The ongoing tripartite peace process among the Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF), Assam Government and the Centre is likely to see a new agreement being signed in six months, a senior ULFA leader said, reports Morung Express on December 7. “Our peace process is going on very smoothly. Recently we have had nice talks with the central government and there are no differences as of now… we have mutually agreed on several issues. We are likely to see a solution in the next six months,” Raju Baruah, a senior member of ULFA-PTF said.

United Liberation Front of Asom (ULFA) cadres who fought an armed battle for "sovereign Assam" and later surrendered are now planning to contest next year's (2016) Assembly election in at least 10 seats as Independents and support a new regional party in other constituencies, reports The Telegraph. All Assam Surrendered United Liberation Front of Asom Samittee (AASUS) - an umbrella body of the former rebels - announced on December 8 that they are planning to contest the polls as over 7,000 cadres who laid down their arms since 1992-93 had not been properly rehabilitated. The AASUS complained that of the 7,392 ULFA cadres who laid down arms, only 165 were given ex gratia of INR 1.5 lakh each by the Government.

Based on the fresh and confirmed inputs regarding the movement of suspected United Liberation Front of Asom (ULFA) cadres with sophisticated arms in and around militancy- infected Pengaree- Bordumsa belt including Gurung basti (West Bengal) near Dibrujan and Talpather in Bordumsa (Changlang District of Arunachal Pradesh), the ongoing search operation in the entire belt has been intensified with Additional Superintendent of Police (ASP) Tinsukia, L. Dungal himself taking the lead, reports The Sentinel on December 14. The Officer in Charge (OC) Pengree Police Station, Jai Sankar Warry, who had earlier accomplished various militant operations commendably, said that the cadres of the banned ULFA recently threatened the garden workers not to work in their respective gardens till the owners comply with the monetary demand of the Paresh Baruah-led Independent faction of ULFA (ULFA-I) militant organization. Sources added that the search operation was being carried out at various vulnerable pockets of different locations on all sides of the Assam-Arunachal border, including Borsumsa.

ULFA ‘general secretary’ Anup Chetia on December 14 said that he would join the ongoing peace process with the Government and also sought forgiveness for the outfit's past mistakes, reports The Telegraph. "I am ready to join the peace talks (between the pro-talks faction of ULFA and the Centre)," Chetia said when he was brought to the designated Terrorist and Disruptive Activities [Prevention] Act (TADA) court in Guwahati on December 14. "A certain section of people have doubts whether I will join the peace talks. Some are also suspecting that I will run away. But I am for the peace talks," he said. "I ask for forgiveness from the people of Assam for our past mistakes," he said. "I pay homage to our comrades who lost their lives during our struggle." Chetia expressed his gratitude to Prime Minister Narendra Modi, Union Sports Minister Sarbananda Sonowal and Assam Chief Minister Tarun Gogoi for bringing him back from Bangladesh.

The Assam Government advocated the involvement of United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia in the on-going peace process, stressing on expediting the ongoing talks with all the militant groups for bringing a lasting solution of the problem of militancy in the State, reports The Assam Tribune on December 16. The Chief Minister Tarun Gogoi said that as ULFA ‘general secretary’, Anup Chetia is an important figure in the context of peace talks, the Government of Assam had all along been pursuing with the Centre for repatriation of Chetia. Now, since he had been finally brought to the country, State Government feel that he should be associated with the ongoing peace talks between the Government and the Pro-Talk faction of ULFA (ULFA-PTF). The Chief Minister made this plea when he met the Prime Minister Narendra Modi on December 16 at his Parliament House Office. The Chief Minister also discussed about the security scenario with the Prime Minister during the South Asian Federation (SAF) Games in Guwahati.

United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia was on December 17 granted bail in connection with two Terrorist and Disruptive Activities [Prevention] Act (TADA) cases against him, reports The Assam Tribune. The Court of Special Judge, Guwahati, passed the bail order after the State Government, in a written letter, said that it had no objection to Chetia’s bail. Chetia, however, continues to be in judicial custody in connection with a Central Bureau of Investigation (CBI) case. He was also charge sheeted in connection with another Special Operations Unit (SOU)-Assam Police case. The court allowed the bail on execution of a bail bond of INR 5 lakh each with two sureties of the like amount.

