Lashkar-e-Jhangvi (LeJ), Al-Qaeda Indian Subcontinent (AQIS) and other banned outfit operatives were among 22 suspects arrested by the Sindh Rangers and Police in raids across Karachi, the provincial capital of Sindh on December 2, reports The News. A Rangers spokesman said 19 suspects were picked up in intelligence-based operations, including two LeJ men, an AQIS operative, two activists of the Jeay Sindh Qaumi Mahaz, six extortionists, four Iranian diesel smugglers, two unregistered Afghans and two street criminals. Weapons, ammunitions, and smuggled Iranian diesel were seized in the raids. All the arrested men were later handed over to Police for further legal action. In another operation in the Surjani Town area, the Sindh Police’s Counter-Terrorism Department (CTD) arrested three terrorists associated with a proscribed outfit. As per details, CTD teams conducted a raid on a hideout and after an encounter arrested three terrorists identified as Qari Abid, Qari Nazeer and Zubair Ashfaq. Officials said the men were working for a banned outfit and had been involved in murders, extortion and other crimes. Hand grenades and pistols were recovered from them.

Two Lashkar-e-Jhangvi (LeJ) militants, Asim alias Kapri and Ishaq alias Bobby confessed to killing four Rangers in Ittehad Town of Karachi, the provincial capital of Sindh, reports The News on December 6. The militants, while recording their confessional statements under Section 164 of the Criminal Procedure Code told the Judicial Magistrate (West) that they had killed four Rangers in Ittehad Town. They also admitted they had gunned down two Military Police personnel near the Saddar Parking Plaza on July 19.

Police on December 7 arrested four terrorists after an early morning encounter that took place at village Qazi Patti in teshil (revenue unit) Khanpurof District Shikarpur in Sindh province, reports Daily Times. The arrested terrorists were identified as Qari Sanaullah aka Molvi Zahoor, Rasheed Brohi, Riaz Brohi and Muneer Brohi. Police recovered four TT pistols and a good cache of bullets from their possession.Police on December 7 arrested four Lyari gangsters allegedly involved in target killing and extortion activities in Karachi, the provincial capital of Sindh, reports Daily Times. The arrests were made during raids and encounters in parts of troubled Lyari neighborhood including Chakiwara and Kalakot. Police also claim to have recovered weapons from their possession. Police said that the criminals arrested were affiliated with the Wasiullah Lakho and Ayaz Zehri group of Lyari gang.

According to Rangers spokesman, the arms and munitions recovered from the house includes nine SMGs, two repeaters, one 32-bore pistols, 11 9MM pistols, nine 30-bore pistols, one airgun, one 30-bore mouser, 76 hand grenades, a bomb, detonators and at least 5,000 bullets.In the meantime, the Counter-Terrorism Department (CTD) of Sindh Police on December 9 claimed it has arrested a Special Branch officer for leaking sensitive information to suspect militants regarding raids conducted by law enforcement personnel, owing to which the Police failed in apprehending them, reports Dawn. CTD SSP Naveed Khowaja told Dawn that the officer, identified as Irfan, worked as a 'locator operator' in the Special Branch.

Sindh Police on December 11 proposed to the provincial Government to place 93 seminaries in different cities and Districts under the fourth schedule of the Anti-Terrorism Act (ATA) to monitor their ‘affairs’ and ‘other’ activities due to their suspected terror links, reports Dawn. The proposal came days after the Sindh Government directed the law enforcement agencies to crack down on drug dealers and seminaries which had links with terrorists or banned outfits. “This move will help us in keeping an eye on these seminaries which are suspected for their links and activities. All these seminaries are marked after their geotagging across the province and analysis and audit of their finances to trace the source of their funding and spending in line with the National Action Plan initiatives, which requires the database of all madrassahs operating across the country. Under this arrangement placing 93 seminaries under fourth schedule we would be able to do our work more confidently,” Additional IG of Counter-Terrorism Department (CTD) Sanaullah Abbasi told.

