Police said the bombing resulted in the destruction of four militant hideouts and the killing of eight militants. Security Forces (SFs) launched a search operation in Kago Qamar, Arkhang, and Nandar Mella and Yahya Khan Kalley areas in the agency. SFs said a huge quantity of explosives, landmines and rocket shells was seized during the operation.

The Karachi Police and Crime Investigation Department (CID) arrested 15,658 accused and recovered 13487 weapons and different explosive materials from their possession during different raids from January 1 to April 30, 2013, Daily Times reported on May 6. This was informed to Inspector General of Police (IGP) Sindh Shahid Nadeem Baloch in a four-month Police performance report. The report said that among the detained accused, 47 were terrorists, 46 extortionists, 21 target killers, 11 accused involved in kidnapping for ransom, 426 proclaimed offenders and 3864 absconders. It said that 32 bandits were killed in 438 police encounters, while 245 bandits were detained.

Addressing a huge press conference at the Lahore Press Club, the PUC chairman called the TTP for holding a debate with him anywhere and anytime, and to give him a chance to explain the real teaching of Sharia (Islamic ideology) about the sanctity of vote with references from the Holy Quran and Sunnah. In support of his religious stance, Maulana Ashrafi said that casting vote is mandatory in the Islamic Sharia having three aspects – first, it would be used as a testimony; second, as a council; and third, as an advise. He said that no Muslim, man or women, could avoid it under any circumstances, so stopping the people to use their right to vote was not according to Islam. He also highlighted the issue of TTP barring women to use their right to vote as ‘wrong’ and ‘itself a sin’. He said that it was necessary for women voters that they should be provided an opportunity to cast their votes in separate polling stations, where only female polling staffs were deputed.

A report, 'Press Freedom Report', released by Pakistan Press Foundation (PPF) on May 3 said that at least six journalists have been killed in the line of duty in Pakistan during first four months of 2013, Two of them were purposely targeted and murdered because of their work while remaining four were killed in suicide blasts, reports Daily Times. The report said that 54 journalists were killed in the country during the period of Jan 2002 to Apr 2013. 35 of them were murdered deliberately because of their work, disclosed the Press Freedom. Of the 54 journalists killed in the line of duty during these 12 years, 15 were from Khyber Pakhtunkhwa (KP), 10 from Federally Administrated Tribal Agencies (FATA), 16 from Balochistan, 8 from Sindh, 3 from Punjab and 2 from the federal capital, said the report. Of the 35 journalists murdered since the year 2002 because of their work, 10 were from KP, 10 from Balochistan, five from FATA, six from Sindh, three from Punjab and one from Islamabad. Twenty of them were shot; six targeted in suicide attacks, one killed in a bomb blast, while eight abducted before murder, stated the report. Balochistan remained the most dangerous province for journalists in 2013, where four journalists were killed in the line of duty. Many journalists received direct life threats sometimes by security agencies and militants. Cable operators were also forced to shut down channels in 14 Districts of Balochistan after receiving threats from banned groups.

Assailants riding a motorcycle fired at the car of Federal Investigation Agency (FIA) prosecutor Chaudhry Zulfizar Ali in the busy commercial area of Karachi Company at 7.30am. Ali, who was driving, was hit by several bullets and lost control of the car. The vehicle hit a woman crossing the road and she too died later in hospital. His bodyguard, Frontier Corps trooper Farman Ali, was injured in the attack. The assailants managed to escape after the shooting. The Khyber Pakhtunkhwa Governor Engineer Shaukatullah on May 3 approved the long-awaited compensation policy for the terrorism-affected people of Federally Administrated Tribal Agencies (FATA), reports Daily Times. Apart from the introduction of financial assistance criteria for the heirs of martyrs, the policy has also determined the compensation amount to help those whose vehicles, houses, shops, plaza, petrol pumps and CNG stations have been destroyed and animals killed. The Police have clearly defined the process for submission of claims and disbursement of the compensation. It merits a mention here that the policy is the first document of its nature in respect of FATA and to materialise it speedily, special efforts are already underway. According to the details, all Government employees in FATA will get equal treatment and incentives which are already being granted in Khyber Pakhtunkhwa to compensate the real heirs of those who embrace martyrdom, a communiqué said. Apart from this, in FATA Rs 6,000 will be paid for each sheep and goat killed in both natural calamities and terrorism-related incidents, while Rs 20,000 will be provided for each cow, buffalo, horse, donkey and camel lost. However, the compensation amount in respect of shops, markets, commercial plazas has been bifurcated into two categories, according to which Rs 50,000 have been fixed for kacha shops, while Rs 100,000 will be provided to the affected people for each room of cemented markets.

