The cadres of the Communist Party of India-Maoist (CPI-Maoist) killed a contractor, identified as Rabindra Bidika alias Ruben (40), near Bikrampur under Narayanpatna Block (administrative division) of Koraput District on December 3, reports Orissadiary.com. Maoists suspected him to be a Police informer. Bidika was on his way to Narayanpatna on a Motorcycle along with two others, when a group of Maoists opened fire on them. Bidika died on spot while the other two were injured. The Maoists also set ablaze his motorcycle.

The two-day country-wide shut-down called by Maoists evoked mixed response on the first day on December 4 in the State amid disruption of vehicular movement and closure of shops in some places, reports Zee News. Road traffic was affected in several areas of Naxal [Left Wing Extremism (LWE)]-infested Districts like Malkangiri, Rayagada, Gajapati, Sundargarh and Kandhamal during the bandh (shutdown strike) called by the Maoists in protest against the killing of their top leader Mallojula Koteswara Rao alias Kishanji. Shops and business establishments remained closed in Kalimela, Motu, Padia and Chitrakonda areas of Malkangiri District, the Police said. In Sundergarh District, shops and markets were shut in areas bordering Jharkhand and remote places. No untoward incident was reported from any place of the State and the bandh has remained peaceful so far, the Police said.

The Union Cabinet on December 7 approved the proposal to extend the Integrated Action Plan (IAP), a scheme meant for carrying out development works in Naxal [Left-Wing Extremism]-affected Districts through local administration - to 18 more Districts with Andhra Pradesh getting one-third of it as "peace dividend", reports The Times of India. The scheme will now be implemented in 78 districts across nine Naxal-affected States from the next fiscal (2012-13). The latest approval will extend it to six Districts (Vishakhapatnam, East Godavari, Warangal, Karimnagar, Srikakulam and Vizianagaram) in Andhra Pradesh; three Districts each of Jharkhand (Ranchi, Giridih and Khunti) and Odisha (three including Ganjam and Nayagarh); two each in West Bengal (Bankura and Purulia); Bihar (Munger and Kaimur) and Uttar Pradesh (Mirjapur and Chandauli).

According to BD Chhatria, in-charge of the local Police Station, about 25 armed Maoists, including some women cadres, raided the camp and asked all the 13 construction workers to leave. "They then set ablaze six vehicles -- four tractors and two multi utility vehicles," he said. The trains which will route through the Kharagpur-Tata, Kharagpur-Adra and Rourkela-Chakradharpur sections will travel with adequate safety precautions and at a restricted speed of 75 km per hour between 10 pm and 5 am during the bandh (shut down strike) called by the Maoists. Explosives including two landmines, four electronic detonators and a few metres of live wire, Maoist posters, banners and handwritten letters were recovered from the possession of the arrestees. The Police said following a tip-off that Maoists are planting explosives on Chandrapur-Dangasorada road within Chandrapur Police limits in the night of December 11, the operation was chalked out. A top Communist Party of India-Maoist (CPI-Maoist) cadre and three of his associates were arrested in Sambalpur District on December 13, The Telegraph. The Police said that while Sansar, a resident of Gurubeda under Arki Police Station in Khunti District in Jharkhand, had been actively involved in Maoist activities in Sambalpur and across the border, his associates Basant, Durga and Manglu were helping him organise a camp for the Maoists in the area. Sambalpur Superintendent of Police Nikhil Kanodia said the Police had also recovered a motorbike, a hand-written note and some cash from the Maoists. “Sansar has been associated with the Maoist outfit for the last one-and-a-half years. He had been actively involved in rebel activities in Sambalpur for the past four months. He was also involved in Maoist activities in Jharkhand,” Kanodia said.

While two mobile towers were attacked in Gajalabadi, three were attacked in Ashurabandh under Sorada police station limits. Separate groups of about 20 Maoists each attacked the mobile towers belonging to private cellular operators located in Ganjam-Kandhamal-Gajapati border. Dismissing allegations that the Government had miserably failed to tackle the Left-wing extremists, the Chief Minister said the militant activities of the CPI-Maoist have been contained to a great extent. ‘’There has been no organised Maoist attack on security forces during the last one year. Important roads have been secured for effective deployment of forces and operations by police and security forces,’’ he said in his reply to the discussion on the supplementary demand of grants for the Home and the General Administration departments. The Chief Minister said his Government was formulating a revised surrender and rehabilitation policy by making the package more attractive to encourage Maoist cadres to give up arms. Stating that the strength of Special Operation Group (SOG) has been substantially enhanced, the Chief Minister said inter-State coordination meetings are being held with neighbouring Andhra Pradesh, Chhattisgarh and Jharkhand for better coordinated operation against the Maoists. The Chief Minister slammed the Union Government for reduced allocation of Central assistance under Modernisation of Police Force (MPF) scheme over the years despite the State utilising 99 per cent of the funds provided since 2000.

