Meanwhile, according to security force sources, the ULFA has carried out several specific reconnaissance missions in the States of Meghalaya and Arunachal Pradesh, close to the international borders with Bangladesh and Myanmar, in search of locations to set up bases. In may be noted that the terrorist outfit is in the process of relocating its camps from Bhutan and is on the lookout for safe havens. The sources added that, during the past two months, the outfit has been visibly active in the Garo hills, Meghalaya, and the border areas of Arunachal Pradesh.

Media reports said Assam Police seized from a bus bound for Itanagar, at Chairduar, Sonitpur district, on November 15, a huge consignment of gelatine sticks and fuse wire rolls. The consignment, it is suspected, was being clandestinely routed to the United Liberation Front of Asom (ULFA) and the National Socialist Council of Nagaland (NSCN). Official sources said three Arunachal Pradesh State Transport Corporation (APSTC) personnel, who were in the bus, were arrested. Meanwhile, media reports quoting intelligence sources added that they did not rule out the possibility that the explosives may have been meant for new a terrorist outfit, the Arunachal Dragon Force (ADF), which is allegedly being assisted by the ULFA and the NSCN-Khaplang faction (NSCN-K). Sources further added that the ULFA and the NSCN-K were training the ADF at the Namsai camp, in Chaglang district of Arunachal Pradesh.

According to media reports, the Assam government has sought additional para-military forces from the Union government following intelligence reports that the Inter Service Intelligence (ISI), Pakistan’s external intelligence agency, might target oil installations in the State. The request was made also amidst fresh reports of the proscribed United Liberation Front of Asom (ULFA) and Bodo militants entering into the State. While saying, "As per available intelligence inputs, ISI is insisting on causing large scale sabotage in the oil sector including refineries. In the changing scenario, large-scale sabotage in oil sector and other vital installation is likely to occur unless adequate protection is ensured," he suggested that a special, dedicated force for security of the oil sector has become a priority. Meanwhile, the Assam Chief Minister, while indicating that the law-and-order scenario in the State was critical, asserted that that the continuing financial crisis has severely eroded the capability of the State government to fight terrorism and insurgency. He emphasised the need to check infiltration from Bangladesh and issuing national identity cards. The Chief Minister also called for a revival of the rehabilitation package for surrendered militants. Claiming that the State government has been able to contain the activities of religious fundamentalists, including those of Muslim militant outfits, he expressed the apprehension that taking advantage of the September 11-terrorists incidents in New York, certain communal and fundamentalist forces may create trouble in the State. He further said terrorists based in the forests of Bhutan were fanning out into Assam, aparticularly along the inter-State border in search of establishing new camps. He added that special operations units comprising CRPF and Assam Police have been pressed into operation. In view of the heightened threat perception, the Chief Minister opined that the State government would like to urge induction of additional forces to the extent of 30 battalions of paramilitary forces, as assessed by the Central government. He further noted that if two companies of CRPF were withdrawn for deployment in Tirap and Changlang district in Arunachal Pradesh, it would create an adverse impact on counter-insurgency operations in the State. Drawing attention of the Union government to the reported movement of Bhutanese armed personnel in Assam, the Assam government sought a clarification from the Ministry of Home Affairs asking if there was any understanding with the Royal Government of Bhutan in this regard.

The proscribed United National Liberation Front (UNLF) has stated that the categorisation of certain terrorist outfits in the North-eastern region including the outfit itself under the Prevention of Terrorism Ordinance 2001 (POTO) by the Government of India was a "desperate and opportunist attempt on India’s part to cover up its inability to bring about political solutions to the North-east and Kashmir." Observing its 37th foundation day anniversary of the outfit, the UNLF in its annual statement issued on the occasion in Imphal while opining that "their struggle is a political struggle demanding a political solution" criticised the Government of India for what it called the misrepresenting of the ‘legitimate struggle’ as terrorist activity. The UNLF statement further said that it had never indulged in terrorist activities during the 37 years of its existence. The statement further added that the idea of a joint ‘liberation struggle’ initiated by the United Liberation Font of Asom (ULFA), National Socialist Council of Nagaland – Khaplang (NSCN-K) and UNLF with the formation of the Indo-Burma Revolutionary Front (IBRF) in 1990 is slowly but definitely becoming a reality. The outfit also appealed to the people to be aware of the "conspiracy hatched by the Indian Government and the NSCN (IM)." The outfit also stated that the June 18, 2001 incidents in Manipur and the strong anti-cease-fire agitation will "always be a lesson to those who think that the NSCN (IM) is all powerful and that appeasement of the NSCN (IM) is all that is necessary to solve the problems in the Indo-Burma region."

Media reports indicated that security forces across Assam have been put on a maximum alert in view of the proscribed United Liberation Front of Asom’s (ULFA) 'protest day' on November 27, today. A high-level meeting of the Assam Police officials in Guwahati reviewed the law and order situation and instructed all the districts to be on a maximum alert to foil any attempt by the ULFA to launch offensives. The Assam Police Chief H K Deka said that security forces have been asked to keep a close watch on all vital installations, especially in the oil sector. He added that security arrangements have been tightened in and around those districts which share a border with Bhutan. The ULFA has been observing ‘protest day’ on November 27 for more than a decade now.

According to a media report, the Assam Chief Minister Tarun Gogoi on November 28 welcomed the proscribed United Liberation Front of Asom (ULFA) willingness for a meaningful political solution to solve the ongoing insurgency. He also reportedly said that the State Government has begun looking for appropriate mediators for the proposed talks. Talking to Sentinel the Chief Minister termed the November 27 statement of ULFA Chairman Arabindo Rajkhowa as a "positive gesture". He said that the State government is always ready to solve the problem through negotiations and it was really encouraging that the outfit finally expressed its willingness for talks. As reported earlier, Rajkhowa had issued a statement on the occasion of the outfit's "Protest Day" where it stated that a political settlement of the "Indo-Assam conflict" alone was the way out to end the "illegal occupation of Assam by the Indian security forces" and the restoration of the right of self-determination to the people of Assam. The Chief Minister, however, indicated that thus far the ULFA has not contacted the State government for talks. Gogoi also said that the mediator for the proposed talks must be acceptable to both the sides. He added that before formal talks, a certain kind of relation must be established between the two sides. The Chief Minister also clarified that his government has no reservations if the ULFA desires to hold talks with the Union Government. "An NSCN-type dialogue could be initiated between the ULFA and Government of India", he said.

In a statement issued in Guwahati on November 30, the outfit said that it was always in favour of a meaningful solution to the problem and there was no differences of opinion among the members in this regard. Refuting media reports about differences within the organisation, the statement said that both Paresh Baruah and Arobinda Rajkhowa want a peaceful solution to the problem and there was no difference of opinion between them as claimed by the press. The ULFA has laid three conditions for talks–it should be held in a third country; it should be held in presence of United Nations (UN) representative and should focus strictly on sovereignty.
