However, the Union Government is “withholding” information on the location of these hideouts from the Bhutanese Government to keep the possibility of peace talks with the outfit alive. According to the Hindustan Times, the Union Government on August 13 decided to halt all operations by security forces against the United Liberation Front of Asom (ULFA) for a few days. Union Home Secretary V. K. Duggal said, “We have advised army and other security forces in Assam to suspend their operations against ULFA for a few days.” He further said, “However, this does not mean that if they resort to any misadventure that will not be replied back. Appropriate action will be taken.” The decision comes days ahead of a crucial meeting between the representatives of the Union Government and mediators appointed by the outfit in New Delhi to discuss modalities for initiation of direct peace talks.

According to The Hindu, the United Liberation Front of Asom (ULFA) on August 18 formally declared a cease-fire in Assam, in response to the Union Government's similar declaration made earlier on August 13. In a statement through the People's Consultative Group (PCG), ULFA ‘chairman’ Arabinda Rajkhowa, said that the outfit would try to respect the offer in response to the people's desire for peace. The outfit, however, cautioned against any sabotage activities in the name of the outfit to scuttle the peace initiative. On holding direct talks with the Centre, Rajkhowa said that the outfit has been awaiting fulfillment of New Delhi's assurances at the third round of discussions with the PCG. The ULFA chairman also expressed the hope that the Union Government would take positive steps for the release of the arrested leaders.
