SFs arrested two top militants of Lashkar-e-Toiba (LeT), identified as Zulfiqar Ahmed and Aniece, from Snehi area Surankote in Poonch District, reports Daily Excelsior. One of the militants had returned from Gulf only five months back. While Zulfiqar Ahmed was a contractor, having taken some contracts in Doda District, Aniece had started working for him after his return from the Gulf nations about five months back. On the basis of their confession, SFs neutralised a hideout in the fields of Khanetar Top in Poonch and recovered 207 rounds of Pika, one round of Rocket Projectile Gun (RPG), one Global Positioning Set (GPS), one pouch, one tool box and other ammunition, documents and other belongings of the militants.

The militant commanders of LeT and Hizb-ul-Mujahideen (HM) outfits have used a new modus operandi to smuggle weapons into the Indian territory from the Line of Control (LoC) in Mendhar sector of Poonch District, according to Daily Excelsior. Official sources confirmed that the women, putting up in the villages across the fencing in Mendhar sector of Poonch, had helped the militants pick up the consignments of weapons from near the LoC and shift them to surrounding forest areas from where they were taken away by couriers of the ultras for further deliveries.

General Officer Command (GOC) of Srinagar based 15th Corps Lieutenant General S A Hasnain said militants in Pakistan occupied Kashmir (PoK) will increase their attempts to infiltrate into the Valley over the next two months but asserted that they will be in for a "surprise", reports Daily Excelsior. He further stated an estimated 700 militants were waiting at various launchpads to infiltrate into the State. Against the backdrop of heightened Chinese activity along the Ladakh border, the Srinagar Leh National Highway has been widened to allow passage of T 72 tanks. Hasnain said it was part of efforts to improve the infrastructure and resources for enhancing the capability of the Army.

On May 2, militants triggered a car bomb blast at Birma Pul, about one kilometer short of Udhampur town, on Jammu-Srinagar National Highway, targeting an Army vehicle carrying Major General D S Pathania, Commandant, Northern Command Hospital, reports Daily Excelsior. While a civilian, identified as Kuldeep Kumar of Krimchi in Udhampur District, was killed and seven others were injured in the attack, the Army official escaped unhurt. Preliminary investigations revealed that the car had been purchased by the first customer from Siliguri in Darjeeling District of West Bengal. It could be a stolen vehicle, Police said.

Security Forces (SFs) arrested two Hizb-ul-Mujahideen (HM) militants, identified as Ishtiaq Ahmad Wani (28) of Goshbugh-Pattan and Mohammad Amin Khan (29), resident of Bela Buniyar in Uri of Baramulla District. Police officials said that two militants were arrested at Indergam village of Pattan area in Baramulla District. One Chinese pistol, one pistol magazine, four rounds of ammunition and two Chinese hand grenades were recovered from Ishtiyaq while as the recoveries made from Amin include a revolver along with four rounds of ammunition and two Chinese hand grenades. Ishtiyaq was earlier affiliated to the Harkat-ul-Mujahideen (HuM) militant outfit and had been a close associate of Basharat Saleem alias Atif of Sopore.

