a Maoist diktat in several blocks of Gumla District has prompted the administration to bar students of two residential schools from visiting their parents during summer vacation, reports The Times of India on May 3. A source in the District Administration office said Maoists had asked villagers to send "at least one child from each family for induction". The rebel outfit recruits children in its bal dasta (child squad). The District Police had earlier saved 24 children, including 14 girls, in March from the clutches of Maoists after their parents sought protection. Gumla District Collector Shrawan Sai said on May 2, 84 children in the two residential schools in Bishunpur and Ghaghra blocks would stay in hostels. The schools are run by the Welfare Department. Most of the students are from villages in Bishunpur, Ghaghra and Nirasi blocks, which are tribal-dominated. Sai said 200-odd children, 50 percent of whom are girls, from Maoist-affected villages have enrolled and all of them would be shifted to the two newly constructed buildings. The District Collector made it clear that only those children "staying in the two hostels" would not be permitted to go home for summer holidays.

the last day of the CPI-Maoist sponsored bandh (shut down strike) call in four States went without violence, reports The Times of India on May 4. But the impact of the bandh was felt in rural areas as people preferred to stay indoors despite tight security. Commenting on the ground situation S.N. Pradhan, Jharkhand Police Spokesperson said "Highways remain mostly deserted. In some pockets which are considered vulnerable buses did not ply." The bandh, however, had little impact on cities. In Giridih, all modes of transport, including long distance buses and other vehicles on the highways, remained as usual across the region. The Maoists have called the bandh in West Bengal, Odisha, Jharkhand and Bihar in support of a better life of farmers.

Jharkhand Police on May 17 said Chatra-based journalist Akhilesh Pratap Singh was killed by Tritiya Prastuti Committee (TPC) cadres over a payment dispute in Chatra district, reports The Hindu. The Jharkhand Police also said Singh, a part-time contractor, was killed after he allegedly failed to pay a ‘levy’ to the TPC which controls Chatra District. Three persons, Suraj Saw, Jhaman Saw and Birbal Saw, have been arrested in connection with the killing. Police said shooter Munesh Ganjhu and Mukesh Ganjhu in whose house the murder was planned were absconding. The Police added that Singh — district correspondent for regional Hindi news channel Taaza TV — was once a Communist Party of India-Maoist (CPI-Maoist), having been an ‘area commander’ in Barachatti of Bihar, from where he hails. Akhilesh Singh also called Indradev Yadav, was gunned down outside the Devriya panchayat bhavan (village level local self government institution) around 8.30 pm on May 12. Jharkhand Police Spokesperson and Additional Director General (ADG) S.N. Pradhan said the shooting had taken place after an argument between Singh and Mukesh Ganjhu four days earlier. “Mukesh Ganjhu may not be a TSPC member but he definitely is a supporter. He handles contracts on behalf of the organisation,” said Pradhan. “Ganjhu, on behalf of the TSPC, demanded seven lakh rupees as levy and Singh had agreed to pay. This was not the first time that the two were involved in a transaction but suddenly, Singh called the deal off for an unknown reason. This is why the fracas took place,” said Pradhan. The TPC, like the Maoists, collects a levy of about 6-8 percent of a project’s estimated cost. TPC is a splinter group of the CPI-Maoist.

Jharkhand will strike off several ‘armed groups’ from the official list of LeftWing Extremist (LWE) organisations and declare them rogues, Chief Minister Raghubar Das said on May 18, , unveiling plans to tackle outfits involved in extortion, abductions and killings, reports The Hindustan Times. At least 17 armed groups are active in Jharkhand but Police say that most of them are just running extortion rackets targeting businessmen and the salaried. Besides, some of these gangs are also accused of raping women and trafficking girls. Sources said the trigger for the decision was the murder of a television journalist in Chatra District, allegedly by a splinter Maoist outfit for his refusal to pay ‘tax’ to the outfit. “Unlike the Maoists, the various other armed groups operating from our jungles like People’s Liberation Front of India (PLFI) and Tritiya Prastuti Committee (TPC) have no ideology. They extort money and indulge in violence. They do not deserve mercy and needs tough treatment,” Das said. Police said delisting groups from the LWE list will enable security forces to go after them as ordinary criminals.

The Communist Party of India-Maoist (CPI-Maoist) cadres have set ablaze 35 vehicles in the past five months in Jharkhand, reports The Business Standard on May 25. Between January 19 and May 24, a total of 35 vehicles involved in construction work have been torched in the State. The vehicles were set ablaze in Ranchi, Dumka, Lohardaga, Gumla, Chaibasa, Ramgarh and other districts of the State. "Maoists main source of earning is extortion and levy from the development and construction work. In the past, police cracked down on many companies involved in road construction that were giving levy to Maoists. This dented Maoists source of earning in a big way. The denial of levy led them to torch vehicles," said a Police official involved in anti-Maoist operations.Meanwhile, the State Police with the help of paramilitary forces have destroyed many bunkers and recovered more than 2,000 landmines.

Suspected cadres of People Liberation Front of India (PLFI), gunned down two youths in the forests of Basia area in Gumla District on May 28, reports The Times of India. Police said that six rebels on bikes abducted Ajay Kumar Singh (30) and Raju Kerketta (19) at gunpoint from Bondekera village, around 75km from the district headquarters, around 6pm. The incident took place when the duos, both residents of Bondekera village, were returning from a local market. The suspected PLFI cadres then took them away into the deep forests and shot them from point blank range. Preliminary investigations suggest that the assailants used a .315 bore rifle to pump as many as three bullets into each of them. According to local villagers, Singh was a small time mahua seller and Kerketta used to work for him. A month ago, Singh had a clash with some people, who were suspected to be associated with the PLFI. "The murders are probably the fallout of that clash," said a local villager. PLFI is a splinter group of the Communist party of IndiaMaoist (CPIMaoist).
