A partial wheel jams and shutter-down strike was observed in different towns and cities of Balochistan on the call of Jamiat Ulema-e-Islam (F) and National Awami Party-Awami against the imposition of Governor’s rule in the province, reports Daily Times. According to the details, the sacked coalition parties Balochistan National Party Awami (BNP-A) and Jamiat Ulema-e-Islam-Fazal (JUI-F) resented the Governor’s rule in Balochistan and called a shutter-down and wheel jam strike across all districts of the province. The shutter-down strike seemed somewhat successful in the provincial capital where the roads presented a deserted look during the early hours of the day, as vehicular traffic remained thin.

Eleven members of the Kamarkhel Peace Committee were killed as clashes with Lashkar-e-Islam (LI) militants intensified in the Lakai Sar, Madai and Tor Lagad areas of Takhtakai in Tirah Valley of Khyber Agency in Federally Administered Tribal Areas (FATA) on February 1, reports Dawn. The day-long clashes left 11 peace committee members dead and several others injured. However, the peace committee members were able to keep the LI men at bay. The LI men torched a number of houses they had captured in parts of the Takhtakai areas and made bunkers in others.

The Human Rights Watch (HRW) on February 1 accused the Government of having failed to act against abuses committed by security and intelligence agencies which are letting extremist groups to attack religious minorities, reports Dawn. “The authorities did little to address attacks against journalists and human rights defenders, and committed serious abuses in counter-terrorism operations,” the HRW said in a report. Pakistan had a turbulent year in 2012, with the judicial ouster of Yousuf Raza Gilani from the premiership, attacks on civilians by militant groups, growing electricity shortages, rising food and fuel prices, and “continuing political dominance by the military, which operates with almost complete impunity”. The religious minorities continued to face insecurity and persecution and the Government failed to provide protection to them or to hold extremists accountable. “Pakistan’s human rights crisis worsened markedly in 2012 with religious minorities bearing the brunt of killings and repression,” said Ali Dayan Hasan, Pakistan Director of Human Rights Watch.

The United States (US) will have to keep up an open-ended drone war against al Qaeda militants in Pakistan and elsewhere to prevent another terror attack on America, Defence Secretary Leon Panetta said on February 1, reports Dawn. The assassination of al Qaeda figures in Pakistan, Yemen and Somalia with unmanned, robotic aircraft has provoked widespread criticism from human rights groups and some US allies, but Panetta said the US campaign has been effective. The officials of the bomb disposal unit (BDU) confirmed that it was a suicide attack. “We have recovered the head and legs of the suicide bomber from the spot. Also, a mechanical trigger was recovered from there,” Assistant Inspector General (AIG) of the BDU Shafqat Malik said. He added that around six kilograms of explosives along with pellets were used in the blast to cause more casualties. Hangu has a mixed population of Sunnis and Shias and there has been occasional sectarian strife in the city and also Hangu District. The situation in the adjoining Orakzai and Kurram tribal agencies of Federally Administered Tribal Areas (FATA) also has an impact on Hangu.

Eleven civilians were also killed after a suicide bomber entered a house in a nearby residential colony and blew himself up. Eleven security personnel were wounded in the assault, officials said. The Sarai Naurang town is a business hub of Lakki Marwat district, about 160kms south of Peshawar. Claiming responsibility for the attack, TTP ‘spokesman’ Ehsanullah Ehsan said it was carried out to avenge the killing of two Taliban commanders — Toofani and Faisal — in a US drone attack in January. “We had sent only four fighters on the mission,” he told journalists by phone from an unknown location, intending to contradict the Government’s claim that 12 militants lost their lives during the gunfight.

He said the release of Muslim Khan and Maulvi Omar was essential because they would be TTP’s main negotiators. He did not disclose the names of five other leaders the TTP wanted to be released. Security officials arrested a terrorism suspect and recovered a cache amount of arms and ammunition during a raid in Shani Khel area under Halemzai tehsil (revenue unit) in Mohmand Agency of Federally Administered Tribal Areas (FATA) on February 4, reports Daily Times. During a press conference, Commandant Mohmand Rifles, Colonel Mushtaq Ahmad said a joint operation was conducted by Levies, Khasadars and Mohmand Rifles in Shani Khel. The raid was conducted at the house of Ijaz the alleged mastermind of suicide attack in Yakaghund on January 31. Security officials then arrested Dr Ibrahim, on the information provided by Ijaz on February 3. During the raid, officials also arrested Sameer, another relative of Ijaz. Colonel Ahmed revealed that the house was being used as a terrorist hideout, where a cache of arms, ammunitions and explosives were recovered from the basement and the courtyard. The raiding team recovered weapons, improvised explosive devices (IEDs), suicide jackets, RPG-7 shells, mortar shell, missiles, anti-tank mines and various weapons. The raiding team also recovered a large quantity of arms and ammunitions from nearby farms owned by Ijaz.

