In another incident on the same day, rebels of the Liberation Tigers of Tamil Eelam (LTTE) attacked an Army camp at Kattaparichchan near Muttur. Two soldiers were killed and six others injured in the attack which was repulsed after reinforcements were rushed from other camps in the vicinity. Troops suspect that the eight to ten rebels were killed, though their bodies were taken away by their associates. Two civilians too were reported to have sustained injuries in the attack.

Tamil news sources reported that a school boy was killed, two civilians were injured and 15 residential structures damaged when Sri Lankan army troops shelled several villages in the Muttur south region on December 1. The villages affected from the attack were Samupr, Kadatkaraichchenai, Pattalipuram and Kaddaiparichchan. The troops were retaliating to an attack by LTTE rebels on the army camp at Kaddaiparichchan using rockets on the same day. Citing security forces these sources said that two soldiers were killed in the attack. There was no official confirmation of this incident.

With most results of the general elections held on December 5, being declared, news reports said on December 7, that the United National Party (UNP) - Sri Lanka Muslim Conference (SLMC) coalition is set to obtain a slender majority in the new parliament. The final tally of seats won in the elections are UNP – 89; PA – 62; Janatha Vimumkti Peramuna (JVP) – 12; Tamil National Alliance (TNA) – 14; SLMC – five; Eelam People's Democratic Party (EPDP) – 2; and the People's Liberation Organisation of Tamil Eelam (PLOTE)– one. The counting is over but results are yet to be officially declared in Kandy. Besides, there are 29 national seats, which are to be allocated according to the percentage of votes obtained nation-wide by each party. Analysts said, on the basis of the vote tally, that after all the results have been officially declared and the speaker elected, the UNP-SLMC combine is set to have a single-seat majority in the new parliament.

Reacting to the elections, the United States’ State Department, on December 7, while condemning the violence during the polls, said that the elections were "basically free and fair." In another international reaction, the European Union (EU) Electoral Observation Mission chief, John Cushnahan also condemned the violence as well as the blocking by the army of large numbers of Tamils from voting, but endorsed the overall election result. The EU mission also criticised the PA and its ally, EPDP for being partially responsible for the violence. The Mission statement added that the "…decision of the army to close checkpoints at Vavuniya and Batticaloa prevented many thousands of people from exercising their right to vote. It would seem that there is no justification for this action and serious questions have to be raised about the political motivation behind it."

The report added that it is not yet clear if the LTTE will be making the first peace overtures, but it is more likely that the Tigers will wait for the new government to start the peace process. The new Prime Minister is from the United National Party (UNP), which with its allies, defeated the People’s Alliance (PA) of President Chandrika Kumaratunge. The TNA leader, R. Sampanthan was contacted by the Prime Minister who extended an invitation to the Alliance for talks to resolve the ethnic dispute in the country. Outlining the Alliance’s preconditions for the talks, the Alliance leader is reported to have told the Prime Minister that "the government should first declare cease-fire, lift the ban on the LTTE (Liberation Tigers of Tamil Eelam) enabling it to participate in peace talks as the sole representative of Tamils and such peace talks should be held only with the LTTE through international third party mediation, according to TNA manifesto." Unconfirmed news reports said that the TNA was willing to give the new Prime Minster, six months to bring about a cessation of hostilities and lift the military embargo around the Vanni province controlled by the LTTE. Political analysts, however, were cited in news reports as saying that the Prime Minister would find it difficult to meet these conditions as the defence portfolio is still being held by President Chandrika Kumaratunga. She had ruled out, during the run-up to the elections held on December 5, a cease-fire with the rebel LTTE unless the outfit gives up separatism and arms. A statement from the President’s Secretariat on December 9, denied speculations that the Prime Minister would be appointed the Minister of Defence (MoD). Thurai, in-charge of the Liberation Tigers of Tamil Eelam’s (LTTE) dissemination division in Batticaloa and Ampara districts, visited Kaluwanchikudy town and several other villages to its north, accompanied by a group of unarmed LTTE cadres, on December 26, pro-Tamil sources said. He also held discussions with an officer of the Special Task Force (STF) at the Paddiruppu Bridge, a main entry point to government controlled areas, 24km south of Batticaloa. The group also visited the villages of Kaluthawalai, Theththathivu, Kurukkalmadam and Kirankulam and spoke to community leaders and villagers. More such visits are being planned.

The Jaffna University Students' Union (JUSU), on December 28, asked the government to disarm all Tamil paramilitary groups, including the Eelam People’s Democratic Party (EPDP), as their possessing weapons was a threat to Tamil people, especially journalists, in Jaffna district. The earlier People’s Alliance government, whose ally the EPDP was, had permitted the group to carry arms for self-defence. Alleging that these arms were being used to target innocent civilians, the JUSU reminded the United National Party that it had promised during the just concluded elections that it would not have any understanding with the group. The four party Tamil coalition, Tamil National Alliance (TNA) has already submitted a memorandum to the government urging it to disarm all Tamil para-military groups.

Cabinet Ministers G L Peiris and Milinda Moragoda will be the members of the committee and shall be assisted by a yet to be constituted secretariat of experts, which would be headed by a veteran diplomat. The committee alone has been tasked with "public interface and the dissemination of information [on the peace process] under [the] guidance" of the Prime Minister.