At least three persons were killed and 35 others, including Rangers personnel and children, were injured when two consecutive blasts jolted a Muttahida Qaumi Movement (MQM) office near the MQM head office Nine Zero in Karachi (Karachi District), the provincial capital of Sindh, in the evening of May 4, reports Daily Times. According to details, the first bomb exploded at around 8:50pm near the MQM Unit-153 office in Azizabad Block-8. MQM workers were present at party office at the time of blast, which injured several people. Following the first blast, MQM’s supporters, rescue workers and law enforcers rushed to the crime scene and were busy shifting the injured to the hospital when, at around 9:10pm, the second and more intensive blast occurred. The second blast turned out to be more lethal in terms of casualties, as many party workers, children, journalists, rescue workers, and personnel of law enforcement agencies were injured in the follow-up blast. The victims were shifted to Abbasi Shaheed Hospital, Sindh Government Hospital and other private hospitals for treatment. Doctors said that three of the injured were death, while more than 30 injured were admitted for treatment. The condition of 15 of the victims was critical, Doctors added. Tehreek-e-Taliban Pakistan (TTP) ‘spokesman’ Ehsanullah Ehsan has reportedly claimed responsibility for the blasts.

Along with the local tribesmen, two bodyguards of the JUI-F candidate from NA-38, Munir Orakzai, and six of his close relatives were also injured in the blast. There were conflicting reports about the nature of the explosion as some said a suicide bomber blew himself up when Munir Orakzai was about to leave the venue after delivering his speech. However, his family members insisted that unidentified people had planted an improvised explosive device (IED) in the seminary where the election rally had been organised. Kurram Agency Political Agent Riaz Mehsud said that the blast was caused by an IED. He added that 10 kilograms explosives were used in the blast.

Police arrested a suspected Tehreek-e-Taliban Pakistan (TTP) militant involved in a number of bank robberies and extortion cases, reports The News. Crime Investigation Department (CID, Operations Wing) Senior Superintendent of Police (SSP) Mohammed Fayyaz Khan said following a tip-off, his team raided a hideout in the Korangi Industrial Area and after a shoot-out arrested Imran alias Kami. During interrogation, Imran revealed that he was a member of the TTP. He and his associates were involved in the robbery at the Soneri Bank branch in Soldier Bazaar on December 13, 2011, in which they had walked away with PKR 5.2 million. They had also robbed PKR 6.8 million from the UBL Bank branch in Naval Colony. They had looted PKR 1.8 million from the Bank Al-Islami branch near Lasbela Chowk. Imran further disclosed that he was trained in Waziristan Agency of Federally Administered Tribal Areas (FATA) and also involved in attacks on military and intelligence personnel. He was instructed by his commander in Waziristan to rob banks in Karachi in order to generate funds for his organisation.

