Niranjan Hojai, ‘commander-in-chief’ of the Black Widow (BW), was arrested by the National Investigation Agency (NIA) from a place near Nepal capital Kathmandu on July 2 and brought to New Delhi on July 3, Assam Tribune. He was wanted in connection with the case relating to diversion of the funds of the North Cachar Hills Autonomous Council for procurement of weapons by the militant group. He will be brought to Guwahati within a day or two for production before the court. NIA will seek further custody of the arrested militant leader for detailed questioning regarding militant-politician nexus in North Cachar Hills District. Sources pointed out that Hojai was one of the main accused in the case relating to militant-politician nexus in North Cachar Hills. tThe BW has given a call for a day-long Dima Hasao District bandh (general shut down) on July 4 in protest against the arrest of Niranjan Hojai.

The National Investigation Agency (NIA) arrested Niranjan Hojai, the self-styled ‘Commander-in-Chief’ of Black Widow (BW), near India-Nepal border, a senior official of the Assam Police said in Guwahati on July 3, reports The Hindu. He will be brought to the state in a day or two. Meanwhile, enraged by the arrest of its leader, the BW called for an indefinite bandh in southern Dima Hasao District (erstwhile North Cachar Hills District) beginning on July 4, demanding immediate release of Niranjan Hojai and the outfit ‘chairman’ Jewel Garlosa, currently in judicial custody. BW warned of fresh violence in the District if the two leaders were not released immediately. The NIA was on the lookout of Niranjan Hojai since he went missing from a camp set up by the Assam Government in the District, where Hojai and cadres of the BW where required to stay under the Suspension of Operation agreement signed by the outfit with the Government.

The UCPN-Maoist cadres threatened a former child soldier who spoke about her involvement and experience in the Maoist Army at United Nations Security Council in June 2010. Four cadres from a Maoist cantonment in Shaktikhor came to Sita Tamang's house and told her and her family that 'anything might happen to them. Terrified from the threat, Tamang called up local journalists and human rights workers to inform about the intimidation. According to the statement she gave at the UNSC last month, she was forcibly recruited to the Maoist army at the age of 13. At present Tamang studies at grade nine in a local school.

A powerful explosion was triggered at a Village Development Committee (VDC) office in Saptari District on July 5, injuring two persons and causing minor damage to the office, reports Nepal News. Reports quoted Police as saying that one of many Terai armed groups active in the District was responsible for detonating the bomb at the VDC office in Goithi, but failed to name the group. No armed group has yet taken responsibility for carrying out the explosion. Meanwhile, all VDC secretaries of Tanahun District have tendered resignation en masse due to threat.

An Improvised Explosive Device (IED) exploded in front of the Constituent Assembly (CA) building at the International Conference Center (ICC), New Baneshwor of the capital on July 6 (today). However, no human casualty, injuries or damage to public property was reported. Leaflets belonging to a previously unheard Dynamic Youth Forum was found at the site of the explosion. In the leaflet, the outfit owned up the responsibility for the bombing and said it carried out the explosion to press the government to fulfill its demands including formation of a national consensus Government at the earliest, 'establishment of peace' and guarantee of a new constitution on time, among others.

Kantipuronline reports that none of the two contenders of the Prime Ministerial post— Unified Communist Party of Nepal-Maoist (UCPN-M) Chairman Pushpa Kamal Dahal and Nepali Congress (NC) Parliamentary Party Leader Ramchandra Poudel—could secure the required 300 votes in the runoff election held on July 23. Maoist Chairman Dahal garnered 241 votes in his favour, and 113 votes were cast against him while 218 lawmakers stayed away from the voting. Out of 599, altogether 572 lawmakers were present at today's House session. Like wise, the proposal to elected Poudel as PM garnered only 123 votes, 241 votes were against him and 214 lawmakers remained neutral. The Parliament had decided to hold the re-election after none of the contestants vying for the prime minister's post could not muster the required clear majority (300 votes) on July 21 election, while the Communist Party of Nepal-Unified Marxist Leninist (CPN-UML) candidate Jhalanath Khanal pulled back at the last moment as per his party’s decision to continue the candidacy only if he could draw the support a two-thirds majority (401) votes.

Issuing a press release, JTMM chairman and supreme commander, Rajan Mukti, asked the Madheshi leaders not to support, assist, or protect any Government that may be formed under the leadership of a Nepali speaking leader. Physical actions will be taken against anyone who fails to comply with or goes against the terms of the ultimatum, the press release reads. Physical actions will also be taken against the Madhesh-based party leaders who participate in the “drama” of Government formation that is going on in the Legislature-Parliament, JTMM warned.
