On the political front, Norwegian peace envoy Erick Solheim called on President Chandrika Kumaratunga and also met the Leader of the Opposition Ranil Wickremasinghe. Solheim is once again in Colombo after having gone there earlier in the year and having later met the LTTE's London-based chief negotiator Anton Balasingham. The content of Solheim's discussions with the President is yet not known, but he is believed to have discussed measures to kick-start the peace process.

On the political front, Norwegian peace envoy Eric Solheim concluded his consultations with members across the political spectrum. According to news reports, he has sought to make the government agree to those sections in a Memorandum of Understanding (MoU) his country had drafted and which the LTTE offered to abide by. Addressing the press before he met the Opposition Leader Ranil Wickremasinghe, on February 1 Solheim said that, "We have almost reached the end of the initial stage". According to the Sri Lankan media, the Solheim visit has raised fresh hopes and optimism on ending the 18 year-old conflict and restoring peace on the island.

The release said the President and the Foreign Minister had consultations with the Norwegian peace envoy. But, there would be no cease-fire in the interim, the press release announced. In the first incident, three rebels were killed and six others injured as troops attacked a group of rebels constructing a trench in the Muhamalai area. Three more rebels were killed, in the second encounter, in the general areas of Kilaly and Nagarkovil. In addition the troops on a clearing operation in the Muhamalai area claimed to have recovered 19 anti-personnel mines.

The cease-fire was originally declared beginning Christmas Day 2000. The LTTE expressed its disappointment at the government not responding to its offer since it was first declared. Further, the LTTE said it was prepared to enter into peace negotiations when the government responded to its cease-fire offer and agreed to implement the Norwegian proposal of de-escalation of the war. The government is yet to respond to the latest offer of extension of the cease-fire.