Religious parties in Gilgit and Diamer Districts, including the Ahle Sunnat Waljamat (ASWJ) and Jamaat-e-Islami (JI), on May 7 called for a new and ‘acceptable’ governing system for the region, terming the existing Gilgit Baltistan (GB) Empowerment and Self-Governance Order 2009 ‘biased’, reports Express Tribune. “The existing governance system is unacceptable to us as it has deprived us of our rights,” ASWJ GB chief Qazi Nisar Ahmed told journalists in Gilgit. He accused Chief Minister Mehdi Shah for being biased in favour of a particular sect. “Families of the Sunnis killed were paid Rs 100,000 each while others killed in similar instances were paid Rs 2 million each,” he alleged. GB JI chief Abdul Sami said the strike was meant to protest the 2009 Order and draw the attention of whoever forms the new government following the elections on May 11. A ‘token strike’ was called by parties to register their reservations against the order promulgated by the Pakistan People’s Party (PPP) government in 2009. Under the order, elections were held in GB for the first time in history and a Chief Minister and Governor were elected and the PPP became the ruling party. GB was made a de facto province but not under the Constitution. During the strike, protesters carried banners and dispersed peacefully later. However, in a precautionary move all educational institutions, markets, cellular services and the Karakoram Highway remained closed on the Government’s orders. Qazi Nisar Ahmed condemned the mobile phone restriction, arguing it was a non-violent ‘token strike’ against the self-governance order.

In its detailed verdict about drone attacks, the court has said they constitute a violation of international law and the basic human rights and also violate the territorial sovereignty of Pakistan. The court directed the Government to stop drone strikes and contact the International War Crimes Tribunal (IWCT) over the issue. A two-member bench of the PHC headed by Chief Justice Dost Muhammad heard the case against the CIA-led drone strikes in Pakistan. Justice Dost Muhammad said drone attacks should be declared a war crime and issued wide-ranging directives to the Federal Government and Security Forces to ensure halt to such attacks and that included the raising of the issue at the UN Security Council and the General Assembly. “The drone strikes carried out in the tribal areas (FATA), particularly North and South Waziristan, by CIA and the US authorities, are blatant violation of basic human rights and are against the UN Charter, the UN General Assembly resolution adopted unanimously, the provision of Geneva Conventions and thus, it is held to be a war crime cognizable by the International Court of Justice or Special Tribunal for War Crimes constituted or to be constituted by the UNO for this purpose,” the court ruled.

A military official said that security cameras had been installed where necessary. Armoured personnel carriers (APCs) will be used in most sensitive areas as and when required and aerial surveillance of these areas will also be conducted. Army’s sniffer dogs have been made available for security duties. He said Army troops had provided security cover since April 19 to five printing presses where 180 million ballot papers had been printed. They transported 650 tons of ballot papers to the districts concerned and their polling stations. 50 Army helicopters flew for 347 hours to transport the ballot papers. The official said 5,000 troops had been deployed in polling stations identified as most sensitive and indicated that the number could be increased overnight on the basis of assessment of threat by civil administrations in coordination with Army commanders of the areas and other authorities.

Rana Amir, who went missing in 2011, also was detained at the centre. This was confirmed by a Defence Ministry Official who told the court on May 2 to ask the KP Government to produce him before it. On the directive of Justice Shaukat Aziz Siddiqui, the Interior Ministry and the KP Government produced Amir during the hearing of a petition filed by his wife Rashida Amir. Responding to the court’s questions, Amir said that intelligence personnel had picked him up from his dairy farm in Rahim Yar Khan on February 10, 2011. According to him, the agencies initially kept him in solitary confinement for five months somewhere in Bahawalpur. From there he was taken to Lahore and Peshawar and subsequently to Lakki Marwat. He told the court that the Lakki Marwat centre housed more than 500 suspects in about 20 barracks.