United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia, extradited from Bangladesh last month, was granted bail on December 22 by a local court in Guwahati on a personal bond of INR one lakh and two sureties from two individuals, reports DNA. Chetia was arrested in connection with four cases. While he has been granted bail in two cases, one more will come up for hearing on December 23. Chetia's counsel Bijon Mahajan said that the Assam Government had given a "no objection" certificate in writing in the event of Chetia getting released on bail. Earlier on December 17 the Designated Court in Guwahati had allowed Chetia, now incarcerated in the Guwahati Central Jail, to go on bail in two Terrorist and Disruptive Activities [Prevention] Act (TADA) cases for facilitating his trial and participation in the ongoing peace process.

United Liberation Front of Asom (ULFA) ‘founder general secretary’ Anup Chetia was on December 24 released from Guwahati Central Jail, a development which pro-talks leaders of the outfit termed as "significant" for the ongoing peace talks, reports The Telegraph. Chetia was granted bail in a Central Bureau of Investigation (CBI) case on December 23 and three other cases, two of which were under Terrorist and Disruptive Activities [Prevention] Act (TADA), earlier. The court, however, asked him not to leave the state without informing it. "I am speechless. I can't find words to express my feelings," were the first words that Anup Chetia said after he came out from jail, adds The Telegraph. "I am out of jail, finally, after 18 years and three days," he said. Sounding overwhelmed, Chetia said that jail life was not easy. "It is both a physical and a mental ordeal. You lose your democratic rights, your personal liberty and have to live a life that the authorities want you to live," he said.

United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia, who was given a rousing welcome at his native place in Jeraigaon of Tinsukia District on December 26, said he had not "betrayed the outfit and the struggle for independent Assam has not ended", reports The Telegraph. Addressing a gathering at Jeriagaon, Chetia first paid homage to those who "sacrificed their lives for their motherland". He said, "I have not betrayed ULFA. I am here because I was arrested in Bangladesh and the Indian Government brought me here to take forward the peace talks. I would have been happy had Paresh Barua stood by my side, taking the peace dialogue forward with the Central Government.'' "The struggle for independent Assam has not ended. We are adopting the means of dialogue to push our demands," Chetia added.

The blast at the Dhemaji parade ground killed more than 10 school children on Independence Day in 2004. The Forum for Terrorist Victims' Family, Assam (FTVFA) - an organization floated by family members of all the victims of terrorist attacks in Assam - urged the Government to adopt strict measures against the ULFA leader like any other criminal. "Nothing can compensate what we have lost. What ULFA has got by doing all these activities by killing the future generation? Even ULFA chairman Arabinda Rajkhowa and others came to our home seeking an apology. As human beings, they can come anytime but we cannot forgive them," said Padmeswar Borgohain, who lost her daughter in the Dhemaji blast in 2004.

Kamtapur Liberation Organization (KLO), the banned Rajbongshi (an indigenous community) outfit fighting for a separate sovereign Kamtapur nation, published a photograph of a hidden camp believed to be somewhere in Myanmar on their Martyrs' Day, reports The Times of India on December 29. The picture shows the KLO's ‘self-styled chairman’ Jiban Singha standing with one of his soldiers in front of a banner. This is Singha's first photo recorded since 1999. Report adds that Milton Burma, the dreaded militant who was the outfit's ‘commander-in-chief’ who was neutralized during the Bhutan offensive in December 2003, recognized Singha in the picture. A few intelligence agencies have also confirmed the man in the photograph as Singha. The KLO has also sent a press release along with the photos where Singha has vowed to continue with the arms struggle against India to achieve the outfit's goal of carving out a separate Kamtapur State. He also appealed to leaders of Independent faction of United Liberation Front of Asom (ULFA-I), Khaplang faction of National Socialist Council of Nagaland (NSCN-K) and IK Songbijit faction of the National Democratic Front of Bodoland (NDFB-IKS) to come to their help. These insurgent outfits, along with KLO, had formed the United National Liberation Front of Western South East Asia (UNLFWSEA) on April 17 2015, aiming to 'free the northeast from the clutches of India'. Also, United Liberation Front of Asom (ULFA) ‘founder general secretary’ Anup Chetia on December 28 appeared before the designed court at Guwahati in connection with the six Terrorist and Disruptive Activities [Prevention] Act (TADA) cases pending against him, The Assam Tribune. Charges were also framed against the ULFA leader in connection with all the six cases in which he was declared an absconder. Bail petitions were filed for Chetia by advocates after which the designated Court granted the bail petitions against a bail bond of INR 5 lakh with two sureties of the like amount. The public prosecutor too informed the Court that the State Government had no objection if the accused was granted bail keeping in view the interest of the ongoing peace process
