According to media reports, Assam Minister of State for Home Pradyut Bordoloi said political, economic and other rights of the non-Bodos would be safeguarded in the proposed Bodoland Territorial Council (BTC). While inaugurating a day-long seminar in Guwahati on ‘Hurdles to resolving conflict in Assam’, organized by the Institute for Conflict Management (ICM), New Delhi, on May 1, he also said the problem of insurgency started only after the formation of the United Liberation Front of Asom (ULFA). While asserting that ULFA had its origin in the anti-migration movement, he also said the same is no more among its objectives. He said, ‘But the outfit has diverted itself from its original character. In its chorus for an independent sovereign Assam, the ULFA has started seeing the illegal migrants coming to Assam from Bangladesh as part of the Assamese society. This is because most of the leaders of the outfit are currently taking shelter in Bangladesh’.

According to a media report, reiterating the Union government’s conditional offer for talks with the proscribed United Liberation Front of Asom (ULFA), Union Minister of State for Home I D Swami, on May 7, ruled out the possibility of a unilateral cease-fire with the terrorist outfit. While talking to press persons in Delhi on the sidelines of the national seminar organized by the All Assam Students Union (AASU), he said the offer has to come from the terrorist outfit. However, the ULFA has to stop perpetrating violence and give up arms before any such negotiation takes place, he further said. He said, ‘It is the first stated policy of the Government of India to talk to any militant outfit provided they give up violence’. The Minister also said Bhutan has co-operated with India in combating the terrorist outfits and has also assured that they will not be allowed to use Bhutanese territory for anti-India activities.

According to media reports of May 7, Assam State Minister of Home Pradyut Bordoloi said the State government has instituted the Umesh Rabha bravery award from the year 2002 to be given every year to three civilians who would make positive contribution to fighting terrorism in the State. The award carries Rs 20,000 each, a gold medal and a citation. Umesh Rabha was a Border Security Force (BSF) personnel who mobilised the local residents in and around the Tamulpur area against United Liberation Front of Asom (ULFA) and National Democratic Front of Bodoland (NDFB) terrorists. The ULFA terrorists killed him in 1999 for the same reason. The first award would be given away at Rabindra Bhawan on May 20.

A media report of May 9, quoting police sources, indicated that the United Liberation Front of Asom (ULFA) has renewed its attempt to escalate activities in parts of Assam. The ULFA leadership has reportedly initiated steps to regroup the outfit. The local units have been directed to achieve specific targets as far as recruitment of new cadres and ‘fund’ collection are concerned. ULFA allegedly aims to recruit approximately 200 unemployed youths from Sibasagar and 150 from Nagaon. ULFA’s Saraighat Anchalik would collect Rs 2.50 crore, while the Manas Anchalik would have to collect Rs one crore. Changing its earlier strategy of demanding huge amounts, the outfit now is reportedly ready to accept even smaller amounts from businesses. Sources added that ‘deputy commander-in-chief’ of the outfit Raju Baruah allegedly also directed the cadres to attack a few Congressman in the districts of Nalbari and Barpeta .

One suspected terrorist of the United Liberation Front of Asom (ULFA) was reportedly killed in an encounter in the Darrang village on May 12. The incident occurred when security force personnel acting on a tip off searched the Dalanghat village near Kalaigaon even as two terrorists lobbed grenades and opened fire. While one terrorist was killed in the ensuing encounter, the other is reported to have escaped. Some arms, ammunition and letter heads of the ULFA were seized from the encounter site.

Quoting a statement from the outfit’s mouthpiece, Freedom (Swadhinata) the reports further said that ULFA has termed the search for a crashed MiG-21 aircraft of the Indian Air Force (IAF) in the jungles of Bhutan, along India’s borders, as an excuse to spot its camps and watch its activities. The statement issued in Freedom on May 16, said, "The reports of the MiG-21 crash is a blatant lie fabricated precisely by the Indian Intelligence agencies to carry out reconnaissance of the ULFA bases along the international border without any diplomatic hindrance from Bhutan". According to IAF officials, the MiG 21 disappeared mid-air on April 20, during a routine training flight. Security sources believe that the aircraft with two crew members possibly crashed over the Himalayas and fell into the forests on Bhutanese territory. It had taken off from the Salonibari Air Base for a routine training exercise over the Indo-Bhutan border. The statement by the ULFA also reportedly said its ‘commander-in-chief’ Paresh Baruah had ‘officially’ urged the Bhutanese government not to co-operate with the Indian authorities in ‘any future campaign’ against it. The reports added that a joint search operation by India and Bhutan for the lost aircraft and the two IAF personnel has been going on since April 20,. According to media reports, Chief Minister (CM) Tarun Gogoi, on May 16, said the cease-fire agreement between the Karbi terrorist outfit––the United People’s Democratic Solidarity (UPDS), and the Union government may be reached soon, as the process was reportedly in an ‘advanced stage’. He further said the insurgency situation in the State has improved during the past one year. He also said talks between the United Liberation Front of Asom (ULFA) and the Union government should take place, which was also the wish of the people who want peace and development to prevail in the State. The CM also reportedly urged the Union government to initiate dialogue with ULFA on the lines of its policy relating to the National Socialist Council of Nagaland -Isac Muivah (NSCN-IM) in Nagaland. He said, "My approach has been always to urge the [Union government] to apply the principles it adopted in starting the negotiating process with the NSCN in the case of ULFA, too, to bring about peace in the region". He was speaking at the 'Meet the Press' programme at the Guwahati Press Club. He also added, he favoured the presence of the security forces in the State for counter-insurgency measures. He said, "Although relative peace has come, the ULFA and National Democratic Front of Bodoland (NDFB) are still active for which the Army's presence was necessary".
