Security force (SF) personnel on December 2, operating in the Tinsukia district of Assam, raided a camp of the proscribed United Liberation Front of Asom (ULFA) terrorists inside the Dibru Reserve Forest area. Acting on a tip off, the SF’s launched a combing operation in the area. A group of ULFA terrorists, holed up in the camp, opened fire on the approaching troops ensuing in an encounter. However, the terrorists, taking advantage of the thick jungle, managed to escape. Two .303 rifles, a Chinese made hand grenade, large quantity of assorted ammunition, a radio set, medicines and incriminating documents were recovered from the site.

The Assam Chief Minister Tarun Gogoi said in Guwahati on December 2 that the State government was not averse to declaring a cease-fire in the State to facilitate possible peace talks between the Centre and the proscribed United Liberation Front of Asom (ULFA). The Chief Minister said, "It is up to the Centre to decide whether or not to declare a ceasefire in Assam. As far as my government is concerned, we have no objection whatsoever because we are keen on a negotiated settlement of the insurgency problem in the State." He also emphasised on the need for urgent political negotiations between the Government and the ULFA to sort out the problem and arrive at an acceptable solution. "The Centre can apply the same principle in Assam as is the case with the ceasefire and subsequent negotiations with the NSCN (I-M) in Nagaland," he said.

According to media reports, under heavy pressure from the Bhutanese authorities, terrorists of the United Liberation Front of Asom (ULFA) are reportedly attempting to set up camps and bases inside Meghalaya's Garo Hills. Reports quoting intelligence sources indicated that ULFA cadres entering the western Assam district of Barpeta from their camps in Bhutan, cross the Bramhaputra river and proceed to the Goalpara district or West Kamrup and later move inside Garo Hills. As reported earlier, Bhutanese Home Minister, Lyonpo Thinley Gyamtsho, had said in Kolkata recently that the ULFA, which runs nine camps in southern Bhutan, has agreed to close these down in phases following discussions with the Bhutanese government. According to him, four camps will be closed by December, while the strength in the remaining ones would be initially reduced and finally closed.

According to media reports, hundreds of people, mostly businessmen, on December 5, protested at the Bilasipara police station demanding the immediate arrest of two surrendered ULFA (SULFA) activists for their alleged involvement in the abduction and subsequent killing of a local trader. The trader was reportedly abducted on October 12 and his body was recovered on December 5. Sources added that police later arrested four persons including two suspects for questioning.

A terrorist of the United Liberation Front of Asom (ULFA) was killed in an encounter near Kumsung in Tinsukia district on December 6. An AK-47 assault rifle, some ammunition and incriminating documents were recovered from the possession of the deceased terrorist. Official sources said that he was a Myanmar trained terrorist and an Improvised Explosive Device (IED) expert. He was also responsible for blowing up an Army truck on September 21, 2001, in which three Army personnel were killed.

Commenting on the insurgency, Assam Chief Minister, Tarun Gogoi said in Guwahati on December 7 "Though we are in favour of talks with the ULFA (United Liberation Front of Asom), the leadership has not sent any feeler in this regard so far." The Chief Minister further said that it is a good indication that ULFA has expressed willingness to participate in peace talks. Media reports said that a religious group in Assam on December 7 offered to mediate between the United Liberation Front of Asom (ULFA) and the Union Government for holding peace talks to end two decades of violent insurgency in Assam. "We are ready to act as an intermediary to facilitate the United Liberation Front of Asom (ULFA) to come to the negotiating table with the Central Government," said Narayan Chandra Goswami, President of Axom Xatra Mahasabha, the apex body of 700 Vaishnavite monasteries (xatras) in Assam. He added that the Mahasabha was "… very optimistic about our efforts and hope the ULFA will respect our endeavour as we are trying to help bring back peace to the State…If the Government gives us the nod, we could engage ourselves in opening channels of communications with the ULFA for holding peace talks."

Speaking in Guwahati on December 9, Assam Minister of State for Home, Pradyut Bordoloi said that instead of insisting on preconditions, the Central Government and the United Liberation Front of Asom (ULFA) should commence peace talks for a long-lasting solution to the insurgency problem. He added that the Centre and ULFA should be flexible and begin talks by adopting a policy of give and take. He pointed out that the State government has requested the Centre to initiate the process of talks as "the issues raised by the militants can only be settled by the Central government and the state government can only create a favourable atmosphere." However, he said that till date, the State government has not decided to announce a unilateral cease-fire. The Minister opined that instead of declaring a unilateral cease-fire, the State government is of the view that a Nagaland type cease-fire should be the formula. While pointing out to the vital role played by non-government organisations (NGOs) like the Naga Mothers’ Association and the Naga Ho Ho in facilitating the cease-fire agreement between the government and the factions of National Socialist Council of Nagaland (NSCN), he urged Assamese NGOs to come forward and take up such a role.

The Assam government has urged the Union government to commence negotiations with the proscribed United Liberation Front of Asom (ULFA) to solve the insurgency problem in the State. In an interview to The Sentinel, on December 10, Chief Minister Tarun Gogoi said there should not be any hurdle in holding talks with the ULFA since "Prime Minister Atal Bihari Vajpayee has demonstrated his government’s resolve to bring about [a] political settlement of [the] insurgency problem in the country… The policy, which is being applied for talks with Naga insurgents, should also be applied in the case of Assam militants. Vajpayee has met NSCN (IM) leaders in Japan." He also said that the government was in search of a mediator acceptable to both the sides for a possible dialogue. The Chief Minister pointed that he has received indications that the ULFA was ready for initiating a political dialogue with the government. He added, "Besides, I believe that the ULFA’s stand on … talks is quite flexible now."

The National Democratic Front of Bodoland reportedly runs 15 camps in Bhutan and is yet to vacate even a single camp. Reports also said both the groups have set up camps in the Changlang and Tirap areas of Arunachal Pradesh, with the help of National Socialist Council of Nagaland-Khaplang (NSCN-K) faction, so as to enable them to easily slip into Myanmar.

However, it is still reportedly operating its Command Headquarters and General Headquarters from bases inside Bhutan and security has been intensified around the camps. Cadres numbering approximately 250 to 300 and arms and other logistics have been shifted to another camp located at Bhangtar, intelligence officials were quoted as saying. Reports also said that the ULFA has opened three camps in the Chittagong Hill Tracts, Bangladesh, and is planning to open more. Three top ULFA leaders, Dristi Rajkhowa, Hira Sarania and Rustav Choudhury, are reportedly supervising the relocation of cadres to Bangladesh. Chief among the issues discussed was managing the communication link with the field units if the headquarters were to be shifted from Bhutan, probably to the Chittagong Hill Tracts (CHT) in Bangladesh. The ULFA is likely to procure powerful wireless sets to maintain the link, reports said. Unconfirmed reports said the ULFA has procured a satellite telephone costing approximately Rs 3 lakh for its Dhing Anchalik Parishad units. Also, reports said the ULFA would, on a trial basis, run an additional headquarters from the CHT, from January 15.

Deka said security forces have been able to keep insurgent activities in Assam under control, although terrorist outfits are active in certain pockets. He said, United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) cadres are active in certain forest areas of the State. But their subversive activities are curtailed to a large extent and they are now confined to the forest areas, he added. The DGP further said that the number of violent activities in the State has considerably declined in the year 2001.
