A Panchayat (village level local self Government institution) Secretary, identified as Hingaram Kodiyam, was killed by the cadres of the Communist Party of India-Maoist (CPI-Maoist) near Keshkutul village under Bhairmgarh Police Station limits in Bijapur District on October 1, reports Outlook. Kodiyam's body was found lying in a pool of blood in a restive patch of Bhairamgarh-Kutru road, Additional Superintendent of Police (ASP) Indira Kalyan Elesela said.

The Police shot dead a Maoist ‘deputy commander’ after an exchange of fire in a forested patch in Bijapur District on October 1, reports The Pioneer. A Police team comprising District Force (DF) personnel had started on a search operation from the District headquarters on September 30. During the operation at different places, the Police teams were attacked by Naxals [Left Wing Extremists (LWEs)] who had also placed IED (Improvised Explosive Device) and pressure bombs in different places and a Head Constable of District Police, Dasrath Nag, was injured in one of the blasts during the operation, Superintendent of Police (SP), Bijapur, KL Dhruv said. While searching the area after the encounter in forests of Munga village, body of a Naxal was found who was identified as Korsa Ayatu (26) resident of Munga Devgudipara village. Ayatu was the ‘deputy commander’ of Chetna Natya Mandali (CNM) one of the offshoots of CPI-Maoist. He had joined Naxal cadre in 2005 as a 'sangham' member and in 2007 he became an active member of Gangaloor Local Operating Squad (LOS). After working as LOS for three years in 2011 he was made ‘deputy commander’ of CNM. A muzzle gun, backpack and items of daily use were found near the body, the SP said.

Eight Maoists including two women and a ‘Jan Militia Commander’ carrying a reward of INR 125,000 surrendered before Superintendent of Police (SP) Office in Kondagaon District on October 7, reports The Pioneer. The surrendered cadres were active members of Barda Dalam (squad) for past seven years, SP Kondagaon, Abhishek Meena said. The surrendered cadres were operating in Dhanora, Iragaon, Amabeda and Benur areas of the District and were identified as Baiju son of Beersai, Remesh son of Chamra, Beersingh son of Mankuram, Agnu, Mangal son of Tagru, Siyaram son of Mansai and Juggo. Baiju was a ‘Jan Militia Commander’ of the outfit and carried a reward of INR 125,000 on his head. The senior cadres issued life threats when they expressed desire to leave the outfit. They accused the senior cadres of Andhra Pradesh of atrocities on tribals and exploitation of local women besides extortion. They were not allowed to meet their families, marry or have children, Police said.

In a statement issued by Gudsa Usendi, spokesperson of the Dandakaranya Special Zonal Committee (DKSZC), to “condemn” the surrender of DKSZC member Arjun and his wife Ranita before the Police in Telangana, the party said the couple could not withstand the “difficult time” faced by the movement. “Arjun and Ranita overestimated the enemy power as undefeatable in the present tough times. But these are only the phases of any revolutionary movement,” claimed Gudsa Usendi adding that their surrender did make a “negative impact” on the party. Abhay, the spokesperson of the CPI-Maoist ‘central committee’ in another statement said “Not a single day is passing without the ‘usual’ encounters and fake encounters of both revolutionaries and common people in the movement areas. Excessive cordon and search operations, area dominations, loot, destruction, mayhem, tortures and atrocities on people by the government forces are going on in Dandakaranya.” On the deployment of the Naga Battalion in Chhattisgarh, the DKSZC spokesperson appealed to the Naga troopers not to come to Chhattisgarh “as slaves in the service of exploiters” and raise their voice against ‘forcible deployment’ and express solidarity with the tribal people fighting for their very existence. The report was submitted in a court in Bilaspur on September 23 and said the Maoists celebrated with a "macabre dance of death" on the spot after killing Karma. "Presence of Salwa Judum founder and Congress leader Mahendra Karma in the convoy was one of tempting and lucrative reason for CPI (Maoist) in taking decision to attack the convoy of Congress. The previous and post conduct of the accused persons establish their intention, conspiracy, reparation, and execution to lay ambush on the Congress Parivartan yatra to avenge against Mahendra Karma," said the 36-page NIA charge sheet. "A decision to carry out a big attack in Darbha region was hatched in the meeting of South Regional Unified Command (SRUC) of CPI (Maoist) held from February 16-25, 2013, somewhere in forest area near village Pidia of Bijapur district and various Maoist formations were asked to assemble in Darbha", the charge sheet said. A week before the attack, Maoists got "information" of possible movement of Karma and other Congress leaders in Darbha to participate in Parivartan Yatra and decided to target it, the NIA added. "In pursuant to the conspiracy to attack Parivartan Yatra, Maoist commanders conducted recce of Sukma - Jagdalpur Highway (NH221, now NH-31) and identified a suitable spot in Jheeram valley for ambush. The rehearsal / mock drills for the attack was carried out for five six days in the forest area near Ekkum-Chikpal. During mock drills, cadres were divided into various teams/groups like Assault group, Stop Group, Signal Group, Blast Squad, Seizing party and Senior Commanders briefed them about the terrain, possible situation, their individual role, snatching tactics & escape routes," the NIA said. The NIA investigation also brought out that Maoists planted a landmine under the NH- 221 near the culvert as well as at different places for defensive measures as well as to inflict causality on probable reinforcement/ rescue team.

Anita worked in Barda dalam (squad) of Maoists during 2006-2009 and subsequently shifted to Pakhanjore and worked along with ultras of Maharashtra. Anita carrying a reward of INR 320,000 on her head, also headed Chetna Natya Manch (CNM), a cultural outfit of the CPI-Maoist, in Badedongar and used to handle 'Natya Shala', meant for training new recruits in cultural wing of the proscribed organisation. Anita's husband Manku was an active member of military dalam Platoon number 5 and INR 800,000 was announced for his arrest. The duos were allegedly involved in several incidents of crime, including loot, arson, murder and attacks on security forces in the region, Kondagaon Additional Superintendent of Police (ASP) Surjit Atri said. In a separate incident, Kawde, who was carrying a reward of INR 100,000 on his head, and a native of Kodoli village under Narayanpur District's Orchha Police Station limits, surrendered before senior Police and Central Reserve Police Force (CRPF) officials in Dantewada District, Dantewada SP Kamlochan Kashyap said. Kawde was working as the ‘jan-militia commander’ of Mad Uttar Bastar Division of the CPI-Maoist, Abujhmadh, Kashyap said, adding that Kawde has been involved in several incidents of Maoists crimes in the region.

The four insurgents who surrendered in Jagdalpur (District headquarters) are ‘deputy commander’ Indravati Area Committee Podiyami Hidma alias Lakshman and three female insurgents identified as Murami Palo, Madvi Batti and Ramo Vekka. SP, Jagdalpur, Ajay Yadav informed that Lakshman handed over one hand grenade and 6 kg tiffin bomb to Police after surrender.