Two huge arms dumps of the Communist Party of India-Maoist (CPI-Maoist) were unearthed by Security Forces in Malkangiri District, close to Andhra Pradesh border, on December 20, reports The Hindu. They were located during a joint operation by personnel of the Border Security Force (BSF), Special Operation Group (SOG) and District Voluntary Force (DVF) inside the dense Khalaguda forest, 35 km from Khairaput Police Station. According to Police sources, the Maoists managed to escape. The recovery included 24 gelatine sticks, 103 commercial detonators, two switches of Improvised Explosive Devices (IED), one IED box, three steel tiffin carriers used to manufacture IEDs, two wire bundles, batteries of remote control devices, electronic stop watch, various electronic circuits, 20 capacitors, and two large plastic drums. Publicity material of the Maoists, both in Odia and Telugu, was also unearthed. A projector screen was also seized.

Central leadership of the Communist Party of India-Maoist (CPI-Maoist) has assigned the outfit’s Odisha State Secretary and Central Committee member Sabyasachi Panda for the job of reorganising the Jungle Mahal (West Midnapore, Purulia and Bankura Districts) Maoists after the killing of Politburo member Mallojula Koteswara Rao alias Kishanji, reports The Hindu. Decision taken by the Maoist central leadership has already been conveyed to the Jungle Mahal Maoists in a recent meeting held at Gotshila forests in Jharkhand. The meeting was attended by the Maoist state secretary of West Bengal Asim Mandal alias Akash, Kishanji's brother Venugopal, who is working in Jungle Mahal since July this year, and Prasanta Bose alias Kishanda. The meeting, which held on December 5 and 6, was also attended by some key Maoist leaders from West Bengal. Sources monitoring Maoists activities in Jungle Mahal and Jharkhand said that Panda would enjoy enormous freedom in reorganising the Jungle Mahal Maoists and if necessary, he would be able to take independent decision bypassing the West Bengal state secretary Akash. Gotshila is very close to Ayodhaya Hills in Purulia District and the Maoists held meeting there to hoodwink the joint forces which are very active in Jungle Mahal.

Challenging the joint combing operation of Police, Central Reserve Police Force (CRPF), Special Operation Group (SOG) and paramilitary forces, they were able to hold open meetings for membership drive in the cut-off and remote pockets of the District. Ramesh Charva (22), a key Communist Party of India-Maoist (CPI-Maoist) cadre, was arrested by the Rourkela Police in a combing operation in Jhirpani-Toda forest area in Sundargarh District on December 26, reports The Times of India. The Police recovered a revolver, five live bullets, INR 78, 500 in cash and a few Maoist leaflets from him. During interrogation, it was revealed that Charva has been an active Maoist cadre since the past three years, mainly in the Odisha-Jharkhand border and has been a close associate of Samarji, 'secretary' of the Bihar-Jharkhand-Orissa regional committee of the CPI-Maoist. "He also confessed that one Gangu Munda, another senior Maoist cadre had handed over the cash to him for use of the Maoist organization, which was seized from him by police," Rourkela Superintendent of Police Himansu Lal said. Ramesh is a native of Tirilposhi in West Singhbhum District of Jharkhand.

The Communist Party of India-Maoist (CPI-Maoist) cadres are holding recruitment drive and training camps at Saranda forest situated along the Jharkhand-Odisha interstate border, the Police said on April 30, reports Indian Express. Lalgarh Maoist leader Bikram Mahato and a host of trained cadres, including women, from Chhattisgarh are attending camps set up by the Maoists inside Saranda forest where training is being imparted in guerilla warfare, arms and handling of explosives, the Police said on April 30. Leader of the Maoist women's wing, Chameli alias Rekha is providing arms training to the women cadre to build its 'Nari Sena' (women warrior). At least three major training camps run by the outfit's Chhota Nagpur zonal committee are in existence at Digha, Balwa and Thalkobad area of Jharkhand and lie between the entry point in Bisra in Sundargarh District and Mancharpur and Kiriburu of Jharkhand. The recruitment drive and the training camps by the Maoists are taking place after a long hiatus and the Police are keeping a close watch on movements of the Maoists, who have lured hundreds of tribal youths and girls belonging to villages on both sides of the inter-State border with promises of financial packages, the Police said. The Karampada route serve as the only supply line for logistics and other provisions, the Police added.

The Ministry of Home Affairs (MHA) has given nod for night running of trains on a key railway section in eastern region on December 30, reports IBN Live. Union Home Minister P Chidambaram said that night train services in the Left Wing Extremism (LWE)-affected areas of West Bengal, Jharkhand and Odisha have been resumed on all sections except the Tatanagar-Kharagpur section. "Efforts are underway to resume night services on this section too," he said. Railway authorities had rescheduled the timing of nearly a dozen trains, including Gyneshwari Express, Mumbai-Howrah Mail, Samar Satta Express and Delhi-Puri Purushottam Express, and avoid plying them during night in the Naxal-hit areas.
