ATS told the court on January 1, that the conspiracy to cause serial bomb blasts on Jangli Maharaj Road was hatched by the seven arrested suspects in Saudi Arabia, reports The Times of India. The ATS said the custodial interrogation of the suspects, revealed that they were constantly in touch with the absconding suspects, Fayyaz Kagzi, Riyaz Bhatkal and three others involved in a string of terror attacks in India so far. Investigations also revealed that one of the absconding suspects is a militant of the terror outfit Lashkar-e-Toiba (LeT) and he is involved in inciting youths from Aurangabad, Beed and Ahmednagar (three District of Maharashtra) to indulge in terror activities. LeT had trained the absconders to assemble bombs.

The court of Judicial Magistrate (First Class) S.S. Bose on January 1, extended Police custody of suspected Indian Mujahideen (IM) militants and seven accused arrested in the Jangli Maharaj Road blasts case in Pune of Maharashtra (August 1, 2012), till January 8, 2013, according to Pune Mirror. Five suspects are still at large. Ten teams, set up by the state Anti- Terrorism Squad (ATS), claimed to have recovered 18 different articles from the suspects’ custody, including four CPUs, Indian passports, a chit with a secret email ID on it, four live cartridges, an electronic detonator, a battery, an alarm clock and two gelatin sticks among others. Earlier on December 20, 2012 ATS obtained the custody of four suspects Asad Khan Jamshed Ali Khan, Imran Khan Wajid Khan Pathan, Feroz alias Hamza Abdul Hamid Syed and Irfan Mustapha Landge. Later on December 27, ATS obtained custody of three more suspects, including Munib Iqbal Memon, Faruk Shaukat Bagwan and Sayyed Arif alias Kashif Sayyed Zafaruddin Biyabani.

A US court on January 2 rescheduled the sentencing of Pakistani-American Lashkar-e-Toiba (LeT) operative David Colaman Headley, accused of involvement in November 26, 2008 (26/11) Mumbai (Maharashtra) attacks, from January 17 to January 24, 2013 while that of his accomplice Tahawwur Rana has been rescheduled for a second time to January 17, 2013, according to Zee News. Headley had entered a plea bargain with the Federal Bureau of Investigation (FBI), saving him from a possible death penalty or extradition to India or Denmark. Rana, on the other hand, was acquitted of involvement in the Mumbai attacks but was held guilty on June 10, 2011 of conspiracy to attack Denmark newspaper Jyllands-Posten that had published controversial cartoons of Prophet Mohammed, and of aiding LeT.

Four members of a family, including three women, were arrested on January 3, on charge of circulating Fake Indian Currency Note (FICN) after seizure of 98 FICNs, each with a face value of INR 1000, from their possession, reports Business Standard. The four were identified as Rama Pradhan (35), his wife Lala Pradhan (34), mother Narsa Pradhan (60) and sister Rabana Pradhan (39) of Mudamala village in Jajpur District. The Police were looking for others who were involved in the racket, the sources said.

A Pakistani national, identified as Mohammed Hussain alias Julfikar Ali, who was on death row since 2006 until the Supreme Court set aside his conviction and ordered his retrial in August, 2012, was acquitted by a Sessions Court in New Delhi on January 4, reports The Hindu. The court noted “substantial lapses” in the Delhi Police investigation into the 1997 blast in a Blueline bus near Punjabi Bagh in West Delhi killing four persons and injuring 24. Among the lapses, Additional Sessions Judge Pawan Kumar Jain found that the Delhi Police did not prepare a site plan, did not consider taking photographs of the inner portion of the bus, exhibits lifted from the spot were not sealed and no effort was made to prepare the sketch of the suspect. “The prosecution has failed to bring home the guilt of the accused beyond the shadow of reasonable doubt,” the Judge said.

An 18-year-old boy, identified as Rajib Singha, son of local leader of Communist Party of India-Marxist (CPM) leader Dinesh Singha, was arrested on January 4, from Malda District for allegedly acting as a courier for Fake Indian Currency Note (FICN), reports The Times of India. FICN worth INR 500, 000 was also seized from him. He was handed over to Police by the Border Security Force (BSF) on January 5. BSF Commandant Srimadhukar said, "After interrogating the boy, we came to know that the boy was blackmailed to be a part of the smuggling racket. He also named some important kingpins."

