According to a media report of July 1, the United Liberation Front of Asom (ULFA) has denounced the Assam government's bid to invite National oil companies of India to explore oil in the State as exploitation of State's resources. Freedom, the mouthpiece of the outfit, reportedly termed the State government's act as selling-out State property to satisfy their Delhi masters. Besides, ULFA, once again, reportedly declined to avail safe-passage offered by the government.

According to a media report, the United Liberation Front of Asom (ULFA) has directed Assamese students to launch an anti-Hindi campaign. The ULFA in a message through its mouthpiece Swadhinta (Freedom) has also imposed a ‘ban’ on the screening of Hindi films. "Why doesn’t the student community of Assam call for total eradication of Hindi culture from the State ? What is the stumbling block to ask for Hindi films to quit Assam...?" said Freedom in its latest edition. It further said "The Hindi invasion has already contaminated the distinguished base of Assam’s unique cultural identity." ULFA has reportedly called for such a ban on Hindi films for the first time.

According to a media report, official sources said a group of 20, including three women cadres, United Liberation Front of Asom (ULFA) terrorists have infiltrated the Nalbari district in Lower Assam. While speaking in Guwahati, on July 3, the officials said these terrorists would attempt to move to other districts in the area, in order to, extort money and recruit new cadres. The other district where the officials suspect the terrorists would spread to is Barpeta. One of the officials said, "Their aim is to collect funds and mobilise the youths of lower Assam to join the ULFA." The group is allegedly led by a Bhutanese, Dilip Dihingiya. The sources claimed that the information was collected by security forces following an interception of a radio message of the outfit meant for its cadres.

A United Liberation Front of Asom (ULFA) terrorist was killed in an encounter near Chappakhowa in Tinsukia district, on July 4. The incident occurred following an interception of a group of two terrorists by the security forces (SFs). When the SFs tried to interrogate, the terrorists allegedly opened fire and one of the terrorists was killed in the retaliatory firing. His accomplice reportedly managed to escape. The terrorists reportedly belonged to the '28 ULFA battalion'. Six kg of explosives were also seized from the encounter site. A search operation was on to nab that terrorist till the reports last came in.

Speaking to media persons at Rangiya on July 6, the General Officer in Command, 21 Mountain Division, Major General Gaganjit Singh ruled out the presence of United Liberation Front of Asom (ULFA) women suicide squad in Assam. Stating that the presence of women terrorists in the outfit was low in the State, Singh said that the few women terrorists who had married their ULFA compatriots were either settled abroad or had a "very minimum presence" in the State. Singh, who is commanding the anti-insurgency operations in militant-infested lower Assam areas, regretted that the ULFA had never shown willingness for unconditional talks. While confirming the existence of several ULFA camps in Bhutan, Singh urged the terrorist outfit to shun violence and come to the negotiation table. Commenting on possible joint operations against the terrorists in Bhutan, Singh said that he was not aware of any such moves and had not received any message from the Defence Ministry to go ahead with such an operation.

The Asom Gana Parishad (AGP) has urged the Union government to start dialogue with the proscribed United Liberation Front of Asom (ULFA) terrorist outfit. Reports said, in a letter written to Prime Minister Atal Behari Vajpayee, on July 8, AGP Legislature Party secretary Dilip Kumar Saikia requested him to do so without any preconditions. The talks should be held on the model of the Naga peace process, he wrote. He further mentioned that insurgency in Assam has its roots in the underlying socio-economic conditions of the people and steps were needed for the improvement of the same. Copies of the letter were also sent to Deputy Prime Minister and Union Home Minister L.K. Advani, Defence Minister George Fernandes, Minister for North-east Affairs and Disinvestment Arun Shourie and Assam Chief Minister Tarun Gogoi.

A media report of July 9 indicated that Indian and Bhutanese security forces may target United Liberation Front of Asom (ULFA) and National Democratic Front of Boroland (NDFB) camps on the latter's territory. Reportedly in panic, the terrorists have started relocating their training camps. Quoting official sources the report further said both the outfits have also set up joint 'vigilance' teams to watch the activities of the security forces. An unnamed official said, "According to reports, the militant groups have jointly set up monitoring cell in Samdrup Jongkhar to keep a watch on the movement of security personnel along the border." Raju Baruah, the ULFA 'deputy commander-in-chief' is reportedly supervising activities of this joint team of the outfits. ULFA and NDFB together are alleged to be maintaining 25 camps, scattered over Samdrup Jongkhar, Koipam and Kaloikhola areas of Southern Bhutan. However, no dates were specified for the possible joint operation.

Quoting an SF press release, reports said, SF personnel on specific information spotted two ULFA terrorists near Moamari village, under Dalgaon police station limits. While the SFs tried to nab the terrorists, they allegedly lobbed a grenade and also opened fired. The terrorists were killed in retaliatory firing. Indian intelligence agencies have reportedly cautioned the Northeastern Frontier (NF) railways of a possible terrorist attack around end-July 2002, ahead of Independence Day––August 15. The intelligence reports said United Liberation Front of Asom (ULFA), 'with active support from Pakistan’s external intelligence agency, the Inter Services Intelligence (ISI), might target the Guwahati-Delhi Rajdhani Express. The agencies also suspect that the act could be an ISI conspiracy allegedly to facilitate the Al Qaeda terrorists' infiltration through Northeastern borders of India. The agencies claimed that the information was collected on the basis of intercepted message from the ULFA. Media reports of July 17 indicated that the sabotage could be an attempt to disrupt Independence Day (I-day) celebrations of August 15. However, independent confirmation of the report could not be made, but security has reportedly been tightened at various railway stations in the zone.

United Liberation Front of Asom (ULFA) has reportedly communicated to the Bhutanese government that it was unable reduce its cadres' strength and close down its four camps allegedly due to the increased presence of Indian security forces along Assam border. According to a media report of July 19, the Bhutanese government has taken up the issue with Indian authorities to facilitate a pull out of the terrorists from training camps in Bhutan. The June 2001 agreement between the Bhutanese government and the ULFA envisaged that the outfit would close down four camps and reduce its strength in that country within a stipulated, time that is by December 2001.

According to media reports, they were killed at Parakuchi near Ghaghrapar. The slain terrorists included a self-styled 'lieutenant' and a woman cadre. Seizures made following the encounter included a Universal Machine Gun (UMG), a .32 revolver, three grenades, an improvised explosive device weighing approximately 10 kg, a large quantity of ammunition and some incriminating documents. SFs suspect that the group was in the region for pre-Independence Day (August 15) subversive activities.
