Chief Minister Tarun Gogoi on September 2 said that Communist party of India- Maoist (CPI-Maoist) have infiltrated some students and tea tribe organisations in an attempt to expand its base in Assam and ULFA was helping the CPI-Maoist to set up a base in Assam, reports The Telegraph. Gogoi in this regard said “We have received reports of Maoist elements joining organisations such as the Assam Students Youth Organisation (ASYO) and Adivasi Cha Janagosthi Surakshya Samiti in order to spread their network and reach in the state”. The chief minister further said. “We cannot afford to lower our guard because there have been consistent efforts by Maoists to infiltrate into Assam from neighbouring states like West Bengal, Orissa, Jharkhand and Bihar.” Also, Chief Minister Tarun Gogoi said that the All Adivasi National Liberation Army (AANLA), has declared a unilateral ceasefire with effect from September 1.

In the first step towards finding ways for ushering in permanent peace in Assam, a tripartite agreement for Suspension of Operations (SoO) was signed here on September 3 among the Centre, the Assam Government and the United Liberation Front of Asom (ULFA), reports The Hindu. The Union Government was represented by the Joint Secretary (North East), Home Ministry, and the Assam Government by the Home Commissioner. Sandhu added that Paresh Baruah has enlisted the support of Nationalist Socialist Council of Nagaland - Khaplang (NSCN-k) in Myanmar and support of the People’s Liberation Army (PLA). The Times of India reports that the ‘Executive committee’ of United Liberation front of Asom (ULFA), which met in Guwahati city on September 16, adopted a resolution for making the changes as decided at the general council meeting held in Nalbari in July 31. The resolution is about bringing forth amendments to the ULFA's constitution, which will bring the command structure of the different battalions of ULFA by placing them under the ‘Chairman’ Arabinda Rajkhowa, instead of ‘Commander in Chief ‘Paresh Baruah. It is to be noted that ULFA militants have been grouped into four battalions - the 27th battalion in central Assam, the 28 battalion in upper Assam, 107 battalion in Garo Hills and 709 battalion in lower Assam. The outfit's constitution authorizes only the military wing, headed by the commander-in-chief, to command these units. But with the starting of peace talks and majority of the cadres joining the peace process, the cadres will now have to stay at development centres called Naba Nirman Kendras where they will take up various activities, agriculture being the primary one.

The presence of the Maoists in the State came to light when Arunachal Pradesh Police, jointly with the Army and Assam Police, arrested as many as nine Maoists from Lohit District. The revelation has come as surprise for Security Forces (SFs), who had arrested these people in connection with an arms-and-cash loot case that was believed to have been pulled off by United Liberation Front Asom (ULFA) cadres. "What we found was that these nine persons were earlier engaged by Ulfa as carriers of food, information, medicine and men. But the interrogation revealed that they are members of a Maoist organization called Upper Assam Leading Committee of the Communist Party of India (Maoist). The arrested are all from Tinsukia in Assam," the source said. "They have already set up a network in Arunachal Pradesh, mainly in Dibang valley district bordering China. Their agenda is to provoke the locals against the power projects that have been proposed in the district. They are working over ground as anti-dam activists," the source said. Some of the biggest hydel power projects have been proposed in the Dibang valley. The construction of these projects, however, has not yet been started. What is more worrying for the security forces is that this Maoist organization enjoys the backing of the National Socialist Council of Nagaland-Isak-Muivah (NSCN-IM) in Tirap District of Arunachal, bordering northern Nagaland, and also has good rapport with the Paresh Baruah faction of ULFA.

The consignment includes 1,600 pieces of arms and ammunition, including AK-47s, rocket launchers, light machine guns and 800,000 rounds of ammunition were sent to Paresh Baruah from two units of National Ordinance Factory in North and South China. The consignment was loaded at South Chinese port of Beihai near Vietnam”. It was then brought to the deep sea territory of Bangladesh near Moheshkhali Island. In mid-sea the consignment was shifted to three trawlers and then further transported to Bangladesh. Sources said that two Singapore nationals carried out the job, the input further adds that these men are said to be close to arms smugglers in the region and organize transport for such activities.
