Close to 386 personnel — including 137 army personnel and 208 policemen — have lost their lives in the first nine months of 2023 in the fight against terrorism, largely in Khyber Pakhtunkhwa (KP) and Balochistan, putting it on an eight-year high, reported The News reported on October 1 quoting Centre for Research and Security Studies (CRSS) report. “With 1,087 violence-related fatalities recorded so far during the year, the outlaws suffered 368 (34%), followed by civilians with 333 (31%) fatalities”, says the CRSS report - Q3 2023.

A cache of arms that included 400 meters of bona cord, wire used in explosives, 64 kilograms of explosives, four Small Machine Gun magazines, eight magazines of Russian type Light Machine Gun, 485 rounds of Sub Machine Gun, Antennas and other logistical equipment were recovered.

SFs forcibly detained three persons, identified as Muhammad Akbar, a school teacher, Asadullah, and Faheem Baloch after the arrest from the Korak area. Two Tehreek-e-Taliban Pakistan (TTP) terrorists and one Policeman were killed during a clash when terrorists attack on a patrolling post in Kundal area of Mianwali District in Punjab on October 1, reports Geo News. Punjab Police Chief Inspector General of Police (IGP) Dr Usman Anwar said the gun battle between the Security Forces (SFs) and the terrorists erupted after 10 to 12 terrorists attacked a Police check post in the wee hours of Sunday. At least two terrorists were killed by the firing of Policeman deployed on the roof of a nearby building while one Policeman was killed in the exchange of fire. The terrorists attacked the Police check post from two sides, the IGP said adding that the Counter-Terrorism Department (CTD) teams also participated in the operation. Earlier, SATP quoting The Khorasan Diary reported the one death of only Police Head Constable. The slain terrorists were later identified as Zubair Nawaz and Muhammad Khan. Zubair and Khan were cadres of TTP’s Tipu group and the former was the brother of TTP Lakki Marwat chapter ‘chief’ Arshad Nawaz.

A major rift surfaced between Tehreek-e-Taliban Pakistan (TTP) central and its key faction, Jamaat-ul-Ahrar (JuA) over media activity by TTP affiliates, The Khorasan Diary reported on October 2. TTP has released a statement terming Ghazi Media, the mouthpiece of key TTP affiliate JuA as publishing statements against organisation's policy and stance. Statement further argues that Ghazi Media and other pro-TTP channels do not represent TTP official stance, which is only stated by the group's central platform, Umar Media. In reaction, JuA issued a stern statement through Ghazi Media strongly condemning the TTP statement as irresponsible and narrow-minded, arguing that Ghazi Media is the legacy of JuA founder Omar Khalid Khorasani, killed in Afghanistan in August 2022. The group stated that Ghazi Media will continue its publication activities, which JuA regards as in line with the overall policy of the TTP.

Ten terrorists were killed by Security Forces in an intelligence-based operation (IBO) in Pezu area of Tank District in Khyber Pakhtunkhwa (KP) on October 3, reports Dawn. According to a statement issued by Inter-Services Public Relations (ISPR), the operation was conducted based on reports of the terrorists’ presence in Pezu. “During conduct of the operation, intense fire exchange took place between own troops and terrorists. Resultantly, ten terrorists were sent to hell,” the ISPR said. A cache of arms, ammunition and explosives were also recovered during the operation. The terrorists belong to the Bhittani group of Tehreek-e-Taliban Pakistan (TTP), adds The Khorasan Diary.

The Counter-Terrorism Department (CTD) on October 3 arrested a terrorist, allegedly associated with Muttahida Qaumi Movement - London (MQM-L), from Surjani Town area of Karachi, the provincial capital of Sindh, reports ARY News. The CTD conducted an operation in Surjani Town and arrested the MQM-L terrorist, identified as Bilal Anees alias Bila. In a statement, the CTD spokesperson said that the arrested terrorist was involved in killing of many people, including the murder of Pak Sarzameen Party (PSP) sector in-charge Abdul Hameed alias Nadeem Maulana. CTD Spokesman further said that weapons were recovered from the possession of terrorist. In a significant crackdown on terror financing, Khyber Pakhtunkhwa Police on October 4 arrested 13 people who were allegedly providing funds to terror outfits, reports The Express Tribune. These individuals had reportedly funnelled substantial sums of money, amounting to millions of rupees, to banned terror outfits including TTP. The arrested individuals, described as financiers, were detained in various operations conducted in Swabi, Mardan and other Districts of the province. The Director-General Counter Terrorism Finance Unit Imran Shahid said that those secretly providing funds to banned outfits would face charges related to terror financing. He said that during the past year, 173 cases of extortion had been registered, with 90 per cent of the suspects being Afghan nationals, adding that 60 per cent of those involved have already been apprehended.

