Assam Director General of Police (DGP) Khagen Sarma on November 3 said that the Barak valley has been used continuously as a safe corridor by militant groups, reports The Telegraph. Sarma said that different militant groups had been importing arms and weapons to Assam from Myanmar and Bangladesh via the three Districts of the Barak valley - Cachar, Karimganj and Hailakandi. The DGP, who held a meeting with the police officials of Cachar, Karimganj, Hailakandi and Dima Hasao Districts in Silchar, said a few years ago, the National Democratic Front of Bodoland (NDFB) and United Liberation Front of Asom (ULFA) had also used the Barak valley as a safe passage to bring arms from the neighbouring countries. According to him, the arms are being imported mainly from Myanmar to Mizoram and then these are carried to the Barak valley. Sarma, however, said the law and order situation in the state had improved a lot. He added that 13 different militant groups were currently in a ceasefire mode after having signed Suspension of Operation (SoO) agreements with the Government. Asked about the presence of Maoists in the valley area, Sarma said the Maoists had been trying to spread their base in two or three tea garden areas, but the Police were keeping a strict watch.

the leaders of the Pro-Talks faction of United Liberation Front of Asom (ULFA-PTF) are in an upbeat mood over the return of the ‘general secretary’ of ULFA, Anup Chetia to India and they are hoping that this would give a major boost to the ongoing peace process, reports The Assam Tribune on November 12. ‘Chairman’ of the ULFA-PTF, Arabinda Rajkhowa said that they had been pressurizing the Government of India to bring back Chetia to India. “It is a positive development that the former finally took steps to bring Chetia back. This will boost the peace process,” he added. Rajkhowa admitted that till date they did not get a chance to talk with Chetia to know about his opinion on the peace process. He also admitted that it is still not clear whether Chetia would get involved in the parleys with the Government directly or indirectly. But the fact that he is back is itself a very positive development. “A person who loves Assam is back now. That is the most important point,” he said. the All India United Democratic Front (AIUDF), the main opposition party in the state, said the extradition of ULFA leader Anup Chetia should not be used as a political tool in the run-up to the 2016 assembly election in Assam

Even as there is no formal declaration of United Liberation Front of Asom (ULFA) ‘general secretary’ Anup Chetia's participation in the ongoing tripartite peace talks, the four-year-long dialogue is 'progressing towards the final stages', reports The Times of India on November 14. However, the report adds that the Prime Minister’s Office (PMO)'s nod to the outfit's key demand of recognizing six indigenous communities of Assam as tribal groups is still pending. The Pro-Talks faction of ULFA (ULFA-PTF), Centre and the State Government will hold a meeting in New Delhi on November 24. The ULFA-PTF started the first round of talks with the Centre in 2011. Since then, several rounds of dialogue have taken place. The November 24 meeting will be chaired by Union Home Secretary R Mehrishi.

As speculation continues that deported United Liberation Front of Asom (ULFA) founder ‘general secretary’ Anup Chetia will join the talks between the terror group and the Central Government, a senior member and the ‘foreign secretary’ of Pro-Talks faction of ULFA (ULFA-PTF), Sashadhar Choudhury, said this will only legitimise the peace process and not necessarily bring about any qualitative change, reports Morung Express on November 15. “Qualitatively i do not think there is going to be any change from the current status if Chetia joins the peace talks. However, if Chetia joins then the peace process will be legitimised more than the existing one,” Choudhury said. Chetia was deported to India on November 11 by Bangladesh, where he was arrested in 1997. He is currently in Central Bureau of Investigation (CBI) custody.

Senior officials of Bangladesh and Indian Home Ministries on November 16 reviewed internal security and cross-border issues and set the agenda of November 17 Home Secretary-level talks, which comes days after deportation of wanted United Liberation Front of Asom (ULFA) leader Anup Chetia from Dhaka, reports Free Press Journal. “The Joint Working Group (JWG) level meeting was held today to set the agenda of tomorrow’s Home Secretary-level talks,” a Bangladesh Home Ministry spokesman said on November 16. Officials earlier said killing of Bangladeshi citizens at borders, extradition of wanted people, mostly gangsters who took refuge in India, and cross-boundary crimes were likely to dominate the Bangladesh side agenda in the talks. The Indian side is likely to focus more on issues of cattle smuggling and illegal infiltration, they said.

The Central Bureau of Investigation (CBI) on November 18, took United Liberation Front of Asom (ULFA)’s founding general secretary Anup Chetia into its custody for five more days, reports The Times of India. He will be produced Guwahati on November 22, just two days before the scheduled talks between and Centre on November 24 in New Delhi. The special judicial magistrate's court at Guwahati, where the top ULFA leader was produced by the CBI at the end of a six-day transit remand, refused custody to Assam Police. CBI had asked for 14 days custody but was accorded five days by the court, Chetia's counsel Bijon Mahajan said.

The Forum for Terrorist Victim Families urged the Assam Government not to offer amnesty to any militant leader, who was involved with the killing of innocent people, but maintained its stand to support the ongoing peace talks with the armed outfits of the State, reports The Shillong Times on November 23. Mehrishi will review various aspects of ULFA’s demands with a delegation of the insurgent group led by ‘chairman’ Arabinda Rajkhowa. “The Union Home Secretary will review the progress of the parleys that have been going on between central government’s interlocutor P C Halder and the pro-talk faction of the ULFA led by Rajkhowa,” a Home Ministry official said. He was produced before a Terrorist and Disruptive Activities [Prevention] Act (TADA) court in Guwahati by Special Branch personnel of Assam Police on November 26, which had arrested him in connection with two cases of 1993. Conveying a message through his wife Monica, the ULFA leader said he would comment on the ongoing peace dialogue among the outfit, the Centre and the State Government only after going through the former's 'charter of demands'. "He (Chetia) said he would not return to the path of violence. He will choose a democratic way of bringing about a desired solution to the entire movement. He thanks the Centre, the state and the Bangladesh governments for letting him return to his motherland," Monica said while coming out of prison.
