Jammu and Kashmir Chief Minister Omar Abdullah said in capital Srinagar on July 1 that he had given 10 days time to officers for making a plan for the first phase of withdrawal of the para-military CRPF from the Kashmir Valley. His Government would not give a licence for unwarranted use of force, he stated. His remarks came even as a youth died on July 1 of the injuries he suffered in Police firing a day earlier in Baramulla. Abdullah, who chaired a meeting of the Unified Headquarters, said he discussed the prevailing situation with top officers of the Army, Police and paramilitary, besides the civil administration. He told journalists that the CRPF would be replaced by the Police. But he pointed out that it was an ongoing process and the State had not enough Police force to replace the CRPF immediately.

Three top Lashkar-e-Toiba (LeT) militants, including Zafarullah Parray, a Territorial Army trooper who had deserted his post along with three weapons on March 8, 2009, were shot dead by the Army, Police and Central Reserve Police Force (CRPF) in a joint operation at Kulhand in the Doda District on July 1, Daily Excelsior reported. Zafarullah Parray was being searched by Army and Police since he had deserted his unit along with weapons and joined the LeT outfit. The Senior Superintendent of Police, Prabhat Singh, said the house of one Irshad Ahmed was surrounded by Security Forces in the early hours after developing specific information that three to four LeT militants, including Zafarullah, had taken shelter there. However, on observing the SFs movement, the militants deserted the house and fled towards Kulhand, about 18 kms from Doda. The militants were chased and in the consequent encounter, all three militants were killed. A Police constable, Rakesh Kumar, sustained injuries in the incident. Besides Zafarullah, the two others have been identified as Mushtaq Ahmed alias Abu Harare, a resident of Kirthwan, and Billal Ahmad, a resident of Gurmul. Recoveries made from the possession of slain militants include two UBGLs, one rifle and a large quantity of ammunition and explosives. Police also detained Irshad Ahmed and some of his family members for giving shelter to the Lashkar militants.

A surrendered militant and a former deputy village chief were killed and another civilian was seriously injured in an attack at village Tandar in the Sounder area of Kishtwar District by four militants of the Hizb-ul-Mujahideen (HM) outfit in the night of July 3, Daily Excelsior reported. Official sources said four militants, three of whom were later identified by their code names as Dawood, Wasim and Prince, entered Tandar, located in the remote heights of Sounder and first intruded into the houses of Nazir Ahmad Kar, a former deputy village chief, and dragged him out at gunpoint in front of his family members. They took him to a nearby field and slit his throat leading to his death on the spot. Subsequently, the militants moved to the shop-cum-residence of Tariq Hussain and asked about the whereabouts of his nephew Abdul Majeed. As both Tariq Hussain and Abdul Majeed were present in the same house, one of the militants opened fire on them outside their shop-cum-residence. Presuming them as dead, all four militants escaped from the village. While Majeed succumbed to his injuries, Tariq Hussain was admitted to a hospital. Sources said Abdul Majeed was a top militant of the Harkat-ul-Jehad-al-Islami (HuJI) till 2007 when he switched over to the HM and worked with his killers Dawood, Wasim and Prince besides the now dead Mohammed Usmaan Qari. However, he surrendered before Security Forces (SFs) in May 2008 and since then was running a shop. All the three had been charged by the militants for working as sources of the SFs and Police.

Bodies of six infiltrators, killed by a snow avalanche in March 2009, were reportedly recovered by the Army from the Gurez sector of Bandipora District near the Line of Control, a Defence spokesman said. He said the militants were killed when they made an abortive attempt to cross over into the Kashmir valley through Gurez sector after infiltrating from Pakistan occupied Kashmir. The militants were part of a larger group which had succeeded in infiltrating into Gurez sector way ahead of the regular infiltration schedule as part of their handlers to catch the Army unaware.

SFs destroyed three hideouts of the militants in the twin border Districts of Poonch and Rajouri. One of the hideouts was neutralized at village Phagwari in Poonch District. Recoveries made from the hideout include two pistol magazines with four rounds, 79 AK rounds and 15 Pika rounds. From another hideout in the Kushal forest of Sabjian in Poonch, SFs recovered one AK magazine, 10 hand grenades, 250 Pika rounds, 18 UBGL grenades and three Pika rounds. Yet another hideout was neutralized at Dandkote in Rajouri District. Recoveries made from the hideout include 21 hand grenades, 525 AK rounds and one UBGL grenade.

According to Daily Excelsior, a militant was killed in an encounter with the Security Forces (SFs) in an encounter at village Arangi in the Thannamandi area of Rajouri District in the evening of July 4. Official sources said a encounter between the SFs and militants was going on at Mangota since the afternoon. At least three to four militants of the Lashkar-e-Toiba (LeT) were trapped in the gun-battle which was on till last reports came in. At least one militant was reported to have died in the encounter but his identity hasn’t been ascertained so far.

