The Chhattisgarh Government has finally pushed ahead with its stalled peace agreement with Communist Party of India-Maoist (CPI-Maoist) reached after the abduction of collector Alex Paul Menon, clearing the way for the release of suspected Maoists from jails, a top official said on August 1, reports The Hindu. “As per the directive of the state government, the district administration will not oppose the bail application of the suspected Maoists incarcerated in Raipur Central Jail,” Raipur Collector Pardeshi Siddharth Komal said. Komal, on behalf of the Government, had on July 31, submitted an affidavit stating that the Government had no objection if the court accepted the bail plea of Meena Choudhary, paving the way for the release of the Maoist on bail. Chaudhary, accused of running the urban network of the Maoists, is in prison since January 2008 for her alleged involvement in Maoist activities in Chhattisgarh.

A Communist Party of India-Maoist (CPI-Maoist) cadre was killed in an exchange of fire with Para-military troopers assisted by Chhattisgarh Police in Edanar forest at Tadoki area in Kanker District on August 3, reports Daily Pioneer. “A small team of Maoists opened fire on a joint contingent of the Border Security Force (BSF) and the Chhattisgarh Police at Edanar forest and the forces retaliated strongly in which a Maoist was killed on the spot and two of his associated were arrested,’’ Superintendent of Police (SP) Rahul Bhagat said. The Police recovered live bombs, arms, detonators and wires from the encounter site, the SP added. Also reported that the Police destroyed the temporary Maoist camp set up there, adds Zee News.

Three months after they abducted and released Sukma District Collector Alex Paul Menon, the Communist Party of India-Maoist (CPI-Maoist) cadres in Chhattisgarh have accused their own mediators of deceiving them by not ensuring the release of their jailed cadres in exchange, reports The Indian Express. “The mediators deceived us. They did not tell us anything about the agreement and the committee. They told us the Government has assured them that some of our men will be released, so release the collector. But nothing happened,” Keralapal Area Committee Secretary of CPI-Maoist, Madkam Bhima alias Akash, told The Sunday Express. Akash led the abduction of Menon on April 21, 2012. However, the mediators - B D Sharma and Prof G Haragopal - refuted Akash’s allegations. “Now I don’t remember exactly. Everything was well-settled then, I do not know from where these things are emerging,” Sharma said.

A day earlier on August 6, Maoists blew up a Mine Protected Vehicle (MPV) killing a CRPF trooper and injuring five others in the same District. The blast that injured four CRPF and one State Police personnel occurred when 80-personnel strong contingent of Security Forces (SFs) were out on patrol at a place under Aranpur Police Station of the District. The mine protected vehicle was totally damaged in the explosion which is suspected to have been carried out by triggering an Improvised Explosive Device (IED) kept under the road on which the vehicle rolled over, a senior official said.

Chhattisgarh Chief Minister Raman Singh on August 7 urged the Communist Party of India-Maoist (CPI-Maoist) to shun violence and come to the negotiation table, reports PTI. "We have not stopped the process of dialogue with Naxals [Left Wing Extremists]. It should go forward. Because the issue can be resolved only through dialogue and not by getting involved in arms race," he told reporters during an interactive session organised by the Rambhau Mhalgi Prabodhini in Mumbai. Speaking on Independence Day (August 15) at the Police parade ground in Raipur, Chief Minister Raman Singh branded the Communist Party of India-Maoist (CPI-Maoist) as "anti-national", reports Newstrackindia.com quoting IANS. The Maoists, he said, were "anti-national, anti-constitution, anti-development and anti-humanity", adding, their claim of fighting for the poor was falsehood. He accused the Maoists of illegalities such as extortion as well as smuggling of drugs, arms and timber. They also committed mindless violence against innocent villagers and security forces, he added. Singh expressed the hope that Chhattisgarh will soon overcome the Maoist problem. He sought the support of the people in forested areas to isolate the Maoist insurgents. Singh said tribal youths were given employment in Police and other Government departments to prevent them from joining the Maoists. Besides, a number of development schemes have been lined up to ameliorate the plight of people living under the shadow of insurgency, he added.

A Communist Party of India-Maoist (CPI-Maoist) couple surrendered before the Police in Rajnandgaon District of Chhattisgarh on August 23, reports Zee News. Chhotu Padha, a self-styled ‘platoon commander’ and his wife Karuna Usendi, a deputy section commander of a dalam (armed squad), were active in Rajnandgaon and Gadchiroli District in adjoining Maharashtra over the last several years, Deputy Inspector General (DIG, Rajnandgaon) S K Rathore and District Superintendent of Police Sanjeev Shukla said. Both of them were actively involved in 2009 Markegaon, Hatti Gota and Laheri encounters and blasts which had claimed the lives of as many as 48 Policemen, they said. Bastar Inspector General of Police TJ Longkumer said on August 24, “Security forces have been put on high alert in view of the Central investigative agencies inputs. Andhra Pradesh-based top Maoists are now sneaking into Bijapur district with a purpose to carry out attacks on police and paramilitary forces.” Bijapur District Superintendent of Police Prashant Agrawal said, “Maoists are now playing a psychological game against security forces. To curb movement, they are planting internal areas of the District, especially roads, often with fake improvised explosive devices (IEDs) filled with soil, just to test the nerves of security forces fighting against them.”

The Security Force (SF) personnel killed two Communist Party of India-Maoist (CPI-Maoist) cadres and arrested four woman Maoists during a joint operation of District Police and 39 Battalion of Central Reserve Police Force (CRPF) in Narayanpur District of Chhattisgarh in the night of August 24, reports Zee News. According to Additional Director General of Police (Naxal operations), Ram Niwas, following an intelligence input that a number of armed Maoist cadres were meeting in the area, a joint team of Central Reserve Police Force (CRPF) and District Police comprising 300 troopers laid siege to a forested area of Narayanpur District around 8 pm. Seeing the SFs encircling them, the Maoists started firing indiscriminately at the SFs prompting an encounter, which lasted nearly three hours. Two Maoists were killed while four injured women Maoists, hiding near the spot, were arrested. SFs recovered the bodies of the two slain Maoists, 'Bharmar' guns, ammunition and Maoist literature from the site. No casualty or injury was reported among the SF personnel.

Confirming the operation, Superintendent of CRPF 65th Battalion S.K. Singh told IANS: "At least three insurgents were grievously injured in the encounter that took place between security forces (SFs) and Maoist ultras in the jungles of Mardakalan." After searching the area the SFs recovered two 12-bore guns, 20 pieces of detonators, two powerful tiffin bombs, empty magazines of ammunition, medicines, Maoist literature, and commando uniforms from the site, an official said.

District Superintendent of Police (SP) Abhishek Shandilya told IANS that "Maoist guerrillas last (Wednesday) evening attacked the jeep in which the panchayat secretary was travelling, along with four others" in Sukma District under Konta Police Station limits. Congress worker G Sai Reddy, driver Sodi Dalla, helper Betty Satyam and one other man are being treated at Konta government hospital and are stated to be out of danger, Shandilya said.