India termed Pakistan’s response to its “wishlist” with regard to the November 26, 2008 (26/11) Mumbai (Maharashtra) attacks as unsatisfactory, calling the list ‘critical’ to ‘substantive movement’ in bilateral relations, tribune.com reports on January 6. According to a report by Press Trust of India (PTI), Indian External Affairs Minister, Salman Khurshid said that what Islamabad (Pakistan) has done so far in the case was “not to our satisfaction”. “I don’t see it as a setback at all. But I do believe and (what) we all believe in this country is that dialogue will move smoothly, faster and in a right direction provided the wishlist lying with Pakistan given by India as far as the Mumbai tragedy is concerned is responded to. That is a critical thing, not what is said, not what gesture is made,” Khurshid was quoted as saying. Further, Khurshid said that India will do whatever needs to be done to persuade Pakistan into granting it the Most Favoured Nation (MFN) status.“We believe that it should have been done. We will do whatever needs to be done to persuade them that we should now be able to do it. It is not something which should be delayed indefinitely,” he said.

Maharashtra Anti-Terrorism Squad (ATS) on January 5 summoned Maharashtra Control of Organised Crime Act MCOCA against the seven suspected Indian Mujahideen (IM) militants arrested in the 2012 Pune (Maharashtra) serial blasts of August 1, according to dnainadia.com. Other salient features of the bill include expansion of the definition of terrorist act to include acts that involve detention, abduction, threats to kill or injure, or other actions so as to compel an international or inter-governmental organisation to comply with some demand. The bill would cover those involved in procurement of weapons, raising funds for terrorist activities and counterfeiting Indian currency. It would also cover offences by companies, societies or trusts. The Bill, passed by Parliament on December 20, 2012 provides for extended period for ban on an association from current two years to five years.

Mumbai Police arrested two persons, identified as Farooq Naiku and Mohammed Talukdar, suspected to be linked with Hizb-ul-Mujahideen (HM) from a guest house at Masjid Bunder in Mumbai (Greater Bombay District) along with Fake Indian Currency Note (FICN) worth INR 27, 200 on January 16, reports Indian Express. They were produced before a local court the next day and remanded in Police custody till January 23, 2013. During interrogation of the accused, it was revealed that Farooq was an active HM militant and he along with Mohammed were actively involved in FICN circulation, narcotics trade, hawala (illegal money transfer) and terror activities. They had also carried out recce of various vital installations across the country. Farooq has been to Pakistan and Pakistan occupied Kashmir (PoK) via Wagah border in Amritsar (Punjab) on several occasions since 2001 form training. Officially, he has crossed the Indo-Pak border three times. Farooq had been reporting to a HM "commander" in Jammu and Kashmir (J&K) and also took part in the agitation over the Amarnath land transfer controversy in the state in the year 2008, Police added. Joint Commissioner of Police (Crime) Himanshu Roy said, "We have evidence that he has photographed Uri Dam, Uri power project, Baramulla Bridge and graves of terrorists killed during operations by security forces… He had even attempted to infiltrate into the Indian Army”. Farooq has been tasked with gathering information related to Indian troops' movements in J&K, public protests and other developments. He passed on the information either through telephonic conversations, mails or by crossing the border, to his Pakistani handlers and intelligence agencies. The second accused Talukdar, who hails from Assam, is also suspected to be an active member of the terror outfit and had been helping Farooq in FICN operations. "We are ascertaining Talukdar role in detail," Roy said, adding Police were trying to find out if the accused had played any role in violence in Azad Maidan (Mumbai) on August 11, 2012.