Sadaqat Abbasi who contested the May 11 elections on a PTI ticket for a Murree seat – said in his statement recorded by the Police that the letter was written on the pad of the banned TTP outfit. “It was inscribed with extortion and life threats,” he said, adding that he was stunned on seeing the USB. The complainant said: “Two men suspected to be Taliban were visible in the USB. They were saying that they were doing Jihad and wanted to use my wealth for the noble cause.” He had received threats twice in the last ten days, since the delivery of the letter and the USB to his offices, Hanif added. The Court called the threat "false, misleading or deceptive" and charged the duo—both from Nelson in Lancashire with endangering an aircraft. The passengers were flying to the UK from Pakistan. Prosecutor Chris McCann told the court the case was "serious" and involved the deployment of RAF jets to ensure the plane, which was carrying 308 passengers, landed safely. Both men spoke only to confirm their names and addresses. An American think tank warned the Pakistani authorities that if they fail to confront the growing influence of Tehreek-e-Taliban Pakistan (TTP) in Karachi (Karachi District), the provincial capital of Sindh, the militant network will weaken the city’s overall security and stability, on May 28, reports The News. With funding from abroad drying up, TTP is increasingly looking toward generating income from within the country, says the Combating Terrorism Centre in a report on the growing sway of the TTP in Karachi. The study, released last week, identifies the various Taliban factions operating in the city, the neighbourhoods where they hold influence and the various methods of extortion they use. The Taliban have become more violent over the years after the Pakistani authorities took up anti-terrorism financing measures, resulting in stoppage of funding from abroad. The TTP has now taken to abducting for ransom and bank heists. In the first four months of 2013, 11 bank robberies of $800,000 took place in Karachi alone. And authorities believe most of these robberies are aimed at helping the militant outfit. Following the military operation and drone attacks in Khyber Pakhtunkhwa and Federally Administered Tribal Areas (FATA), the militants began moving away in 2009. They found a safe haven in Karachi as a variety of ethnic and linguistic groups in the city made it easier for them to operate clandestinely. More significantly, with about five million Pakhtun already living in the city the militants found sanctuaries in the Pakhtun-majority neighbourhoods. The report says that with Karachi the most feasible choice, the growing presence of militant networks in the metropolitan city is evident. In the early stages of their movement, the militants’ primary purpose was to raise funds as well as rest and recuperate. In June 2012, however, the group began its violent fund raising tactics and increasingly attacked secular politicians and law enforcers. In Karachi, the militants are organised into three factions: the Mehsuds, the Swat faction and the Mohmand faction. All three groups operate from Pakhtun-dominated neighbourhoods that include Ittehad Town, Manghopir, Kunwari Colony, Pashtunabad, Pipri, Gulshan-e-Buner, Metroville, Pathan Colony, Frontier Colony and the settlements in Sohrab Goth. The Mehsuds are further divided into two organisational groups: one is loyal to TTP chief Hakimullah Mehsud while the second reports to TTP South Waziristan chief Waliur Rehman Mehsud. Both the leaders, however, belong to the Mehsud tribe and have their own militias within the TTP but share the same agenda. Although the TTP influence in Karachi is alarming, the city will “not fall” to the Taliban, as the city is home to the most powerful secular elements in the country as well as progressive political parties – the Muttahida Qaumi Movement (MQM), Pakistan People’s Party (PPP) and the Awami National Party (ANP).

Freelance journalist Shahid Orakzai has filed the petition under Article 184(3) of the constitution, nominating as respondents the Joint Chiefs of Staff Committee (JCSS) through its chairman and Director General (DG) of Inter-Services Intelligence (ISI). He requested the court to instruct the DG, ISI to identify the persons who are in contact with the TTP and their mode of communication. “Instruct respondent Chairman to pre-empt any contact/dialogue/negotiations on the territory of Pakistan between the enemy and any politico-religious person/party advocating peace with the enemy”, the applicant pleaded. He further said that respondent JCSC chairman should be instructed to call a meeting of the committee to identify the areas in Pakistan wherein the rebels are threatening the security of the country and report the action to be taken against them. Orakzai contended that the court needed to prevent any move against the constitution that might undermine the security of the country and the discipline of the armed forces of Pakistan. “The court’s attention is called to the plight of the combatant soldier and his loosening grip on the trigger when he discovers that his blood is now a matter of bargain for the next prime minister of Pakistan.