The TTP signalled its willingness to enter peace negotiations on February 4 with the Government if three senior politicians – Pakistan Muslim League – Nawaz (PML-N) Chief Nawaz Sharif, the JUI-F chief and Jamaat-e-Islami Amir Syed Munawar Hasan – would act as guarantors. Fazl, while addressing a press conference in Islamabad said the signals given by the group were “apparently positive”. Following talks hosted by British Prime Minister David Cameron, Afghan President Hamid Karzai and his Pakistani counterpart Asif Ali Zardari urged the Islamists to join the reconciliation process in Afghanistan. “All sides agreed on the urgency of this work and committed themselves to take all necessary measures to achieve the goal of a peace settlement over the next six months,” they said in a joint statement issued by Cameron’s office. “They supported the opening of an office in Doha for the purpose of negotiations between the Afghan Taliban and the High Peace Council of Afghanistan as part of an Afghan-led peace process,” the statement said. The joint statement also said that the Afghan and Pakistani leaders had agreed arrangements to “strengthen co-ordination” of the release of Taliban detainees from Pakistani custody. The statistics were released in a weekly monitoring report prepared by the FAFEN that collected data from January 26 to February 1, 2013. This week, target killings claimed the most lives, with 25 persons being gunned down in Karachi alone. Terrorist activities were the second most violent, with 13 incidents across Pakistan, killing 16 people and injuring 18 others. Civilians remained the most affected, constituting 77% of the total victims — a 14% increase from last week’s 63%. The fatalities of security forces dropped from 30% to nine per cent, while those of militants went up from seven per cent to 14%. Compared to last week’s, the number of incidents doubled from 27 to 43. Twenty people were injured in these incidents, down from the preceding week’s 21.

Witnesses spoke of hundreds of stranded women and children living without any food, blankets or shelter in the region’s unforgiving winter wilderness after entrances and exits to the valley were sealed off. Siraj Muhammad, an uprooted victim who reached Peshawar a day ago with 12 of his family members, said that the people of Qambarkhel, Lar Kallay, Largo Kallay, Tora Lagda and Bar Kallay of Takhti have been forced to move to Maidan in sub-zero temperatures and testing conditions. Despite repeated attempts, no official of the FATA Disaster Management Authority responded to calls for their comments on the crisis. After the in-camera hearing, FIA Special Prosecutor Chaudhary Zulfiqar Ali told PTI that Muhammad and Awan were "very important witnesses". The contents of the APC declaration are ‘old wine in a new bottle’, said TTP spokesman Ehsanullah Ehsan. “The Taliban are still waiting for a serious and meaningful response to peace talks offer from the Pakistani Government and the military,” said Ehsan, reading out a statement issued after a key meeting of their Shura. “The non-participation of the Jamaat-i-Islami in the APC is also a clear indication that it was a failure,” he added. “This ANP-sponsored offer of talks is just the party’s election agenda,” said Ehsan. He said there was no roadmap for peace talks in the joint statement issued after the conference. Ehsan added that the offer of the TTP to hold talks with the Government was still valid however recent statements made by Interior Minister Rehman Malik may prove to be detrimental.