The 20-page report submitted by the US government in the court also sought a prison term of 30 to 35 years for Headley for his role in 26/11 attacks and terror attack against a Danish newspaper in Copenhagen (Denmark). The US attorney said, "Headley not only worked at the direction of Lashkar-e-Taiba for years, but also with members of al Qaeda. There is little question that life imprisonment would be an appropriate punishment for Headley's incredibly serious crimes but for the significant value provided by his immediate and extensive cooperation”. Strategies were worked out to counter trends of circulation of FICN in high prone areas like Districts of Hyderabad, Nalgonda, West Godavari, East Godavari, Guntur and Visakhapatnam city (Vishakhapatnam District). It was revealed that most of the FICN was manufactured in one place and distributed to various places through different persons. Headley was ordered to serve 35 years, followed by five years of supervised release by US District Judge Harry Leinenweber. "Mr Headley is a terrorist," the judge said while imposing the sentence in the court. Leinenweber also said, "He commits crime, cooperates and then gets rewarded for the cooperation. No matter what I do, it is not going to deter terrorists. Unfortunately, terrorists do not care for it. I do not have any faith in Mr Headley when he says that he is a changed person now. The interrogation of alleged Hizb-ul-Mujahideen (HM) militant Faroquee Ahmed Gulam Hasan Naiku (arrested on January 22, 2013) has brought to the light the fund raising methods adopted by the HM for its anti-India operations Hindustan Times reported on January 26. Naiku claimed that a substantial portion of HM’s fund is generated from the sale of skin of livestock, collected by volunteers at village fairs. Naiku also said his HM handler took him to training camps for mujahids (terrorists), which are allegedly run across Pakistan with full knowledge of the government. The handler also introduced him to a high-ranking official in the Pakistan Army, who is in charge of the HM’s anti-India operations. Naiku, sources said, was taken to the stalls put up by the terror group in village fairs in the Punjab Province (Pakistan). “The Hizbul volunteers would collect donations from people in general. They would collect the skin of goats, sheeps and cows, which were then sold to leather industries and the proceeds would be used in funding terror in India,” the source said. The group would also send consignments of dry fruits, originating from Kandahar and Kabul in Afghanistan, to India via Pakistan under the border trade agreement. Their operatives in India, masquerading as dry fruit importers, would receive the consignments and the proceeds from the sale would be used to fund terrorist activities in Jammu and Kashmir, sources said. “Naiku too operated as a dry fruit merchant in Navi Mumbai,” the source added.

Suspected Indian Mujahideen (IM) terrorist Danish Ansari, arrested earlier on January 21, 2013, by the National Investigation Agency from Darbhanga District in Bihar, has allegedly told his interrogators that IM ‘India Chief’ Yasin Bhatkal alias Shahrukh, was in the process of creating a "library module" which would have acted as the media wing of IM later, according to Indian Express. According to an officer, "The examination of Danish revealed that Yasin was trying to penetrate the class of Muslims youths who were educated and promised them a platform for jehadi activities”. The group stopped such visits to the library after November 2011. Danish allegedly told his interrogators that after the Darbhanga module was exposed with the arrest of Mohammed Qateel Siddiqui (later killed in Pune jail), Yasin asked him to provide shelter. "So far, we have not found Danish directly involved in any IM operation but he seems to be aware of Yasin's plans and worked as a messenger in recruiting and creating base in Bihar with the help of handlers from Pakistan," said an NIA official. According to Danish, the terror outfit is currently cash strapped and Yasin is trying to revive the group by generating donations in India. This was corroborated by other arrested IM terrorists who claimed there were orders to commit crime to finance jehadi activities.