A 'low-intensity' blast on December 14 targeted a Chinese engineer's vehicle in the jurisdiction of Patni Police Station in Rohri town of Sukkur District, reports Dawn. The engineer remained unhurt in the explosion. "Unknown accused attacked a Chinese engineer's vehicle near Rohri. Rescue teams moved [to the location]," said a police statement.Meanwhile, the Chief of the Army Staff General Qamar Javed Bajwa assured the people of Karachi on December 14 that the change of military command would not affect the Karachi operation as more “efforts will be made to consolidate the gains achieved so far” for peace in Karachi, reports Dawn. It was General Bajwa’s first visit to Karachi after taking over the army command last month. He arrived in the morning and went straight to the mausoleum of Quaid-i-Azam Mohammad Ali Jinnah to pay homage to the father of the nation.

A would-be suicide bomber on a motorcycle was shot dead by Rangers personnel on Daman-i-Kohsar road in Hyderabad city of Sindh after he lobbed a 'cracker' into a nearby graveyard while fleeing on December 16, reports Dawn. His accomplice fled the scene of crime. A Rangers vehicle on patrol near the Amani Shah graveyard signalled for two men on a passing motorcycle to stop. The men stopped and one lobbed a 'cracker' into the graveyard. Rangers’ sources said they shot and killed the man who threw the 'cracker' into the graveyard. Upon examination, they found he was wearing a suicide vest. The assailant could not be identified, but Rangers sources claimed he appeared to be in his early 30s. The sources alleged the would-be suicide bomber had intended to target the under-construction Imambargah (Shia place of Worship) nearby.

One militant was killed and three others were arrested on December 19when the Law Enforcement Agencies (LEAs) foiled major terror bid, said to be planning a suicide attack in University of Karachi and seized huge cache of weapons from their possession at National Highway near Kathore area in Gadap Town of Karachi, the provincial capital of Sindh, reports The News. Four militants were arrested during the operation but one arrested militant was later killed in exchange fire with personnel of LEAs when he tried to flee from the custody. He was identified as Abdul Amin. The officials also confiscated a truck loaded with 10 kilograms of explosives, 5 kilograms ball bearing and a detonator.

Rangers raided three offices of a known businessman, Anwar Majeed, who is said to be a close friend of former President Asif Ali Zardari, and claimed seizing illegal weapons on December 23, reports the News. The spokesman for the Sindh Rangers said personnel of the force conducted the swoops on intelligence about the presence of weapons and miscreants in two offices on the II Chundrigar Road and at the Hockey Stadium in Karachi. The raids coincided with PPP Co-chairman Zardari’s return to the country from Dubai, 18 months after he had abruptly gone abroad. The crackdown led to the detention of five suspects and the seizure of 17 Kalashnikovs, four pistols, 3,225 bullets of different calibers and nine ball bombs. The arms and ammunition had been concealed in secret places in the offices. Some important documents were also seized. Those detained were identified as Shahzad Shahid, Rajab Ali Rajpur, Ajmal Khan, Kamran Munir Asari and Kashif Hussain.

Sindh Rangers report issued on December 29 claimed that a total of 446 'target killers' were arrested in 2016, mostly belonging to the 'militant wings' of different political groups, reports Dawn. According to the report, which is focused on the ongoing Karachi operation, Sindh Rangers conducted 1,992 operations across the city over the year through which more than 2,847 suspected criminals were taken into custody. A break-up of the numbers shows that of the 446 target killers arrested by the Rangers, 348 belonged to various political groups, 87 had links to Lyari gangs, while 11 were affiliated with different sectarian groups.The report said 26 criminals involved in kidnapping for ransom were also apprehended, and 13 of their abductees were safely brought back. In the report, the Rangers also claimed that murders and targeted killings in the city hit an all-time low in the year, with 87 people falling victim compared to 199 in the preceding year. About weaponry recovered during the year, the report says that at least 1,845 arms, including machine guns, light machine guns, sub-machine guns, rocket launchers, detonators, pistols/revolvers and explosives, were confiscated in the year. A total of 194,579 rounds of ammunition of different calibres were also recovered, it said.