There have been frequent incidents of smuggling of huge quantities of heroin from Pakistan to India in the goods train plying between India and Pakistan. Customs Commissioner, K. K. Sharma said that he was informed by his Pakistani counterparts that they had made changes at their last station (Lahore). A recent video released by the Tehreek-e-Taliban Pakistan (TTP), eulogizing two ‘martyred’ white Jihadis (holy warriors) from the US and UK, confirms that despite the ruthless US drone campaign, Waziristan areas continues to be a major destination for the white Jihadis from western nations who are being recruited and trained in terrorism by al Qaeda-linked TTP who want to effectively strike in the heart of the west, The News reported on February 18. An increasing number of Westerners who wanted to join the so-called jihad al-Qaeda is waging against the US-led Allied Forces in Afghanistan have travelled to the Pakistani tribal areas in recent years, which include Americans, Britons, Germans, French, and Australians. The TTP-trained white Jihadis have formed their own contingents in North Waziristan which are also fighting along al Qaeda militants on the Pak-Afghan border. The Lashkar-e-Jangvi (LeJ) warned the Government to immediately shift its under-trial militants from the high-security Anti Terrorism Force (ATF) Jail in Quetta, Cantonment to the Central Jail Hudda in the Quetta or get ready to face yet another suicide assault by its Fidayeen attackers – this time targeting the ATF prison, reports The News. According to well-placed circles in the security establishment, the threat was hurled by Abu Bakar Siddiq, the spokesman of the LeJ’s Balochistan chapter in phone calls he had made after the February 16 Hazara town bomb blast in Quetta which killed 84 Shia Hazaras. The ATF jail in Quetta, where those charged with involvement in terrorist activities are held, is notorious for severe tales of torture during interrogation. Most of the prisoners there are either Baloch nationalists or the LeJ militants. Of the 50-plus LeJ henchmen who are being tried in Quetta for their involvement in terrorist activities, over two dozen are being kept at the ATF jail. It is the same prison where the chief of the LeJ’s Balochistan chapter Usman Kurd and his second-in-command Dawood Badini were being kept till January 18, 2008. The spokesman further said, “The Mujahideen of the LeJ will continue to kill Shias regardless of the imposition of the Governor’s rule or the deployment of the Army. We will protect the honor of Islamic Caliphs by sacrificing each and every one of us. The February 16 Fidayeen attack by a vehicle bomber was the second one in the Shia dominated area since the beginning of 2013. Let me inform the Shia Hazaras that we have 20 more such vehicles which are packed with lethal explosives and ready to hit the enemy. We are only waiting for next orders from our leadership to hit our targets in Alamdar Road, Mehrabad and Hazara Town. We are neither afraid of the Governor’s Rule nor the Pakistan Army and we will continue to kill Shias Hazaras in their homes”.

A three-judge bench was hearing a suo motu case on the devastating February 16, 2013 attack, which killed at least 89 people. The judges expressed satisfaction with reports from the Inter-Services Intelligence (ISI) and Intelligence Bureau (IB), and sought the Government’s response to the incident. Heading the bench, Chief Justice Iftikhar Muhammad Chaudhry said, “After going through the reports, we are to believe that the agencies performed their duties and shared intelligence with law enforcers in Quetta, indicating the likelihood of another terror attack on the community on the occasion of the Chehlum of the persons [who were killed] at Alamdar Road on January 10, 2013.” He observed that the reports should be kept confidential and that the law enforcement agencies had accurate information of about 30% to 40% of what happened in the second attack.

Malik claimed that Shahbaz asked the Tehreek-e-Taliban Pakistan (TTP) to stop terrorism in Punjab as he and the TTP share a ‘common agenda’. The Federal Government didn’t issue any license to the LeJ chief, he added. He claimed that the Punjab Government was backing LeJ. The TTP, driven out of Swat Valley in 2009, has fled to hideouts in Karachi, he said, adding that the group was pursuing "heinous" activities to avenge its defeat in Swat. In the past year, authorities have registered 67 bombings in Karachi, while making 61 arrests and recovering 209 kilogrammes of explosives. "At least 33 cases of explosives were registered in January and 31 of the accused were nabbed and 85 kilogrammes of explosives were recovered," Warraich said. Authorities are working to purge the port city of all criminals, including TTP and anti-state elements, he said.

The Government is moving to import 10 advanced explosive scanner vehicles, The News reported on February 28. The mobile scanning vans will cost PKR 10 billion (US $101.9m) and will be able to trace explosive materials to prevent terrorism. The Federal Ministry of Interior has sent a request to Prime Minister Raja Pervaiz Ashraf that the officials will purchase the vehicles if and when Ashraf approves the request. Islamabad, Punjab Province and Sindh Province will receive two vehicles each if they are purchased. Khyber Pakhtunkhwa, Balochistan, Pakistani-administered Kashmir and Gilgit-Baltistan are to receive one vehicle each.

The Senate was informed on February 27 that a majority of suicide attacks in the country took place in Khyber Pakhtunkhwa (KP) and that Punjab was particularly vulnerable to crimes against property, reports Dawn. In reply to a question put by Senator Colonel (retd) Syed Tahir Hussain Mashhadi, Interior Minister Rehman Malik told the house that 57 suicide attacks took place in KP from 2010 to 2012. He said that 32 suicide attacks took place in 2010, 24 in 2011 and 21 in 2012 across the country. Over 8,560 incidents of dacoity took place in Punjab, 4,690 in Sindh, 218 in KP, 281 in Balochistan, 86 in Islamabad and 16 in Gilgit-Baltistan. About 55,225 robberies were committed in Punjab, 4,690 in Sindh, 1,257 in KP, 493 in Balochistan, 819 in Islamabad and 86 in Gilgit-Baltistan. Over 98,495 incidents of theft took place in Punjab, 7,786 in Sindh, 4,278 in KP, 2,387 in Balochistan, 1,030 in Islamabad and 593 in Gilgit-Baltistan during the past three years.