According to a detailed report of Military Intelligence (MI), the terrorist who beheaded Indian soldier Lance Naik Hemraj Singh in a pre-meditated operation on January 8, was rewarded with PKR 500,000 by Pakistani Intelligence Agency Inter-Services Intelligence (ISI), which executed the attack on Indian troops with the assistance of terrorists, reports The Times of India on January 31. Detailed MI report further says that beheading was done by one Anwar Khan, a local guide who runs a shop in Pakistan-occupied Kashmir (PoK), and was also involved in the beheading of an Indian Army Captain in 1996 in the same Mendhar area of Poonch District. Anwar, who was handed over the reward by Colonel Siddiqui of ISI, was part of a group led by Subedar Jabbar Khan of ISI. The attackers included members of ISI-backed jihadi terror outfits Lashkar-e-Toiba (LeT) and Jaish-e-Mohammad (JeM). According to the report, a meeting at Rawalkote in PoK was held between senior ISI officers, important terrorist commanders and guides a few days before the attack. The meeting was presided over by a brigadier level officer of ISI and included Colonel Siddiqui (of Rawalkote in PoK), Azad Khan (of Peshawar in Khyber Pakhtunkhwa province), Yousuf Khan alias Pathan (of Muzzafarabad in PoK) and Major Abbasi (of Tattapani in PoK). Among the guides who attended the meeting were Anwar, Sabar Khan (of Battal, PoK) and Meeru (Madarpur, PoK). A local LeT operative Chaudhary Bashir was also present. The document read, "During the meeting, it was decided that local guides aware of the topography of the area would facilitate terrorist groups not only in infiltration along the LoC (Line of Control) in Poonch District but also assist in operations by BATs (Border Action Teams of Pakistan Army). For this a reward of Rs 5,000 for planting of a mine on Indian soil, Rs 10,000 for killing an Indian Army soldier in sniper fire and Rs 5 lakh for beheading an Army jawan (trooper) was announced. For each of these BAT operations, the guide would be rewarded Rs 2,000 to Rs 12,000." The documents further reads, the operation “...was carried out by a group of 15 terrorists, having 10 members of Lashkar (LeT) and 5 of Jaish-e-Mohammad (JeM). The group was led by Subedar Jabbar Khan of ISI unit of Tattapani (PoK) and included among others Anwar Khan, resident of Jabbar Mohalla of village Sher Khan (Rawalkote) as the local guide, Qari Shah of Lashkar-e-Taiba (LeT) and Ajmat Khan of JeM. Anwar Khan carried out the beheading of one of the soldiers."

The Border Security Force (BSF) has set up a high-level board for extensive scanning of the International Border (IB) to detect existence of underground passages to facilitate militancy in India, reports Daily Excelsior. Inspector General BSF, Jammu Frontier, Rajiv Krishna on January 30, said a high level board of BSF officers involving some technical experts has been set up for examining possibility of the existence of any such tunnel along the western border with Pakistan. He disclosed that IG BSF, Punjab Frontier will head the board which will conduct the extensive scanning along nearly 2,289 kilometres of the IB along Pakistan involving Jammu and Kashmir, Punjab, Rajasthan and Gujarat.

The Indian Government has shared information with Myanmar and Bangladesh on increasing role Pakistan based militant outfits in sectarian violence, including the recent sectarian clashes between Rohingya Muslims and Buddhists in the coastal Rakhine region in Myanmar, reported Hindustan Times on January 30. The most prominent among these militant outfits is Lashkar-e-Toiba (LeT). Senior Indian government sources said that intelligence inputs available with them indicated that Rohingya Muslim extremist activity was being funded mainly from groups in Saudi Arabia. India and Bangladesh, both having significant numbers of Rohingya Muslim refugees, have exchanged notes on the stepped-up operations by the Pakistani Intelligence Agency Inter-Services Intelligence (ISI), and the LeT. The expanding ISI footprint in areas with significant Rohingya population was revealed following the arrest of one Noor-ul-Amin from the Eidgah madrassa in Cox’s Bazaar, Chittagong, on September 11, 2012. A cleric recruited from Dar-ul-Uloom Islamiya madrassa in Karachi, Noor-ul-Amin had served as a militant talent spotter and a recruiter of Rohingya cadres in the past. He also confirmed that the Pakistan military intelligence agency was involved in gun-running in the Rohingya refugee belt.

India said on January 31 that its demand for extradition of November 26, 2008 (26/11) plotter and Lasjkar-e-Toiba (LeT) operative David Coleman Headley and his accomplice Tahawwur Hussain Rana “continues to stand” and it would work with the US “in taking the legal processes forward” in the Mumbai (Maharashtra) attack cases, according to Oman Tribune. Indian Express added that, Ministry of External Affairs (MEA) Spokesperson Syed Akbaruddin said the demand for extradition of Headley and Rana will continue. "We have received good cooperation from the US in the 26/11 cases. We intend to work close with the US in taking these processes forward.