According to the BLA’s press release, the soldiers were intercepted and detained by the BLA’s Special Tactical Operations Squad (STOS) in Margat area of Bolan District on October 12. The group said that the operation was based on “information and intelligence from BLA’s intelligence wing.” The BLA’s statement outlined Subedar Mohammad Khan’s service record, indicating he had joined the Frontier Corps (FC) Sibbi Scouts in 1981 and had been posted across various units. At the time of his detention, he was posted as a Subedar in FC’s Security Services to provide security at the Zarghoon gas field in Balochistan. Breaking down the figures by provinces, the report indicated that 17 people were detained in Islamabad, 18 in Punjab, 78 in Sindh, 55 in Khyber Pakhtunkhwa, and one in Balochistan. The report also mentioned that 17 persons had been convicted so far of which 11 were from Islamabad, four from Sindh and 2 from Balochistan. No conviction was made from Punjab and KP, according to the report. Last month, Senator Walid Iqbal, chairman of the Senate Standing Committee on Human Rights, had sought details of blasphemy cases from the NCHR during a meeting that was called days after the Jaranwala incident, when a violent mob destroyed dozens of houses and churches over allegations of blasphemy. “If the law was used against Muslims, then details on this should also be provided,” Senator Walid Iqbal had told Dawn. The committee had also adopted a recommendation to constitute a national coordination committee within the Ministry of Human Rights to draft standard operating procedures for “effective control on issues that cause suffering to minorities”.

In a statement, the CTD said “The CTD’s LeJ (Lashkar-i-Jhangvi) cell in-charge carried out an action in Patel Para and arrested Hafiz Qasim Rasheed alias Bilal and recovered [a] hand grenade and unlicensed 30-bore pistol along with six bullets from his custody.” It added that the suspect had allegedly orchestrated the killings of renowned Qawwal Amjad Sabri, who was gunned down in 2016 in Karachi, as well as the 2010 killing of Muttahida Qaumi Movement (MQM) Member of Provincial Assembly (MPA) Raza Haider. Describing Rasheed as a “dangerous terrorist affiliated with banned LeJ”, the official said, “The suspect had run a network inside a jail when he was detained there.” The CTD alleged that he had also been involved in the killing of four Rangers personnel, two Army soldiers and four members of the Shia community from the jail with the help of his accomplices, namely Asim alias Capri and Ishaq alias Bobby. As the Supreme Court (SC) resumes the hearing of the 2017 Faizabad sit-in of November 1, the Election Commission of Pakistan (ECP) on October 26 said the Tehreek-i-Labbaik Pakistan (TLP) was not involved in “anti-state activities or terrorism”, reports Dawn. According to a report furnished before the SC, the TLP did not receive prohibited foreign funding either. Headed by Chief Justice of Pakistan (CJP) Qazi Faez Isa, a three-judge bench will take up a set of nine review petitions in which the petitioners had expressed their willingness to withdraw their challenges to a ruling on the Faizabad sit-in. On September 26, the SC sought fresh disclosures in writing from anyone regarding the 20-day-long protest by TLP that had brought twin cities to a halt. In a three-page reply before the SC, the ECP said it had issued notices to the interior ministry, the National Counter Terrorism Authority (NACTA) as well as other agencies for submission of comprehensive reports regarding the involvement of TLP in any anti-state activities. After examining their respective reports, the ECP concluded that the party was not involved in any terrorist activities and was not proscribed. “Therefore, the commission was of the view that the respondent party, the TLP, was not involved in any anti-state activity or terrorism. Hence the commission disposed of its inquiry,” the report said.

Six terrorists were killed during an intelligence-based operation (IBO) in the Sambaza area of Zhob District in Balochistan on October 31, reports Dawn. According to the Inter Services Public Relations (ISPR), Security Forces (SFs) carried out the IBO last night after receiving reports about the presence of terrorists. During the operation, “intense fire exchange took place between own troops and terrorists” and six terrorists were killed, the ISPR said. It added that a cache of arms, ammunition and explosives were also recovered.

The arrested target killer, Rahman Qureshi alias Bablu, during the investigation, made significant revelations, stating that he killed seven citizens between 2011 to 2013. In a statement, the CTD in charge, Chaudhry Safdar stated that the arrested accused was a member of MQM-L’s North Karachi target killers’ team, and was involved in the murder of multiple political figures in the metropolis.
