The process of further recruitment of Special Police Officers (SPOs) for rural areas for assisting the Police forces of the State was stalled as a result of recent Supreme Court (SC) judgment on SPOs in Chhattisgarh, reports Times of India. The Jharkhand Government has adopted a wait-and-watch policy in the recruitment drive. A senior Police officer said that Jharkhand had no problem in recruiting SPOs as the SC’s judgment was restricted only to Chhattisgarh where SPOs were armed and engaged in anti-Naxal operations. SPOs in Jharkhand are not deputed in any kind of anti-insurgency operation.

A Communist Party of India-Maoist (CPI-Maoist) ‘area commander’, identified as James Murmu, who was arrested on August 4 in Jharkhand, has revealed that the Maoists are planning to target Mohammad Bazar station in the bordering Birbhum District of West Bengal and Security Forces(SF) guarding coal-laden trucks in neighbouring Pakur. “Altogether 200 fresh recruits are being trained to attack the Mohammad Bazar Police Station under the supervision of CPI(Maoist) zonal commander Ravi Marandi, alias Vishvanathda,” a Police source quoted the 25-year-old as saying. He pointed out that CPI- Maoist frontal organisations such as Nari Mukti Sangathan (Association for Women’s Emancipation) and Kisan Kranti Morcha (Peasant Revolution Front) were also being strengthened to spread their ideology and strengthen base in rural areas. According to Murmu, currently nine women cadres of the CPI-Maoist armed squad in Shikaripara and adjoining block areas of Dumka Distict are adept in operating sophisticated firearms, including carbine and self-loading rifle.

The Police also found blood stains on the spot, which indicated bullet injuries inflicted on both sides of the extremists, Mathew said. An armed squad of the Communist Party of India-Maoist (CPI-Maoist) comprising nine to 10 cadres raided a railway construction site at Posaita near Chakradharpur in West Singhbhum District and set ablaze seven construction equipments between 1am and 2am (local time) of August 6. The vehicles - three dumpers, three earthmovers and a vibrator roller – were engaged on a project to widen railway tracks between Chakradharpur and Manoharpur. Security Forces of Bihar, neighbouring Uttar Pradesh and Jharkhand have launched a joint operation ‘Vishwas’ (belief) to apprehend Communist Party of India-Maoist (CPI-Maoist) cadres in the wake of hundreds of people in Naxal [Left wing extremism]-hit Rohtas District having escaped from their villages in fear of the Maoists, a Police official said on August 6. The operation was being carried out by the Special Task Force (STF), Commando Battalion for Resolute Action (CoBRA) and the Police units of three States with helicopter assistance in the contagious forest areas, ranging from Kaimur and Rohtas Districts in Bihar, Palamau District in Jharkhand and Robertsganj District in Uttar Pradesh, Superintendent of Police (SP), Rohtas, Manu Maharaj said. The homeless people, numbering around 400 from villages under Rohtas, Nauhatta and Chenari Police Station areas of the District fled from their houses in fear of attack by the Naxals and were now lodged at a camp in Chenari block, the Rohtas SP said.

The 24-hour bandh (general shut down) called by the Communist Party of India-Maoist (CPI-Maoist) against the ongoing operations by Security Forces (SFs) in the Maoist-hit zones, badly hit mining operations and lives of people in the rural areas on August 9, reports The Times of India. However, it had a partial impact in urban areas. The Maoists have even threatened to call an indefinite economic blockade across the State if the SFs continue their operation. Sources from the mining industry revealed that operations were crippled owing to the bandh, especially in West Singhbhum and some parts of Lohardaga, Gumla and Ramgarh.

Seven People’s Liberation Front of India (PLFI) cadres were arrested with arms and ammunition from Jamuari Masu Hesal Majila Toli in Angara in Ranchi District, on August 13, reports The Telegraph. The arrested PLFI cadres were identified as Tulsi Pahan, Kishore Munda, Shivnarayan Mahto, Subhas Ram, Brij Mahto, Naseem Ansari and Marwari Pahan. All are in the age group of 25 to 30. Arms and ammunition recovered from them include a locally-made rifle, a 9mm pistol and 25 rounds of ammunition in five magazines. “We also found posters, uniform and letter heads,” Ranchi Senior Superintendent of Police Saket Kumar Singh said at a news conference. He added that this PLFI squad was new. It was constituted by one Kunwar two months ago. “The group’s leader is Tulsi Pahan. "At least four Maoists were shot at during the strong retaliatory action by the security forces, beating down the Maoists attack on CRPF camp immediately after the flag hoisting ceremony at Rania," Superintendent of Police Manoj Kaushik said. He said the Security men saw blood stains at several places during search operation and found out that at least four Maoists were hit by bullets and were dragged away by their retreating associates. About 200 bullets were exchanged during the encounter before Maoists retreated into the forests, the official said. However, there was no casualty on the CRPF side, he added.