Police arrested two militants belonging to the banned Hizb-ul-Mujahideen (HM) outfit at Budgam and Pulwama Districts of the Kashmir valley. In a search operation at village Wuyan in the Pulwama District, identified as Zahoor Ahmad Bhat alias Junaid, a Pakistan trained militant of the HM outfit, was arrested, a Police spokesman said in Srinagar. The spokesman also said one Chinese pistol, one pistol magazine, six pistol rounds and three hand grenades were recovered from his possession. In another operation, the Budgam District Police arrested another HM militant, identified as Abdul Rahman Bhat alias Javed, at Mirgund crossing. One pistol, one magazine and six pistol rounds were recovered from his possession, he added.

He has been identified as Roshan Din, a resident of Cherwari in Banihal. Superintendent of Police (Ramban), Mubassir Latifi, said Police intercepted a vehicle at Banihal, which was on way from Srinagar to Ramban, and arrested Roshan Din following specific information developed about him that he was carrying hawala money. Preliminary questioning of Roshan Din has reportedly revealed that he was given the money by an unidentified militant at Anantnag Bus Stand for delivering it to the LeT ‘district commander’ for Banihal, Abu Mussa. Official sources in capital Srinagar said one AK rifle, four magazines, 60 rounds, one wireless set and a mobile phone were recovered from the encounter site. The sources said an identity card belonging to one Ghulam Mohiuddin Sheikh, a resident of Hanga in Handwara area, was also recovered from the incident site. Sheikh was killed by militants on May 15, 2009 by slitting his throat.

Slain militant Bashir Ahmed alias Janbaaz, a resident of Baransal in Mahore, was involved in a series of subversive activities in parts of Gool-Gulabgarh-Mahore for the last seven years. "Taking advantage of the cease-fire agreement and the situation prevailing along the borders, Pakistan has been strengthening its defence infrastructure especially in the Jammu and Kashmir. After Mumbai terror strike, the pace of work has been increased along the IB. Some works initiated were highly objectionable and BSF [Border Security Force] raised the points during flag meetings," Special Director General (DG) of the BSF, U. K. Bansal, told media-persons at the sidelines of the passing- out parade at local training centre in Udhampur on July 14. The DG disclosed that BSF at various levels have raised objections and even took up the matter with their Pakistani counterparts but on ground, they have not responded to the commitment made during flag meetings. "We want these objectionable structures to be removed," the DG maintained. Responding to another question, the DG said there has been a decline in the infiltration along the IB in Jammu sector due to fencing and increased vigil all along the borders but the terrorist infrastructure and training camps were still intact on the Pakistani side. "There is hardly any decline in terrorists training activities. The training camps, as per inputs available from that side are still existing. There may be shifting in the locations just to create disillusion among the world community but overall, the launching pads and terror infrastructure still existed in Pak and the PoK areas," he added.

Srinagar Police received a tip off regarding the presence of two OGWs of the LeT in Maisuma area and based on the input, both of them were subsequently arrested, a Police spokesman said. The duo was identified as Bashir Ahmad Dar, a resident of Saidpora Sopore, and Manzoor Ahmad Rana, a resident of Rajwar Handwara. A live grenade was recovered from their possession. On their disclosure, two more persons, Nisar Ahmad Bhat and Farooq Ahmad Rana, were arrested, the spokesman said. After interrogation, the group disclosed that they were behind grenade throwing incidents on the Sopore Police Station, Baramulla Police Station and grenade explosions in Gow Kadal and Jahangir Chowk in Srinagar and were planning for more such attacks, he added. Issaq had reportedly joined militancy about a year back. Recoveries made from their possession include one AK-56 rifle, one pistol, magazines and rounds of AK and pistol and some grenades. House of the contractor, Mohammad Sharief Naik, was gutted in the fire that followed the gun-battle. The woman militant, identified as Shakeela, wife of slain Hizb ‘district commander’ Haq Nawaz and daughter of Naik, has been arrested by Police, Senior Superintendent of Police (SSP), Parbhat Singh, said. A Police officer was killed and three Security Force (SF) personnel injured as militants attacked a camp of the Special Operations Group (SOG) in Shopian District on July 21, Daily Excelsior reported. Official sources in capital Srinagar said that militants fired a rifle grenade at the SOG camp at Imam Sahib in Shopian in the afternoon. The grenade landed and exploded in the compound of the security camp, the sources said. While Special Police Officer Mohammad Shafi succumbed to his injuries at the hospital, three SF personnel were wounded in the blast which created a crater at the landing place in the compound. This is the first grenade attack in Kashmir in the past few months in which a Police officer has been killed. While no militant outfit has claimed responsibility for the attack so far Police officials said the Lashkar-e-Toiba (LeT) was suspected to be behind the attack.