Three persons identified as Javaid Ahmad Shah, resident of Razloo-Kund (Kulgam), Nazir Ahmad Wagay, resident of Mohammad Pora (Baramulla) and Manzoor Ahmad Lone resident of Razloo-Kund were arrested. The hawala money amounting to INR 3.18 lakh was recovered from the possession of arrested trio. Police has worked out the car blast case of Udhampur (May 2), which was carried out by a Pakistan-occupied-Kashmir (PoK) militant to target a senior Army officer of the Northern Command at the behest of Lashkar-e-Toiba (LeT) and Inter-Service Intelligence (ISI) of the Pakistan, and arrested on May 7, a Government official, identified as Abdul Mujeed of Thanamandi, Rajouri District (working as a Over-Ground Worker of LeT) for providing all logistics to the terrorist for reviving the sleeper cells of LeT and start fresh spell of terror in this part of the State. However, the terrorist is absconding and efforts are on to arrest him. It has been reported that, Mujeed was the owner of Maruti 800 that was blown up in the explosion. During Mujeed’s interrogation, the nexus behind the blast got exposed and involvement of a PoK militant, who was residing in Jammu during the past several years on the fake name and identity of Ghulam Sarwar alias Firdos, resident of Behrote Thanamandi, was established. Accordingly, Abdul Mujeed with the assistance of LeT ‘commanders’ namely Hanjla and Usman, arranged a State Subject Certificate, ration card, driving license, an identity card from an institute at Kanpur and CBSE Date of Birth certificate on the name of Ghulam Sarwar, to facilitate the stay of PoK militant in Jammu and Kashmir and avoid suspicion from any quarter. Deputy Inspector General (DIG) North Kashmir Range, Muneer Khan, said that the militants were operating in Kunzer village of Pattan area. The module was set up on the directions of a HM ‘commander’ Maqsood Ahmad Bhat alias Tariq, resident of Mamoosa, Pattan, presently serving detention in the jail. The aim of module was to revive militancy and to spread terror among people in areas like Pattan, Khore, Shirpora, Kunzer and Tangmarg (all in Baramulla District). The group was offering arms training to school going children in the adjoining orchards of Pattan. They had also intimidated people not to take part in the Panchayat elections and in fact had pasted threatening posters. The group was involved in two grenade blasts with one carried out on Army at Pattan market on September 9, 2010 and the second at Magam market on July 11, 2009. They had also made an unsuccessful attempt on the life of Abdul Karim Dar, Chairman Municipal Committee, Kunzer in 2010.

"We have cleared cases of 20 persons. The names have been sent to the Ministry of Home Affairs (MHA) and Ministry of External Affairs (MEA) for further follow up," State Home Commissioner B. R. Sharma told PTI. "The committee has recommended that they should be given benefit of the (surrender and rehabilitation) policy," he said. The state government had on November 23 last year announced its surrender and rehabilitation policy intended to facilitate the return of its men who had sneaked to PoK for getting training in militancy but had later given up it due to change of heart and are willing to return to the state. "Those who have gone to PoK/Pakistan between 1.1.1989 and 31.12.2009 and their dependents will be eligible for consideration under the policy," says the policy. Chief Minister Omar Abdullah had on May 9 said the Government has received nearly 700 applications from local militants in PoK, who want to renounce violence and join the mainstream. An estimated 1,300 youths from various parts of the State are in PoK and most of them and are willing to return, officials said.

The State Cabinet on May 12 accorded approval to the extension of benefit of cash compensation of INR 4 lakh (excluding ex-gratia of INR 1 lakh) to the next of kin of surrendered militants killed in the militancy related incidents, according to Daily Excelsior. At present, only the next of kin of civilians killed in militancy related violence are provided cash compensation to the tune of INR 4 lakh (excluding ex-gratia of INR 1 lakh) in lieu of Government job to which they are entitled to under SRO-43 of 1994. Of the 290 cases of surrendered militants killed in militancy incidents, which are pending for cash compensation, 258 are in Kashmir valley and 32 in Jammu region. Twenty cases are pending in Srinagar, seven in Ganderbal, 22 in Budgam, 21 in Pulwama, 36 in Anantnag, 15 in Kulgam, three in Shopian, 26 in Bandipora, 62 in Baramulla, 44 in Kupwara, two in Ramban, six in Kishtwar, 18 in Doda 8 and six in Rajouri. There is no such case in Jammu, Samba, Kathua, Udhampur, Reasi and Poonch Districts.

In meeting chaired by Chief Minister Omar Abdullah decided to implement the Standing Operation Procedures (SOPs), which has been approved by Union Home Minister P Chidambaram with immediate effect. It was based on twin objectives — ensure that law and order is maintained at all costs and keep use of force least depending upon the situation but, at the same time, didn’t allow the law and order go out of hands. Sources said the Government has decided to allow peaceful protests in Kashmir, if any. It has also directed Security Forces (SFs) not to use force on peaceful protests unless they turn violent. Some of the laser weapons, which the State would be getting by the end of June, would be used to avoid casualties on the protesters. Arrangements for the upcoming Amarnath yatra (pilgrimage) were also reviewed in the meeting. It was decided in the meeting that the threat perception to Amarnath yatra was the same like that of 2010. Therefore, security arrangements for the yatra right from Lakhanpur to Shri Amarnath ji cave shrine in South Kashmir Himalayas would also be same.
