,” MIP stated.

Isak-Muivah faction of National Socialist Council of Nagaland (NSCN-IM) Union Territory-I (UT-I) on September 10 informed that it has given permission to open designated markets allotted by Dimapur Municipal Council (DMC) and town council after 12 noon on Sundays, reports Nagaland Post. In a press release, NSCN-IM UT-I Chief Administrative Officer (CAO) Rangkamong Anar stated that permission was granted as per the request made by the Naga Council Dimapur (NCD) at the coordination meeting held on September 10. However, CAO stated that only perishable items were allowed to be sold. Further, NSCN-IM UT-I has ordered all petrol pump owners in and around UT-I region not to sell adulterated petrol and diesel, adding that “this order come to effect soon after this publication.”Also, fully endorsing the resolution of the Central Nagaland Tribes Council (CNTC), the Sumi Hoho, the apex body of Sumi Naga tribe, declared its dissociation from Naga Hoho on September 10, reports The Assam Tribune. The Sumi Hoho also recalled all Sumi representatives from Naga Hoho with immediate effect. The CNTC resolution was adopted on August 31 following the expiry of a 30-day deadline served to Naga Hoho to “withdraw its endorsement” for Rongmei tribe recognition in Nagaland.

After abrogating the ceasefire agreement with the Government in March 2015, the Khaplang faction of National Socialist Council of Nagaland (NSCN-K) has increased its extortion activities in the State (Nagaland) and is using women to transport the so-called `tax money from India to Myanmar, reports The Times of Indiaon September 12. The National Investigation Agency (NIA), which recently began a probe into the extortion racket run by NSCN-K in Nagaland, found that the outfit had prepared a list of 24 Government departments, including irrigation, social welfare and housing, in the state from where to collect 24% of government employees' salaries and funds meant for development works. In the current financial year, NSCN-K is said to be targeting collection of INR 8-10 crore from government departments and influential individuals in the state. They are learnt to have collected INR 20 lakh till July, 2016 from the irrigation and social welfare departments.According to sources, ‘finance in-charge’ of NSCN-K, S Khetoshe Sumi, was tasked by the outfit's Myanmar based leadership SS Khaplang and Isac Sumi to collect extortion money from these departments. He would call people in Government departments or meet them in person and tell them that they had to pay 24% ‘tax’ from the funds, sources said. The 33 Assam Rifles (AR) claimed that it arrested two overground workers of Khaplang faction of National Socialist Council of Nagaland (NSCN-K) along with Improvised Explosive Device (IED) weighing 4 kilograms during routine patrolling of Lungwa Village in Mon District on September 14, reports Morung Express. The two were identified as Phongsa Wangsa and Leiwang Wangsa, both residents of Myanmar, the press release from the AR stated. During interrogation, it was revealed that they were tasked by NSCN-K to carry IED and infiltrate along with a group of armed NSCN-K cadres into Nagaland, the release added. The AR claimed that the armed NSCN-K cadres immediately fled towards Myanmar when the overground workers who were leading them were arrested by the 33 AR. The two arrested individuals were handed over to the Mon Police Station on September 15.

The AR claimed that it had received information of an NSCN-K cadre involving in extortion/tax collection activities from local shopkeepers at gunpoint in Kohima Town on September 15. Elu Ndang said keeping in view the “current misunderstanding” between the office of the Naga Hoho and some affiliated units particularly on the question of granting of status of Indigenous Naga Tribe to Rongmei community and considering the nature of seriousness, the Naga Hoho had notified through Media on August 27, 2016, summoning the 3rd Federal Assembly. NH assembly secretary pointed out that as per the conventional practice the Federal Assembly has to be summoned at least one month ahead. Elu Ndang said the Naga Hoho was of the view that the summoning of Federal Assembly itself was “directly or indirectly responding to the issues being raised through media by different individuals and forums.”

Nagaland State Chief Minister, TR Zeliang on September 22 stated that, the fencing of border areas in the North East may not find as much logic as it does in border areas with Pakistan and parts of Bangladesh, since in the case of Nagaland “the international boundary does not follow a river or other convenient landmarks” but rather, based on the “watershed principles”, reports Morung Express. While addressing the Northeast Connectivity Summit at Agartala in Tripura, he pointed out the case of the house of the Angh in Longwa village in Mon District where half of it lies in India and the other half in Myanmar. “In fact, what we need is not barbed wire fencing, but construction of roads along and across the borders so as to “unlock the land-locked areas”, and promote trade and development, Zeliang said. He went on to opine that in the absence of road and communication, it makes “these areas the perfect hiding grounds for insurgents.” Zeliang was also critical of the restrictions imposed by the Ministry of Defence and Home Affairs on construction of roads and development activities within an aerial distance of 25kms due to security concerns.

Zeliang said, adding that restrictions on various construction activities in border areas need to be relaxed, reports Morung Expresson September 25. “The government of India should abandon its plan to erect fencing along the India-Myanmar border… (it) must carry out developmental projects and build infrastructure, specially roads, along the border with Myanmar,” (sic) Zeliang said in an interview. “Four northeastern states — Nagaland, Manipur, Mizoram and Arunachal Pradesh — have already told the central government to stop its plans to fence the India-Myanmar border. The Union government is considering the proposal”, said Zeliang, who was in Agartala to attend the third North East Connectivity Summit. Security would not be compromised if the border is unfenced, he contended. “With developmental projects, people residing along the border would come together in a large way. Thus, inimical elements, including extremists, would not get scope for their nefarious and criminal activities,” the Chief Minister maintained.