Chidambaram on July 22 said that the terror threat to India had not diminished and the Government would remain alert against the menace with the epicenter of terrorism lying on India’s border. “… Let there be no illusion. The terror threat to the country has not diminished. During the last six months, a significant number of potential terrorists, including Madani, have been arrested. Our objectives are three-fold. Raise the level of preparedness, meet any terror threat directed against India; respond swiftly and decisively to any terror threat or any terror attack and we have to remain on guard against terror and cannot lower our guard,” Chidambaram said. While, replying to the debate in the Parliament on the demands for grants for the Union Ministry of Home Affairs for 2009-10, he said: “… terror is a global phenomenon but that do not give any solace to India because one of the epicentres of terror is the country on our border.” He also said that there was no question of withdrawing the Army from Jammu and Kashmir and they would continue to guard the border, prevent infiltration of terrorists and indulge in counter-insurgency operations. On the presence of paramilitary Forces in the State, the Minister said that additional forces sent there for the Amaranth Yatra duty would be withdrawn and redeployed after August 7 when the pilgrimage season ended. The other regular paramilitary forces would continue to assist the State Police in fighting terrorists, guard important installations/personalities and take part in counter-insurgency operations until the Jammu and Kashmir Police recruited more personnel, trained and deployed them for duties. Then the responsibilities now done by the paramilitary forces would be transferred to the Police over a period of time. Though militant activities had declined in the State, “agitational politics” such as indulging in agitations, violence and disrupting normal life even for a smallest incident was on the rise. This affected all people of the State. The Government would not allow efforts to “demean or demoralise” the security forces. “We must have faith in our Army and Security Forces. Just because there are one or two black sheep in the forces, let us not demean them,” Chidambaram said, referring to agitations launched against the paramilitary forces and for their withdrawal. The Government would review the demand for withdrawal of the Armed Forces Special Powers Act at an appropriate time, he added.

Unidentified militants intruded into the house of Mohammad Aslam Awan at Pahlipora Donadu under the jurisdiction of Keller Police Station in Shopian district on July 23, and fired indiscriminately upon the family members, killing him and his three-year-old son, Daily Excelsior reported. Militants had made an abortive bid to kill Aslam earlier this year on April 15. On the said date, they had reportedly attacked his residence in a similar fashion during which Aslam sustained bullet injuries while his mother had died on the spot.

Infiltration bids, which have decreased in 2009 compared to previous years, have off late been on the rise as more and more militants are trying to sneak into the State before the onset of the winter. Official sources said at least 1500 militants were waiting at various launch pads across the LoC in Pakistan occupied Kashmir (PoK), ready to infiltrate into the Valley after undergoing rigorous training in subversive activities in the tribal areas of Pakistan and PoK.

Police on July 27 recovered a consignment of explosives and ammunition from village Khour in the Reasi District. A hideout of the Hizb-ul-Mujahideen (HM) outfit was neutralized in the operation. Senior Superintendent of Police Anand Jain said a Police team carried out searches in Khour forests on specific information about a major HM hideout which was being used by the outfit for shelter. Recoveries made from the hideout include four grenades, detonators, one UBGL shell, 130 rounds of AK-47, batteries, charges and some explosive material used in making IEDs.

The Army foiled an infiltration bid in the Tangdhar sector near Line of Control (LoC) in Kupwara District on July 27, killing three militants, Daily Excelsior reported. Official sources said in capital Srinagar that Security Forces (SFs) laid an ambush near Eagle Post in Tangdhar sector following receipt of information that a group of heavily armed militants were planning to sneak in. As the militants crossed into the Indian side of the LoC in the wee hours, the SFs challenged them, and in the ensuing gun-battle, which lasted for several hours, three unidentified militants were killed. A cache of arms and ammunition, including three AK rifles, four magazines, hand grenades and pouches were recovered from the incident site. Infiltration bids, which have come down in 2009 compared to previous years, have off late been reportedly on the rise as more and more militants are trying to sneak into the State before the onset of the winter. Two Army soldiers and a Lashkar-e-Toiba (LeT) militant were killed in an overnight encounter in the Shopian District on July 29, Daily Excelsior reported. Official sources said in Srinagar that an encounter took place between Security Forces (SFs) and militants at Check Matribugh in the jurisdiction of Shopian Police Station in the two-storied house of Mohammad Maqbool Bhat. One militant was killed in the encounter while another managed to escape from the spot. The slain militant has been identified as Jahangir Ahmad Ganai, a resident of Haf-Shermaal in Shopian. Two wounded Army troopers, Islam-u-Din and Ratibar, succumbed to injuries at the hospital. One AK-47 rifle, four AK magazines and 59 rounds were recovered from encounter site.