In a major bid to overhaul governance in areas vulnerable to Naxalism (Left Wing Extremism), the Central Government is all set to launch a Centrally-sponsored scheme for nearly 300 blocks across seven States, reports The Indian Express. The scheme, christened as Central India Tribal Plan, would be implemented from the next year and executed by hand-picked officers with an impeccable career profile under the direct monitoring of the Independent Evaluation Office (IEO) to be set up by the Planning Commission. The Commission which is firming up the blueprint has suggested re-casting the focus from the Districts to the tribal-dominated blocks where the scheme would be implemented and its execution intensively monitored. “In the 12th Plan we are going to cover the entire central Indian tribal belts of Madhya Pradesh, Gujarat, Chhattisgarh, Andhra Pradesh, Jharkhand, Bihar and West Bengal. We need to allocate money in a more focused way by ascertaining which area needs how much money,” Commission member Mihir Shah told The Indian Express.

SFs have been carrying out anti-Maoist operations inside Saranda forest for more than a fortnight now. Kolhan DIG, Naveen Kumar Singh conceded that they had begun fine-tooth combing in Saranda since July 31, but refused to divulge any further. “Operations are going on in Saranda. Nothing more can be said at the moment”. On January 17, a lone and hurriedly installed jammer, instead of the requisitioned three, had helped three Maoists flee Chaibasa divisional jail in West Singhbhum District. A section of jail officials conceded that the jammers were lying defunct for around three months. They said Hyderabad-based Public Sector Unit (PSU), Electronics Corporation of India Limited (ECIL), which had installed the jammers, had been informed, but they were yet to follow up on the matter. While chinks in Seraikela prison security are becoming visible with each passing day, Police are yet to trace the six fugitives. Seraikela-Kharsawan SP, Abhishek said the recently commissioned four-member task force had launched a massive manhunt at various places. “We are trying our best to track them down,” he said.

The incident took place around 5.30 pm, soon after the prisoners were escorted back to jail after being produced in Seraikela court. Although the police chief declined to divulge details, unnamed intelligence officials have indicated that Naxalites were investing large sums of money in real estate property, financial institutions, schools, trusts etc. Making investments in these areas, and not in banks, the intelligence officials said, were meant to avoid detection by the police. Giving additional information, another unnamed senior police official said, "The Naxalites are earning about Rs 60 to 70 crore by extortion, levy and taking cuts from development funds per annum.". About two dozen apartments are under construction in Ranchi, some of which are being built on finances from the Naxalites. Besides Ranchi, the Naxalites are also alleged to have invested in other districts such as Dhanbad, Jamshedpur, Hazaribagh, etc. Reports further indicated that Naxals are investing also in Bihar, West Bengal and Maharashtra, besides illegally transferring amounts to Nepal though unofficial (hawala) channel.

"The nabbed persons were identified as Sanjay Ekka of Raidih and Sundar Pal Singh of Balidowa and Ramlal Bhagat of Natawal in Chainpur," Police said. Police were tipped off about the arrestees who were going to meet their ‘area commander’ Durjan alias Amar Singh to hand over the amount collected as levy from one Basant Sahu of Salyakona village, a Police officer said. The trio also confessed that Sahu was threatened to give INR 200,000 as levy on August 14 and gave them INR 20,000 as a part of it on August 21. On July 10, one Baleshwar Sahu was shot dead by this group of PLFI at Raidih Patratoli in Gumla District when he failed to pay money to the PLFI ‘commander’ Amar Singh.

If the claims of the Police are to be believed, then for the first time, Security Forces (SFs) have reined in the Communist Party of India-Maoist (CPI-Maoist) who had gained control of the near 700 hills in the dense forests of Saranda, in the longest ever anti-Naxal [Left Wing Extremism (LWE)] operation called ‘Operation Monsoon’. SFs claimed that they have virtually pushed the Maoists out of their area of dominance, which in the parlance of the rebels is referred to as liberated zone. Saranda is spread over 85,500 hectares along the border of Jharkhand and Odisha where neither the Police nor any Government machinery ventured in the past one decade. This gave the Maoists the liberty to run the area from over a dozen camps, including their Eastern Regional Bureau headquarters.

According to The Telegraph, reports that the Communist Party of India-Maoist (CPI-Maoist) has initiated large-scale recruitment of young village boys and girls and training camps for the new cadres in inaccessible terrains of eastern Bihar Districts and neighbouring parts of Jharkhand. The intelligence reports claimed that the camps have been providing training to members of Marak Dasta (armed squad). “In the camps, the newly recruited members were taught the basics of handling firearms, climbing trees, making bunkers in forests, measures to avoid arrest, getting information and developing sources from the rural folk and others,” the report claimed. It said the camps are conducted for 15 days and a fresher has to undergo training in four or five camps.
