The explosive devices were detected on the way when UCPN-M leader Dr Baburam Bhattarai was returning to Kathmandu from Surkhet District. A bomb disposal team of the Nepal Army (NA) defused the bombs. Police speculated that the bomb might have been placed by Mohan Baidya-led Communist Party Nepal-Maoist (CPN-Maoist-Baidya).

The transport service was completely shut in the mountainous Districts including Dadeldhura, Baitadi, Darchula, Doti, Achham and Bajura. However, light vehicles and motorbikes used for the election purpose are seen plying on the road. Dahal’s proposal came at a time when a section of the political and civil society leaders are reaching out to the CPN-Maoist-Baidya with a hope to reach to a breakthrough before the elections. Dahal said “We must come up with some ways to address Baidyaji’s demands. If they have some special demands that could be addressed in the new CA, the 26 seats [to be nominated by the Cabinet formed after the election] provide one possible room to address their demands.”

After the meeting, Election Commissioner Ram Bhakta Thakur said that the entire issues of security relating to supply of the ballot paper, ballot box and others materials to the related election constituency were discussed. On the occasion, Minister Ghimire said that the government has arranged a strong security arrangement for peace and security in the election. Meanwhile, on a separate issue, the EC has said that no CC camera would be installed in any of the polling booth for election purpose.

The critically injured are Sanjiv Tamang, Uddav Paudel and Kumar Paudel. Likewise, three Nepali Congress (NC) cadres were injured after CPN-UML cadres thrashed them at Bhadaure VDC in Okhaldhunga District. The injured have been identified as NC District member Tikaram Karki, VDC president Kul Bahadur Magar and member Puspa Karki. Eva Joly, however, noted, “Several incidents of a violent nature took place throughout the campaign period. However, this did not have a significant impact on the unfolding of the campaign.” Daniel von der Stoep, Head of the delegation of Members of the European Parliament, which joined the EOM for Election Day, said, “Nepal has a second chance now to agree on a Constitution, and we urge the new Assembly to quickly grasp this chance. Following the establishment and agreement upon a balanced and inclusive Constitution, it will be equally important that the new government authorities turn words into action by thoroughly implementing it.” The EOM arrived in Nepal on October 4, 2013, and deployed throughout the country 112 observers from 27 EU Member States, Norway and Switzerland. The EOM will remain in the country to observe counting and tabulation of results as well as possible complaints and appeals. Separately, the Nepali Congress (NC) at a meeting of the party office bearers and central members available in Kathmandu on November 27 said it would claim its leadership of the Government for being the largest party through the recent vote, reports Nepal News. The discussion was held at the residence of the party President Sushil Koirala. Following the meeting, central member Dr Ram Sharan Mahat said the party has stressed on forming a consensus Government under its leadership, as it emerged the largest party. Consensus would be prioritized for the formation of Government and if fails, efforts would be made as per the constitutional provision.

Separately, turning down their demand to review the results of the CA poll, the Election Commission (EC) on November 27 suggested to disgruntled political parties, including the UCPN-M, to seek legal remedy, reports, Republica. At a meeting with senior leaders of the disgruntled parties over the election results, top EC officials made it clear that the EC does not possess legal authority to probe into any irregularity. The EC maintained that there was a constitutional arrangement for addressing any issues related to the poll results. Election Commissioner Dolakh Bahaur Gurung, who was present at the meeting, told “We just told them [leaders of disgruntled parties] that one can move the CA court if one is not satisfied with the poll results.”

Meanwhile, NC and CPN-UML top leaders on November 28 decided to co-work on the matter of drafting and enacting a new constitution and form a new Government as per the mandate of the fresh election. CPN-UML chairperson Jhalanath Khanal met with NC president Sushil Koirala and discussed various aspects of the co-work. On the occasion, Khanal requested Koirala to take the lead to form a coalition Government and lead the constitution making process. In response, Koirala said he needs cooperation from all quarters to fulfill the target of enacting a full-fledged constitution saying that being the largest party it would be the responsibility of his party to lead the Government.

The Nepali Congress (NC) has emerged the largest party after counting of votes ended on November 28 in the Proportional Representation (PR) system of the Constituent Assembly (CA) polls, reports Times of India. The 601-member CA constitutes 240 members elected through direct voting, 335 via proportionate voting and 26 nominated by the Government. Under PR system, the entire country is considered as one election constituency and seats are allocated in proportion to the vote secured by respective political party. The NC received 24,21,252 votes, followed by Communist Party of Nepal-Unified Marxists Leninist (CPN-UML) with 22,43,477 votes in the PR system. Unified Communist Party of Nepal-Maoist (UCPN-M), the party led by Prachanda is a distant third with 14,38,666 votes and pro-monarchy Rastriya Prajatantra Party-Nepal is fourth with 6,24,284 votes.

CPN-UML secretary Shanker Pokharel said the NC should incorporate all the issues, including the Government, president and drafting of a new constitution, in the proposal. Mr Pokharel suggested that the incumbent president Ram Baran Yadav could be given continuity but with a fresh mandate. NC leader Prakash Sharan Mahat said his party wants to form a Government and draft constitution with a consensus in order to draft the new constitution. “Constitution cannot be drafted with a system of 100 per cent consensus,” Mr Mahat said.
