Sri Lankan Deputy Defence Minister Gen. Anuruddha Ratwatte in an interview to the Daily News on January 1 said that the troops were doing their best to weaken the LTTE militarily. According to him, "The only way of bringing the LTTE to the negotiating table to search for a fair solution to the ethnic problem is to weaken them militarily". He also added that the LTTE tried to strengthen their weakened military power by declaring a "deceitful unilateral cease-fire" to de-escalate the troops' successful military offensives against them in the Jaffna peninsula.

On the political front, Lakshman Kadirgamar, Minister of Foreign Affairs in an interview to Time Online during his recent visit to New Delhi said that the LTTE "should first have discussed the cease-fire with the Norwegian Government's representatives who would then have consulted us". President Chandrika Kumaratunga, in a televised address on January 8, said her government would call for a cease-fire if the Liberation Tigers of Tamil Eelam (LTTE) agreed to sit at the negotiating table. Cease-fire could be held on through negotiations, she said. This is the first-ever response at the highest level to the LTTE's Christmas Cease-fire offer of the year 2000. Her government, the President said, was offering more than a cease-fire, permanent peace, to the Tamil people The President emphasised that the only way to reach that goal was for the two warring parties to agree to end the war. The government's Special Media Information Centre said distressed relatives of Tamils conscripted by LTTE rebels set fire to two LTTE offices in Kilinochhci, on January 8.
