the Joint Investigation Team report has found that People’s Amn Committee (PAC) leader Uzair Jan Baloch had worked for an Iranian intelligence agency, and it further recommended that he be tried by a military court for ‘espionage’, reports Dawn on May 2 (today). The JIT report signed by representatives of the Sindh Police, Rangers and Intelligence Agencies was sent to the Home Department on April 29, 2016, for “perusal and necessary action”. According to the JIT report, Uzair Baloch was involved in “espionage activities by providing secret information regarding army installations and officials to foreign agents (Iranian intelligence officers) which is a violation of the Official Secret Act 1923”. The report quoted him as telling the members of the JIT that he fled to Iran after the Rangers launched an operation in Karachi in 2013.

acting on a summary moved by the Sindh Home Department, Sindh Chief Minister Qaim Ali Shah on May 3 extended powers of paramilitary Rangers in Karachi for another 77 days, reports The Express Tribune. The government extended the Rangers’ powers with the same mandate, which the force has been enjoying since 2013. The special powers have been extended till July 19, 2016. With these additional powers, Rangers are allowed to seal exitentry points and conduct searches in all Districts of Karachi.

The Muttahida Qaumi Movement (MQM) leader Dr Farooq Sattar’s coordinator Aftab Ahmed (42), who was under Rangers’ 90–day preventive detention, died on May 3 in provincial capital Karachi, reports The News. The party alleged extra-judicial killing and demanded for probe in the incident. The pictures and video clips of the dead body revealed wounds that suggest he was brutally tortured to death. Speaking at Ahmed’s funeral, Sattar said Ahmed was picked by Rangers from his home in Federal B Area on May 1, 2016, while he was with his family even though there was no case registered against him at any Police Station. However, the paramilitary force maintained that Ahmed died a natural death caused by a heart attack.

Sindh Chief Minister (CM) Qaim Ali Shah on May 4 extended the period of stay of the paramilitary Rangers force in the city for another 77 days, reports The News. The period of stay was extended under Article 147 with the signature of the CM. A summary in this regard was however sent three days ago. The Rangers' period of stay was extended as it was set to expire at midnight on May 3. The Provincial Government has been approving extension in the special powers of Rangers under Section4 of the Anti Terrorism Act 1997 for the last two years.

the Human Rights Commission of Pakistan (HRCP), in its annual report for 2015, launched in Karachi Press Club on May 5 observed that despite a marked decrease in overall violence in the metropolis, “a few steps taken to restore law and order have instead left a broad trail of human rights violations", reports The News. Expressing concerns over rising cases of extrajudicial killings in the province and the metropolis, HRCP Sindh Vice Chairperson Asad Iqbal Butt observed that the accused must be presented before the courts of law if there were any charges against them, as ‘murdering’ them extrajudicially would only pave way for anarchy.

Unidentified militants killed two people, including Shia religious scholar and rights activist Syed Khurram Zaki, in a sectarian attack in North Karachi Town of Karachi, the provincial capital of Sindh on May 7, reports The News. Zaki and his journalist friend, Rao Khalid, were sitting at a restaurant when two armed assailants opened fire at them. A passerby, identified as Aslam, sustained injuries in the attack. Both the victims belonged to the Shia community. Meanwhile, TehreekeTaliban Pakistan (TTP)Hakeemullah faction, claimed responsibility for the attack in a phone call to Reuters, saying Zaki had been targeted for his stance against radical cleric of Lal Masjid Maulana Abdul Aziz.

According to Inter-Services Public Relations (ISPR), the convicts, active members of Al-Qaeda, were also involved in Improvised Explosive Device (IED) blast near Saleh Masjid, Karachi, and in the killing of a social worker, Sabeen Mahmud. The convicts, tried and convicted by military courts, are Tahir Hussain Minhas, Saad Aziz, Asad-ur-Rehman, Hafiz Nasir and Muhammad Azhar Ishrat. The ISPR said they were involved in the attack on a bus of Ismaili community at Safora Chowrangi, Karachi, which killed and injured more than two dozen passengers.
